Pennsylvania Gov. Tom Wolf has signed legislation allowing the pending expansion of gambling in the state. Gambling will now be allowed in truck stops, airports, and several new casinos. Pennsylvania will also become the fourth state with online gambling and the first to have both casinos and lottery online. It joins Nevada and Puerto Rico as the only jurisdictions with airport gambling. A timetable for the implementation of the new options hasn't been presented.

The starting point of the annual Rock ‘n’ Roll Marathon has been moved from the Las Vegas Village concert venue, site of the Strip shooting, to New York-New York and a concert that was to be held there will also be relocated. The course will include a circling of the “Welcome to Fabulous Las Vegas” sign and will be devoid of music as a tribute to the victims. The marathon takes place on November 12.
The 75,000-square-foot events venue, Enclave, has opened at 5810 S. Eastern Avenue. Featuring a 5,000-square-foot rooftop space and 22 rooms ranging from 147 square feet to 9,000 square feet, Enclave is designed specifically to handle special events of all sizes.

Caesars Entertainment has announced that it will begin charging locals for parking at most of its casinos and there won't be much of a grace period before they do -- it goes into effect this Thursday. Paid parking will be instituted at Caesars Palace, Paris, Bally's, Cromwell, Flamingo, LINQ, and Harrah's, leaving only Rio and Planet Hollywood without fees. Total Rewards members rated Platinum and above will also have fees waived.

After several months of quiet, Steve Wynn has released new details about his Paradise Park project that will be built on the golf course land behind Wynn/Encore. The complex will include a 47-floor 1,500-room hotel tower with a casino, restaurants, showroom, and spa; convention space; and a lagoon and carousel that will host nightly parades, zip lines, and a bumper-car course. The golf course will be closed December 22 and work will begin on the hotel January 3.

The Supreme Court of the United Kingdom has ruled that poker player Phil Ivey was cheating when he beat Crockfords Casino in London for $10.1 million playing baccarat in 2012. Crockford’s refused to pay, and it now appears that Ivey’s options for pursuing payment in the U.K. matter have run out. There is a similar dispute ongoing in Atlantic City.

Maybe it’s time to start paying attention. Ex-NBA player Jackie Robinson’s plans for an arena and hotel project at the north end of the Strip are not only still alive, they’ve expanded. Robinson has added a 63-story 2,000-room hotel, a 240,000-square-foot conference center, a 2,500-seat showroom, a bowling alley, and a wedding chapel to the mix. Originally announced at a price of $1.3 billion, the projected tab has ballooned to $2.7 billion. Robinson says he has the financing and projects the resort would open in 2020, the same year at Resorts World Las Vegas.

Elton John has announced the end of his long-running residency at Caesars Palace. He'll play the final 14 dates of his "Million Dollar Piano" show between April 28 and May 19. Between this and the original "Red Piano" show that began in 2004, Elton will have performed 450 shows at the Colosseum before over 1.8 million fans.
It's not the Elvis, but Elvis Costello has signed on for a mini-residency at Encore. Costello will play six shows scheduled for Feb. 28, March 2-3, 7, 9-10, with tickets starting at $59.50 base. It’s his only scheduled dates anywhere in 2018.
Add women's basketball to Las Vegas' expanding list of professional sports franchises. According to a just-issued press release, the WNBA and NBA Board of Governors have approved the relocation of the San Antonio Stars WNBA team to Las Vegas. The team will be owned by MGM Resorts International, with the Mandalay Bay Events Center serving as the home arena. The team's head coach is former NBA great Bill Laimbeer. The Las Vegas Stars will begin play in the 2018 season.

Diana Bennett is the CEO of Paragon Gaming and the daughter of HoF member William Bennett; Melvin Wolzinger was a long-time MGM board member; John Breeding is the former truck driver who invented Let It Ride and founded Shuffle Master; and Joe Kaminkow was one of IGT’s most influential slot machine designers.

The Oasis hotel at the Gold Spike downtown is converting 42 residential units into hotel rooms. The current tenants will have to move by within the month. Management says the move is being due to increased demand for hotel space downtown.
The LV Review-Journal ran a piece today suggesting that visitation to Las Vegas hasn't been significantly affected by this month's Strip shooting. The evidence is mostly anecdotal and we get the sense that it may be true -- it doesn't feel the same as the period directly following the 9/11 attack -- confirming numbers won't be available until the month is concluded.

The Prince tribute show Purple Reign will end its run at Westgate Las Vegas on October 14. The show has moved around Vegas for years, but there’s been no mention of a new venue or what might take its place at Westgate.
The new Giada De Laurentiis restaurant moving into Caesars Palace has announced a scheduled opening in early 2018. Pronto by Giada will serve “Italian fare with California influences” in a casual atmosphere.
A new luxury charter airline based out of Las Vegas is reportedly in the works. LVAIR is being described as a “$10.3 billion [operation] with a fleet of 30 luxury jumbo jets designed specifically to carry players and whales to Las Vegas en masse from points around the world.” OK then.

Unlikely as it sounds, yet another stadium has been announced for Las Vegas. A new home for the Las Vegas 51s minor league baseball team will be built on the west side of town in Downtown Summerlin. The $150 million 10,000-seat open-air stadium will be called Las Vegas Ballpark. While the stadium is set to be completed in time for the 2019 season, it won’t have its current Triple-A affiliation with the New York Mets. The Mets have announced their intention to partner with another organization, leaving the Las Vegas team looking for a new MLB affiliate.
The Miss Universe competition will return to Las Vegas this year after being held last year in the Philippines. The 66th edition of the competition will be held on Nov. 26 at Planet Hollywood, where it was also staged in 2012 and 2015.

The Supreme Court will hear arguments in the New Jersey sports betting case on December 4. If it finds that the existing Professional and Amateur Sports Protection Act (PASPA) is unconstitutional, it will open the door for legalized sports betting nationwide. A ruling isn't expected until the middle of 2018.

After battling pneumonia for several weeks, Comedian Ralphie May suffered cardiac arrest and passed away at his private residence in Las Vegas today at the age of 45. He currently has a mini-residency at Harrah's and was scheduled to perform Oct. 6-7, Oct. 19-21, Oct. 26-28. On Wednesday, he won the Casino Comedian of the Year at the Global Gaming Expo.

That's why Anthony Curtis has been a source and an interview subject for a number of major media outlets for the past several days -- CNN, the New York Times, Wall Street Journal, London Daily Mail, and "Inside Edition" among them. According to Kiplinger, the personal-finance magazine, Nevada ranks number five on the list of tax-friendliest states. Kiplinger cites the lack of a state income tax and the 20th lowest property-tax rates, though its average sales tax is relatively high, at right around 8%. Wyoming (no state income tax and lowest beer tax at 2 cents per gallon) and Alaska (no state income tax and lowest gas tax) are numbers 1 and 2 on the list, respectively. Maryland is the tax unfriendliest state, with California placing at number 8 on the least friendly list. Tennessee has the highest beer tax at $1.29 per gallon; Nevada is 13th lowest at 16 cents a gallon.

One likely change coming from the shooting at Mandalay Bay will be a heightened level of security at casino resorts, especially in the hotel component. Similar to the way the rules of air travel changed after 9/11, more scrutiny of guests seems like a certainty. According to reports, Wynn and Encore are already scanning and checking the bags of entering guests, while owners and executives throughout the city are holed up working on better security protocols. It's almost a given that new safeguards, some of which will be tedious, will soon be put in place.
A full slate of shows are expected to be running tonight after several canceled performances yesterday following the Strip shootings. The last time as many shows were suspended was in 2001 after the 9/11 attacks.

There's an emerging gambling story connected to the mass shooting on the Strip. The shooter, Stephen Paddock, was a known high-stakes player, which might lead some to speculate that he was reacting to large losses. According to multiple sources, however, Paddock generated, and could deal with, wins and losses of $100,000 and more on a trip. He had a six-figure credit line and a verified $1 million in the bank. The separation of the busted-out windows at MBay that allowed him to get different vantage points indicates that he was in a large suite that was likely comped. One report described him as a $100-per-hand poker player. That description doesn't make sense. But we're told he played video poker at the $25 level, which is $125 per hand.

An attack by a single assailant last night during the closing act of the Route 91 Harvest concert on the Strip is being called the worst mass-shooting in U.S. history. The gunman fired on the crowd from a room at Mandalay Bay and killed himself before he could be apprehended. More than 50 have been confirmed dead and more than 500 injured. Several roads and resorts, especially on the south end of the Strip, remain in some state of lockdown.

A poll conducted by the Washington Post indicates that 55% of Americans favor legalizing sports betting. It's being lauded as the first time a majority has supported legalization in a major poll as the Supreme Court prepare to rule on the New Jersey sports betting case. The poll also indicated that 21% of respondents had made a bet in the last five years
The $700 million Parq Vancouver opened this weekend in British Columbia, Canada. The resort includes two Marriott hotels with a total of 517 rooms, eight restaurants and lounges, and a 72,000-square-foot casino with 600 slots, 75 table games, and a poker room.
