Regarding the question about Washington State – non-tribal casinos in WA state can NOT have machines, so there is no distinction between machines at tribal casinos vs. non-tribal.
The non-tribal casinos in WA are all “card rooms” – they can ONLY have card games, and routinely have all the standard casino card games (BJ, 3CP, Baccarat, PGP), lots of Spanish 21 which is popular there, and live poker as well. No machines, and no devices either (dice, wheels, etc.).

Live in Washington State and wanted to chime in on the question if the poor VP games in WA also include Indian Casinos. This is very easy to answer because slot machines, including video poker, are ONLY available at all in Indian Casino’s in WA.
All slots, including VP in WA are not produced with random number generators. They are equlilvent to scratch tickets, with a vitural “hat” full of a certain number of winners and losers per bank of machines. The display on the machines is for entertainment purposes only.
