The latest figures released show the July passenger count at McCarran International Airport down 0.6 percent from a year ago, at 3.7 million passenger arrivals and departures. For the seven months to date this year for which figures are available, the count is up 1.5 percent on 2011, at 24.4 million passengers.

In addition to our previous postings about the reopening of the Harrah's New Orleans and Boomtown casinos, it's also been confirmed that agents from the Mississippi Gaming Commission have now reopened Island View Casino in Gulfport, plus the Beau Rivage, Hard Rock, Isle, Treasure Bay, and IP casinos in Biloxi. The other six casinos are expected to reopen today and Saturday, in time for Labor Day weekend.

The earlier flood advisory has been lifted, but at least two roads in Clark County remain closed, namely Bonnie Springs Road off State Route 159, and Arroyo Street in Blue Diamond, off State Route 159 is also closed. An advisory is also in effect until 4:45 p.m. today for minor flooding near Magic Way, Equestrian Drive, and Foothills Drives in southeast Henderson.

We just heard an update from the PR company, who informed us that during the construction phase and interim period between Beso’s closing and the opening of SHe by Morton’s, employees of the restaurant will have the option of working at designated positions at other Landry’s properties throughout the Las Vegas market. Upon the opening of SHe by Morton’s, former Beso employees will have priority application status and are encouraged to reapply within the company.

The former Gold Rush casino, located at 1195 W. Sunset, reopens in its new incarnation as Wildfire Sunset at 7 p.m. Saturday, Sept. 1. The Station-owned property has received a complete makeover to rebrand as a Wildfire.

The much-anticipated downtown historical attraction, dedicated to preserving the city's neon past, finally has an opening date, after more than 15 years of planning. It's been announced today that the Neon Museum will open its doors to the public on Saturday, Oct. 27 in its two-acre outdoor museum space, featuring a visitor center housed in the iconic former La Concha Motel lobby, which was transported downtown from the Strip.

Beso Out, SHe In:

Beso, the former Eva Longoria-owned steakhouse in Crystals at CityCenter, which filed for Chapter 11 bankruptcy in January 2011 and was bought out for $1 million by Tilman Fertita, owner of Landry's, is undergoing a transformation. The original restaurant closed Monday and will reopen as SHe by Morton's, a high-end "boutique" restaurant aimed particularly at women. The project will be a joint venture between Longoria and Fertita, although whether the actress will have a financial stake in the business, or merely be the "face" of SHe, as she was in the latter days of Beso, has not been made clear. SHe is scheduled to open on New Year's Eve.
New Management for LVH:

The long-troubled off-Strip property, formerly the Las Vegas Hilton, is to gain new management, reports the R-J, with Las Vegas-based Navegante Group taking over operations from the court-appointed reciever who's been running the property since January. Apparently, the resorts's 1,800 workers, who received Worker Adjustment and Retraining Act notifications today, will apparently be rehired under the new management. A foreclosure sale is set for sometime in November and a joint venture between Gramercy Capital and Goldman Sachs Mortgage Co. LLC, the current lender, will bid for the property, it's being reported. Colony Resorts LVH Acquisitions LLC will remain LVH's owner until the sale is completed.

It's being reported by Bloomberg that Morgan Stanley has purchased $320 million of the bankrupt, unfinished Fontainebleau's debt, as a Nevada court decides which creditors will be paid off first by the estate of the casino company, for which billionaire investor Carl Icahn paid just $150 million in 2010. Fontainebleau Las Vegas LLC and affiliates Fontainebleau Las Vegas Holdings LLC and Fontainebleau Las Vegas Capital Corp. filed for bankruptcy in Miami in 2009, listing debt of more than $1 billion each.

Lawsuit Updates:

Any decision on the fate of Wayne Newton's plans to turn his former home into an attraction will be delayed until January 2013 at the earliest, following a decision by Clark County District Judge Elizabeth Gonzalez delay action on a motion to dissolve the partnership between Newton and the developers, on the grounds that more time is necessary to collect evidence in the case, including what has happened to some $60 million that two Texas investors claim they have already sunk into the project. "Graceland West" was originally due to open earlier this year.
Meanwhile, on the other side of the globe, another Las Vegas legal dispute continues to escalate, with former senior investor in Wynn Resorts, Kazuo Okada, filing a $140 million lawsuit in Tokyo District Court, claiming he has been the victim of defamation by Steve Wynn, who forcibly redeemed Okada's stake in the company and stripped him of his title as vice chairman following the Japanese tycoon's allegations of financial chicanery by his former friend. The two opposing sides continue to be engaged in litigation in Clark County, with Okada due in Las Vegas on Sept. 18 to sit for a deposition by Wynn attorneys.

It's hardly breaking news if you've ever driven in this town, but the latest national report by insurance company Allstate ranks Las Vegas as 136 out of 200 cities when it comes to our accident rate. Reno, which regularly beats us for drunkenness, fared much better, coming in at the #8 spot. North Las Vegas and Henderson ranked 126th and 70th, respectively.

Pat Quinn has vetoed a plan that would have allowed five new Illinois casinos, including one in Chicago, claiming the bill did not provide enough oversight of casino operators and other gaming interests and had ethical shortcomings that could allow "loopholes for mobsters." The long-rumored story that Cirque founder Guy Laliberte is to open a nightclub in Mandalay Bay has been confirmed, alhtough it's now being said that the new venue will not take on a Michael Jackson theme, as had been thought, to coincide with the opening of Cirque's Michael Jackson: The Immortal show next spring. It's also unclear as to whether the as-yet-unnamed venue will take the spot that previously housed Rumjungle, or not. The new venture, whatever it's called and wherever it may be, will be a partnership with Vegas nightlife impesarios the Light Group.

Nevada may want to re-evaluate its position on taking bets on the Olympics, as the games produced a strong handle for foreign and offshore sports books that accepted wagers. The London-based bookmaker Sporting Index Group reported that betting was up 900% from the previous Olympics and that 70% of its active customers made at least one bet on an Olympic event.

Recent corporate reports have updated the numbers on the huge debt loads being carried by Las Vegas' two biggest operators. MGM Resorts International, which has the biggest presence in Las Vegas with 12 casinos and 40,739 rooms, reports debt of $13.4 billion. Caesars Entertainment, with eight casinos and 23,140 rooms in Las Vegas, along with many more casinos throughout the U.S., is carrying debt of $19.9 billion.

The famous superhero vehicle is making a rare appearance at the COX Pavilion Tunnel tomorrow at 11:30 a.m., in conjunction with Batman Live at the Thomas & Mack Center, which runs from October 3-7. Frontier Airlines today announced it will not launch the nonstop service it had planned to operate between Durango, Colo. and Las Vegas. The new service was to have commenced on Oct. 4, but according to a spokesman for the airline, "Unfortunately, the community interest in this new service was far less than we anticipated." Ticket holders will be contacted by the airline for a full refund.

What's coming to be known as Las Vegas' "second big wheel" announced that it's secured additional financial back-up that will keep it on schedule for a late-2013 debut. Citing the former senator's reputation as a narrow-minded racist, Senate Majority Leader Harry Reid weighed in this morning on the side of those calling for a name-change for the facility, during a ceremony at McCarran International Airport's new Terminal 3. "Pat McCarran was one of the most anti-Semitic ... one of the most anti-black, one of the most prejudiced people ever to serve in the Senate," Reid said. "It's not a decision I am going to make, but you asked me to give you my opinion. I don't think his name should be on anything." We couldn't bring ourselves to post about this previously, but we can confirm that Coachman's Inn, the venerable bar and restaurant on the east side of town known for its fresh lobster, oysters, and year-round Christmas tree, has gone the way of The Tillerman and closed its doors for the last time on Tuesday, after some 40 years in business. R.I.P.

Little by little the ONE Group is taking over. Gossip columnist Robin leach is reporting today that Little Buddha, which has been operating at the Palms for 11 years, will close within the next two months to make way for Xishi. Three former employees of the Palms' race and sports book, including the manager from 2005-'07, plus a well-known sports bettor, have been been indicted by a federal grand jury in a betting scheme that allegedly defrauded the resort out of more than $800,000 between July 2006 and July 2007. The scheme involved the acceptance of quinella wagers on races that involved less than six horses, in violation of Palms policy.

It's just been reported that for the first time in 11 years, the Ultimate Fighting Championship is canceling an event. UFC 151, which was to have seen Dan Henderson fight champion Jon Jones for the light heavyweight title in Las Vegas Sept. 1, will not go ahead in light of Henderson's knee ligament injury and Jones' refusal to fight Chael Sonnen instead on just eight days' notice. UFC 152 in Toronto will now become UFC 151, while Jones' next fight will apparently be against Lyota Machida at a date yet to be confirmed.

Caesars Entertainment paid out nearly $800,000 Monday in what was the largest bad beat jackpot since the concept was first introduced to Atlantic City in 2010. The payout took place when one player's four nines was beaten by a king-high straight flush and while at some casinos the bad-beat jackpot, funded by $1 taken out of each pot, only goes to the losing and winning players, in this instance Caesars divided the jackpot among every gambler playing in one of the poker rooms in its Caesars, Harrah’s, Bally’s and Showboat properties, with 411 people each receiving a $958 payout.

Las Vegas is about to be home to yet another TV reality show, with production underway on a new TLC series tentatively titled "Vegas High Rollers," reports today's LV Sun. The show profiles five powerful local women, including: local fashion designer and entrepreneur Lana Fuchs; professional poker player Jennifer Harman; Amy Hanley, daughter of reputed mobster Tom Hanley; Alicia Jacobs, former television reporter for KSNV Channel 3; and Lori Montoya, owner of Rain Cosmetics. Kimberly Friedmutter, whose husband Brad is the architect who designed the Cosmopolitan, Red Rock Resort and Aliante Station casinos, is also expected to make appearances on the program. So far eight shows have been commissioned for the series.

The Grand Sierra Resort east of downtown Reno will unveil its $25 million upgrade this weekend, with improvements including white marble flooring, new and upgraded restaurants, and brighter lights and wall coverings. A spokesman for the hotel said that they want to appeal more to the locals market and had canvassed their customers for input prior to the renovations.

In a decision described by one attorney advocating for online poker players as "the most thorough and detailed poker ruling he had seen by a U.S. court," a federal judge in New York ruled Tuesday that poker is more a game of skill than chance and, as such, cannot be prosecuted under a law originally created to stop organized crime families from profiting from gambling, reports the Associated Press.
In reaching his decision, Judge Jack Weinstein relied extensively on the findings of a defense expert who analyzed online poker games. On the strength of the ruling, a jury's July conviction of a man charged with conspiring to operate an illegal underground poker club was tossed. "Because the poker played on the defendant's premises is not predominately a game of chance, it is not gambling" as defined in the federal law, the judge wrote in a lengthy decision that traced the history of poker and federal laws to combat illegal gambling.

Sensi Penalized by Health District:

We just learned via the "Eater Vegas" blog that the Southern Nevada Health District shut down an Asian food station at Sensi on Aug. 15 after the restaurant received a total of 27 demerits for issues including a lack of adequate employee toilets and hand washing facilities, using water from an unapproved source, improper hand-washing by employees, and foods not stored at the proper temperatures. The recent routine inspection follows one last December for which the venue received just one demerit, so we're not sure what happened, but the discovery of an imminent health hazard called for the immediate closure of the restaurant. A call to Bellagio confirmed that the restaurant itself remains open, but will be closed from August 19-26.
Note: This is a revised version of a previous entry that stated Sensi was closed immediately following the inspection. This turned out to be misinformation: one station was closed, but the restaurant remains open until Aug. 19.

Gentry resigned earlier this week.
Ralston is the author of Huntington Press' The Anointed One, which argues that the election of late Gov. Kenny Guinn was a mere formality, due the power of the political interests in the background.

You may have caught a recent Question of the Day penned by Eating Las Vegas author Al Mancini, that suggested some gourmet restaurants that serve up bargain lunch menus (see 8/4/2012). One omission from that list was the Quick Lunch at David Myers' Comme Ça at the Cosmopolitan, which not only serves a three-course lunch menu, with choices, but just this week has dropped the price from $22 to $17.50. We're not sure how much desserts go for here, but the three cheeses appetizer and steamed mussels entrée would normally set you back $33, so you're basically eating for half price, plus free dessert! We haven't tried it out yet, but we most certainly will.

A move by the budget airline to reward a Facebook milestone with discounted flights for "fans" last week went seriously awry when an apparent technical glitch resulted in passengers being charged multiple times -- sometimes as many as 20 -- for their "discounted" seats. Ironically, those affected took to Southwest's Facebook page, where complaints were posted about drained checking accounts, bounced checks, overdrawn credit limits, and canceled bank cards.
The airline has promised to reimburse passengers for the "extra" bookings, and for any financial fees incurred as a result of the glitch, but in trying to fix the problem, some passengers have found that all bookings, including the initial half-price trip they were attempting to book. Again, Southwest is assuring passengers that their itinerary will still be honored at the discounted fare.

The race and sports book at the Plaza, now operated by English bookmaker William Hill, which also runs the books at Binion's and Four Queens, is to undergo a major remodel, including upgrading the video displays, seating, and bar. the Fright Dome Halloween attraction at Circus Circus' Halloween will apparently face some competition this year, with word that a "Goretorium" is coming to Planet Hollywood this fall, brought to us by the people behind Pure nightclub and the Sugar Factor, reports the Vegas Chatter blog. Not many details have been forthcoming as yet, although the attraction is already hiring; recruitment for Fright Dome, which will celebrate its 10th anniversary this year and is looking for 400 seasonal workers to help with the spooky celebrations, begins Aug. 18.

Macau Revenues Up, Slightly:

While the 1.5 percent rise in Macau gambling revenues in July was the slowest growth rate since 2009, it still beat some analysts' predictions of stagnation or even falling revenue. Figures released by the city’s Gaming Inspection and Coordination Bureau show gaming revenues for July of 24.6 billion patacas ($3.08 billion), up from 24.2 billion patacas for the same month in 2011.

Guest blogger John Katsilometes, who's sitting in today at Luxe Life for the vacationing Robin Leach, reports that the new HBO Liberace biopic, starring Michael Douglas and Matt Damon, is seeking extras for an upcoming location shoot at the LVH. "Behind the Candelabra" has an open casting call set for 1 to 4 p.m. Sunday and 2 to 6 p.m. Monday. Filming's due to take place at the property from Aug. 24-30.

Many months after Chef Alex Stratta's dramatic departure from Wynn, his eponymous casual Italian eatery has finally been renamed and rebranded under Executive Chef Enzo Febbraro. Allegro, which opened today, promises to offer "a new take on Italian-American favorites" and is open daily from 5 p.m., with a late-night menu until 6 a.m.

Caesars Entertainment Corp. has been awarded a license to build a $300-million casino in downtown Baltimore, in partnership with Detroit-based Rock Gaming. Harrah's Baltimore, located near to the Baltimore Ravens football stadium, will apparently feature 3,750 slot machine-like video lottery terminals and several restaurants, and is scheduled to go online in 2014.

We reported in the "Fast Track" feature in the August issue of the LVA newsletter how "Senior Wednesdays" have returned to Station and Fiesta casinos, with players over 50 years old eligible for entry into free slot tournaments and half-point dining from 6 a.m. to 6 p.m. at select restaurants. We've just been informed by Stations that players club bonuses will not be awarded as part of Senior Wednesdays this month, however.

Members of Las Vegas City Council's Recommending Committee voted 2-1 Tuesday in favor of creating a 300-foot buffer zone between food trucks and existing restaurants, who fear their clientele is being poached. The proposal will now go before an Aug. 15 meeting of the full council, which could approve, deny, or amend it. Interested parties have been campaigning for an 800- or 1,000-foot buffer zone to protect brick and mortar businesses.

National Weather Service has issued another Flash Flood Watch, in effect through 11 p.m. for Clark County, with up to another two inches of heavy rainfall is expected. Conditions on the roads remain hazardous, with U.S. 95 southbound remaining closed to traffic at Eastern Avenue following an earlier accident involving three semi-trucks and 14 vehicles. According to NHP, the freeway will be closed for several hours.
