What Vegas restaurants and bars charge a surcharge to eat and drink there?

The surcharge we believe you're referring to is the CNF, also known as the Concession and Franchise Fee. 

As far as we know, the two oldest, most notorious, and most expensive of them all are Beer Park and Beer Park’s downstairs neighbor, Hexx Kitchen & Bar, both at Paris, along with Alexxa's Bar there. All three are currently open at Paris. 

Also, last we heard, Cabo Wabo Cantina at Planet Hollywood, Chayo Mexican Kitchen in the Linq Promenade, and Flights and Blondies Sports Bar at the Miracle Mile Shops were charging variously named CNFs. Notice a trend? Right: all Caesars Entertainment properties. 

Currently, Planet Hollywood remains closed, so until it reopens, you can cross Cabo Wabo off the list.  

Anthony Curtis was charged a CNF at the bar at the Foundry, the nightclub at the Sahara, but that's yet to reopen, though a concert is scheduled for October 27.

Mama Rabbit at Park MGM, which opened last year, came out immediately with the fee, but it was quickly rescinded, and Park MGM hasn't reopened. As far as we know, no MGM Resorts venues charge the CNF.
