Do the crosswalk escalators on the Strip require frequent maintenance from the heavy usage from all of us visitors and being outside? It seems like every time we visit there are several closed for repair. Also whose jurisdiction does this fall under?

The escalators that transport pedestrians up to and down from the crosswalks over the Strip mostly fall under the jurisdiction of Clark County.

As for their maintenance, county Public Information Officer Dan Kulin explains, "We take care of the escalators that are ours. We frequently maintain ours and we have on-call repair crews, so our escalators typically get fixed rather quickly. There are also some that are private and obviously we don’t have a role in fixing any of those.”

Clark County, however, owns the great majority of the escalators on the Strip. To wit:

The overpass that's under construction currently between Park MGM and the Showcase Mall is owned by the county; coincidentally, its completion was delayed a month due to "utility conflicts tied to the escalators."

Another overpass owned by the county that will connect the front of Bellagio to to Planet Hollywood is next up and construction should start in 2021. The four overpasses planned for the intersection of Sahara and the Strip will be owned by the county and will be built starting in 2022. At least two others should follow: between Caesars Palace and the LINQ and around Resorts World, all county-owned.
