This may have already been covered, but in this mail bag episode from September 15, 2015, there is supposition that slots on which you can not use your free play are most likely a loser machine and that’s why they don’y want you to use free play. While that may have been the case at some point, today its more related to the casino not actually owning the slot machine in question and instead has it on a lease or more likely a revenue share with the slot machine manufacturer. They don’t want you to play for free if they will have to pay the slot company a percentage of your play when they didn’t get any income from you to begin with.
I believe this started with WMS. WMS started out as Williams Electronics in the 1940’s making pinball machines. The pinball machines were sold to “operators” (of which I am one) who then placed them in bars, pool halls, etc. and split the income with the location owner.
When WMS came out with the Monopoly Slots, they placed them in casinos on a revenue share just like the pinball operators were doing. And that started the trend.
