{"id":855901,"date":"2024-03-22T08:07:21","date_gmt":"2024-03-22T15:07:21","guid":{"rendered":"https:\/\/www.lasvegasadvisor.com\/shop\/?p=855901"},"modified":"2024-03-22T08:07:21","modified_gmt":"2024-03-22T15:07:21","slug":"what-are-mgm-ballys-thinking","status":"publish","type":"post","link":"https:\/\/www.lasvegasadvisor.com\/blog\/what-are-mgm-ballys-thinking\/","title":{"rendered":"What are MGM, Bally&#8217;s thinking?"},"content":{"rendered":"\n<p><strong>Gaming observers awoke<\/strong> yesterday to the news that <strong>MGM Resorts International <\/strong><a href=\"https:\/\/www.masslive.com\/westernmass\/2024\/03\/report-mgm-considers-sale-of-springfield-casino.html\">wants to be shot<\/a> of struggling <strong>MGM Springfield<\/strong>, a $960 million albatross. No great surprise there. CEO <strong>Bill Hornbuckle<\/strong> had washed his hands of it a year ago, literally shrugging and telling the <em>Boston Globe<\/em>, &#8220;It is what it is.&#8221; Plus, the property president left late last year under murky circumstances and replaced with <strong>Louis &#8220;Louie&#8221; Theros<\/strong>, former legal counsel of <strong>MGM Grand Detroi<\/strong>t. A curious choice, on the face of it. MGM grossly overestimated the regional pull of a <strong>Springfield<\/strong> casino and those chickens have evidently come home to roost.<\/p>\n\n\n\n<!--more-->\n\n\n\n<p>What <em>was<\/em> surprising was that MGM is reported <a href=\"https:\/\/www.beaconjournal.com\/story\/business\/2024\/03\/21\/mgm-reportedly-looking-sell-northfield-park-casino-race-track\/73050883007\/\">to also be peddling<\/a> <strong>MGM Northfield Park<\/strong> in <strong>Ohio<\/strong>. It doesn&#8217;t make enormously more money than MGM Springfield (about $26 million a month <a href=\"https:\/\/www.wwlp.com\/news\/local-news\/hampden-county\/concerns-mount-for-business-owners-over-potential-mgm-springfield-sale\/\">to $22 million<\/a>). But it operates in a much more competitive market and, despite its lack of table games, is consistently the number-one casino in the state. MGM issued <a href=\"https:\/\/www.wbur.org\/news\/2024\/03\/22\/mgm-springfield-sale-reports-concerns\">a starchy non-denial denial<\/a> of the sale talk &#8230; but the trouble is that once this kind of discussion gets out, it&#8217;s impossible to walk it back. According to the <em>Globe<\/em>, MGM execs are <a href=\"https:\/\/www.bostonglobe.com\/2024\/03\/20\/business\/mgm-resorts-springfield-casino\/\">&#8220;frustrated&#8221;<\/a> that the stock price isn&#8217;t higher. But it&#8217;s hard to see how selling a couple of regional casinos moves that needle. Could the company be facing a cash crunch? It&#8217;s going to cost as much as $1 billion just to get a <strong>New York City<\/strong> casino concession, never mind the planned upgrades to <strong>MGM Empire City<\/strong>.  And construction finally begins this summer in <strong>Osaka<\/strong>, which will devour countless billions, even if it is a joint venture. Really?), addlepated <strong>Bally&#8217;s Corp<\/strong>. Chairman <strong>Soo Kim<\/strong> has gotten it into his head again to take the company private via his <strong>Standard General<\/strong> hedge fund. He tried two years ago, at $38\/share. Now he&#8217;s back <a href=\"https:\/\/cdcgaming.com\/analyst-ballys-prospects-changed-since-previous-buyout-offer\/\">with a fire-sale offer of $15\/share<\/a>. The bid, if accepted, would <a href=\"https:\/\/ggbnews.com\/article\/ballys-considers-new-takeover-bid-amid-flurry-of-developments\/\">value Bally&#8217;s at $684 million<\/a>\u2014less than half the projected cost of <strong>Bally&#8217;s Chicago<\/strong> (<em>above<\/em>). It wouldn&#8217;t even be enough to cover the $800 million shortfall on that white elephant. That tells you something about how little Bally&#8217;s has in the cupboard. &#8220;<em>The sharp decrease in valuation is reflective of some of the operator\u2019s recent financial and operational struggles, including the sluggish performance of its <strong>Bally Bet<\/strong> sportsbook product, which was ultimately outsourced to <strong>Kambi <\/strong>last year<\/em>,&#8221; reported <em>Global Gaming Business<\/em>. A venture into sportscasting <a href=\"https:\/\/cdcgaming.com\/brief\/ballys-not-financially-liable-in-bankruptcy-of-ballys-cable-sports-network\/\">has also been a disaster<\/a>. <\/p>\n\n\n\n<p>If that weren&#8217;t enough, Bally&#8217;s is groaning under $3.6 billion in debt, with only $163 million on hand. Even the pro-casino <em>Chicago Tribun<\/em>e has bailed on Bally&#8217;s, calling for <strong>Chicago<\/strong> to have a contingency plan in place should the company falter. Faced with these issues, Bally&#8217;s execs <a href=\"https:\/\/cdcgaming.com\/nevada-regulators-seek-answers-on-ballys-bid-to-go-private\/\">chose to stonewall<\/a> when facing the <strong>Nevada Gaming Control Board<\/strong> (which rubber-stamped their license applications anyway). Standard General, which specializes in buying bankrupt casinos, is no stranger to <strong>Las Vega<\/strong>s, having purchased the then-<strong>Aliante Station<\/strong> when <strong>Station Casinos<\/strong> was at its low ebb. Control Board members would do well to remember that, which they evidently don&#8217;t.<\/p>\n\n\n\n<p>Kim&#8217;s buyout plan involves <a href=\"https:\/\/cdcgaming.com\/brief\/las-vegas-ballys-may-go-private-to-deal-with-debt-will-it-affect-stadium\/\">some magical thinking<\/a> to the effect that it will make Bally&#8217;s Chicago easier to finance. Other than juicing the stock price, this is the only motivation that has been offered. If Kim succeeds in getting the elusive $800 million from non-Bally&#8217;s sources, effectively ceding the Chicago megaresort in order to get it built, he still won&#8217;t have a pot to piss in as regards redevelopment of the <strong>Tropicana Las Vegas<\/strong> site, where <a href=\"https:\/\/knpr.org\/show\/knprs-state-of-nevada\/2024-03-21\/storied-tropicana-closes-soon-to-make-way-for-las-vegas-ballpark\">Bally&#8217;s is a paper tiger<\/a>, let alone a new venture into <strong>Lake of the Ozarks<\/strong>. As we&#8217;ve said before, Focus, Soo. Focus!<\/p>\n\n\n<div class=\"wp-block-image is-style-rounded\">\n<figure class=\"aligncenter size-full\"><img data-recalc-dims=\"1\" loading=\"lazy\" decoding=\"async\" width=\"440\" height=\"550\" src=\"https:\/\/i0.wp.com\/www.lasvegasadvisor.com\/shop\/wp-content\/uploads\/2024\/03\/Tonko_official_portrait_116th_Congress.jpg?resize=440%2C550&#038;ssl=1\" alt=\"\" class=\"wp-image-855903\" srcset=\"https:\/\/i0.wp.com\/www.lasvegasadvisor.com\/shop\/wp-content\/uploads\/2024\/03\/Tonko_official_portrait_116th_Congress.jpg?w=440&amp;ssl=1 440w, https:\/\/i0.wp.com\/www.lasvegasadvisor.com\/shop\/wp-content\/uploads\/2024\/03\/Tonko_official_portrait_116th_Congress.jpg?resize=240%2C300&amp;ssl=1 240w\" sizes=\"(max-width: 440px) 100vw, 440px\" \/><\/figure><\/div>\n\n\n<p><strong>Pesky, paternalistic politico<\/strong> Rep. <strong>Paul Tonko<\/strong> (D) is at it again. He&#8217;s back with <a href=\"https:\/\/igamingbusiness.com\/sports-betting\/u-s-rep-tonko-to-file-bill\/\">a monstrous proposal<\/a> to re-outlaw sports betting at the federal level. Individual states would have to plead their case with <strong>Washington, D.C. <\/strong>The federal guvmint would then have three years to ponder the matter before acting.  And maybe not even then, as a Kaftkaesque provision allows for renewal of applications on &#8230; and on &#8230; and on. In essence, this would bring back the <strong>Bradley Act<\/strong>, which the <strong>Supreme Court<\/strong> tossed six years ago. One has come to expect this kind of &#8220;strong father&#8221; governance from the right, whether on abortion or animal welfare (google the <strong>EATS Act<\/strong>, if you want your gorge to rise). But Tonko shows that ostensible liberals can be just as bad when they set their minds to it.<\/p>\n\n\n\n<p>Tonko&#8217;s outrageous <strong>SAFE Bet Act<\/strong> would also ban advertising of sports betting save during the graveyard shift (10 p.m.-8 a.m.). Bettors would be restricted to five deposits per day and operators would be forbidden to use AI to track them. Tonko clearly doesn&#8217;t trust you to use your own money. (God forbid he should take up the cudgels against Internet erotica.) He would also re-outlaw prop bets on collegiate and amateur sports. Self-exclusion lists would be federalized and an ominous-sounding study of &#8220;the incidence and outcomes of sports betting nationwide\u201d would be conducted by the <strong>Substance Abuse &amp; Mental Health Services Administration<\/strong>.<\/p>\n\n\n\n<p>Judging by an official pr\u00e9cis of the Tonko bill draft, states with sports betting <a href=\"https:\/\/tonko.house.gov\/uploadedfiles\/safe_bet_legislative_outline_3.24.pdf\">wouldn&#8217;t even be grandfathered<\/a> but would have to re-apply for permission to offer what they already do. It&#8217;s unclear whether Congress has the stomach to tackle this and, thankfully, the <strong>House of Representatives<\/strong> has other snipe hunts to conduct at the moment. Also, SCOTUS may have as little use for this as it did for the Bradley Act, especially given the anti-federal shift of the Supremes since they shot the Bradley Act down.
