Adieu F-bleau, hello Hollywood?

Look what just fell into the S&G mailbag:

Beginning January 1, 2010 Penn National Gaming will partner with RPM Advertising to develop and execute a brand identity for Hollywood Casinos. The full service assignment will incorporate research, brand development, media planning/buying, creative execution, production services and direct marketing. Penn National, one of the top five gaming companies in the world, owns and operates seven Hollywood Casinos across the country including facilities in Aurora, IL; Bangor, ME; Baton Rouge, LA; Grantville, PA; Lawrenceburg, IN; Bay St. Louis MS; and Tunica, MS.

Forgive me if I have a coughing spasm after reading Penn National describe itself as "one of the top five gaming companies in the world." I suppose it would depend on your definition of "top" (number of facilities and/or employees, market cap, etc.) but in an industry that contains MGM Mirage, Harrah's Entertainment, Wynn Resorts, Las Vegas Sands, Boyd Gaming, Station Casinos and even woebegone Trump Entertainment Resorts, the best Penn could hope for in terms of name recognition would be eighth place. (Enter RPM, stage right.)

As for the marketing alliance, given the timing of the belated decision to try and unify the brand, it looks like Penn is going to attempt a Harrah's in reverse: acquire a Strip property (Fontainebleau) and then create a company-wide brand-loyalty program to incentivize customers to visit its shiny new megaresort.

Sounds a bit cart-before-horse to me but, after today's bulletin, it's no stretch of the imagination to suggest that F-bleau could soon become Hollywood Las Vegas or some close variant thereof. At least in terms of brand equity, it would represent a step or two up from F'bleau, whose name recognition factor is now entirely negative.

Green shoot? Weekday room rates for early December at Vdara have nudged upward to $145/night (from $129) according to J.P. Morgan analysts.

What's wrong with this picture? The media night for Wayne Newton's new Tropicana show, Once Before I Go (could we have that in writing?) looks more like a Dancing with the Stars tour stop. In addition to former contestants Sabrina Bryan and Jennie Garth, four DWTS regulars -- including Cheryl Burke and Kym "Tina Sparkle" Johnson -- will be on hand.

Except for Ms. Johnson, who's presumably in town to rehearse current partner Donny Osmond, the quartet is available because they've all been eliminated. (For instance, Alec Mazo helped Olympic swimmer Natalie Coughlin dance her way to a premature exit.)

Trouble is, they'll be in the audience and the Wayner will be onstage. Wouldn't you prefer the reverse proposition? And since Newton is strictly a short-term proposition for the Trop (six months and out), would it be too much to hope for a Vegas offshoot of DWTS as his successor?

MGM: CityCenter worth $4.88 billion

MGM Mirage has announced that it's writing off approximately $1.3 billion (i.e., taking an "impairment charge") against CityCenter, with $348 million of that chalked up to falling real estate values. (Some $174 million of that will apparently be fobbed off on MGM's partners, bringing MGM's writeoff down to $1.1 billion.) The value of MGM's half-share of the project has been restated at $2.44 billion (a 31% decline). No word yet from Dubai World as to what it thinks its half of CityCenter is worth.

Kirk Kerkorian's Tracinda Corp. shook a rhetorical fist at Wall Street, stating in a press release that there is "substantial unrecognized value in MGM and CityCenter that is not reflected in the market value of MGM’s stock." It's nice to know that even mega-corporations can feel underappreciated.

Bottoming out? Air traffic into and out of Las Vegas was almost flat, year over year, -1.2% in September, helped by passenger-load increases -- and I don't mean those hefty people who take up two seats -- on nearly every domestic carrier not named US Airways (-26%). Considering that international traffic was -21%, this is augurs well for a return of domestic consumer confidence in Sin City. And, yes, flat is the new "up."

Pennsylvania: Rendell intervenes. Never accuse the Keystone State Lege of acting in haste. The table games bill is still mired in conference committe, prompting Gov. Ed Rendell (D) to wade into the fray. Rendell's magic number for the amount of revenue table games must yield in fees and taxes is $200 million. To get there, the guv believes the tax rate must be 16%. But he's closer to the GOP position, warning that the higher levies favored by Dems would "kill the golden goose" and deprive Little Johnny's school of needed funding. Meanwhile, Rivers Casino continues to disappoint, with the lowest revenue-per-slot in the state.

Finally, a taker! Out of left field, a contender has emerged for the orphaned casino license in Cherokee and Crawford counties in Kansas. You'll recall that it was awarded to Penn National Gaming, seemingly ages ago, but Penn -- spooked by nearby tribal competition -- all but spat on the license before leaving in a huff.

Enter Ozark Trail Gaming, a consortium of Kansas businessmen, offering to build a $225 million, 900-slot, 30-table casino. After some bad experiences with carpetbagger casino developers trying to dictate terms to the Sunflower State, you have to think the Kansas Lottery Board will look kindly upon this native-son effort.

ColSux loses again. A $41.5 million summary judgment has been slapped on Columbia Sussex for abrogating its purchase of the President riverboat in St. Louis (now the property of ColSux arch-foe Pinnacle Entertainment). Regulators for Missouri didn't like the looks of ColSux and its CEO, William J. Yung III (above). The latter pulled his license application and used that as an excuse to void the President purchase, but a federal district judge wasn't buying it.

The former President owners were also suing ColSux for jacking up parking rates for casino patrons by 560% (no, that is not a typo), a truly Yungian move. If poetic justice were served in this case, the court would award the ship to ColSux. Since the President's days on the water are numbered and Yung will licensed in Missouri only in his wildest dreams, trying to dispose of that near-worthless asset might be the aptest punishment of all.

A deal @ Vdara

Just as I said, CityCenter is becoming the mid-market epicenter of Las Vegas. Today's mailbag yielded a $129/night offer for Vdara, plus $50 in amenity credits -- more evidence of the downward pressure CityCenter is exerting on the Strip. But anything that means greater affordability for John Q. Public is A-OK with S&G. Besides, having bunched as much as 85% of the new room product at the upper end of the market, companies like MGM Mirage were bound to have this come-to-Jesus moment sooner rather than later.

To end the week on a note of levity: For the second time this year, both Gov. Jim Gibbons and Lt. Gov. Brian Krolicki got it into their heads to be out of state simultaneously. (One senses that they don't consult each other about scheduling or much of anything else.) Which means that -- also for the second time this year -- the Silver State was briefly helmed by state Senate President Pro Tempore Mike Schneider. Let's just say that, given this opportunity, Acting Gov. Schneider didn't let it go to waste.

Elsewhere in the Silly File, we find New York-New York holding auditions for a spokesman. They're being politically correct and saying "spokesperson," but considering that aforesaid person is going to be dubbed Vinny "The Man," I have a faint suspicion that members of the gentler sex aren't going to be in the running. The winning candidate must "have the most New York swagger" and be adept at gluttony: Winning a hot dog-eating contest is a prerequisite for would-be Vinnys.

I love New York. Seriously, Manhattan is my favorite place on Earth. (However, it is a poor vantage point from which to write about the casino biz.) Which is why I think promoting its Vegas knockoff through the persona of a dese-dem-dose palooka is a notion so creaky and archaic it needs a walker. Not for nothing has a colleague already dubbed this "the dumbest promotion of the year." I concur.

Jim Murren to the rescue. The CEO of MGM Mirage is going to bat for Sen. Harry Reid. The latter's got the casino moguls (Sheldon Adelson, excepted) in his corner, if nothing else.

Aria drives prices ... down

Contrary to repeated assertions by J.P. Morgan, it would appear that MGM Mirage is putting out promotional specials for Bellagio ... and very aggressively so. Note however, that Steve Wynn's masterpiece is maintaining its price point and Aria is the one having to come down to meet it.

Also, an unscientific survey of mid-week rates parallel to Aria's opening shows that what the CityCenter flagship is doing is sucking the air out of the rest of the Strip, especially other MGM properties. Even Wynn Las Vegas is down to $159/night that week (quotes were predicated on a three-night stay).

The absolute bargain was Downtown's Golden Gate ($12.71) and unless you count Hooters and fellow bottom-feeder Wild Wild West, the lowest on-Strip price was $21.21 at MGM's Circus Circus. The Sahara ($22.40) and Imperial Palace ($25) were close behind. They were ever-so-slightly outpriced by the Riviera ($27) and Tropicana ($29.33).

As for other properties in the lion's den: Excalibur ($31), Luxor ($48.37), New York-New York ($50), Monte Carlo ($58.62), the Green Monster (aka MGM Grand, $70), Mandalay Bay ($72.55), The Mirage ($76.50), THEhotel ($93.29), Vdara ($109) ... with only the Green Monster's Sky Lofts ($600) outpricing Aria.

So, MGM, are you sure this oligopoly business model is the way you want to go? I'm just askin'.

F'bleau: Wait 'til 2012; Satre returns

That's basically the message coming out of bankruptcy court, where Fontainebleau ownership requested permission to scrap all conventions and meetings through October 2011. Among many other disclosures in the fast-moving Chapter 11 was the sacking of seven top executives. (A well-kept secret, seeing as the septet had been let go last May.)

At the top of the list was F'bleau President Audrey Oswell. Since being forced out of Caesars Atlantic City by Park Place Entertainment, Oswell's resumé has taken a pummeling. She left Resorts Atlantic City just as Colony Capital was beginning to mismanage it into insolvency, then leapfrogged to Cosmopolitan (foreclosed) and then from the deck of that sinking ship to F'bleau. If it weren't for bad luck, she'd have no luck at all.

Here's hoping Oswell's next employer has steadier financial underpinnings than her last three. (Question for Resorts A.C. lenders: If you give Colony the boot but leave casino boss Nick Ribis in place, have you really solved the problem?)

Matthews out, Satre in: The much-admired Philip G. Satre has taken over as chairman of IGT, where he will no doubt act as a valued counselor to CEO Patti Hart, vouchsafing an insider's perspective on the casino companies with whom she must deal. Satre's ascent could also make for an interesting turn in the war of words between IGT and Harrah's Entertainment, whose CEO and CFO have made it a pastime to trash-talk the slot giant. Will Gary Loveman be so bold in slamming IGT now that his Harrah's predecessor chairs its board?

Bad timing? Despite the Chinese government's speedy flip-flop on access to Macao, the dynamic duo of MGM Mirage and Pansy Ho are mulling both an IPO on the Hang Seng stock exchange and further expansion in the casino enclave. But is this the moment for such aggressiveness? MGM Grand Macao is only beginning to perform up to expectations and the parent company is having to push a $5.6 billion debt payment into 2015.

Signs of the Times

In less than an hour, Steve Wynn is going to make an extra-special, triple-secret, top-hush "entertainment announcement" via a Wynn Resorts Web-cast. Don't tell anyone but ... he's going to reveal that Garth Brooks will be playing Encore.

Which we know partly because it's been the worst-kept secret on the Strip and even more so because it was announced today in Nashville at 7 a.m. Vegas time. But we're all s'posed to pretend that we didn't hear anything and it's all going to be a big-ass surprise and whatnot. Yeah, that's the ticket.

This underscores how ill-tuned the casino industry is to the news business -- and furthermore, how it still hasn't made the adjustment to the global village of online media. People like Wynn (or Jenn Michaels over at MGM Mirage) continue to operate as though the daily newspaper were the only game in town and people's primary source of information.

Sorry, but what happens in Nashville no longer stays in Nashville until the next news cycle. It makes it to Vegas in the blink of a Tweet.

Vintage Vegas/Matt Goss. Both are reviewed by Richard Abowitz, who makes a number of thoughtful observations re lounge acts in general. He's a bit lenient on both Zowie Bowie and the Gossmeister, IMO. Vintage Vegas is so bad you'll want to see it so you can talk about it at parties. Goss is just bad and in a very uninteresting way. If a yawn could wear a white suit, it'd be Matt Goss.

Night of the living dead

Will the last person leaving the Riviera please take down the Charo in Concert, Abra-ca-Sexy! and Tom Stevens posters? Everything about last night's visit to the casino suggested a business that's died but doesn't realize it. Not that it helps to be literally in the shadow of the rotting whale carcass that is Fontainebleau. Between it, Echelon and the apparently defunct Plaza project, that neighborhood is one giant buzz-kill.

Still, even on a Wednesday night one does not expect to see such a thinly populated casino floor. There were more players around the electronic table games than the real ones. In the parking-garage elevator, one of the braille "3" panels was missing from the keypad. Management's solution? Scrawl "3" in red ink where the braille pad should be. (ADA non-compliance much?) If the Riviera is blowing off its interest payments in order to use the money on operating costs, it's not going very far, from the looks of things.

The moribund feeling extended to the upstairs showroom, where Charo has given way to Andrew Dice Clay (or, as the Riv bills him, "Andrew DICE Clay"). Even with a 90-minute cocktail party as an inducement, Clay rolled snake eyes in terms of media turnout. It was a small crowd [sic] and even ~~some~~ many of the local bloggers blew it off, so scant was the event's cachet.

Maybe they were at the Tropicana, checking out Wayne Newton, whose new show ...

Features Rich Natole. This confirms well-sourced reports LVA had been receiving that the impressionist would land a new gig at the Trop and it was merely a question of when. Natole, who was subletting a time slot from Anthony Cools, got caught in the crossfire between Cools and Trop CEO Alex Yemenidjian. When Cools, Bobby Slayton and the Penny Lane show were sent packing, Natole found himself briefly at loose ends, too. The Natoles are nice people, so I'm glad this Vegas saga has a happy ending. On a sadder note ...

Lanni ailing. Former MGM Mirage CEO J. Terrence Lanni has an undisclosed form of cancer. The news comes almost a year to the month since he abruptly resigned from the gaming giant. At the time, Lanni denied that health problems were involved but he also said it had nothing to do with a resumé-inflation scandal that threatened to bring him under investigation in New Jersey, Illinois and Nevada. (Another possible motive for Lanni's abrupt departure: MGM stock had just sunk below $10/share.)

S&G sends wishes for a speedy and full recovery to Lanni, and to his family. I've lost a couple of friends to cancer, so I can imagine the ordeal the Lannis are experiencing. And, if it's not inappropriate, a tip of the Panama hat to low-budget broadsheet Gaming Today, which beat all major news outlets to this sad story.

Reality bites. At least if you're trying to maintain your price point at Aria. The megaresort has cut rates to $159 -- and thrown in a $75 amenity credit -- to entice two-night stays, through April 1. Wouldn't it be ironic if, instead of cannibalizing Bellagio, as feared, Aria wound up gravitating toward the mid-market crowd?

Please spare a thought for the Queen of Comps, the beloved Jean Scott, who's in her sixth week of convalescence from the flu. First, a hepatitis scare, now this. Let's hope LVA's most popular blogger catches a break -- and soon.

Signs of the Times

That's right: a fucking Cell.Phone.Camera.

To this the profession of photojournalism has come? Pathetic.

Macao giveth, Macao taketh away

Casino operators in Macao better make the most of the recent relaxation of visa quotas into the enclave. What the government gives with one hand, it partly reclaims with the other. Casino expansion remains out of the question and the minimum age for gambling would go up to 21, from 18, under a bill draft soon to be put forward. (Steve Wynn can afford to be sanguine, as it's far more likely to impact his mass-market-oriented competitors. Investors didn't share his enthusiasm.)

If Wynn -- who continues to toe the Peking party line -- comes out a winner, facing negligible "obstacables," Lawrence Ho is the presumptive loser. As best S&G can ascertain, the curtailment of gambling in residential areas is aimed at his Mocha slot routes, one of the younger Ho's bread-and-butter enterprises.

Another proposal awaiting action by the Macanese Lege would cap table-game inventory. Writes J.P. Morgan analyst Joseph Greff, "we believe the Macau government believes the timing is right to implement these initiatives given the completion of the commission cap rule and the resumption of growth in the industry ... if the number of tables will be limited to 1,000 per operator, [Las Vegas Sands] may need to modify its future expansion plans, as it is already over the limit, while SJM will need to close down some of the older tables operated by the third parties, as it too is already over the limit."

None of this appears to bode especially well for Sands' long-in-coming IPO, although it remains to be seen whether this is a bonafide legislative agenda or simply a warning to inhibit growth. The news, however, managed to cast a pall over Sheldon Adelson's planned resumption of his Cotai Strip™. Also, it's not as though the Macanese government and its casino-owning subjects don't have to worry about an upsurge in gambling back on the Mainland.

Detroit, briefly. The depression continues to eat into Detroit's casino revenues, -2% last month. Despite a -6.5% drop, MGM Grand Detroit remains the big cat, grossing $42 million. Second place is up for grabs, though, as MotorCity continues to fall back (-7%) toward upstart Greektown (+12%), which is closing the gap, grossing $28.5 million against $33.5 million for MotorCity.

Why does Steve Wynn hate America?

Or maybe the question should be, What was Steve Wynn smoking before he told CNBC "Money Honey" Maria Bartiromo that Wynn Macau was making more than all other 30 Macao casinos combined? Perhaps he meant his joint is the single-highest-grossing casino in the Chinese protectorate, but his phraseology is misleading:

Wynn's remarks on the importance of staffing and customer service are, as usual, on point. However, he starts sounding like a puppet of Peking ("One thing about the Chinese government, I think they get it right."), praising the steadiness and thoughtfulness of its policies. Here's an example of Peking's steady, thoughtful policymaking in action:

Wynn's comments that infrastructural improvements don't help at tourism-dependent (casino) industry make him sound naive -- doubly so if aforesaid projects put disposable income into consumers' pockets. Still and all, Wynn is far more reasonable on CNBC -- and immeasurably less obnoxious -- than during his obstreperous Fox News Sunday rants.

Although Wynn clearly fancies himself the new political pundit on the block, he's got but one string to his bow: bellowing "Tax policy" over and over. Which translates as "Tax cuts (for me)!" Yup, if Big Guvmint would just stop collecting taxes from Big Bidness, everything would be hunky-dory, economically speaking. We'd have new jobs coming out the ass.

Here's the problem with that line of argument: We're fresh off eight straight years of tax cuts, tax holidays and corporate loopholes big enough to encompass every square foot of CityCenter. How did that work out for us?

More to the point, given a tax-averse administration and Congress, how did Wynn's casino colleagues handle their newfound largesse? Did they invest it responsibly? Hell to the no! That "bundling of the Strip" which Wynn has decried is the poisoned fruit of companies that were awash in capital and easy credit, who then used it to try and eradicate the competition. (Similar phenomena occurred in the regional casino markets and in the slot industry.)

Having cannibalized their main rivals, casino companies then began to devour themselves, in the form of insupportable debt levels and insane LBOs. And if Wynn really believes that government spending has never improved anyone's lot in life (he must have forgotten the New Deal, for starters), then how many standards of living are raised by merger-and-acquisition orgies? For the average worker, it means jobs are "consolidated" out of existence. Heck, not even executives are immune. Just ask some of the Mandalay Resort Group or Park Place Entertainment higher-ups who are now enjoying involuntary retirement.

Should the current administration hand out the kind of tax vacation Wynn is demanding, would the casino industry A) buy new and shiny objects, B) retire debt or C) create jobs? B & C would probably finish a distant second and third to A.

Just look at Harrah's Entertainment: It can't repay its creditors dollar for dollar but thinks nothing of snapping up 16% of Planet Hollywood. If there's degenerate gambling going on in the casinos, the worst of it can be found in the executive suites. If these guys ever took to playing Russian roulette, they'd probably leave at least five bullets in the revolver.

Wynn is probably feeling his oats, given the bullish, odds-defying early performance of his Hong Kong IPO. The real story may be that gains realized in the Hang Seng will be used to prop up Wynn's Las Vegas operations rather than to expand in Macao.

This just in: The two-week run of A Bronx Tale at the Venetian has been extended to a third weekend. A spoken-word play in a Strip theater seemed like a dicey prospect so this is very good news indeed.

Leaving Las Vegas

At least 28,000 have done so over the two years-plus (probably more when you allow for the people still moving here). What are the likely consequences of Las Vegas' pegging its future on a one-trick economy? And is it going to be like one of those Rust Belt cities (like Pittsburgh) that turned it around or one of those (say, Detroit) that continues to decline?

Those questions and others are posed in a splendid article that connects most of the dots regarding Vegas' economic plight. One of the most disturbing points raised by Las Vegas Sun reporter J. Patrick Coolican is that cities doing well at present tend to be ones that possessed robust institutions of higher learning -- and invested in them. Neither can be said of Nevada's dismal education system, the recipient of savage budgets, thanks to our governor and the ever-feckless Lege.

If Las Vegas' future hinges on well-funded and -respected academic institutions, then the near-term prognosis is grim.

Speaking of Detroit, casino owners and politicians there may be casting a wary eye on rising pro-casino sentiment in Ohio. In whichever form casino gambling is legalized by Buckeye State voters, it stands to take a big bite out of Motown casino receipts -- and sap state and local revenue collection, too. A helpful Detroit News map shows precisely which Detroit, Indiana, Pennsylvania and West Virginia casino operators have reason to be fretful about the emergence of a casino industry next door.

Like their Strip brethren, tribal powerhouses Mohegan Sun and Foxwoods Resort Casino went all-in ... into debt, that is. Now that it's time to pay the piper, they find themselves in binds comparable to those facing non-tribal casinos. However, they have fewer options for relief, as they discover the downside of being a tribal operation.

Dog's breakfast at Tiffany's. Few readers of this column can probably afford to buy anything at the Tiffany mega-boutique that will be part of the Crystals mall at CityCenter. However, it will make for some lovely window-shopping. (Click on the pictures to see them in a larger size.)

Atlantic City reprieve. Although New Jersey's three-way gubernatorial race is up for grabs, casino owners can take one consolation. Whichever of the two leading candidates is elected, continued opposition to racinos is promised.

East Coast antics

Wrong again. There I was, thinking the proposed $10 million upfront fee for table games in Pennsylvania was a done deal when the GOP-controlled state Senate upped it to $15 million (and if you don't pay by June 1, it goes to $20 million). Chalk that up as a "loss" for casino owners.

The latter did, more or less, get what they wanted on taxes, where they'll pay an aggregate state/local rate of 14%. Despite publicly requesting a 34% tax rate, Dems in the lower house are muttering that one in the "high teens" might be acceptable. The question is: In return for what?

Casinos also banked a "win" when the state Senate ashcanned an amendment that would have tripled the slot base at "resort" casinos. Since this amounted to preferential treatment for a tiny percentage of the Keystone State casino industry, it's good to see it get the back of Lege's hand.

Power play in New York. In the competition for the racino contract at Aqueduct Race Track, those in the hunt include MGM Mirage, Penn National Gaming, Harrah's Entertainment and Seminole Tribe-owned Hard Rock Entertainment, along with numerous and sundry joint-venture partners.

But none of the seems to have the juice of Larry J. Woolf's Navegante Group. After the New York Lottery Division had deemed Aqueduct Entertainment Group (in which Navegante is a partner) unqualified, Gov. David Patterson's underlings put the word out that the five-member consortium is indeed qualified. Somebody in Aqueduct Entertainment's got pull, that's for sure.

A win for Adelson. While no casino company was remotely near the top of Newsweek's ranking of the 500 greenest companies, Las Vegas Sands can claim a victory of sorts. Sheldon Adelson's firm clocks in at #128, well ahead of MGM Mirage (#164) and Wynn Resorts (#176). Given the extent to which MGM has publicized its green-friendly initiatives, particularly with regard to CityCenter, finishing so far behind LV Sands is tantamount to a smackdown by proxy.

Several years after the publication of Beneath the Neon (now available in e-book format) publications are still shocked -- shocked! -- to learn of Las Vegas' large (and growing) subterranean community. Alas, we no longer have the Hooverville that had sprouted about a half-block north of LVA HQ. Those hobos were a tidy bunch and made our street seem halfway populated.

$300 mil for F'bleau?

That's the latest; namely, that Penn National Gaming will put down less than $300 million as a "stalking horse" bid on Fontainebleau. Penn would also be on the hook for the costs of the project's bankruptcy proceedings. Potentially getting a Strip resort for less than 10% of its cost sounds like a good deal for Penn ... until you think about the hundreds of millions of dollars (possibly as much as $2 billion) that stand between F'bleau and the finish line.

Sue Lowden evidently didn't get the memo that Mike Ensign is no longer writing fat campaign checks at Mandalay Resort Group. How else to explain the Archon Corp. treasurer's loud and frequent fealty to Ensign fils, the ethically challenged junior senator from Nevada? Lowden's proclamations provided an irresistible temptation for Democratic Senatorial Campaign Committee spokesman Ed Schultz, who sniped, "Sue Lowden's support of John Ensign may have fundraising value to her, but it is a reflection of her own character and fitness for office. She has shown more fidelity to him, than he has shown to his own wife." (Lowden is gunning for Sen. Harry Reid's seat.)

In her capacity at Archon, Lowden could line the younger Ensign up with a dandy post-senatorial job as a casino greeter at her Pioneer Gambling Hall in Laughlin. (As for Lowden, at least she's off Jon Ralston's "Chicken List," after gracing the Face to Face set. Your turn, Sheldon Adelson. Does Sue Lowden have more huevos than you?)

The perils of Packer. Reeling from a $1 billion loss on his overseas casino misadventures, James Packer and his Crown Ltd. are putting some of their Melbourne land on the block.

Not buying it. Although MGM Mirage CEO Jim Murren may have predicted that CityCenter's premiere would increase Vegas visitation by 10%, but gaming analysts aren't having any of it, especially when all the new room capacity is at the high end. Also, it's remembering that the 1998-2000 roll of megaresort openings and the 2005 debut of Wynn Las Vegas coincided with robust U.S. economies. Andrew Zarnett advises casino bosses to look at current numbers as the new baseline -- which sure beats pining for the vertiginous and unsustainable levels of two years ago.

Macanese machinations. Conventional wisdom on the advisability of floating IPOs in Hong Kong continues to seesaw. The Wall Street Journal runs the numbers and finds gaming stocks defying the market's downward trend. Which is good news for Steve Wynn and possibly even Las Vegas Sands' public offering, which is taking forever to reach the launch pad.

Then go hang out at Stack. If they don't like your looks, the in-house goons will be sicced on you. And Las Vegans wonder at the schadenfreude so many people feel with regard to Sin City's current doldrums.

No magic bullet. Liberalization of casino rules in Colorado will raise considerably less revenue than expected. Whoever made the projections that are now coming up 60% short obviously didn't take the recession into account.

Opposition grows. An effort by Illinois Gov. Pat Quinn to saturate the state with video gambling devices is encountering widening opposition. Chicago suburbs Evanston and Naperville are among the areas that have nixed the prospect of slot routes.

Don't like our roads? Mail your thanks to Gov. Jim Gibbons, who just got his knuckles rapped by the chairman of the House Committee on Transportation & Infrastructure for laggard deployment of federal highway funds. It's pretty slow around Carson City once the Lege decamps, so what's Midnight Jim's excuse this time?

Sanity 1, Drunks 0. A trio of boozing bozos who rampaged through Buffalo Bill's before piling their car into a ditch can't sue MGM Mirage for their own asshattery, Nevada's high court rules. Since they were drunk off their asses and getting into fights, the trio of boozehounds maintained, casino management had an obligation to keep them on-property ... presumably so they could have continued terrorizing other patrons and otherwise letting the good times roll. In an unrelated victory for common sense, it is no longer a crime in South Carolina to play poker in the privacy of your own home.

Keystone stalemate. Casino owners like Las Vegas Sands who have gone ahead with preparations to add table games will soon be rewarded -- but not until endless legislative machinations play out. House Democrats appear to be backing off a 34% tax rate for tables (J.P. Morgan reports that leadership is now floating a 21% figure) and may even come down to the 12% rate favored by their GOP colleagues. The $10 million upfront fee, though, appears to be a done deal.

All that said, solons managed to spend much of a special weekend session dickering over matters that ought to be none of their business. Like: Should casinos be allowed to serve free drinks to their patrons? Or: Can they operate on Christmas? Now, nothing sounds more depressing than spending Christmas Day at Harrah's Chester, but aren't these matters that ought to be the prerogative of the individual casino owner? Also, ostensibly pro-business Republicans wanted to put table games before the voters, which could render the whole legislative exercise moot ... and relief can't come soon enough for racinos like Penn National Gaming's Hollywood Casino, which is starting to slash its payroll.

"Doesn't the IOC realise it will be winter in Brazil in August, 2016?" -- comment Blackberried in by a reader, regarding the award of the '16 games to Rio de Janeiro. Y'know, I'd been wondering about that myself. The average August temperature in Rio hovers between 66 and 78 degrees. Not frigid but not exactly torrid, either. Meanwhile, the IOC promises to keep an eagle eye on the betting lines for the Vancouver games in 2010.

From Jeff in OKC, regarding the recent National Coming-Out Day promotions on the Strip: "Casino ads need a gambling reference in their marketing, I found it cute. If I want to offend easily, I would say that 'Two queens are more fun than a straight' suggests that straight people are inherently less enjoyable than gay people, and NY-NY doesn't want my money. I think we can always be offended, if we look hard enough."

From kerr_mudgeon, on the growing possibility that Las Vegas Mayor Oscar Goodman will tilt at the 2010 gubernatorial race: "I don't think he'll run because the odds are less than 50% in his favor as a non-partisan + he'd not want to disrupt his family by taking a job in Carson [City] - BUT if he runs and wins, he'll start pushing immediately to move the state capital to Las Vegas (maybe to take over one of the partly-built Strip complexes in/near bankruptcy)."

It's not the worst idea I've heard. Nor is this ...

Singapore is building an expansion of its ocean-liner terminal, enabling it to berth four cruisers at a time. The good news for Las Vegas Sands and Genting Bhd is, obviously, that this means more potential customers for their ultra-megaresorts. The not-so-good news is that the new berths won't be ready until late 2011, by which point both casino-based resort will have been open nearly two years.

Everybody's got a private equity fund these days, like the 21-year-old owner of a Persian resaturant in Maryland. Youthful Artin Afsharjavan claims he's got the scratch to buy Trump Entertainment Resorts, prompting Trump CEO Mark Juliano to reply, "Show me the money."

Hey, if some kid wants to throw as much as $500 million into acquiring five (mostly) bottom-of-the-barrel Atlantic City casinos, including Resorts Atlantic City and the A.C. Hilton, I'd like to see the color of his money, too. If it's for real, TER and the others ought to pluck the guy clean. You don't get a pigeon like this every day.

Macao's blockbuster month

A flurry of good news to end the week, starting in Macao:

September, the first month affected by a relaxation of severe visa restrictions imposed on the mainland, saw a 53% jump in Macanese gambling revenues. In terms of market share, Stanley Ho opened a big lead on Sheldon Adelson, 30% to 20%, with Melco Crown Entertainment close behind with 16%. The remainder of the market was divvied between Wynn Resorts (14%), MGM Mirage (10%) and Galaxy Entertainment (8%).

Is Melco's City of Dreams (above) eating into nearby Venetian Macao's business? On the surface, it certainly looks plausible. Given the immensity of the facilities he's building on the Cotai Strip™, Adelson ought to be getting more bang for his pataca.

Vegas hearts gays. Earlier today, I was asked to reflect on my nearly 11 years in Las Vegas. It's been full of surprising twists of fate -- who ever thought Steve Wynn would be forced out of the Mirage brand he'd created, just for starters?

But I sure as heck never imagined I'd open my e-mail box at work and find the following casino promotions, all keyed to National Coming Out Day (Oct. 3):

"Two Queens Beat a Straight" (New York-New York)

... or the slightly more innocuous ...

"COME OUT and Celebrate at Luxor"

(Luxor was smart and didn't offer Criss F. Angel tickets as part of the, uh, package)

In the Vegas of even a few years ago, "Boys' Night Out Package at Excalibur" would have had more of a frat-party connotation. MGM Grand plays it safe with a "His or Her Getaway" which sounds like a generic singles-oriented deal. Even so, we're actually seeing progress from the days when Vegas marketed itself as a synonym for a very debauched and jaundiced vision of male heterosexuality.

There's nothing like a depression to make this a party town of equal-opportunity decadence. After all, LGBT dollars spend just as fast as straight ones.

$545 a night. That's what Mandarin Oriental is asking. If you read the fine print, you'll note that (through March 31), if you buy a room night at that rate, you'll get a comped night, too. Which makes the effective rate $272 and change. By current standards, that's still steep ... but maybe staying in a 392-room hotel instead of a 4,000-room behemoth is an intangible added value. What do you think?

The casualties mount

Just yesterday I was lamenting the dearth of possible fallback positions for entertainers bounced from this or that casino. Heck, even the formerly volatile V Theater is enjoying its first stable lineup of shows since forever.

Sadly, we can add Scarlett and her Seductive Ladies of Magic (aka Abraca-Sexy) to the casualty list. With Charo literally and figuratively ailing, the Riviera's formerly robust lineup of shows is getting Slim-Fasted in a hurry.

Hopefully, somebody else can find a spot for Scarlett and her red bikini. Or she might take a cue from Bobby Slayton, who's literally getting out of town. So might Barry Manilow. However, we ran this down for a Question of the Day last week and the smart money has him taking up residence at the long-empty Paris-Las Vegas showroom. If Manilow can't break the jinx on that theater, nobody can.

I hope WizardOfVegas.com gets my Vintage Vegas review up before the show becomes history, because this Zowie Bowie extravaganza is an act of the so-bad-it's-good variety. It has the potential to go into posterity as one of the great Strip trainwrecks of all time.

Despite not having seen Vintage Vegas, Steve Friess channels the experience uncannily well: "I missed, for instance, what must have been a pretty disastrous opening night at the Monte Carlo for Zowie Bowie and its Vintage Vegas act ... even our most obsequious of entertainment scribes trashed them ... the idea here is that a major theater on the Strip is now given over to the alleged romance of Old Vegas. When it fails, I wonder, will anyone (else) suggest that maybe it wasn’t the execution that flopped, but the fact that people are bored with the effort to relive a bygone era?"

Having witnessed the completely pointless Rat Pack covers of spicy-as-mayonnaise Matt Goss, I'm inclined to agree. The 'retro' shows that work best -- like Rick Faugno's once-a-month showcase at South Point -- are ones in which the artist takes familiar material and makes his/her own. For Faugno, the songs associated with Frank Sinatra or Fred Astaire are as fresh and vital today as 50 years ago, and it comes through in his performance.

Much the same could be said for the Motown covers of Human Nature, a fantastic act that's literally crimped by management's determination to pack the absolute maximum number of tables into the Imperial Palace showroom. Memo to Rick Mazer: If you take 8-12 tables out, people will actually get up and dance, instead of merely wishing they could.

Speaking of showrooms, is there a smaller, crappier one than that at O'Shea's? You have to feel sorry for the performers who are relegated to this broom closet. Given the general disrepair evident at the Irish-themed casino, my best guess is that Harrah's Entertainment has decided to just let the place to go to hell until such time as they're ready to gut it and make it an anchor of their proposed off-Strip retail/restaurant mall.

Trop, Sands purges continue

It's official: "Pit Bull of Comedy" Bobby Slayton has snarled his last at the Tropicana Las Vegas. Thus endeth a brief, inauspicious reign by Anthony Cools over the Trop's upstairs showroom. A well-placed source advises LVA that Beatles tribute show Penny Lane was pulled after EMI hit it with a cease-and-desist letter. In any event, it left as invisibly as it arrived.

Trop CEO Alex Yemenidjian still has three shows he inherited from predecessor Scott Butera but it's pretty clear that he's going to put his own stamp on the property. As for Cools, well, he'll always have O'Shea's.

Movement at Cosmo. Buried in the Review-Journal (six items deep) is the news that the Cosmopolitan has wooed ~~John~~ Marshall Andrew away from Las Vegas Sands to be its CFO and hired Station Casinos refugee Marshall Andrew as chief information officer. Deutsche Bank looks serious about making that September '10 opening date.

Will the economy have improved sufficiently to have absorbed most of the CityCenter rooms and the Planet Hollywood Westgate ones by then (and maybe, but not very likely, Fontainebleau)? Boyd Gaming is betting otherwise. The Echelon cranes have been seen coming down, marking an additional hiatus in the project, which reportedly will not be resumed until 2012.

Las Vegas Sands: Execs overboard!

Andrew is just the latest exec lured -- or chased -- away from Sheldon Adelson's employ. Former Venetian veep Paul Pusateri (who helped launch Paris-Las Vegas back in the day) was just nominated as president at The Palms and ever-helpful Sands spokeswoman Mindy Eras has gone to Preferred Public Relations. Whether these moves are part of Adelson's promised cost reductions or are a winnowing out of perceived William Weidner loyalists, it must be getting lonely at the top.

There's quite a debate going on at the Las Vegas Sun on the rise and fall of themed resorts on the Strip. Surf over, check it out, maybe weigh in, if the spirit moves you.

Adelson's rescuer?

Meet Wilbur Ross. He's an investor of all trades with an appetite for distressed assets. And he's turning his sights to the casino industry. In particular, he's drawn a bead on "companies [who] are also looking at selling assets in the Chinese gambling enclave of Macau to support struggling operations in Las Vegas."

That means either Las Vegas Sands or MGM Mirage, and it's old news that Sheldon Adelson has been peddling a couple of retail malls and the non-casino aspects of Sands Macao (above). MGM is attempting a reboot (successful so far) of MGM Grand Macau but still might come up short on completion money for CityCenter, especially if condo prices have to be reduced. And it doesn't take a rocket scientist to figure out that one Macanese casino beats any number of hotel rooms or retail outlets.

Un-Trumped? Thwarted Trump Marina suitor Richard Fields is making another run at the property, which he's been trying to buy since Homer was a pup. Better still for him, he could get it for as little as $75 million. However, he's got dark-horse competition from a Maryland-based private equity fund that's making a play for all three of the Trump Entertainment Resorts casinos.

Notorious for mainly hanging its corporate shingle in tax-haven Green Valley, would-be casino operator Empire Resorts is not only re-headquartered in New York State, it's got new partners. Some of them bring checkered pasts to the table.

Also, Empire's hopes hinge upon the current administration reversing an especially paternalistic ruling from the George W. Bush years: namely, that casino sites must be within commuting distance of the tribal owners' -- in this case the St. Regis Mohawks -- reservations. If economic self-sufficiency is the endgame of federal/policy, Uncle Sam needs to loosen the apron strings.

Unready for some football. The unceremonious scrapping of Monday Night Football events at The Cannery is explained (second item). Magic word: clearance. Columnist John Katsilometes also notes that the second weekend of Zowie Bowie's Vintage Vegas was better than the first. Which would mean it's graduated from "bad" to "mediocre."

New England moralists are apparently OK with slot machines in Rhode Island, so long as they're covered by the fig leaf of mandatory greyhound racing. At least the slot players have a chance of actually catching the rabbit, metaphorically speaking. Animal cruelty is bad enough but when it's enshrined in state law it's even more objectionable, if such a thing is possible.

Any well-furnished casino that doesn't try to monetize its fine appointments is missing a revenue opportunity. However, it's one thing to covet the lovely furnishings of, say, the Sky Lofts at MGM Grand. It's quite another to check into a hotel room in a struggling Nevada market (hint: think blood-red aluminum siding) and see the following:

"Take A Little Something Home With You"

... followed by a list of prices for virtually everything that isn't nailed down. At the high end, you could pay $175 for a bed spread or $100 for a phone, while hand towels ($10), washcloths and pillow cases ($5) occupied the bargain end of the spectrum.

In between, you could drop $45 for a Lilliputian coffee maker or $25 for the TV remote. Since the TV was not for sale and remotes tend to be brand- and model-specific, you wonder who'd be fool enough to spring for that last item.

Not only is Casino X clearly desperate for anything on which it can turn a buck, it also has rather inflated ideas of the value of its appurtances. I can see paying $175 for an Encore bedspread, but Steve Wynn doesn't operate out in the sticks, if you get my drift. Oh, and Casino X might want to think about staffing up its players' club and check-in windows, if the length of the lines at both is a telling metric.

Harrahs' new BMOC. The incoming president of Harrah's Entertainment's Flamingo-centered bloc of casinos departs Indiana to rave reviews. Philanthropic, community-oriented and socially aware, Rick Mazer sounds like just what the doctor ordered for Vegas -- to say nothing of being someone upon whom we should keep close tabs.

Justice delayed. Employees of Station Casinos who may (or may not) have been short-changed in their paychecks, will just have to bloody well wait for their day in court, if Clark County District Court grants Station's request for "breathing room." Station is pleading hardship due to its current bankruptcy. Since the company has no one but itself to blame for being in Chapter 11, it's difficult to muster sympathy. But perhaps the judge will be of a more forgiving nature.

Don Marrandino's first coup. The newly installed boss of Harrah's Atlantic City casino quartet inks a new labor pact with Unite-Here. That was a piece of cake. Now, about those dealer-contract talks with the UAW ...

Meanwhile, back in Gary Loveman's 'hood ... You know those on-again, off-again Massachusetts casinos? Well, they're "off." Again. Not that there's any reason to rush, especially as the repeated delays lend additional borrowed time to struggling Foxwoods Resort Casino and Mohegan Sun.

Hell no, they won't; Penghu punk'd; Barbarians at the gates (again)

Pay taxes, that is. Two Indiana racinos are pushing back against a tax rate that averages 38%. Considering that the two tracks -- one run by Cordish Gaming -- are the newbies on the Hoosier State scene, one could fairly ask them, "Didn't you know what you were getting into?" As the article notes, neither Harrah's Entertainment and Boyd Gaming -- both which recently heavily reinvested in Indiana -- aren't whining about their tax rates.

But the racinos have a point. In states where the number of casinos is artificially capped by the Legislature, solons become the custodians of the industry's economic future, like it or not. And it only stands to reason that if the market is going be diluted, tax relief is in order. Considering that same-store revenues in Indiana have been nothing but down since the racinos opened, some push-back on the tax front was probably inevitable.

Hell no, they won't either. Allow casinos in Penghu, that is. Voters on the Taiwanese island voted against gambling expansion there, putting the issue off-limits for three years. The notion of planting mega-million-dollar casinos in remote, hard-to-reach parts of Taiwan never made that much sense to S&G, but big industry players like Sheldon Adelson and Gary Loveman have kicked Taiwanese tires in the recent past.

Did Adelson and Steve Wynn mistime their leap into the Hong Kong stock market? One Wall Street Journal columnist thinks so. Bad timing isn't the exclusive province of the public sector, though: A Washington State tribe borrowed $375 million on the strength [sic] of revenue forecasts that proved grossly over-optimistic. Percentage-wise, neither Harrah's nor Station Casinos missed the mark this badly.

Bob Stupak, R.I.P. The penultimate Vegas maverick is gone, having spent much of the last decade as a recluse. One especially thorough obit contains a quote by former Klondike owner John Woodrum that ought to be engraved on Stupak's gravestone (or at the base of that now-vanished Stupak statue): "If ever there was a guy beyond the rim of reality, there was Bob. But somehow he made reality happen."

Just what we don't need. They're baaaaack. Never mind the smoking wreckage they've made of Harrah's and Station, private-equity firms are rooting amidst the flotsam, looking to extend their morbid clamp on the casino industry. Leading the pack is Leon Black's inaptly named Apollo Management. Both indirectly (Planet Hollywood by way of Harrah's) and directly (Cosmopolitan, Fontainebleau), Black is reported to be scarfing up what few independent properties remain, raising the prospect of a Total Rewards oligopoly stretching from just above CityCenter to the southern frontier of the The Mirage.

There are also a few bottom-feeders in play. Hooters hardly seems worth buying unless Onex Corp. wants to do a tear-down and extend the Tropicana Las Vegas eastward. Current ownership of the Riviera is tapped out but the place still has prospects as a fixer-upper (not something that fits with Apollo's sack-and-pillage business model). If non-bottom-feeder Green Valley Ranch is really on the bubble of insolvency, then Penn National Gaming ought to quit chasing F'bleau, and try to drive a wedge betwixt Station and its Greenspun family partners. Penn would stand to inherit a beautiful property with far fewer problems than Big Bleau.

Without further ado, we present S&G's much-hyped interview with Tropicana Las Vegas CEO Alex Yemenidjian, a trim, nattily attired man of impeccable manners and refreshing directness, as you will see. I led off with questions from the readership ...

Nelson asks, “What’s your game plan for motivating the staff into offering quality service to your guests?”

First of all, we have a lot of staff that’s already very motivated. When I took over here, it was a very pleasant surprise to see that there is this reservoir of good will. Many of the employees have been here a long time. They love this place, it’s home for them, they are proud of it and they are happy to be part of the future of it, and they’re very excited because these changes that we are proposing is something that they have been waiting for for a very long time.

In addition to that reservoir of good will, we’re going to be implementing a new training program, a new guest-service-quality program to make sure we elevate the service to a whole new level. So I think the combination of those is going to do the trick.

The last time I walked the property, it was very lightly staffed. I saw two maids to a hotel floor, even on a floor with 44 rooms. Rockymet asks, “Will they staff a full size cleaning crew [and] will they spruce up what is/was one of the best pools in Vegas?”

The answer to the first question is, yes, we’re actually increasing our staff in many areas. We’re reducing in certain areas and increasing in others, as the particular area dictates – particularly in the area of guest-room attendants. One of our objectives is for our new rooms that we are designing to look perfect at all times. It’s a whole new image, it’s a whole new brand that we’re putting forward, so we want to make sure that service matches the new brand.

As far as the pool is concerned, [the question is] very timely. I just finished final touches of the design this morning. We will be getting permits by December 1 so that we can open the new pool area by April 1, which is the beginning of the next summer season. We recognize that the pool area is renowned and we want to make sure that we do it justice, so we’re going to be spending a little more money than we originally thought. [smiles] But it’s going to be wonderful.

Jeff in Oklahoma City wants to know if Onex Corp. “is keeping the property warm for MGM until [MGM’s] debt structure gets better” and if this your way back to MGM Mirage?

I can speak for Onex when I tell you that they are not in the business of keeping things warm for anybody.

Your proposed executive team for the Illinois casino you were seeking included Karen Sock and Joe Billhimer, a couple of heavy hitters in the business. Are they or any other well-known executives going to be joining you at the Trop?

At the moment we have an excellent team here. I am very proud of my team. I actually have a team that I wouldn’t trade for any other team in Las Vegas at the moment. As our company expands – and Onex and my intention is to expand by either acquiring new ones or building new hotels – hopefully we will have more openings and more opportunities to have people like Karen and Joe join the team.

Does that mean Trop President Ron Thacker is staying on?

Ron hasn’t been here. Ron decided to retire. He had actually come out of retirement to take this job as a favor to Tropicana Entertainment.

How serious are the deferred-maintenance issues you’ve had to address?

Well, we were spending a significant amount of money on the deferred maintenance that was left to us, courtesy of the previous owners. We addressing all issues, including roof, elevator, escalator – all items of deferred maintenance that have been ignored for a very long period of time, and we are spending whatever it takes to make sure that the property comes up to a top-notch level.

You’ve said that one of the priorities was redesigning the buffet, but what about the food itself? I’ve eaten there and it was one of the worst buffets in Las Vegas.

I agree with you. Lucky for us, you ate there with the previous chef. We have just hired a new chef. He is in the process of changing the quality of the food. He hasn’t gotten to the buffet yet; he is very busy right now in the new restaurant we just opened, an Italian restaurant called Bacio. Pretty soon he’s going to move from there to significantly improving the quality of food at the buffet.

The last I read, Dirk Arthur was on an interim contract, into the autumn. What’s his status going forward?

I think he had a six-month contract. I’m not quite sure when it expires. We’re really quite happy with Dirk Arthur. But we don’t have any particular plans one way or the other. We’re just happy to have him.

How are you able to incorporate Let’s Make a Deal without significant interruption? What kind of infrastructure is involved with having a TV show where Bodies and Titanic used to be?

That’s the pavilion space. It’s 55,000 square feet. It was really sort of custom-made for this kind of a production. We really don’t have much disruption. We have a really large property – 34 acres and we have plenty of space for the additional traffic that is being created.

We welcome the traffic. A little bit of commotion is fun in a casino. It’s actually funny because [contestants] come in these great costumes, walk in and out. We have some major events planned in the pavilion but it turns out that the taping of the first 50 shows will be complete by the time we need to [switch].

You’ve outlined a very ambitious, multi-phase program of changes. How are you going to execute all of that on $175 million, considering how expensive construction and renovation have become in Las Vegas?

Two things. One is, because of the current economic conditions, we are getting at least 30% discounts on all material and all labor. So we only pay $70 million for something that costs $100 million. If we were building this two years ago, it would have been a very different story.

The second aspect to that is that, as you undoubtedly know, a lot of construction projects here in Las Vegas are done with little regard for budget and sometimes people end up overspending. We can’t afford to do that, so we have to make sure that every dollar that we spend counts as $5.

So we are being very cautious and very smart and very careful about making sure that every dollar that we spend, we have an opportunity to impress the customer. And the combination of that and the fact that we’re getting unbelievable bids for the work means that if we announce a $150 [million]-$175 million project, it’s really equivalent to spending $300 million-plus.

... says the Motley Fool, in essence. Even Borgata, which posted a higher operating profit year/year, is deemed merely to suck less than everybody else. I'm not sure I'm with the Fools on this one. For instance, shouldn't Sands Bethlehem be doing better than fifth among Pennsylvania casinos, especially when you consider its proximity to New York City?

Elsewhere on the Boardwalk, the UAW is fighting Trump Plaza, the Plaza is fighting the National Labor Relations Board and Trump dealers are fighting amongst themselves. Since 32% of dealers initially voted against UAW representation, it should be a cinch to round up 30% to sign a decertification petition. Kudos to Trump Entertainment Resorts CEO Mark Juliano for going out of his way to soothe potential animosity between labor and management.

MILF convention in A.C.: On Oct. 3, former Bunnies and other veterans of the short-lived Playboy Hotel & Casino will return to the shore to relive the good old days. A few might even wriggle into their old Bunny costumes. Maybe a re-infusion of the Playboy brand is what Atlantic City needs. It can only help. Are you listening, Carl Icahn? Revel? Pinnacle Entertainment? Anybody?

Resort-style casinos come to Colorado and doesn't Ameristar's new hotel look lovely? Now, if only somebody would build a mid-market property like this on the Strip. Why must average Americans settle for older, second-tier properties if they're to afford a Vegas vacation?

Health care reform + Internet gambling? Is it just me or is Sen. Ron Wyden (D-OR) onto something here? This may be just the carrot to dangle in front of legislators who still balk at allowing Americans to wager on the Web.

Creditors screwed again. How much is Greektown Casino worth? Is it the $725 million its creditors claim? Or the $540 million that Greektown asserts? Or maybe the lowball $485 million that lead bidder Tom Celani is willing to pay? Greektown's recent -- and well-publicized -- inroads into the market share of its Detroit rivals lend merit to the higher-end valuations. If the place was in the doghouse, I might sympathize with Celani (who's likely to boot the very management team responsible for Greektown's turnaround), but Fine Point Group has definitely enhanced a once-seedy casino's value.

It's official. VIP-player commissions in Macao will be capped. Since the war over junketeer commissions was threatening to make Macao a negative-revenue proposition, the new ceiling will greatly improve cash flow for Macanese operators. Middle-of-the-pack Galaxy Entertainment is expected to benefit the most (+27% EBITDA), followed at some distance by Stanley Ho (16%), with Las Vegas Sands and MGM Mirage bringing up the rear. Although the elderly Ho may be on his deathbed, he's lived long enough to broker peace in a potentially destructive situation where the only sure winners were the sought-after junket operators.

Gambling scandal ensares eight more

It's not quite on the global scale of the Ultimate Bet brouhaha, but the Tran Organization's conspiracy to fleece dozens of U.S., Canadian and tribal casinos is racking up an amazing head count. To date, federal prosecutors have already nailed 31 scalps to their wall, not counting three other individuals to who pled out to related charges (including one in Canada).

If you thought this was the end of the Tran Organization ... surprise! The feds unsealed another set of indictments this month. Eight more individuals were hit with various counts of "conspiracy to steal money and other property from Indian tribal casinos, and conspiracy to travel in interstate and foreign commerce in aid of racketeering."

At the core of the Tran Organization's scam was the execution of "false shuffles," whereby "slugs" of unshuffled cards were insinuated into blackjack and mini-baccarat decks. This required the cooperation of corrupt casino employees and, from the looks of the Department of Justice's announcement, the core Tran Organization members must be rolling on their casino-employed helpers.

The Tran gang managed to take no fewer than 26 casinos during the life of its scheme, which is a very black mark against the industry's standard of game protection. The dishonor roll is as follows:

Galaxy Theatres' multiplex at The Cannery has scrapped all its big-screen showings of Monday Night Football, it was announced today, one week into the NFL season. Perhaps the incessant jabbering of Jon Gruden sent patrons screaming out onto the casino floor.

"Historic Announcement" at Trop: New CEO Alex Yemenidjian has booked a press conference on Wednesday morning with a "Special Guest" who represents an "exciting new partnership" in the entertainment sphere. It's the worst-kept secret in Vegas that Mr. Special Guest is better known as blogger Chuck Monster's least-favorite Strip headliner, Wayne F. Newton.

Also, the Sahara is (finally!) pulling the plug on Larry Marshak's ersatz Platters/Coasters/Marvelettes revue. Alas, the last act in this shameful saga of exploitation has yet to play out. The Marshak troupe will actually move up the Strip food chain, to Planet Hollywood. However, its new home is the Wyrick Entertainment Complex, otherwise known as the "Venue of Death." If that doesn't kill the show, nothing will.

Well that's ... weird: The Las Vegas Sun's Brendan Buhler reports that waitresses at Monte Carlo's lounge within the Dragon Noodle Co. restaurant "are dressed as characters from Japanese animé cartoons, a hobby known as cosplay." This strikes Buhler as odd because the U.S. cosplay cosmos is dominated by teens and pre-teens, and is "geeky." (He said it, I didn't.) He likens it to a Miley Cyrus-themed nightclub, before noting that the uniforms resemble "schoolgirl outfits."

Which would explain a lot.

Eight isn't enough. Yet another GOP challenger enters the lists against Sen. "Hapless Harry" Reid (D-NV). Just FYI.

Penn hearts F'bleau ... maybe

So the much-bruited suitor for stalled, bankrupt Fontainebleau has been "outed" and it's ... Penn National Gaming. Ace reporter Alexandra Berzon, late of the Las Vegas Sun, broke the story. However, she notes that Penn and F'bleau have been dickering for three months: "Talks could still fall apart at any moment."

Given the criteria that Penn CEO Peter Carlino has been citing for any major casino purchase, F'bleau is an illogical choice. It's expensive, it's unfinished, it's location-challenged, it's a high-end property in a depressed market, it has a problematic condo component (read: units that will never sell) and, most of all, it's a snakepit of litigation. Plus, the cost of completion seems to escalate by the hour and is currently pegged at $1.5 billion.

Remember, Penn balked at paying $1 billion-plus for The Mirage, a turnkey, trouble-free resort. Meanwhile, Harrah's Entertainment is snatching Planet Hollywood right out from under Penn's nose and the company whiffed on a chance to acquire newly ascendant Greektown Casino in Detroit. Go figure.

A Penn spokesman "could not confirm or deny" the Wall Street Journal story. We'll take that as a "yes."

Aubrey has landed. As in "O'Day." Webmistress Jessica has forwarded the following from Holly Madison's Twitter feed: "@hollymadison123 Damn! I can't take one day off work without everything going to hell in a handbasket! Back to spreading the positive energy!" Like I said, word from the wise is that Madison and new Hitler-lovin' co-star Aubrey O'Day are anything other than BFFs.

Do not resuscitate?

Most of us hew to the standard English-language definition of "fixation" (as in "I have a sudden fixation with actresss Crystal Chappell"). However, in Cirque du Soleil-speak, "fixation" means "damage repair." To wit: Criss F. Angel vehicle Believe has been in need of fixation since before it opened. (Only Crazy Girls and Steve Wyrick get lower ratings from LVA members.)

It's nigh upon 11 months since Believe was foisted upon an eagerly skeptical Las Vegas and apparently, the "fixation" process still drags on within the catacombs of Luxor. Or not. Whatever the case, Cirque du Stuck on Themselves ain't tellin', not even to the Los Angeles Times.

Two thoughts: If the show's problems are so intractable they take nearly a year to "fixate," why not just bag it? Also, if what Cirque is presenting is a work in progress, ought not Believe to charge consumers a "price in progress"? Like, oh maybe $15/person to see Mr. Angel and his Cirque enablers try to figure out what the hell kind of show they want to do?

While I don't share Richard Abowitz's enthusiasm for Zumanity (for me, it's a show about sex that's staged by eunuchs). Ka is awe-inspiring and Mystere is enjoyable if you have a very high tolerance for whimsy. But it is with masterly understatement that Abowitz writes, "Cirque can be pretentious on stage and in the corporate culture."

Guy Laliberté's cosmic dream, our nightmare

Scarily, he reveals that head Cirque jerque Guy Laliberté is planning to spread coulrophobia to the cosmos. Is no place safe from putty-nosed clowns? Can't they accidentally-on-purpose open the airlock when Pennywise is trying to juggle in zero gravity or whatever Laliberté has in mind? (Given the reports of Laliberté's heterosexual athleticism, I have my suspicions as to what he really wants to experiment upon in zero G's.)

On the subject of ass-clownery, this takes the cake. I guess he believes "If you haven't been bookmarked, re-Tweeted and blogged/You might as well not have existed."

Adios, Charo? Moving further up the Strip, Abowitz speculates that an ankle sprain may provide the excuse for the Riviera to draw the curtain on Charo in Concert. (I accidentally typed "Charon." A Freudian slip?) Even reliably everything-is-better-than-ever Robin Leach concurs. Who'd have thought that, back when I reviewed Charo's show for CityLife, in tandem with Ali Spuck's cabaret act, that two months later, the plucky Ms. Spuck would be the one -- pardon the pun -- still standing?

Since the flamenco-guitar portion of Charo's show was a bit light on content (five songs), the Riv could have turned lemons into lemonade by working in more guitar and less coochi-coochi. But evidently not. But don't despair, guys. The Riv's still got Scarlett, Princess of Magic and her red bikini.

In an unrelated rumor, Tony 'n Tina's Wedding is alleged to be halfway out the door at Planet Hollywood. That always seemed a mismatch of show and venue; it will surely pop up somewhere else (LVA members give it our highest rating), should the rumor turn out to be true.

Salvation for Nevada?

Former Nevada Attorney General Brian Sandoval has made it official: He's stepping down from the federal bench to challenge incumbent Gov. Jim Gibbons. That means Midnight Jim can start packing up the governor's mansion. Maybe he already is. Whatever he's doing, he's not attending to the state's crumbling tourism infrastructure. This dereliction of duty is reprehensible at a time when Las Vegas, Reno and points beyond need all the traffic they can get.

I've dealt with Sandoval in the past and he's a class act. Heck, unless Oscar Goodman throws his martini glass into the ring on the Democratic side, I might have to re-register as a Republican to vote for Sandoval in the 2010 primary. Sandoval may be fairly conservative but he's capable and widely respected, two qualities one does not associate with Nevada's current governor.

Midnight Jim has given us nearly three years of unmitigated cronyism, scandal and incompetence, and Nevada cannot be rid of him and his do-nothing "leadership" soon enough, in my opinion. Thank you, Sheldon Adelson and especially J. Terrence Lanni, along with any other gaming CEO who helped foist this buffoon upon the Silver State.

Can John Ensign disown his dad?

Sen. John Ensign (R-NV) finally has achieved distinction within the Senate -- albeit in a manner of which he's surely never dreamt. Citizens for Ethics & Responsibility in Government* has named Johnny Casino to its Most Corrupt Members of Congress list. It's an elite club in which he'll find six fellow Republicans and eight Democrats.

This calls for an awards-acceptance speech and, like so many before him, Sen. Ensign couldn't have done it without Dad. CREW's citation reprises the role played by recent Kansas casino aspirant Mike Ensign, who once upon a time ruled Mandalay Resort Group: "Sen. Ensign’s parents paid Ms. Hampton and her family $96,000 after they had learned of the affair. Mr. Coggins [the senator's attorney] insisted the payments were not made from campaign or official funds, nor were they related to any campaign or official duties. Rather, he explained, the April 2008 payments were 'gifts made out of concern for the well-being of long-time family friends during a difficult time.' Each of Sen. Ensign’s parents made out four checks in the amount of $12,000 to Cynthia Hampton, her husband and two of their children. [emphasis added] Sen. Ensign’s office claimed the alleged $25,000 severance payment was part of his parents’ $96,000 'gift.'"

So, in case your son doesn't show appropriate gratitude, let me say, thank you, thank you, thank you Mike Ensign for smearing feces all over the casino industry's image at the precise moment that new (and very conservative) jurisdictions are opening to it. And if you're MGM Mirage CEO Jim Murren, you might want to have your accountants vet the old Mandalay corporate books, just to be doubly sure there weren't any "patterns of generosity" back around 2002, when Sen. Ensign is widely believed to have had a prior affair. (The identity of his alleged mistress is no secret around Vegas, by the way.)

For all the senior Ensign's labors in the gaming industry, he's likelier to go into the history books as the bagman and enabler for his son's sexcapades.

Sen. John Ensign believes out-of-wedlock births should be "somewhat stigmatized." But out-of-wedlock sex? His position on that is more "nuanced," shall we say.

(* Yeah, yeah, I know: Ethics + responsibility + guvmint often seems oxymoronic, especially in Nevada, but we're working on it. And the senatorial Twitter feed actually springs from the satirically fecund mind of Andrew Kiraly.)

Speaking of Mike Ensign, what the heck was Kansas Lottery Executive Director Ed Van Petten doing playing the role of media-shy Ensign's personal spokesman? In a literally incredible statement, as paraphrased by The Associated Press, Van Petten said of Ensign and ex-Mandalay sidekick Peter Simon: "they didn't like the fact that the Lottery owns the new gambling under Kansas law — or the 27 percent share of revenues reserved for state and local governments."

Bullshit. Casino ownership by the Lottery has been part of the deal from Day One. As for the tax-rate malarkey, Mandalay Resort Group co-owned the Grand Victoria riverboat in Illinois, which -- in 2003 -- became eligible for a top-tier tax rate of 70%. In Detroit -- again on Ensign's watch -- MotorCity's tax rate went to 24%. In neither instance did Mandalay stalk out of town in a state of high dudgeon.

So the notion of Ensign Sr. falling into a gentlemanly swoon at the prospect of a 27% rate just doesn't wash. Either he and Simon knew this going in and are now prevaricating -- via messenger boy Van Petten -- or they're doofuses who failed to perform due diligence on the Kansas market. Which reputation would they prefer?

The truly inexcusable Van Petten further went on to apologize for his own state's oversight apparatus, saying, "Basically, [Simon and Ensign] just didn't like the regulatory makeup." Well too bad for them. It comes with the territory. What Van Petten should be saying is that if a couple of unemployed ex-Strip casino executives don't like the way Kansas does business, they never ought to have set their Gucci loafers in the Sunflower State to begin with. Or, in the immortal words of Law & Order's Jack McCoy:

"If you're gonna play stickball in Canarsie, learn Brooklyn rules."

Blimps on the radar

Dipping into the dispatch box, S&G finds the following tidbits, courtesy of the nice people at J.P. Morgan:

Alex Yemenidjian is serious about revamping the Tropicana Las Vegas. He's just inked a contract with Bally Technologies for a player-tracking system and other BYI goodies ...

... fading interest in MGM Grand Detroit has caused MGM Mirage to take it off the market. Also, with the company looking at price concessions to its CityCenter condo buyers (i.e., forfeiting money it was counting on to finance CityCenter), it may need to borrow against its Detroit palace, one of the few MGM properties still unencumbered ...

... Atlantic City, like Macao, is and will probably always be essentially a daytripper market. So there's symmetry in the fact that China State Construction Engineering Corp. has been signed to finish the stalled Revel project on the Boardwalk, to the tune of $1.7 billion. A July 11 opening is predicted. This is the best news to emerge from Atlantic City in quite a long while.

Speaking of good news, gaming revenues for Nevada's July are in and, basically, they don't suck. Yes, the Silver State was down 8% and the Strip was 11%. But June's year/year comparisons were far suckier (-15% on the Strip), so there's some consolation to be had. In fact, compared to a series of truly craptacular year/year comparisons -- all in double digits, except for last May -- it's darn near cause for celebration.

Table game drop was down overall but the casinos played lucky, particularly at baccarat. (Watch the first-season Mission Impossible episode "Odds on Evil," if you need a quick primer on this game. You'll get scintillating performances by Martin Landau and Barbara Bain in the bargain.)

Slot play is way down (-17.5% win on -15% handle) and North Las Vegas, bouyed by Aliante Station, was the only part of Clark County to have a positive month. Laughlin got hammered pretty badly (-19%) and neither Reno (-21%) nor South Lake Tahoe (-33%) seems likely to ever fully recover from tribal competition across the border, Tahoe especially. If there was a moment for some "unbundling" by overexposed companies, this is it.

Didn't get the memo. Would somebody break into the R&R Partners biosphere and let oxygen into the office of Billy Vassiliadis? "Billy V" was the author of this boneheaded pensée, which he shared with the Los Angeles Times:

"You've got to drop your rates, but you don't want to create a sense that this is a discount experience or that the experience itself has been diminished."

What the ... ? Las Vegas' recent success was built on the perception (and actuality) of a "discount experience," and lower prices are unlikely to "diminish" a tourist destination that is now synonymous with exclusivity and unaffordability. Vassiliadis, like Sheldon Adelson and the Las Vegas Convention & Visitors Authority, seems convinced that the current doldrums are -- to use my favorite Internet-board gaffe -- "a blimp [sic] on the radar."

They need to wrap their heads around the reality that 2004-like levels of business were damned good at the time (superb, in fact) and that Vegas needs to get back to the value-based messages that fueled the preceding 15 years of growth. Or, as David G. Schwartz writes in a particularly trenchant DieIsCast.com entry: "Of course, unpredictable events can make a hash of any predictions, so it’s possible that five years from now the casino industry will be employing 100,000 more people than it does today. That would be after the federal government offers Americans a $10,000 annual tax credit against travel to Las Vegas, and Las Vegas alone."

Seems like some folks in the marketing bidness should be taking Dr. Schwartz's classes.

From the mailbag #4: California, tech troubles & 'resort fees'

Reader Kerr Mudgeon is less than amused by a recent dig at the cuisine offered by Commerce Casino to California firefighters. He writes: "The firefighters can go to numerous other nearby eateries if they don't like the FREE meals offered by the Commerce Casino -- same as paying casino customers can eat at other places if they choose. Sound like 'looking the gift horse in the mouth.'"

Good news from IT: Our "austerity regime" of no photos and no links will, it is promised, be ended today. I can think of several potential blog entries yesterday that went unwritten because no linking capability was available, so this should put some wind back in S&G's sails ... although some might say a lack of wind is the least of this blog's problems.

It's absolutely imperative that you read our 9/10/09 Question of the Day. No, I didn't write it. Our hard-working research duo of Jessica & Tanya did. (Also, Steve Friess recently mis-credited me with the Today's News column; that's a J&T Production, too, along with the occasional assist from Anthony Curtis himself.)

Aaaaaaaaannnnyyyyy-way, today's topic (and it's only online for one day) is the pernicious Vegas phenomenon known as the "resort fee." The winner of the Sustained Greed Award goes to longtime gouger Station Casinos. Station's Green Valley Ranch is also the premier resort-fee offender ($25).

Others who provide optional amenities -- of varying desirability -- in return for the fee include Bellagio ($25), The Mirage ($15), Planet Hollywood ($5) and Gold Coast ($3, which actually buys you quite a lot). The geniuses at Morgans Hotel Group get the Steal the Stripes out of Your Socks Award for charging you $7 for "in-room safe, parking, minibar (but not its contents), bath products, and a plasma TV."

There's a word for that Hard Rock Hotel & Casino practice and the word is "chintzy." As our researchers note, "For hotels to presume to charge guests for amenities that they have no intention of availing themselves of, but cannot avoid, seems a very counter-productive measure that can only generate ill-will."

Kudos to the following fee-eschewing properties: Venetian, Palazzo, Wynn Las Vegas, Encore and anyplace owned by Harrah's Entertainment. Yes, Harrah's. I tip my fedora to you, Gary Loveman.

Green $hoots?

There's nothing like the approach of 2010's Global Gaming Expo to make Las Vegas hoteliers rethink their rates. For instance, if you want to stay at that palace of pleasure and plushness, the Plaza downtown, it'll run you $55 a night. Even the somewhat seedier Vegas Club will set you back $52/night.

Elsewhere in downtown, troubled Binion's may not be able to pay its landlords, but that's not stopping it from charging $172.62 during G2E Week. Even the clown house is cheaper: $142 gets you a Circus Circus room. That's a bargain when you consider that Stratosphere wants $164 per night.

As for the dubious privilege of hanging your hat at Imperial Palace, that'll cost you $189, bub. But the nerviest of the bottom feeders has to be Hooters. As of Sept. 4, it wasn't blushing to demand $192 per evening. Trust me when I say Hooters ought to pay you to stay there.

Then again ... I know of someone who got six nights at Imperial Palace -- during New Year's Eve -- for $16.65/night. So, rumors of Las Vegas' imminent recovery are probably premature.

Optimism in Macao, euphoria at CityCenter

Relaxation of stringent visa restrictions from Guangdong Province came a full four months sooner than expected, starting Sept. 1. Now, residents will be able to visit Macao once a month instead of quarterly. While this has prompted J.P. Morgan to raise its price target on Las Vegas Sands stock, analysts also fret that Sands may overreact and go pedal to the metal on its unfinished Cotai Strip™ hotels.

Those same analysts are bullish on the manufacturing sector, though. They think casinos will be more willing to reinvest in the slot base as 2009 draws to a close. Also, the onward march of casino expansion means more jurisdictions and facilities to whom IGT, Bally and WMS can peddle their products. They're 'meh' on regional casino operators like Penn National, Ameristar Casinos and Pinnacle Entertainment, due to flattish performance. (Penn could catch a break in Kansas, though I still think Cordish Gaming has that sewn up.)

But that's a rave notice compared to the long face Morgan analysts pull when pondering Boyd Gaming's prospects. They cite the slow-to-recover, promo-driven locals-casino market in Las Vegas ("trickle-down" economics of the worst sort); Atlantic City's critical condition -- "the best-case scenario here is that [Borgata] would do less bad" than most of A.C. -- those blah regional metrics and new competition for the Blue Chip riverboat in Indiana, which had been looking like 2009's feel-good story.

Intriguingly, the prospect of a Strip acquistion is floated in lieu of a 'stalking horse' bid for floundering Station Casinos. Boyd's still got enough unused borrowing capacity it could even swing an acquisition of The Mirage (with money to spare), not to mention some of the lower-hanging fruit, which now includes Planet Hollywood. But if the J.P. Morgan guys are gun-shy concerning Boyd ...

They're over the moon about MGM Mirage's CityCenter: "we are increasingly under the belief that City Center will be a new must-see property for both domestic and international gamers/travelers that should drive solid visitation volumes to the Strip in 2010. We were impressed with the massive 18m-square-foot complex ... a new type of high-end product for the Strip that should garner increased trips. It has a very contemporary feel that is different than anything else on the Strip, with lots of natural light and high ceilings, interesting room product and, for a massive property, ease of getting around from one 'neighborhood' to the next."

More good news comes in the form of a press release from Commerce Casino (in Commerce, Calif.), which rolled out the welcome mat for a group of undoubtedly weary firefighters. A strike force of 30 Bay Area-based firemen is being housed in the casino's hotel, with the casino comping all meals and picking up most of the hotel tab. Let's hope that such civic-mindedness spreads through the industry like -- if you'll forgive the analogy -- wildfire.

In case it matters, "super-starlet" (yes, that's the official term) Holly Madison has been given a 12-month contract extension at Peepshow, so she's obviously earning her pay. Also, I've heard through the grapevine that she and incoming Aubrey O'Day do not get along, so the timing of the Madison announcement should make clear who's got the upper implant in this situation.

Yes, Viva Elvis will be the long-awaited, enshrouded-in-secrecy title of the Cirque du Soleil show scheduled to debut this December at CityCenter.* Wow, they must have had to really burn the midnight oil in Montreal to come up with that one ... Speaking of name changes, Scarlett and her Seductive Ladies of Magic (at the Riviera) is now Abra-Ca-Sexy. Well, it's catchier ... The wheels continue to fall off the Riviera train: An Evening with Dean and Friends has closed, as has the dinner buffet (again) ... Lost in the bankruptcy tumult at the Greek Isles was the opening of a new show. Its cumbersome title is Chinaman: A Rock & Roll Comedy Experience. Moving right along ... By the time you read this, Rockstar: The Tribute should have reopened at the Harmon Theater after a disastrously short stint at the Wyrick Entertainment Complex (aka, "the Venue of Death") in Planet Hollywood. However, the Harmon has given it as much advance publicity as an IRS raid on a Vegas nightclub, so that's not a promising start ... In like manner, Beatles tribute Penny Lane tiptoed into the Tropicana without so much as a 'by your leave' ... Back at Planet Ho, Tony 'n Tina's Wedding evidently isn't performing up to expectations. Ticket prices have been reduced 13%-30%, although they're still steep ($63-$143) ... It looks like Deutsche Bank is going to wait a spell and open the Cosmopolitan in Sept.-Oct. 2010. Which, given that the Strip's been strangling on a glut of high-end rooms, is probably the wisest course of action. Wall Street's former Holy Grail, "another wave of megaresort openings," has become a phrase to be dreaded.

Ready for some good news? The most remarkable dancer of the late, lamented Sin City Kitties, Koree Kurkowski, is now part of the ensemble of Bite. The show is kitsch to the nth degree but it's entertaining in its own so-bad-it's-good fashion. The Stratosphere casino floor was pretty dead for a Friday night last weekend, but Bite was definitely packing them in. It's not as good as Sin City Bad Girls (at the Las Vegas Hilton) but way better than forgettable X Burlesque (at the Flamingo).

* -- the Viva Elvis revelation was let slip during last weekend's Michael Jackson festival at The Palms. I learned of it after being invited -- on 75 minutes' notice -- to co-host an episode of Steve Friess' The Strip Podcast, in which I am teased for being "obsessed" with Carmen Electra. In a decision that could have wide-ranging implications, Foxwoods Casino Resort and Mohegan Sun have been ordered to count (and pay taxes on) "free play" coupons as though they were revenue. This isn't a sock-it-to-the-players move like the one the Hawaii Legislature just pulled, taxing any money won at a casino (even if it's lost right back and then some). However, the ramifications for consumers if free-play coupons are targeted for taxation are discouraging. Play 'em while you've got 'em.

That stale "sleeping giant" analogy has been dusted off (and I use that verb advisedly) for some pimpery of the Sahara. On the glass half-full side, classy and romantic dinner spot House of Lords has been revived. It used to be a perfect place to take your Special Someone and hopefully will remain so. It's just off the main casino floor -- the most Moorish-themed part of the Sahara and the best "retro" experience to be had in town. (Almost everything else of newer vintage is bland grind-joint crud that needs to go.)

As for the empty half of the glass, that'd be the news that owner Sam Nazarian continues to go downmarket with a vengeance. Because nothing says "classic Vegas" like a tattoo parlor and a biker convention. Worse still, the tramp-stamp place will be in the otherwise elegant main lobby, with extended weekend tattoo-ing times ... since you never know when you want to do something you'll regret the rest of your life.

This "desert jewel rich with history and nostalgia" will continue that tradition with "a wet wife-beater contest, bikini tricycle races, a bourbon paired beef dinner with leatherwear fashion show, and an all-you-can-eat beer fest BBQ with one lucky rider winning a 2009 Harley Davidson Cross Bones bike." It's probably just a matter of time before Nazarian converts the big rear parking lot to a trailer park, too. That's Sam Nazarian for you: "class" with a capital "K."

"Tina Sparkle," flanked by Donny Osmond (evidently still in his pajamas) and Marie, who's looking damn fine from here.

It's old news that Donny Osmond is going to be on the next season of Dancing with the Stars, but I hadn't known he was going to be paired with Aussie Kym Johnson. The latter is known to my Better Half and I as "Tina Sparkle" (it's a Strictly Ballroom thing), which would make for great DWTS levity next season, except ...

... for the soul-crushing news that the gorgeous and talented Cheryl Burke has been twinned with the repulsive (and potentially prison-bound) Tom DeLay, one of "Casino Jack" Abramoff's band of Beltway scoundrels. (Was scum-tastic sleazemeister Rod Blagojevich not available?) Bad luck for Cheryl, good news for DeLay because Ms. Burke could be matched with a tree stump and get aforesaid stump into the final three. If she could carry a woodpile like Cristian de la Fuente to the finale, DeLay should be easy lifting. It looks like he's got the requisite arboreal quality.

Does Criss Angel have compromising photos of high-ranking MGM Mirage executives? The company's "branding" him now, evidently having convinced itself that Believe is beyond wonderful ... and never mind that 11-year-old O regularly outdistances Believe in ticket sales by several country miles. Having sunk $85 million into this Cirque du Soleil turkey, MGM is evidently going to stick with it until the last dancing rabbit is hung.

Bounce-back for Macao?

Remember how gambling revenues in Macao during July were up 3% from last year (the first positive comparison this year)? That was soon followed by the news that numbers for the first half of August are even more encouraging still (+20%). Though Macanese casinos are on track for a $1.5 billion August, analysts urge caution, noting that the first half of August '08 was exceptionally weak.

Still: Wherefore this sudden resurgence?

Perhaps it's the delayed effect of a February loophole that allowed Guangdong Province residents to circumvent a ban on travel to Macao on Hong Kong visas. Whatever the case, business should get better still on Sept. 1 when, the Macau Tourism Council says, restrictions on Guangdong Province will be loosened even further. That's music to the ears of every casino boss in Macao, needless to say.

Sheldon Adelson, in particular, has fallen in clover. This revelation comes just as he's putting the finishing touches on a planned IPO on the Hong Kong stock exchange (with Steve Wynn following suit). The stock offering, it is hoped, will generate sufficient liquidity to finish a quartet of stalled hotels on the Cotai Strip™ (with five more to come). Right now, the area looks like an outsize version of Miss Havisham's wedding, "leaving swaths of the nascent Cotai Strip covered by steel and concrete skeletons," in the words of Bloomberg News. Macao doesn't need more rooms right now. However, Adelson sure could use the lucre from the casinos onto which the hotels are piggybacked.

But what of Stanley Ho? While the casino baron ails, Bloomberg has unpacked Dr. Ho's June address to G2E Asia, in which he laid into his U.S.-based rivals. “The success of one market model cannot be migrated to another ... Ignoring Macao’s special characteristics and duplicating a Las Vegas or an Atlantic City would not be a successful strategy.” (The article also minces few words about the elder Ho's triad associations.)

Those of us who scoffed at Ho's antediluvian casinos are finding that the comparably ancient oligarch is having the last laugh, even if it may be from his deathbed. “The Macao audience is less focused on the ancillary things around gambling. Stanley, with his wealth of experience, understood that better," says Thornburg Investment Management analyst Alex Motola.

Meanwhile, various Ho clan members may be at daggers drawn. Favorite wife Angela Leong is the perceived successor, but daughters Pansy, Daisy and Maisy Ho (no, I didn't make that up) aren't going to step aside quietly, from the looks of things ... especially since Leong is only two years Pansy's senior. SJM CEO Ambrose So is also being tipped as a potential dark-horse heir to King Stanley's throne.

Business as usual at Hotel Lisboa.

But how would the Macanese government cotton to the notion of Pansy Ho controlling both the SJM concession and half of the MGM one? A third concession could be up for grabs if City of Dreams fails to perform, thereby becoming what Melco Crown Entertainment CEO Lawrence Ho calls his "endgame."

His father's death could also set off a philosophical war between the tried-and-true Stanley Ho business model, time-worn though it may be (and likely to be championed by Leong and So), and the Vegas Lite approach in which Lawrence and Pansy have dabbled. But with the Ho family having its fingers in three casino pies (MGM, Melco, SJM) simultaneously, they'll come out winners no matter which way the pie is sliced.

From Malaysia to Monticello. Do you recall those stock sales by Genting Bhd insiders a while back? At the time, it looked as though the money would go toward an acquisition of MGM Grand Macau. However, it now appears the lucre will purchase a stake in struggling Empire Resorts. That's the company whose executives were luxuriating in the low-tax suburbs of Las Vegas -- even though Empire's sole gaming asset was a racetrack in Monticello, N.Y., a full continent away.

Scarlett, Princess of Magic has settled into her new revue, Scarlett and her Seductive Ladies of Magic, which finally gives me a reason to encourage people to visit the Riviera. The video below is taken from Scartlett's family-friendly V Theater show (long since closed) but many of the same tricks are reprised, on a bigger scale -- and with far less clothing. Her instance, the one-piece has devolved into a 'barely there' red bikini. Make sure your pacemaker is in working order.

There's some incredibly perfunctory toplessness from two assistants/dancers but it's Scarlett who brings the sexy -- and how! If this doesn't work out, she'd make a formidable contestant on Dancing with the Stars, too. I'm no great judge of magic but Scarlett is definitely the most hot-cha Strip headliner not named Marie Osmond. In a classy gesture, Scarlett's former presenter, David Saxe, was at the Riv last night amidst the well-wishers.

As for the Riv itself, corner-cutting is omnipresent, sometimes amusingly so. The post-Scarlett cocktail party featured but a lone plate of bruschetta and some cheese cubes. When they were (quickly) gone, they were gone. The Riv is just hanging on by its fingernails, even if it's not fallen off the cliff yet.

Amazed. It looks like an open-ended run is assured for this afternoon comedy show, highlighted by guitar-playing impressionist Mark Rayburn. (After you've seen him, you'll never take Gordie Brown seriously again.) Tickets are just a wee bit steep for a 2:30 p.m. show, but this is a winner, much better than certain comedy shows which I've seen and/or reviewed recently. I can't recommend it too highly. My more extended impressions of Amazed and Scartlett are due for publication in the near future.

Buffet bulletin. No word yet on whether MGM Grand, Luxor, Excalibur or Stratosphere are reining in their all-day buffet specials. Ben Bernanke's confidence notwithstanding, optimism in Vegas should be tempered with caution ... and price increases probably should not even be contemplated until those downward-trending visitation numbers start heading up for a change. One needn't be an economist to see that Nevada's recovery, when it happens, will be slow in coming.

The juice behind the juice. Could the speedy restoration of Privé's liquor license, following some cosmetic changes in management, have had another motive? Like maybe a precipitate dropoff in Planet Hollywood foot traffic? Xania Woodman reports, you decide.

Illinois does it again; Storm over CityCenter

A new law in Illinois that legalizes video poker statewide may have some unforeseen consequences. Namely, video gambling at truck stops throughout the Land of Lincoln. This represents a much bigger expansion than was originally sold to the public. Whenever you think Illinois' casino industry has finally hit bottom and might begin to recover from previous legislative sabotage, it gets pushed off yet another cliff. New casinos licenses may soon be available in Missouri (1) and Iowa (4-5). Riverboat operators in Illinois should seriously consider hoisting anchor and moving across the river.

CityCenter suit. This one alleges basically that MGM Mirage pumped and dumped its stock, and misrepresented its chances of funding CityCenter. The allegations may prove more entertaining than true but they will certainly make lively reading.

Wait Until Dark. If you prefer an evening at the theater to curling up with a lawsuit, you can't go wrong with CSN's presentation of Frederick Knott's 1966 thriller.

Economic recovery in sight?

Vegas casino F&B directors seem to think so. From our trusty LVA research department comes word that The Orleans and Mandalay Bay are ending their one-price-all-day buffet specials. Better/worse still, Palace Station is hiking the price of its buffet -- by four bucks. One doesn't know whether to applaud this apparent harbinger of better times ahead or deplore the swift yanking of the "Welcome" mat out from under customers' feet.

Contract talks with magician Lance Burton, you'll recall, went right down to the wire. One possible sticking point? Burton has lost his 10 p.m. slot, which as of today belongs to Frank Caliendo, who'll be doing a 9:30 p.m. show four nights a week.

Good move. Burton's family-friendly act seems an odd fit with the late-show crowd. Besides, Caliendo is on network TV regularly, which Burton isn't. Between this, recruiting musical act Zowie Bowie and rolling out Hotel32, Monte Carlo is making a spirited attempt to stay in the limelight, even as CityCenter looms larger and larger next door.

Study Hall. Just what Nevada needs, another "study" of the tax structure. What's to study? At least 27% of the tax base comes from gaming revenues, which have been in decline for 18 months. A comparable portion comes from retail sales, which have been down two entire years and counting. The problem is obvious but the will to rethink it is rather less in evidence. Here's a hint: We need a plan which is not simply another variant of "Soak the tourists."

Just what the doctor ordered

With Eastern Division President Carlos Tolosa calling it a day, Harrah's Entertainment is dispatching Atlantic City native Don Marrandino to try and turn things around out there. (No word on whether the Alizma triplets will accompany him eastward.)

Marrandino's portfolio will encompass far more than Harrah's quartet of A.C. properties but his entrepreneurial flair is something that the Boardwalk and Marina districts could sorely use. Gross profits were down 20% in 2Q09, with only Boyd Gaming's Borgata (+8%) bucking the trend.

S&G wishes Marrandino luck in his new assignment. He'll certainly be missed back here. One doesn't know what to expect from successor Rick Mazer, currently Harrah's top man in Indiana. Following an exponential expansion of Horseshoe Hammond, it's become The Casino That Ate Everybody's Lunch. However, the re-branded Horseshoe Indiana, at the southern end of the state, has been losing market share. Maybe taking the Caesars name off the place wasn't such a good idea, after all? Harrah's bought a brand (Horseshoe) with great equity but has mostly bumbled thereafter.

Did you know that the Greek Isles is a gold mine just waiting to tapped? So says a flack for the new owners, who enthuses, "Although the current environment in Las Vegas is challenging, the property’s exceptional location, as evidenced by its proximity to the proposed Convention Center expansion and recent hotel/casino developments on the north end of the Strip, should provide the new owners with significant upside potential through a redevelopment or repositioning of the hotel as the market recovers."

Yup, between stalled, bankrupt Fontainebleau and a proposed Convention Center addition (unlikely under current austerity budgets), the Greek Isles is a can't-miss investment. Where else can you see so many parking lots and garages from the comfort of your hotel room?

But seriously, folks ... how did anyone ever get a $120 million appraisal (or an $83 million purchase price) on a hotel-cum-slot route that's losing over $1 million a year? If the Greek Isles were a dog, somebody would have put it down by now.

That half-assed wrap on the would-be-classy Mandarin Oriental has also drawn the attention of Steve Friess. And it turns out that The Rio isn't the only Harrah's property in Vegas badly needing a paint job, either. The Paris-Las Vegas balloon has seen better days, too. This sort of chintziness was only to be expected once Texas Pacific Group and Apollo Management got their claws into Harrah's, but nobody wanted to hear about it back in the day when the words "private equity" sent analysts and regulators into a delirious swoon.

Reality check

It's sackcloth-and-ashes time at the Las Vegas Review-Journal, which ran another "The end is nigh" story about falling gambling revenues. (The Aliante Station Effect appears to have petered out in North Las Vegas.)

Yes, we're all the way down, down, down ... to 2004 levels. If we take the Wayback Machine five years into the past, we find the Nevada Gaming Control Board reporting a 6% increase in revenue from June 2003. And June '04 was an "off" month for a year that was distinguished by double-digit growth in casino revenue.

Aliante Station: played out?

That same August, the cost of the MGM Mirage takeover of Mandalay Resort Group inched past the $8 billion mark. "[B]ut Wall Street analysts ... said the merger still makes sense for investors and the combined company," wrote the R-J's Rod Smith. Weeks earlier, regulators signed off on the $1.3 billion Boyd Gaming/Coast Casinos merger; Station Casinos, Las Vegas Sands and MGM were all recording record-setting financial performances, and Harrah's Entertainment was girding itself for the conquest of Caesars Entertainment. Heck, the industry was feeling sufficiently bullish to absorb a 0.5% hike in the privilege tax. Read one headline, "State gaming revenue on a roll."

Had the industry lived within its means, today's narrative would be quite different. The Las Vegas Sun helpfully charts the inflation and collapse of the casino bubble, which lasted a good three years, peaking in October '07.

Unfortunately, when what went up eventually had to come down, some companies discovered themselves overexposed and with no margin for error. The likeliest victims, though, are the marginal, standalone properties which might find themselves squeezed out of existence as aggressive discounting by MGM and Harrah's brings quality Strip hotel rooms into the "affordable" realm (Or, as Phil Satre puts it, when the A-level product is priced below the B-level product.)

Valuable perspective is to be had by reading (or watching) this roundtable discussion with three men who dominated much of the gaming industry in the Nineties and early into the new century. Ex-Harrah's CEO Satre has earned the right to be a Monday morning QB. After all, he never did anything so stupid as strapping $30 billion in debt onto his company's back.

Former Station CFO Glenn Christenson seems deeply in denial at many points, though even he concedes, "It wasn’t so long ago that we hated conventions as an industry and now it’s critical to our operations. We’re severely damaged by that loss." But ex-Boyd prexy Don Snyder nails it when he describes "a false sense of security" pervading the industry, adding "I think we all got caught up in that."

2004, meet 2009, where "up" is the new "down."

City of (better) Dreams

J.P. Morgan has raised its 2010-11 cash flow estimates for Melco Crown Entertainment's $2.4 billion City of Dreams megaresort, bringing projected return on investment into the 11%-11.5% range. That comes in the wake of good news that gambling revenue in Macao was $1.2 billion in July, up 3% from last year. That's the first positive comparison of 2009.

What's still more stunning is July's sudden parity between Macanese operators. Stanley Ho commanded 23% of market share but Las Vegas Sands was nipping at his heels with 22%, followed by Melco Crown (18%), Wynn Resorts (15%) and MGM Mirage, leapfrogging past Galaxy (10%) into fifth place with 12%.

Adelson wins one. Sands CEO Sheldon Adelson has vanquished at least one litigant. A federal district court judge scotched former Adelson flunky Moshe Hananel's claim on a share of Sands' Chinese revenues. The former Interface Partners International exec sought credit for having the Sands-in-Macao idea first and laying the groundwork for Adelson's Chinese overture. Adelson recently paid off one trio of claimants and is still battling former associate Richard Suen after losing badly in court.

Saving money? Buy the Trop!

If you're looking for a bargain on the Strip, what about buying the Tropicana Las Vegas? The Las Vegas Review-Journal found that Onex Corp. got $440 million worth of equity (or a 61% share) for a Filene's Basement price of $137 million. That would make the "street value" of the whole Trop $228 million, or $6.7 million an acre -- a fifth of what Wall Street valued it at the peak of the Aztar Corp. feeding frenzy. Columbia Sussex won, Pinnacle Entertainment lost ... and Pinnacle wound up being the lucky one, as ColSux toppled under insupportable debt.

The Trop's "paper" value would put it in the Treasure Island class, at $733 million. But you'd need an electron microscope to find the Trop's recent EBITDA, so nobody's going to pay Phil Ruffin-sized dollars for the place now. New owner Onex is a private equity firm that dabbles in real estate and sundry other industries. Kitty rescue at Caesars; Stingy Station

As we were driving to LVA HQ this morning, we spotted a disoriented-looking little cat running through the Flamingo Rd./I-15 interchange, across from Caesars Palace. We were in a quandary about what to do until it turned and started ambling down the I-15 "on" ramp, heading straight for certain death. I ran down the ramp after it (the kitty's a fast little bugger), scooped it up in one hand and ...

Well, what to do? I am now the custodian of a small, tuxedo-patterned kitten who may be carrying God knows what infections. It's too docile to be a feral cat but it's definitely going to need a new residence. So if anybody reading this can lend a helping hand to a homeless kitty, contact me at dmckee@huntingtonpress.com. I could just plop the wee bairn out in the LVA parking lot, along with our resident strays, but they're all massive and it would be a very Darwinian situation, I fear.

Cheesparing at Station: The formidable Jean Scott has news of some recent and untoward developments at Station Casinos, as the bankrupt company resorts to new "economy" measures. While the Fertitta clan sinks approximately $90 million into Orange County mansions, they're recouping the cost of their poor business decisions out of their customers' hides.

Random observations: Last night, we celebrated my Better Half's birthday, partly at Cadillac Ranch, which seems to have an identity crisis. Its menu is slightly countrified (in a C&W sense), its walls are covered with photos of Baby Boomer rock stars (think Steven Tyler) and the video feed is heavy on hip-hop. Go figure. The root beer float is very good, though. At 10:30, as though by prearranged signal, an incoming tide of douchebags flooded the joint and we split ...

... the classy southern façade of Mandarin Oriental has now been marred by a building wrap, high up on one corner. It's small by building-wrap standards, managing to both spoil the view and look like a timid half-measure ...

... speaking of building wraps, Criss F. Angel has long since been evicted from the eastern façade of Luxor. A new wrap was placed on the northeast corner of Luxor's ancillary hotel, but it's also smallish and -- due to way the hotel's buttresses jut forward -- hard to see if you're driving into Vegas from the south. Then again, if I were MGM Mirage, I'd probably want to downplay with association with the widely ridiculed Mr. Angel, too.

... to a colleague that, given Atlantic City's dismal July numbers, a plea for governmental assistance had to be just 'round the corner. Well, whaddya know? In at least five instances, Atlantic City's casinos are run by companies that just reported profitable quarters, while four more just changed hands for pennies on the dollar. Not to mention that Colony C(r)apital, owner of the remaining two, supposedly was willing to put some or all of $244 million into bankrupt Station Casinos.

I don't mean to sound unsympathetic, but ... considering that Garden State citizens are being asked to tighten their belts, forego tax rebates and the like, if the casino industry needs $20 million to market itself then it can damn well pass the hat and raise the cash in-house. Besides, there's something unseemly about "pull yourself up by your bootstraps" capitalists clamoring for guvmint subsidy, especially in a state filled with people who are in much greater need. (Yes, I know these are interconnected issues but we're talking casinos that gross hundreds of millions of dollars every month. They're not exactly paupers.)

The article's final paragraph (misleadingly) implies that Trump Entertainment's three casinos, the Tropicana Atlantic City and the two Colony properties are all in danger of closing. But might Atlantic City be better off with five -- or six, if Revel can be finished -- strong casinos, whilst the sicklier ones are put out of their misery?

Stanley Ho, ailing monarch

Not many of us make headlines by waking up in the morning and saying something. But when the future of over 50% of Macao's casino market hinges on A) your health and B) your plan of succession, and C) your name is Stanley Ho ... well, it's a big deal. Macau Daily Times is reporting that the elderly Ho is both conscious and articulate. However, it's also saying that he needs further surgery to extricate blood clots from his brain. My suspicion that the gambling oligarch suffered a stroke (or something very close thereto) and not a simple slip-and-fall -- was first reported -- is hardly dispelled by this latest news.

For reasons I was in the midst of outlining last Friday, just before the Big Computer Freeze destroyed it all, we're far from out of the woods on this. Also, the gathering of family members around the patriarch's sickbed is -- due to various business agendas -- somewhere between courtiers hovering around an ailing monarch and vultures circling potential prey.

Alas, all that must go onto the back burner until I deal with some outstanding business that includes reviewing L.A. Comedy Club at the Four Queens and Tickled Pink at Planet Hollywood. We had some extra time before the latter last night to contemplate CityCenter. Whether one likes it or not, it's going to make several nearby properties -- I'm looking at you Monte Carlo and especially New York-New York -- look very antiquated, bordering on tacky. With a few exceptions, the Wynn-initation themed resorts are proving to have surprisingly short shelf lives.

Second-quarter results from Boyd Gaming and Ameristar Casinos gave continued reason to be sanguine about each company. Both reported profits (12 cents per share at Boyd, double that at Ameristar) and both missed their revenue targets by an aggregate of only $8 million. A whopping (27%) jump in Colorado revenues for Ameristar last month was additional reason for confidence, offsetting weakness in Kansas City.

Cost control was credited with helping Boyd's performance, as was much-better-than-expected cash flow at Borgata. The Las Vegas locals market also ran ahead of expectations in that regard, while downtown and the Midwest/South casinos lagged. Bankruptcy filing or no, Boyd maintains that it continues to be a suitor for Station Casinos. Oh, and keeping Echelon mothballed -- while the least expensive of alternatives -- isn't cheap, costing Boyd $3 million a month.

MGM Mirage has sent LVA a revised, official list of dates for the debut of the various bits and pieces of CityCenter. (Excepted, of course, is the Harmon[ini] which, as of last Wednesday, had no firmer opening date than "late 2010.") The openings are as follows:

Vdara (Dec. 1); Crystals (Dec. 3); Mandarin Oriental (Dec. 4); Aria (Dec. 16), while condo closings in Veer Towers are set to "begin in January." When MGM gave a CityCenter dog-and-pony show to the Nevada Hospitality & Lodging Association last week, the computer graphics still showed Baldwin's Bump at its original, 48-story height. Also, the bluish tint that denoted CityCenter's acreage, by quirk or design, extended to embrace the Cosmopolitan. A portent?

McKee vs. Lerner

Actually, the headline misstates what was a very collegial -- if occasionally dissenting -- exchange of views between Union Gaming Group's Bill Lerner and Yr. Humble Blogger on Jon Ralston's Face to Face show. It was only my second-ever gig as a talking head -- and it shows. (Note to self: Consider Botox injections to paralyze overactive facial muscles.)

The ostensible subject of discussion was newly bankrupt Station Casinos, but it ranged as far afield as Singapore and Macao. Actually, we probably could have taped an entire week's worth of shows without exhausting the topic(s).

Lerner was a perfect gentleman, despite all the snarky things I've written about him in S&G (assuming he even reads it, which I doubt). I could certainly learn a thing or two from his poised on-air demeanor. I also found that, if you're in the middle seat on Face to Face, you need to "cheat" a little to your right and downstage or else you'll be masked in all the wide shots. And, as Ira David Sternberg taught me, don't ever look at the camera.

My ex cathedra pronouncements were, however, overshadowed by my alarmingly jowly appearance. When the video is posted, you will see that I look every one of my 200 lbs. -- and quite a few more! Since the episode isn't available on the Las Vegas Sun Web site yet, here's a preview:

Oh, my brain and mouth parted company on at least one occasion. I thought I said MGM Mirage would probably offload The Mirage for "one and a half billion to two billion dollars." What emerged, though, was "a half-billion to two billion dollars." So Jim Murren, wherever you are, I do not think you'd part with The Mirage for a (comparatively) measly $500 million ... just so we're good on that.

At least the high-angle shot at the end missed my bald spot. Thank God for small favors. The rebroadcast is starting; time to find out if I still know how to operate a VCR.

Bare-knuckle Boardwalk brawl

"Leaky windows. Broken air-conditioning. Missing kitchen equipment. A weather-beaten building ... It also has missing kitchen equipment and broken air-conditioning units that have left guest rooms hot and unrentable. Further, it is plagued by a leaky roof, windows and skylights ..."

Is this the Tropicana Atlantic City we're talking about? Heck no, it's Trump Marina, as described the attorneys for all-hat, no-cattle buyer (wannabe) Richard Fields. His Coastal Marina LLC is accusing Trump Entertainment Resorts of blowing off Marina maintenance and siphoning away players. There's more -- much more. Fields' suit charges Trump (the company) with doing a chop-shop job on the hotel-casino and The Associated Press' story implies it may have been a Donald Trump "screw you" to Fields, a former courtroom adversary.

Assuming for a moment that the allegations are true (Trump's CEO says they're not) ... that's the way the game is played, dude. Just ask Ed Roski about his abortive acquistion of the Las Vegas Hilton or former Mandalay Resort Group employees about the dilapidation places like Luxor and Circus Circus fell into while the MGM Mirage takeover went through its paces. It's standard industry procedure. You don't spiff up a place you're selling; you leave that for the next guy.

In Fields' defense, the Marina's devolution into one of Atlantic City's three lowest-grossing casinos seemingly gives the lie to CEO Mark Juliano's, "We did the opposite by directing customers back to the Marina in order to maintain it." And if Juliano's accurate, then his people did a right rotten job of propping up Marina traffic, especially if Trump stood to suffer financial penalties if business cratered (which it did).

As to the promised repairs that Fields says went unmade, Juliano flatly denies the accusation, saying the work was indeed performed. Given Trump's parlous financial condition, if Juliano is correct, it was costing his company a pretty penny to be rid of the Marina at a rug-bazaar price ($270 million, marked down from $316 million).

Elsewhere on the Boardwalk, dealers and slot techs were lent some extra muscle by the UAW. "Harrah's Entertainment continues to question the UAW's insistence on interfering with customers who come to Atlantic City for relaxation and entertainment, particularly during these challenging economic times," harrumphed the company after workers had the temerity to stage a march.

Damn that First Amendment! Then again, what did Harrah's expect to happen as contract talks crept toward their third year?

Strange happenings at Penn Nat'l, Harrah's

While everybody's been focusing on the implosion of Station Casinos, the analysts at J.P. Morgan snuck out one of the more unusual (and entertaining) reports I've ever come across. They pored over Penn's 2Q09 filing and had some tales to tell.

The lead was that Penn was falling short of its cash-flow targets for the quarter. That musn't have been a complete surprise, given the incapacitation of Empress Joliet and the swapping out of one Lawrenceburg riverboat for another. However, there was trouble in River City, with Morgan analysts noting "an unexpected spike in large employee medical catastrophic claims at that [Lawrenceburg] property (bizarre), and 4) a less than productive new marketing program at Charlestown (marketing at Charlestown?) that did not produce incremental revs, but increased costs." The medical claims alone were a $1 million black eye.

They counseled against heading for the lifeboats, though, and pointed out that Penn has $795 million in cash in the till. (Do I hear an offer for Beau Rivage?) Morgan is also bullish on Penn's expansion prospects in Kansas (really?), Ohio and Maryland.

There was even some good news for competitor Ameristar Casinos, thanks to continued troubles at Harrah's Entertainment. Wrote the Morgans team: "Harrah's has not increased its promotional activity (comps, spending, reinvestment)," boding well for everyone else.

As Morgan reported earlier this month, Harrah's was -18% in Louisiana in June, by far the worst decline of any operator in the market -- while Boyd Gaming notched a slight gain (but a major victory in that context). Just as I've expected from the start, Texas Pacific and Apollo (Mis)Management are nickel-and-diming Harrah's into the poorhouse.

Double-whammy for Planet Ho

True, Planet Hollywood is feeling some pain in the wallet after the Nevada Gaming Commission approved a $500,000 fine. But it's Clark County Department of Business License which fired the shot across the bow that will really get the casino industry's attention. By scotching the liquor licenses of both Planet Ho's Privé and Living Room clubs, it signed their death warrant. That, more than anything, ought to get scofflaw club owners and laissez-faire casino owners to clean up their act.

It's hardly an excessive move when you consider that the bill of particulars against Planet Ho's clubs included "drug use, prostitution, underage drinking and assault." Besides, if you want those things, perhaps you should patronize one of Las Vegas' many "gentlemen's clubs." Nevada regulators' concern about on-Strip prostitution is laudable, if tardy. When it was rampant at the Tropicana, gaming's policemen snoozed at their posts, otherwise known as "monitoring the situation."

If the message still hasn't sunk in, the Nevada Gaming Control Board's Randall Sayre sent out an "invitation" for casino executives and middle management to discuss a wide range of potential concerns. Gov. Jim Gibbons appointed Sayre to the NGCB with a mandate to beef up its law-enforcement role and Sayre's made good on it. (Even Midnight Jim has his moments of perspicacity.) It's good to see the spirit of Bobby Siller living on in Carson City.

"Damn those customers!" What do you do when business takes a not-unpredictable nosedive during a recession? Blame the customers, of course. At least, if you're Golden Nugget owner Tilman Fertitta, that's what you do. When times were good, Fertitta was bullish on gaming (which was essentially propping up his Landry's Restaurants empire).

Oh, what transformation a few bad quarters brings! Moans the Texas tycoon, “I feel very good about restaurant hospitality, I do not feel very good about gaming.” Hmmm, maybe you should have pondered that change of heart when you were proceeding with a new $150 million hotel tower (opening ~~Aug. 1~~ Nov. 20) in the teeth of an economic tailspin?

As for the patrons, "discounted room rates appear to have attracted a clientele who are spending less on gaming and other amenities," harrumphs a company document. Yes, because in case you haven't noticed, we're on the verge of a depression. People have less money to spend. Period. Like many others like him, Fertitta needs to get hip to the fact that we're entering a period of diminished expectations. Shaking your fist at the rain isn't going to accomplish anything.

Other Fertitta scapegoats include MGM Mirage, for having the audacity to discount its rooms during the downturn. Sounding rather whiny, Fertitta utters, “You ought to go online and look at some of these rates and packages you can get. That is where we are just being murdered, trying to be competitive with the MGM and the Bellagio.”

Welcome to the NFL, man. And if you think -- with all due respect to the downtown Nugget -- that you're in the running against Bellagio or even the Green Monster, well, you're in a world of denial. I've not had time to read the last Landry's quarterly filing but, for once, it sounds like a real page-turner.

Station wins one, albeit on a technicality. All parties involved will be back for a grudge match in local court.

Longoria meets CityCenter

A power outage really f-ed up our computers here and destroyed a finished S&G entry ("Save," my ass!). So, to lighten the atmosphere, here's actress Eva Longoria, who stars in a TV show I cannot stand, trying to look excited about a model of CityCenter:

The two gentlemen are CityCenter CEO Bobby Baldwin and Crystals at City Center prexy Frank Visconti. You've got to feel sorry for them because if Eva Longoria's in the photo, you might as well stay home. Ms. Longoria is tactfully posed to conceal the newly truncated Harmon, aka Baldwin's Bump. The actress was in town to tout the opening of a Strip branch of her Beso restaurant, which will be in Crystals. Yeah, I know, like you cared about that.

"Link" to Nowhere

On and off, over a four-year period, Harrah's Entertainment teased journalists (and, by extension, the public) with hints of a really big project to be announced really soon ... whenever they got around to it, that is. Well, the Harrah's mountain hath labored and produced ... a mouse.

"Project Link" isn't without virtues, even if they're largely negative ones. It isn't another high-end, multi-billion-dollar megaresort. It's not a budget-buster, period. It's not über-expensive food and retail. And it does entail giving modest facelifts to a couple of Harrah's tattier Strip properties: O'Shea's would lose its faux-Dublin façade and the Imperial Palace's Strip frontage (and pagoda roof) would be supplanted with what appear to be enormous LED screens.

It also acknowledges what's long been one of the problems of Harrah's consolidation of the east side of the Strip into one ginormous province. Namely, that to redevelop it in any significant way would involve taking one or more of a string of multi-story cash registers out of business. True, you could start from the back, maybe knock down the IP first, but at some point push comes to shove and a major cash-flow-producing Strip casino (most likely Harrah's Las Vegas) would have to give way. In a sense, the real estate was already too lucrative to be redeveloped.

Arrival at this plan involved acknowledging certain factors that should have been obvious long before CEO Gary Loveman went on a buying spree. For instance, that MGM Mirage/Wynn Resorts-scale megaresorts are a low-ROI proposition. Or that such a creation might impinge on business at ever-growing Caesars Palace. (It never ceases to amaze me that Harrah's spends hundreds of thousands of dollars to determine what, say, Hunter Hillegas could tell them for free.)

Of course, any new resort built in Lovemanville wouldn't have to be high-end/low-return. That's just the industry group-think of our day; that you "justify" the land's cost by superimposing a hella expensive megaresort atop it, then justify that outlay by charging prices that relatively few can afford.

The notion of luring pedestrians off the Strip and down a multi-dogleg side street is an untested notion. Give Harrah's points for thinking outside the box here. It'll mean getting Vegas visitors to break ingrained habits but it could eventually stimulate further off-Strip development.

For all I know, it could be Gary Loveman's longstanding fantasy to own a 600-foot Ferris wheel with an (at least) 200-foot "HARRAH'S" logo lighting up the night sky. But do I believe this is what he had in mind when he supervised the purchase of vast tracts of Koval Lane real estate at top dollar? Not for a moment. Especially not when you consider he's been sweeping it clean of low-rise housing developments that might otherwise have been of income-producing use.

Now, like Gershwin's Porgy, he's got plenty of nuhtin' and nuthin's plenty for him. His projected Ferris wheel will be sitting (as you can see from the rendering) smack in the middle of a wasteland, a void, a whole lotta nowhere. At least the circus can pitch its tents there the next time it comes to town.

It's harder still to believe that this (mini-)master plan was concocted two years ago and kept under wraps until now ... unless it was a before-the-fact, low-budget, "Well, we've got to do something" concession to the development-crippling effect of the LBO. Even so, secrets just aren't that well kept in this town.

Then again, it often seems if Loveman himself does not know what Loveman has in mind. Take for instance, his recent contention that building a Strip megaresort was too big a risk for Harrah's. Not compared to taking on $24 billion in LBO debt it wasn't. And you could build a megaresort and a half for the $5 billion in company value Loveman recently wrote off.

The biggest threat to Project Link may be Loveman -- or rather his short-attention-span style of leadership. While some cunning master plan may be apparent to his inner circle, the leitmotif of Loveman's tenure as CEO has been to jitterbug spastically from one short-lived initiative to another.

Having gotten right up to the threshhold of having to decide what to do with Lovemanville, his trigger finger grew weak. He pulled a U-turn and flung Harrah's into the arms of Texas Pacific Group and Apollo Management, a move with disastrous consequences. (Especially for the consumer, as TPG/Apollo's plan was to gut the company all along.) At least it had the short-term benefit of sparing beloved local institution Battista's Hole in the Wall from Loveman's bulldozers. As with his jihad against revenue-participation games like Wheel of Fortune, Loveman often seems oblivious or (far more likely) indifferent to what customers like or want.

In the two years or so it will require for Project Link to obtain startup capital, the odds are considerably better than 50-50 that Loveman will have lost interest and moved on to something else. If he doesn't, it would be a very pleasant surprise.

The dream is dying

Just last week, UNLV's historical sage, Dr. Eugene Moehring, was taking a dim view of the fate of Las Vegas' working class. Now comes the Wall Street Journal to back him up with some sobering reportage.

Even at union salaries, Culinary Union-represented employees are hardly living on Easy Street. According to the WSJ's Tamara Audi, a hotel maid can expect to make slightly under $30K/year. She also finds a fry cook who was pulling in $36K annually, before he was laid off. (He's now making much less at union-free M Resort.) This goes to show not only the importance of union representation but also how close many of these people are to the economic precipice.

Many of the causes of our current plight (like real estate speculation) are outside my remit. However, a great deal of the blame falls upon casino CEOs who -- encouraged by banks that pushed too-easy credit like "happy dust" and by cheerleading Wall Street analysts -- succumbed severally and variously to a collective psychosis.

The Plaza: Rooms available, starting the 12th of Never.

The hyper-optimistic mentality that produced a rapid-fire succession of (in no particular order) CityCenter, Cosmopolitan, Fontainebleau, Echelon, Palazzo, Encore, the Hard Rock Hotel acquisition/expansion, and even will o' the wisps like Crown Las Vegas and Viva, rested upon a bizarre assumption. Namely, that the Las Vegas Strip could not only absord literally thousands upon thousands of new rooms (preponderantly at the high end) but could do in a compressed time frame.

A few companies even thought this could be done even after they'd glutted themselves with LBO debt. (True, Harrah's Entertainment now says it never intended to go the metaresort route but the available evidence testifies otherwise.) As I've written before, a bubble was mistaken for a baseline, thereby magnifying the consequences when the economic fundamentals began to crumple.

Distance evidently lends clarity, at least to Harvey Perkins of East Coast-based Spectrum Gaming Group. He calls for a complete rethinking of the luxury-based Vegas business model, repositioning the Strip's posh palaces slightly downmarket. It'll mean eating a lot of pride but what alternatives are there?

It's a glass half-full perspective, which is preferable to the overdose of gloom quaffed by MGM Mirage CEO Jim Murren. He darkly prophesies, "There won't be another property built in Las Vegas for a decade."

Just wait 'til the next economic upturn and see if Murren is still saying kaddish. There will be new casinos in Las Vegas before 2019, I'm fully confident -- but they'll be ones positioned around affordability and (hopefully) generating double-digit ROI. Because, frankly, Las Vegas isn't the investment it used to be.

The St(ump) Regis, as it was to have been.

Then there's the schizoid-sounding Sheldon Adelson, who harrumphs, "I don't see any opportunities for any development in Las Vegas." Emphasis added; the Las Vegas Sands CEO seems to swing from bullish to bearish by the day.) It'd be nice for Sands if Adelson had been vouchsafed this insight before he started work on the St(ump) Regis in the midst of a condo-market meltdown. Now it's big bloody nose right betwixt the eyes of the Venetian and Palazzo.

The polar opposite of Adelson is Culinary Union boss D. Taylor who sounds like a flack for the Las Vegas Convention & Visitors Authority, so giddy is his optimism. Hey, D., have you talked to your workforce lately -- you know, the ones who just had to defer a $710/year pay bump?

At least some amusement is to be had from the Strip map prepared for the WSJ by Bill Lerner's new outfit, Union Gaming Research:

I don't think I'd take investment advice from a firm that doesn't know the correct spellings of "Echelon" or "Caesars." City Center seems to fallen off the map entirely. It'd also take issue with the classification of many sites (like the in-foreclosure FX Real Estate plot) as "ceased or delayed" as there was never any work to cease or delay at, say Elad Properties' "Plaza" site or Crown Las Vegas (aka "Archon"). Ditto MGM/Kerzner, Africa Israel, etc. However, the Cosmo, which really is in limbo, doesn't make onto the map.

At any rate, as land prices on the Strip continue to return to earth, there's going to be plenty of prospective acreage for the company that's ready, willing and able to build a mid-market casino on the Strip.

MGM booting Midnight Jim?

Whilst Gov. Jim Gibbons is overseas, engaged in top-secret derring-do, there's bad news on the home front. News outlets are starting to report that MGM Mirage is directing all of its 2010 gubernatorial donations to Clark County Commissioner Rory Reid. (The Sun had the story first but good luck trying to find it with Greenspun Media's FUBAR search engine.)

Why does this matter? Because MGM was a veritable cash register for Midnight Jim during his '06 race. Gibbons was then-CEO J. Terrence Lanni's parting gift to the state of Nevada. Lanni doubled down on his support of Gibbons after the then-congressman was accused of getting frisky with a cocktail waitress after a boozy night out with influence peddler Sig Rogich.

Even with a ski-lodge pitchman running his campaign, Gov. Jim Gibbons is going to learn that his re-election bid won't be a run on the bunny slopes.

Lanni's boosterism toward Gibbons never made sense: Nevada's leading proponent of widening a gross-receipts tax onto non-casino business supporting a candidate whose entire platform boiled down to "No New Taxes. Period"? Does.Not.Compute.

Once elected, Midnight Jim showed his true colors, jilting Lanni for the cozy embrace of Sheldon Adelson and basically taking his marching orders from Las Vegas Sands HQ.

If MGM has crossed Gibbons off its Christmas list now, he might as well call it a day. This is the biggest footprint planted on his backside to date. True, Reid fils is no shoo-in, even for the Democratic nomination. Assembly Speaker Barbara Buckley is expected to put up a strong fight, although some of us wish she'd done the same in the '09 Lege, where she played the role of doormat to both the mining industry and the Las Vegas Chamber of Commerce.

As I said before of an Oscar Goodman "spoiler" candidacy, What's there to spoil? Run, Oscar, run!

From distinction to disgrace

Even as CEO of Mandalay Resort Group (before it was subsumed into MGM Mirage), Mike Ensign kept well out of the limelight, content to let sublatern Glenn Schaeffer be the company's face. Now, as he contemplates a return to the casino business with a $235 million Kansas project, "Big Mike" Ensign may no longer have the prerogative of obscurity. In fact, his subsidizing of his stepson's tawdry sex-and-cronyism scandal could be the act for which the co-architect of Mandalay Resort Group is ultimately remembered.

The elder Ensign has always been there to support the man Jon Ralston has dubbed "Little Lord Fauntleroy," even installing him in key positions at then-Circus Circus properties like Nevada Landing. Industry crticic Sally Denton, writing in The Daily Beast, voices a hithero-unasked question about Sen. John Ensign's larger political aspirations.

Namely, "Johnny Casino" has made a career of shamelessly pandering to the religious right, which abhors gambling. Yet he (literally) made his fortune in the gaming industry. If push had come to shove and were the White House still in his sights, who would have gone under the bus? Casino baron Mike Ensign or his stepson's Goody Two-Shoes constituency?

S&G couldn't find a picture of Mike Ensign, so you'll have to make do with his "rigidly coiffed" stepson.

A Kansas casino license seemingly within his grasp, Ensign Sr. will now have to answer questions about the 96 dimes he lavished upon Ensign's mistress and her morally flexible husband. (Note to Papa Ensign's lawyer: If you have to assert that it's not "hush money," it's hush money.)

The cherry atop this sundae of seaminess is that the Ensigns structured the 96 grand payoff in multiple increments in order to circumvent having to pay taxes. Oh, and the acceptance of the Mike Ensign largesse by money-grubbing cuckold Doug Hampton went unreported and is currently unsubstantiated. So are we talking "on the up and up" or "under the table"?

When Mike Ensign has to make his case to Kansas officialdom as to why he ought to be entrusted with one of the Sunflower State's precious few casino licenses, he's gonna have some 'splainin' to do. The rest of us can thank our lucky stars that the former CEO was out of the industry at the time of this sordid imbroglio. Had corporate money found its way into the Hamptons' Love Nest Chest the collateral damage to the casino industry as a whole would be incalculable.

Guess we dodged a bullet there. But as for Mike Ensign, thanks for nothing, sir.

Vegas (isn't the only place that) needs Carmen Electra

Occasionally, S&G readers allow me to share their off-list bon mots with the general public. Such is the case with one Pacific Rim-based gentlewoman who's familiar with the sights and sounds of Macao. Evidently, it's a place where voluptuousness is craved all the more for being in short supply. Hence, the gyrations of a certain Carmen Electra at Crazy Horse Paris prompted this sage observation:

"Macau sure could do with some of this type of sizzle"

No doubt ... but we need Ms. Electra here. (And aren't you gents glad S&G was given a non-gratutious rationale to post yet another photo of Carmen?)

On a serious note, the Electra guest gig stirred up local media "buzz" far out of proportion to its duration. In terms of oomph for the buck, it's given the Holly Madison push at Planet Hollywood a serious run for its money: more evidence that stars are born, not fabricated. Whatever one thinks of Ms. Electra's troubled personal life, she's a "stage creature" and Vegas could use a few more right now.

Supporting the troops. Big ups to the El Cortez for giving $15 dining credits to active-duty servicemen (and women) at its Café Cortez and Flame steakhouse. Our military is grossly underpaid for guarding our liberties (such as appreciating Carmen Electra), so anything the casino industry does by way of a "thank you" deserves S&G's salute.

If you're in the Reno area and are an aficianado of the stellar cable TV service known as Cinemax, I consider it my civic duty to alert you to the following fact: Monique Parent (aka "The Thinking Man's Sex Symbol") will be spokesmodeling -- or something of that ilk -- at a Reno-area Costco next week.

Among the prolific Parent's many titles is the Citizen Kane of erotic films, Play Time ... or so they tell me. <cough> So if you've admired Ms. Parent's fine, wry thesping in Dark Secrets or The Key to Sex, stop by and show your gratitude.

Case Bets: F'bleau, Adelson, Oscar

Whether it's the banks or the subcontractors, somebody's going to take a big screwing at Fontainebleau. That's the nub of a new lawsuit, whereby developer Jeffrey Soffer asserts that Turnberry West Construction (which he also owns) has superior repayment rights to those of the project's backers.

I believe this is called, "One hand washes the other." However, the legal issues involved make fascinating reading. Some new-to-Vegas casino developers have screwed the pooch and eventually come out smelling like roses (Sheldon Adelson, for one). I don't Soffer's going to make into that elite club. And you can forget about Big Bleau opening before July 1, 2010, at the very least.

Speaking of Sheldon ... results at his new Sands Bethlehem continue to disappoint. Adelson's tradition of half-assing his casino openings, dribbling the product onto the market, may finally be catching up with him. Marina Bay Sands should be the acid test of this managerial style. (Personally, I believe it's going to be Adelson's Waterloo, at least to the extent that the casino is expected to drive everything else.)

Sands Macao: Sheldon's best bet

Ironically, it was the comparatively "quick and dirty" Sands Macao, built for considerably less than any other Adelson casino, that has been his biggest hit. The cost-to-date of Sands Bethlehem, by the way, has been revised downward to $675 million (from $743 million), which ought to help the ROI numbers. However, early predictions that Sands Bethelehem was going to siphon business from the Philadelphia area were clearly unrealistic and should have been reported with greater skepticism.

Berzon: caped crusader

Truth, justice and the American way have one less champion in the Las Vegas area now that Pulitzer Prize-winning Alexandra Berzon has been hired by the Wall Street Journal. Good for Berzon, better still for the WSJ. But who will keep a gimlet eye on OSHA enforcement and the CityCenter clusterfuck now? (And she was moving into gaming coverage, too ... the prospect of a Berzon/Liz Benston/Rick Velotta trifecta would have dwarfed all other casino reportage in this burg.) With the loss of Berzon and editor Drex Heikes, the Las Vegas Sun is suddenly in a world of hurt.

Oscar gets whacked. Somebody's fantasy, anyway. (Were there any thumbless graffiti taggers in the house? Homeless advocates? Civil libertarians?) Hizzoner was the celeb-victim at the reopening of Marriage Can Be Murder in its new digs at Fitzgeralds. MCBM recently left the Four Queens and a good move it was, seeing as the 4Q is at risk of being evicted. Movie veteran Goodman (Casino) evidently forgot whatever he learned from The Master (aka Martin Scorcese) and didn't hit his "mark."

As for MCBM, a dinner-theatre show, I can't say it compared favorably with the ones we did at Grinnell Community Theater. I was the "juvenile lead" in several shows there and humbly submit that our gung-ho amateur troupe could have done better. Hey, we "killed" with Ten Nights in a Barroom. That thing could have run for six months, easily.

Two resignations made the news today. First, the publicist for Criss F. Angel took a hike. Given the choice between the much-reviled Angel and unlikely rising star (and reportedly much, much nicer person) Holly Madison, Fantasy flack John Flynn left the sinking Angel ship.

With Guy Laliberté literally fleeing to outer space, defenders of Angel and his Believe debacle are growing fewer and fewer. (Hey, Cirque du Soleil, keep the title and redo the show as a Cher tribute. It can only be an improvement.)

"Would the last person to leave my office please turn out the lights?"

In an unrelated but symbolically parallel development, yet another high-ranking staffer has joined the exodus from the office of Gov. Jim Gibbons. Departing exec Mindy Elliott managed to drag Midnight Jim into yet another scandal when she persuaded the Gibber to exert influence on behalf of Boyd Gaming in a dispute with state OSHA. Unfortunately, the state's burgeoning jobless population will now have to deal with Elliott in her new role as head of the Dept. of Employment, Training & Rehabilitation. Is this a case of "failing upward"? "Sideways"?

Luxor? Sexy?!? It seems that the answer is, "Yes," judging by this creative marketing ploy: "Singles in Sin City." People come to Vegas to hook up, however briefly, so why not A) organize a promotion around it and B) class things up a bit? The four packages are, in ascending order of sexytime, "Get a Room," "Get Lucky," "PDA" and "The Player."

Well, it sure beats "First Base," "Second Base," etc., no? (If the funky vocal stylings of Robin Thicke don't make you want to get busy, nothing will.) And with the Strip currently floundering in disgrace -- and deservedly so -- Luxor's promotion is high heavens above, for instance, the cattle call that is Rehab at the Hard Rock Hotel. When they (foolishly, IMO) bought the place, Morgans Hotel Group claimed they were going to go upscale. Instead, by all accounts, they dove headfirst into the deep end of the cesspool.

There's a sentence I never thought I'd live to type. But after seeing Ms. Electra bumping and grinding, and generally giving her all to a pair of solo turns in MGM Grand's otherwise fembot-oriented La Femme aka Crazy Horse Paris ~~Crazy Girls~~, this woman definitely deserves a modest venue where she can bring the raunch to the Strip on a regular basis. True, her routines were not always spot-on and her dirigible-size funbags could use some deflation (although we're not quite in the Holly Madison league of grotesquerie). But she's got animal magnetism that would have been wasted as Mel B.'s sidekick or Hans Klok's beard.

As The Sun chronicled: "Carmen's naked antics make MEL B's appearance in rival Vegas burlesque revue, Peepshow, look tame in comparison."

That they did.

Wynn degraded. Analysts at J.P. Morgan are downplaying their expectations for Wynn Resorts, particularly in Macao. There, Morgan has shaved $11 million off its cash flow projections for 2Q09. Slipping REVPAR (if -28% is a "slip"), low slot handle and "flat table volumes" are blamed.

On the Strip, Morgan only expects minor softness (to the tune of -$4 million) in Wynncore business. Cash flow projections for next year have been trimmed by $9 million in Vegas and $30 million, as the analysts have modest expectations of Encore Macau. The Morgan analysands remain bullish on Las Vegas Sands, though. Somewhere, Sheldon Adelson is having a moment of gless.

Continuing a trend of lower-than-projected returns across the Midwest, Iowa's riverboats were flat last month and racinos saw a 5% decline. All major operators lost ground but something is very wrong at Ameristar Casinos, whose Council Bluffs boat was way outside the margin, reporting a 15% decline from last year.

Over in Detroit, in the hardest-hit state in America, general economic collapse is finally eating into the casino bidness. With MGM Grand Detroit off 10% and Motor City down 3%, it took a 24% upward leap in revenues at recently expanded Greektown Casino (above) to keep the market on an even keel. With an 0.4% overall decline in dollars won, Detroit stays within the "flat" classification.

Good time to own IGT. Sitting upon Illinois Gov. Pat Quinn's desk is a bill that could swamp the state with as many as 77,000 video slot machines. As J.P. Morgan breaks down the particulars: "video gaming terminals may be placed in 1) licensed establishments (“any licensed retail establishment where alcoholic liquor is drawn, poured, mixed, or otherwise served for consumption on the premises”), 2) licensed truck stop establishments (“facility that is at least a 3-acre facility with a convenience store and with separate diesel islands and parking spaces for commercial motor vehicles”), 3) licensed fraternal establishments (“location where a qualified fraternal organization regularly meets”), and 4) licensed veterans establishments (“location where a qualified veterans organization regularly meets”)."

Morgan analysts take a less-alarmist position on this change, projecting that no more than 40,000 devices will be installed, over a two-year period starting next year. Still, they like the prospects of International Game Technology, which is predicted to snare 60% of the market, with another 30% equally divided between WMS Industries and Bally Technologies -- a bit of a snub to favorite son WMS, no?

Rough trade

May wasn't great for Las Vegas, to say the least, with hotel occupancy -6%, a figure somewhat amplified by the presence of 3% more hotel rooms. The local ADR of $96.96 would have been regarded as real money back in the day. Hoteliers now are more likely to look at it in the context of the -28% shift from last year's rates. More worrisome is that convention attendance (-33%) outslid the number of conventions held (-26%), whereas it used to be the reverse.

Indiana has absorbed the effect of its two new racinos. Casino revenues were flat in June, a decline at most boats offset by the extra dollars generated at Harrah's Entertainment's Horseshoe Hammond (+13.5%) and Boyd Gaming's Blue Chip (+4%), both of which recently expanded. Penn National was hurt by the switchover to Hollywood Casino Lawrenceberg, its new vessel, and Ameristar East Chicago (-15%) withered under the glare of Horseshoe Hammond.

Illinois is scraping along, having evidently struck bottom ... for now. Once the impact of a fire-closed Empress Joliet was backed out, Illinois was down a mere 3%. That's practically a moral victory. Of course, with the institution of slot routes en route and the Lege contemplating a huge casino expansion in the state, any celebration will be short-lived. Harrah's Joliet was the logical beneficiary of the Empress Joliet shutdown (+5%), while MGM Mirage's Grand Victoria spiraled -17%.

There were a few gainers, ranging from miniscule (Boyd's Par-A-Dice) to massive (+109% at independent Casino Rock Island). East St. Louis-based Casino Queen finally lost a significant chunk of business (-11.5%) to its augmented Missouri rivals, while Penn's Alton Belle kept its leakage to -3%.

It's not a free market. Lawmakers in the Land of Lincoln have not only introduced slot routes, they may add four more casino licenses to the state. Factor in Neil Bluhm's casino project in Des Plaines (license #10), and the gambling market in Illinois becomes seriously diluted. However, no compensatory tax reduction is on the table.

When it comes to casinos and taxes, solons think simply that more = more. However, in a state where competition is limited by statute, not only does guvmint control the levers of the market place it has an obligation to take the economic consequences of its actions into account. This is not being done and the repercussions are likely to be severe.

Case Bets: CityCenter, W, Bernie Goldstein, Roger Thomas

Some rueful condo buyers are probably calling MGM Mirage's ultra-mega-super-duper resort "ShittyCenter," judging by their ire. It's difficult to know with whom to sympathize in this ongoing dispute. Condo depositors want to renegotiate prices (which range all the way up to $9.4 million/unit) while MGM -- though not unsympathetic -- maintains buyers got a special deal going in and therefore have relatively little cause for complaint.

Good luck trying to renegotiate the price of that Saturn on which you just made a downpayment. MGM needs those condo purchases if CityCenter is to remain in balance (look what happened to Fontainebleau, which has sold nary a timeshare). And it really can't afford to start refunding some of that $313 million that depositors have already placed in the kitty.

However ... there might be a pragmatic argument to be made for MGM bending to pressure. Condo sales in the valley haven't been robust -- a mere 1,172 units in 2007-08 and a measly 52 closings this year. Scarier still, the Wall Street Journal notes that 7,000 more luxury condo units are under construction as we speak.

There's basically no market remaining for high-end condos and every unit that goes on sale dilutes the value of a CityCenter aerie just a little bit more. MGM hasn't been ashamed to offer discounts to players and vacationers. Maybe it's time to extend that philosophy to condo buyers. If CEO Jim Murren has to sell a few casinos to make up the difference ... well, so be it.

Not everybody is having a hard time moving property in this market. J.P. Morgan reports that Starwood Hotels & Resorts Worldwide just sold its W San Francisco for 14X cash flow. Geez, try to get half that multiple for a Strip property and watch potential buyers yawn in your face.

Bernie Goldstein, R.I.P. Not only are there second acts in American lives, the late Mr. Goldstein proved there are third acts as well. The granddaddy of Midwestern riverboat gambling, Goldstein built Isle of Capri Casinos into the first company of its ilk with a recognizable brand identity and saw it outlive several of its rivals. If the company's business plan went astray in recent years, that doesn't diminish the scope of Goldstein's achievement. Thankfully, the gallus-snapping Goldstein was inducted into the American Gaming Association's Hall of Fame just in the nick of time.

Congratulations to Roger Thomas for being named the next recipient of the Jay Sarno Award from Casino Design and G2E. While I'm not sure it's flattering to receive an award named after the man who covered Caesars Palace with unsightly cement mesh and gave the world Circus Circus, it's the sentiment that truly counts.

Basically, Thomas (and architect DeRuyter Butler) set the template for the last two decades on the Strip and everybody else has been tinkering around the edges. Thankfully, he's rescinded his retirement from Wynn Resorts, so we can look forward to years more of standard-setting design work.

City of Nightmares?

Melco Crown International finds itself with the dubious distinction of having opened a megaresort and lost market share. The projected 7%, if accurate, would not only be 50% of what analysts expected, it could push Melco Crown behind MGM Grand Paradise and into last place in Macao. If I read Ian Sutton's footnotes correctly, Melco Crown is losing money on its VIP-player commissions at City of Dreams.

(Erratum: My mistake. City of Dreams is simply $40 million short of its projected rolling-chip play. The commission rate is a fixed cost.)

Sandbagged at F'bleau

Bank of America has fired another salvo in the ongoing war of legal briefs involving bankrupt Fontainebleau. The latest B of A blast depicts F'bleau management as considerably less than candid with its lenders. Not only did the former allegedly stiff-arm the latter when meetings were requested, there was an episode that might be called the casino industry's version of an "October surprise."

According to page 18 of the court filing, last April 17, F'bleau sprang a double whammy on the bank. Supposedly, it had been budgeting upfront for a "Base" plan while keeping hidden an "Enhanced" plan that "included restaurants, retail, nightclubs, and pool deck gaming and bar area." Not only did F'bleau reveal that the "Base" budget was unfunded to the tune of $180 million, the "Enhanced" budget would tack on another $203 million.

What F'bleau told the bank -- but not the public -- was that it wanted to push back the opening until Feburary 2010. Its own estimates also showed that it would recoup only 60% ($35 million) of the projected LEED credits. In short, the bank is accusing F'bleau of merrily spending away even as it knew the numbers weren't going to add up.

Three days after the F'bleau surprise, the project was notified that it was in default. At that time, the megaresort was still $1.5 billion away from completion, a sum that couldn't be financed without ignoring existing loan covenants -- and one that included $300 million in change orders.

An appraisal ordered by B of A concluded that F'bleau -- which was on pace to cost $3.2 billion -- was worth only $1.76 billion. Even that figure may be optimistic, as it's predicated on F'bleau doing better-than-Strip-average numbers on the casino floor, especially at the tables, plus a 91% hotel occupancy rate.

The project also stands accused of asking to be simply forgiven over $1.3 billion in existing debt. That's more than the cost (in unadjusted dollars) of either Bellagio or Mandalay Bay and roughly equivalent to that of the new Aladdin (now Planet Hollywood). You or I could build quite a dandy casino-resort, too, if we were allowed to pay for it in Monopoly money.

Of course, if one pretended that aforesaid $1.3 billion in costs had simply ceased to exist, it would soften some gloomy ROI projections. According to the Las Vegas Sun, F'bleau's own number-crunchers found that, after two years of operation, the resort would generate $162 million-$252 million in cash flow. So we'd be looking at a 5%-8% return on investment on a $3.2 billion megaresort (the unspoken implication being that would come after two even leaner years at the start). We can have megabudget megaresorts on the Strip or high-yield Vegas casinos but we clearly can no longer have both.

Noooooooo!

That was my reaction upon reading the Mike Weatherford shocker that the Tropicana Las Vegas may be putting many of its future entertainment eggs in the basket of Anthony Cools. The latter produced an ultra-craptacular topless show, Ooh La La at Paris Las Vegas.

Shoehorned into a large, low-ceilinged banquet room, Ooh La La had terrible sightlines (kind of a problem for a T&A show), pushy ushers and charmless performers. Were it not for Raw Talent Live, it would have been the worst show I've ever seen in Las Vegas. Cools has been threatening to bring it back ... please, Alex Yemenidjian, stop him before he "presents" again.

Our long civic nightmare continues. Five more years! Five more years! Yes, Luxor has extended Carrot Top to 2015. Mr. Top accepted the honor in typical family-friendly style.

While I'm under the knife at the dentist next Tuesday, Lance Burton will be fielding questions at Monte Carlo. The venue alone makes the nature of the announcement self-evident. Three cheers to MGM Mirage for pulling back from the brink and not evicting Burton at a time when he's been getting some of the best reviews of his career. There was nothing like the fumbling Criss F. Angel to make people appreciate just how much better Burton seems to be.

Reading Room axed. You know those three cheers for MGM? Make them three Bronx cheers. "Literature? Pah! We no like! Make way for shiny trinkets!"

Why launder money in Las Vegas or Macao when there's ... the Dominican Republic?

RoboPoker is dead!

In Vegas anyway. Excalibur is shutting down its 12 dealerless poker tables, three months after field trials ended. I can't imagine the World Series of Poker crowd was gravitating to the Ex, that's for sure.

In a masterpiece of spin, PokerTek CEO Mark Roberson proclaimed, "We do not expect the termination of this agreement to have a significant impact on our reported revenues or results of operations." Man, your product just bombed on the Strip! That's definitely going to crimp the future of robopoker. (Remember, the games were also a flop -- pardon the pun -- in Atlantic City.) Not fooled, one investment house promptly downgraded PokerTek.

F'bleau: 'But who would want it?'

No sooner had I -- perhaps foolishly -- posed that question than the Las Vegas Review-Journal answered it. Top dogs from both Wynn Resorts and Harrah's Entertainment had been given tours of Fontainebleau, as had sundry other potential investors.

You've got to wonder how this news is playing with two constituencies: Harrah's bondholders and Wynn employees. Both have been poor-mouthed of late, with the latter absorbing severe pay and benefit cuts for the company's sake. As for Harrah's debtors, they're probably long since resigned to taking a bath on their investment, since the timeline for repayment already stretches far into the next decade. In other words, it's not the best moment to be seen out shopping.

Also, there's the small matter of cost. F'bleau's official budget has now crept up to $3.1 billion and -- if its bankers are right -- the completion money needed is close to $1 billion. (Insert Dr. Evil inflection here.) Steve Wynn might have enough socked away to swing that. Gary Loveman, on the other hand, says his company doesn't even have enough scratch to change its letterhead to "Caesars Entertainment."

Theory: Perhaps Loveman's sugar daddies at TPG Capital and Apollo Management underwrite the completion of F'bleau, maybe more -- but as a separate entity. Harrah's is then jobbed in to run the joint. It'd mean some administrative headaches for Loveman but nothing compared to those involved with being the out-and-out owner. Personally, I'd give Wynn better odds of actually getting this Spruce Goose into the air, but it's liable to be a charity case, whoever inherits it.

There's another reason for Wynn and Harrah's to approach F'bleau as they would a live grenade: the morass of litigation that surrounds Big Bleau. The latest batch of lawsuits alleges diversion of funds. Any casino company riding to F'bleau's rescue is going to want to be well indemnified against being dragged into this nightmare. No, Turnberry West and Fontainebleau will surely have to sort this out themselves.

Out of danger: That's where MGM Mirage says it is, largely by dint of mortgaging several key properties. CEO Jim Murren, meanwhile, complains that offfers for MGM assets aren't "close to what we believe the values are worth. The multiples are low. It seems like the wrong time."

Damn that free market! S&G humbly suggests that the low multiples are a reflection of the parlous state of the industry. Seven times cash flow just ain't what it used to be. Agree about the "wrong time" thing, though. Few are buying and even fewer banks are lending, so it's a heckuva juncture to be peddling one's wares.

Ensign concubine unmasked! He two-timed his wife with her? Beauty comes in many forms, but I'm thinking "lox," not "fox." As for well-remunerated cuckold Doug Hampton, he looks big enough to clobber the Nevada senator. Instead, he wrote a whiny letter to Fox News.

Despite his primitive spelling, grammar and punctuation, Hampton parlayed his husband-of-mistress status into a high-ranking sinecure at Allegiant Air. The latter says Hampton's employment was based on "his credentials and experience" ... not his education. Still, I feel as though my B.A. in English ain't worth the sheepskin upon which it's printed.

Fontainbleau's grisly zillion-grievance bankruptcy has been sent to mediation. (I don't envy the mediator.) In the process, F'bleau has obliquely confirmed lenders' accusations of cost overruns. F'bleau has a union-affiliated financier lined up to provide funding above and beyond the final $656 million that the $2.9 billion (and climbing) resort's bankers have withheld.

One possible instance of profligacy involves F'bleau's on-hold condo component. Then-CEO Glenn Schaeffer had a handsome preview center erected along the Strip and staffed it up. But ... no matter how much you might want an F'bleau condo they wouldn't sell you one. No, they'd just take your contact information and get back to you -- sometime. With such half-assed decisionmaking, no wonder F'bleau alienated its backers.

And now the lawsuits pile up and contractor Turnberry West is being accused of featherbedding. This project really needs a third-party rescurer, but who would want it?

Burton is back? That's what Mike Weatherford is reporting. Lance Burton, it is hinted, will be returning to his Monte Carlo gig on July 1. Why all the delay and mystery? If I had to guess (and I do), my hunch would be that MGM Mirage is angling for a bigger slice of the gate receipts.

Atlantic City Death Watch: This is particularly worrisome -- Pennsylvania Gov. Ed Rendell is opening the door to full Class III status for the Keystone State's slot parlors. Sensibly, Rendell advocates waiting and seeing until all of Pennsylvania's planned slot houses are up and running before upping the ante.

However, he's also giving legislators his tacit blessing to force the issue. His advocacy of expanded video poker in Pennsylvania isn't going to do besieged Atlantic City any favors, either.

Woe betide anyone who dares to plunder LVA HQ, for we are under the protection of a fierce -- but beautiful -- watch iguana. Mojo, as she is named, is at this moment sunning herself on the balcony of my office. The photo above shows Mojo in her customary habitat: a massive iguana "condo" that takes up nearly half of one of the downstairs offices.

As cushy as her lifestyle may be, Mojo occasionally gets cabin fever and either rampages around the research department or attacks her "evil twin" in the mirror. Watch your head if you're coming in the front door; Mojo recently leapt off the second-floor balcony in pursuit of (we presume) some fat, juicy pigeons and suffered no injury whatsoever. She's one tough little hombre.

Menopause The Musical: I don't mean it pejoratively when I say that if you like this sort of thing, then this is the sort of thing you'll like. Either you get the joke(s) or you don't. It's that simple.

MGM: Deal or no deal?

MGM Mirage CEO Jim Murren is re-mulling asset sales of MGM Grand Detroit, Gold Strike (Tunica, Miss.) and Beau Rivage. But all Strip assets are definitively off the market (yes, even Slots A Fun). Since the Detroit and Tunica casinos are already encumbered with CityCenter-related debt, presumably Murren would transfer those mortgages to some or all of the "Mandalay mile." As far as I know, those three casinos are still unencumbered. The Detroit resort would be a real "trophy asset" for any potential buyer ... presuming that banks are more inclined to lend than they were(n't) the last time Murren shopped this trio around.

The Las Vegas Review-Journal took a good look at MGM's Giza deal -- and it's even better than initially thought. Not only will the company collect management and franchise fees, it also gets a cut of any profits. If there's a downside here, I'm too myopic to see it.

MGM wouldn't sell Monte Carlo when Jack Binion came calling. One presumes this had more to do with potentially being able to extend CityCenter into Monte Carlo, rather than Jack's money not being good enough for MGM. However, if the company really cares about the property, why are they slowly letting it go to seed? The Brew Pub will close on July 12.

Also ... our LVA research team has discovered that no further Lance Burton performances are scheduled. This seemingly writes finis to his long relationship with Monte Carlo. Is it just an expedient way to save money or was Burton's unpardonable sin to get very good reviews from the local dailies right after Criss F. Angel laid an $85 million egg with Believe? Burton out and Angel in? That's just not right.

"IUER"? WTF? Don't call Melco Crown International's new City of Dreams a "casino." Melcospeak for the new pleasure place is "integrated urban entertainment resort." At least Steve Wynn's "casino-based destination resort" coinage rolled off the tongue a little more felicitously. On second thought, just call it "a casino."

Holy cow! The husk of the late, lamented Holy Cow Brew Pub & Casino (home of the best beer in Las Vegas) is proposed for redevelopment -- again. It was briefly the site-to-be of the phantom Ivana condo tower, one of the more egregious examples of condo "vaporware" during the recent bubble. Arizona- and New Mexico-based developers intend to tip the old Cow and replace her with a low-rise, low-cost (no hotel) casino.

The Strip needs some fresh mid-market casinos and this one could be it. But why make your anchor tenant a Walgreens when it's the flagship retailer ... of Palazzo. We sure could use the jobs, too, what with unemployment hitting record levels in Nevada. A good thing that Gov. Jim Gibbons was shamed into accepting federal funding for the jobless.

No Surprise Dept.: So the Moulin Rouge is (literally) toast and arson is suspected. The fire happened the day after a bankruptcy auction found no takers for the property.

Obama backpedals (sidepedals?) on gay rights. If he wants to give the country change it can believe in, how about revoking the profoundly un-American policy of throwing our LGBT brothers and sisters out of the military? If they've volunteered to lay down their lives for Old Glory, they're better people than me. And if Harry Truman is remembered for nothing else, he'll always be the president who integrated the military with a stroke of a pen. Does President Obama have Truman-like intenstinal fortitude?

One of the vilest of major-league baseball players back in the Eighties was slow-moving, philandering, showboating slugger Mel Hall. But we never knew just how loathsome he was. Good luck in the slammer, Mel.

My attempt to answer a reader's question about MGM Mirage's franchise deal in Gaza, Egypt, fell victim to LVA's Comment-Eating Server, so here goes ...

Unlike Station Casinos shopping for dog tracks in Massachusetts while it's poor-mouthing employees and investors alike -- or Harrah's Entertainment batting its eyelashes at Stanley Ho -- MGM is doing the right thing, IMO. It's diversifying a revenue stream that's overly reliant on Las Vegas.

True, the official phrase "will provide ... brand fees" is rife with ambiguity (and I've got a query out to New Giza). Obviously, it's a better deal if MGM is the fee collector. Beyond that, I can't see a downside to hiring out the company's considerable hotel experience and pocketing a management fee in return. MGM is being strategically creative and I applaud them for it.

Martin Stern's 1975 conceptualization of a Xanadu casino-hotel, as virtually reconstructed by Dr. David G. Schwartz, struck a familiar chord with one S&G reader. They quickly detected a resemblance between Welton Becket's 1971 Disney's Contemporary Resort, built in modular fashion (hotel rooms were hoisted into place one at a time) for Disney World ...

... and the Xanadu design ...

How does it look to you? That pyramid look was certainly the "in" thing back when Stern was pitching Xanadu (which probably explains his choice of concept). Here's another example, from Cancun, the Grand Oasis:

Of course, when Las Vegas did get around to a pyramid-shaped hotel, it was such a flub (Luxor) that it's still being "fixed" to this day. Too bad we'll never know if Stern's concept would have worked because post-Luxor nobody's going to try anything remotely like it in Vegas again.

Goodman for governor ... again?

It's been bruited since at least 2002 and it's happening yet again: Las Vegas Mayor Oscar Goodman is mulling a gubernatorial run for the umpteenth time. "Spoiler!", cry some. I look at the uninspiring field (Montandon, Heck, Midnight Jim, Buckley, R. Reid) and ask, "What's there to spoil?"

Buddy: The Buddy Holly Story: Drove the Chevy (Cobalt) to the levee but the levee was dry. How do you stretch a 75-minute tribute act into a two-hour/two-act Broadway musical? Badly, it seems.

Xanadu: It wasn't just a wretched Olivia Newton-John movie, Kubla Khan's pleasure palace or Charles Foster Kane's crib. It was also was also Martin Stern's unbuilt casino magnum opus. Dr. David G. Schwartz has revived his online museum dedicated to this project, "Paradise Misplaced." If it had been built, over 30 years ago, Xanadu would probably be one of those Strip casinos we now chuckle at, thinking it small, quaint and perhaps overdue for implosion. But it might have saved us from having to look at the oversize eyesore that is Excalibur, which looks laughably crude next to Stern's elegant designs.

Dr. Schwartz even recreates the Vegas of 1975. We've come a long way since then ... but who wouldn't want to hop into the Wayback Machine and experience the more spacious Strip that existed 34 years ago?

In between trying to wrap up Question of the Day essays on Carl Icahn, Stan Fulton, and condo sales in Las Vegas, I'm clearing the blotter of a few things that have fallen through the transom lately, such as ...

Elements: CityLife's Al Mancini didn't care for this new eatery, just off Tropicana Ave. The not-quite-missus and I ate there on opening night and had a better experience for our money. This review, intended for the most recent Las Vegas Advisor, didn't make the cut, so I offer it for your delectation:

Oscar didn't turn up for the May 13 opening but he'd definitely be in his, uh, element here, considering that the menu boasts no fewer than 253 martinis. Choosing but two was difficult but we opted for a chocolate-banana martini and the Miami Vice. If you want Strip-quality (or better) eating and drinking at off-Strip prices, you cannot go wrong with Elements. Both the martinis and the small plates inhabit the $7-$9 range, while the costliest entrée tops out at $25.

We started with the Kona beef short rib on gorgonzola polenta ($9) and it did not disappoint in either tastiness or generosity of portion. There are only two steaks on the menu but both were outstanding, though the black angus flank steak ($21) is quite a bit spicier than even the peppercorn-garnished black angus filet ($25). Both were accompanied by mashed potatoes and steamed vegetables. Only the dreaded cold butter-on-cold bread basket and sluggish service (despite a small crowd) detracted from a flavor-rich experience.

Trump: The Coup

Despite having publicly washed his hands of Trump Entertainment Resorts, timeshare pitchman Donald Trump has been quietly plotting an external takeover. But Trump's former company has no intention of quietly yielding to his embrace.

But they really mean it this time. Despite being not up to regulatory snuff "in every category," Las Vegas Gaming is receiving exceptional indulgence from the Nevada Gaming Control Board. Although, through his attorney, new CEO Jon Berkley basically admits to being overwhelmed and out of his element, he received the NGCB's blessing. True, Chairman Dennis Neilander promised "zero future tolerance. I’m at the end of my rope." But Las Vegas Gaming has been able to get pretty far out of compliance without any evident consequence. Neilander needs to show that his threat is not any empty one.

Satisfy them. A consortium of German lenders find themselves badly upside down on that never-very-likely Elvis-themed high-end resort. If you accept soon-to-be-ex-owner FX Real Estate & Entertainment's revised valuation of the property, center-Strip land has has fallen to $12.4 million/acre. Think what that acreage might have fetched when we were at the height of the Strip bubble.

Schreckliche idée, revisited. Prominent gaming attorney Frank Schreck continues to lug water for one of the less-potable ideas of recent years: Allow institutional investors to own as much as 25% of casino companies without deigning to subject themselves to Nevada scrutiny. In the course of shopping this around, Schreck has either revised his proposal or his sales pitch. He's now emphasizing that these companies would be passive investors.

That may be more palatable to both regulators and the public at large, but I'm not sure it will be much of an incentive to mutual funds, etc. Judging by the tugs of war we're seeing at Fontainebleau, CityCenter and Station Casinos, Wall Street isn't in the mood to fork over even more money to casino developers in return for being at management's mercy.

As for F'bleau, its owners have pressing problems to worry about on the home (i.e., Miami Beach) front.

MGM hedges China bet

It looks like MGM Mirage is exploring its options for a life-after-Macao scenario. It's not only keeping a watching brief on Japan and even contemplating the scandal-ridden Philippines market, it's making a full-court press in Taiwan. There are two interesting qualifiers to MGM's exploration of what we used to call Nationalist China.

One is that it'd be involved as a franchisor and operator-for-hire, not investing in the casino proper (an arrangement with more upside than what the company currently enjoys in Macao). The other is that among the potential stumbling blocks noted by MGM exec Lloyd Nathan is "whether mainland Chinese tourists would be allowed into the casinos." Intentionally or not, that certainly makes it sound like MGM is considering Tawain as a fallback position if it has to evacuate Macao.

Las Vegas nears bottom: Visitor numbers show some hope-inspiring metrics. If May numbers are as good as state officials are hinting, we may actually start to climb out of this trough.

Making out like bandits

In Business Las Vegas has crunched the numbers in its annual survey of Sin City's most highly paid executives. Not surprisingly, the list prominently features two companies -- Harrah's Entertainment and Station Casinos -- whose overpaid leadership has steered them into the ditch.

In terms of base salary, what's Station CEO Frank Fertitta III doing in the #2 spot, with $2.3 million? The guy must be a legend in his own mind if he thinks he warrants a higher wage than (then-) MGM Mirage CEO J. Terrence Lanni and Harrah's CEO Gary Loveman. (To say nothing of Las Vegas Sands doge Sheldon Adelson, a comparative pauper at $1.3 million.) You might question those gentlemen's business decisions, but they preside over companies far larger and more complex than Station.

Papa Frank belatedly realized he shouldn't have lent the boys the keys to the family car.

After stock-based compensation, bonuses, etc., were factored in, it was one big-ass payday at Harrah's, six of whose executives occupied the top 10. Even as their company groaned and crumpled under the weight of a spectacularly reckless LBO, and 9% of its workforce got the sack, these gentlemen carted home an aggregate $138.8 million. The dishonor roll includes CFO Jonathan Halkyard, regional presidents Carlos Tolosa, John Payne and Thomas Jenkin, and Vice Chairman Charles Atwood.

But even the best-remunerated of these (Tolosa, at $15.7 million) is a piker compared to Loveman's $92.3 million. They don't give pay packets like that at Harvard, do they? Loveman's tenure as Harrah's CEO looks increasingly like all-but-unmitigated reign of error but he's salting away enough wealth that his reputation need not concern him.

Former Harrah's exec John Boushy had a meeting of the minds (as in a head-butt) with colleagues at Ameristar Casinos, the result of which was that Boushy found himself on the street. But we should all be kicked to the curb so harshly: Boushy got $3 million -- including half a year's pay -- to take a hike. As walking-around money goes, that's not bad.

Reid rewarded, Trop rescued

... Sen. Harry Reid's (D-NV) efforts on behalf of the casino industry have not gone unrewarded. If you can follow this formatting garble, you'll see that his donors include not only Tim & Tom, late of the Golden Nugget, but also several reliably Republican casino CEOs.

Even the Fertitta Brothers have chipped in, which is the least they could do after the Senate Majority Leader shepherded a provision that incentivizes companies to buy back distressed debt ... which Station Casinos has in abundance. All of which means that Sharron Angle and any other GOP challenger will have to build up a war chest from other industries. The coffers of Big Gaming -- with possible exception of Sheldon Adelson's kitty -- are slamming shut. The industry has taken sides and put its money on Reid.

Yemenidjian is in the house. Pending the stamp of approval for the Nevada Gaming Commission, all systems are "go" for Alex Yemenidjian to take the reins of the Tropicana Las Vegas. The feeling at the Trop must be akin to that of a besieged garrison finally seeing a relief column marching its way.

The former MGM Grand boss is saying all the right things. His backer, Onex Corp., will invest $100 million (or more) in the property, which has suffered manifest neglect. Current operator Tropicana Entertainment's capex budget was fairly puny, symbolic of CEO Scott Butera's halfhearted commitment to the LV Trop.

Under Yemenidjian, the casino will be extended to encompass the ends of the two pedestrian bridges. Two new eateries and a nightclub are planned. No word yet about a new evening show (or about chasing the prostitutes, pimps and -- worst of all -- timeshare peddlers from the premises). But Yemenidjian has too much reputation at stake to simply continue the stagnation that has been the Trop's status quo for more years than I care to remember.

(Correction: Yemenidjian plans to lower the bridge, not raise the river. Which is to say that the pedestrian bridges will be extended to reach the casino, not the other way around.)

When Yemenidjian was (unsuccessfully) pitching an Illinois casino -- also backed by Onex -- his prospective management team included two Gulf Coast veterans: Joe Billhimer and Karen Sock, late of Hard Rock Biloxi and Harrah's Grand Biloxi, respectively. Both are heavy hitters and Sock, in particular, is overdue for a Vegas posting. Here's hoping Yemenidjian brings them here. Better late than never ... and the Trop needs some serious brainpower.

"We really mean it this time." Another day, another "Las Vegas Sands has the capital to restart the Cotai Strip™" story. Turns out it's the same old same-old. The prospect of asset sales, if not dead, isn't looking terribly hale. After all, who wants to buy a hotel in Macao if you must forefeit the casino action? Where's the fun in that (to say nothing of the money)?

• Smashing guitars -- but not over each other's noggins -- James Packer and Lawrence Ho christened City of Dreams. The younger Ho downplayed expectations of foot traffic, saying his $2.4 billion megaresort could get by on far fewer visitors than the nearby (and comparably expensive) Venetian Macao, which draws 70K visitors daily.

• After a record-setting opening, Sands Bethlehem fell into fourth place during last week's casino action in Pennsylvania. Not surprisingly, Philadelphia Park and Harrah's Chester led the state.

• Beau Rivage is safe. Although MGM Mirage was peddling several of its regional casinos, J.P. Morgan reports that "we have heard from some bidders that this process is close to dead, so we don’t expect to hear asset sales chatter in the near to medium term."

• While yours truly was critical of staffing cuts at Ameristar Casinos, they appear to be paying off. The company projects flat revenue comparisons in 2009 but better cash-flow margins, pegging the savings as $40 million-$48 million, annualized.

• When in doubt, Penn National Gaming falls back on what it knows: racinos. It's angling for the Laurel Park concession left on the table when Magna Entertainment collapsed. Both Penn and rival David Cordish appear to be trying to chisel a loophole into Maryland's slot-parlor law, which limits companies to one slot house apiece. Penn is already committed to Cecil County but wants Laurel Park ... as does Cordish, who has a pre-standing commitment to the Arundel Mills area. The latter project has run into serious opposition. Expect a nip-and-tuck fight for Laurel Park.

• Penn is evidently getting cold feet in Ohio, however.

• Casino expansion in Iowa will have to wait until 2010, at the earliest. This delay is a disguised blessing. The Hawkeye State market has been holding its own during the recession but the timing for diluting the market with four new casinos could scarcely be worse.

• If wishes were horses, Harrah's Entertainment would be galloping along the shores of the Yangtze River this very minute. Seriously, would you lend Harrah's more money? Would you give an alcoholic the keys to your wine cellar? Well, you might get the empties back so you could redeem the deposit on the bottle.

Pansy passes the buck

An understandably sheepish-looking J. Terrence Lanni toasts the opening of MGM Grand Macau alongside business partner Pansy Ho and, front and center, project co-financier Stanley Ho.

MGM Grand Macau co-owner Pansy Ho says it's entirely up to MGM Mirage to defend her honor before the New Jersey Casino Control Commission. The gaming company says it isn't going to take the "unsuitable" finding of the Division of Gaming Enforcement lying down, setting the stage for the most riveting regulatory confrontation since the NJCCC decked Columbia Sussex.

Meanwhile back in Macao, papa Stanley Ho says that because his company is publicly traded that means everything is ipso facto on the up-and-up. Gosh, what a relief. How could we have ever doubted the man?

Feel better, Las Vegas

You could be Phoenix. A reader shared with me a Wall Street Journal article on the cratering hotel market down there. (No link, sorry.) Occupany hit 58% in April, far worse than anything Las Vegas has seen. (J.P. Morgan forecasts 80% Strip occupancy in July.) Also, there are concerns about the addition of 1,900 rooms to a 56,000-room market. Hell, Aria is going to add almost twice that much inventory to the Strip all by itself.

In the past five months, W Scottsdale Hotel & Residences has been put into foreclosure, InterContinental Montelucia Hotel has been sued for default, Pointe South Mountain Resort missed its mortgage payments and Wigwam Golf Resort & Spa filed for bankruptcy. In one case, the amount of money in dispute is $82 million -- pocket change compared to Las Vegas, where you can rack up billions in construction debt before anyone gets worried.

Although an oft-promised loosening of visa restrictions by Peking stubborny refuses to materialize, an air of cautious hopefulness has crept back into Macao now that City of Dreams has opened on schedule -- and it looks dazzling. Aggressive revenue projections have literally reversed the fortunes of co-owner James Packer, whose disastrous venture into the U.S. casino industry is now seen by some as a blessing in disguise.

At $2.4 billion, City of Dreams rivals the cost of Venetian Macao and is hoped to equal or surpass the latter's 20% return on investment. One projection has it leapfrogging Wynn Macau into third place, with 20% of the Macanese market.

It also represents a double-edged sword for Sheldon Adelson's mammoth casino-resort. If it draws more punters to the Cotai Strip™, good. If it dilutes Adelson's customer base, not so good, obviously. In comments to the Wall Street Journal, Adelson seemed at pains to temper some headstrong pronouncements he'd offered to Steve Friess. As expected, an Adelson without the restraining influences of William Weidner and Brad Stone, is a pedal-to-the-metal Sheldon, saying Las Vegas Sands should have gone faster, faster, faster with its Cotai Strip™ projects, not slower. (The mind reels.)

"I just came back from Macau and we have five or six different options that we can pursue, each one of which would solve our liquidity problems," the Venetian's doge proclaimed ... which doesn't sound a lot different from what he's been saying for months. That is, until he contradicted himself by buying up a truckload of LVS stock -- something he wouldn't have done were a major deal in the offing.

Adelson predicts all his suspended Macao projects will be back in gear by year's end. He's on the curve in one respect, suggesting that his aborted St. Regis condo-hotel on the Strip could be revived by Sands' acting as lender to prospective unit buyers. Palms Place just started doing that very thing.

Sheldon's Commissariat for Optimism never closes, so one tends to grow skeptical of each new variant of "Victory is mine!" Anyway, Adelson was just off the plane from China, so perhaps jet-lag accounts for this reality-challenged assertion: "Our numbers have been going up and the [Macau peninsula] have been going down."

'Fraid not. Scarcely had that Adelsonian utterance made print than Lusa reported May's revenue numbers. If April had seen Wynn Macau falling back toward the pack, with 13% of market share, it returned with a vengeance in May. Steve Wynn's 18% market share -- with far less capacity than Adelson -- put him only three points behind LV Sands and came at the latter's expense. Stanley Ho still leads everybody with 30% -- as much as Galaxy Entertainment, Melco Crown Entertainment and MGM Grand Macau combined.

A few days earlier came news that visitation from Mainland China to Macao had been -43% in April ... hardly propitious conditions for flooring the Cotai Strip™ gas pedal. Ditto a 10% drop in May gambling revenues. Until that much-mooted visa liberalization actually happens, going apeshit with casino-hotel construction makes no sense whatsoever.

Nor did Adelson do his public image any favors with a gratuitous slam against jilted sidekick Weidner. (The latter, given the opportunity to respond, took the high road.) This 'hit 'em when they're down' move will accrue exactly zero sympathy for Adelson -- and it might have some nasty repercussions should it hamper Weidner's attempts to find another job. Then again, he's as rich as Croesus, so he can probably spend the next few decades on the golf course, should he so desire.

There's been no additional movement on the rumored Genting Berhad offer for MGM Grand Macau. However, even in a $13.8 billion/year casino market, the numbers don't look great for MGM. After it splits its 8% market share with partner Pansy Ho, it would have $55 million from which to pay an onerous tax bill, plus operating expenses. (The ROI must be dismal.)

Borgata, in Atlantic City, does $55 million a month -- in a bad month -- and MGM basically cashes a check from Boyd Gaming. So if MGM elects to stay in Macao and vacate Atlantic City, it won't be because the Chinese enclave is contributing more to the bottom line. Who ever thought MGM Grand Macau would function as a glorified "loss leader"?

Steve Wynn has a dragon ... and now Lawrence Ho does, too.

Back home, MGM is going downmarket at The Mirage. And they didn't even have to sell the place to Penn National in order to get there.

Strangely enough ... Penn's recent expression of interest in both Planet Hollywood and Station Casinos passed with scarcely a murmur of comment locally. You'd think that a well-capitalized company like Penn's hanging of a target on Robert Earl's or Frank Fertitta III's back would make headlines -- or maybe Vegas journos have tired of Penn's endless feints and tuned the company out. Well, almost all of them, anyway.

Planet Hollywood, at least, is acting far more aggressively than one would expect from a property that is contemplating a sale. So perhaps Earl is more pursued than pursuer. However, his conversion of Desert(ed) Passage into Miracle Mile appears to have run out of steam -- or money -- at the halfway point. Try as he might, Earl is never going to completely de-Aladdin-ize that place. A magic lantern and three wishes would come in real handy down there.

Also flying under the radar was former Planet Ho boss Michael Mecca's enlistment with Galaxy. Mecca jumped -- or, more likely, was pushed -- from the Planet right when the Omar Siddiqui scandal was at its height. Informed speculation had it that Mecca was thisclose to being tapped to head up James Packer's projected North American gambling empire. Crown Ltd. CEO Rowen Craigie was noncomittal, though, and Crown's big Cannery Casino Resorts acquisition fell through soon thereafter, leaving Mecca hanging.

Success being the best revenge, Mecca not only landed a prestigious new gig -- it's with one of Packer's direct rivals in Macao. Mecca shoots, he scores!

Which brings us full circle to Macao. That worked out tidily, didn't it?

Report from the Strat

A reader asked (possibly in jest) how the Hard Rock Hotel was vis-a-vis the Stratosphere. While I don't have the basis for an A:A comparison, I can comfortably say that if you can afford the Hard Rock, it's no contest. Under new owner Goldman Sachs, the Strat appears to have -- if you'll pardon the expression -- passed its peak and begun a slow descent into seediness.

The slot mix is very "blah" and decidedly third-tier, with lots of generic machines and ones you've probably never heard of before. And while the HRH's casino floor is designed so that it contains and heightens the energy, it's the opposite case at the Strat. The latter is an anachronism: a post-Mirage casino designed with a pre-Mirage "capture" mentality.* It's absurdly strung out, as though intentionally diffusing and minimizing the energy of the play that's taking place. The amount of action looked pretty respectable for a Monday night but was muted by the immensity and sparseness of the space itself.

It's like MGM Grand without any of the upside. If you're heading to the showroom be sure and pack water and provisions (or hire a rickshaw) because you're in for a long hike. While Goldman Sachs may have been cutting back on staff, the timeshare barkers -- a holdover from the Carl Icahn era -- continue to accost customers at will. By what twisted logic do casino executives convince themselves that allowing their patrons to be hassled in this fashion is actually good for business?

* -- for this we have Lyle Berman and Bob Stupak to thank, but they've long since left the building.

A great day for Nevada

As an otherwise abysmal 2009 Legislature wound down, solons earned congratulations for doing right by Nevadans in one respect. Thanks are also in order to MGM Mirage and Harrah's Entertainment, which both lent high-profile support to the measure, tirelessly championed by state Sen. David Parks. He -- and the supporters he pulled out of the woodwork -- chipped away until all the votes were in place to override the benighted veto of Gov. Jim Gibbons.

(Even the Las Vegas Review-Journal sides with Parks ... much to the dismay of the knuckle-draggers and mouth-breathers who constitute its core readership.)

Of 41 Gibbons vetos (a record), his opposition to domestic partnerships seemed among the surest to stand. While at least 22 of Midnight Jim's vetos have been overriden (another record -- and the first time it's happened in 20 years), this one was the sweetest of all.

Midnight Jim can now return to demonizing his own employees and to his divorce proceedings, which are taking unimaginably tawdry turns.

As for toxic marriages, the gold medal still goes to the Medea/Jason nuptials-from-Hades, which played out recently here in Vegas. Your humble theatre critic had a look-see. In the editing process, "shaving the dice" somehow became "shaving the device," which conjures up some pretty strange imagery, lemme tell ya.

Macao: Genting in, MGM out?

I've speculated elsewhere -- I believe it was on the TwoWayHardThree forum -- that Genting Bhd might be a logical, even inevitable successor, should MGM Mirage bail out of Macao. Seems that while I was laid up, news surfaced that Genting insiders are selling shares and rolling up a $425 million nest egg. They've also snapped up $100 million in secured MGM Mirage notes.

MGM Grand Macao co-owner Pansy Ho's dad, Stanley Ho, has played footsie with Genting in the past -- something the Singaporean government frowned upon fiercely. Hence the delicate footwork that key Genting players will have to execute if they're to convince Singapore (where Genting is building a multi-billion-dollar resort) that there's more than an arm's length between any potential dealings with the Ho family and Genting's investments on Sentosa Island.

That'll be a difficult minuet to dance but for what's been called "the golden ticket" -- entry to Macao -- Malaysian investors would surely find it worth twirling an ankle or two. Unless Boyd Gaming has waived its right of first refusal on Borgata, this sudden accumulation of Malaysian cash can have one purpose only.
