Yeah, it&#8217;s not happening. <strong>Freedom Plaza<\/strong>, the something-for-everybody, <strong>New York City<\/strong> megaresort proposal of <strong>Soloviev Group<\/strong> and <strong>Mohegan Sun<\/strong>, got canned today. The relevant <strong>Community Advisory Committee<\/strong> <a href=\"https:\/\/www.nytimes.com\/2025\/09\/22\/nyregion\/manhattan-casino-proposal-rejected.html\">voted it down, 4-2<\/a>. Quality-of-life <a href=\"https:\/\/abc7ny.com\/post\/proposal-east-side-casino-manhattan-rejected-community-advisory-committee\/17865698\/\">concerns were cite<\/a>d. Not even the <a href=\"https:\/\/abcnews.go.com\/US\/wireStory\/casino-manhattan-after-community-board-rejects-proposed-mohegan-125817815\">transparent, last-minute offer<\/a> to add a thousand <a href=\"https:\/\/www.amny.com\/new-york\/manhattan\/casino-manhattan-freedom-plaza-no-vote\/\">more affordable-housing units<\/a> to Freedom Plaza swayed votes. The CAC clearly saw it for the desperation (and stalling) tactic that it was. As usual, surrogates for Gov. <strong>Kathy Hochul <\/strong>(D) and Mayor <strong>Eric Adams<\/strong> (I) flouted public sentiment, pimping for an unpopular development. They&#8217;d vote for anything spelled c-a-s-i-n-o. Will anyone remember at the next election?<\/p>\n\n\n\n<!--more-->\n\n\n\n<p>The expedient Adams took time out from his heavy schedule of being a bagman for the <strong>Trump Organization<\/strong> to lobby New York&#8217;s CACs to <a href=\"https:\/\/propmodo.com\/new-yorks-casino-competition-is-turning-into-a-cutthroat-battle\/\">forward all six<\/a> (make that five) remaining casino bids to <strong>Albany<\/strong>. In Adams&#8217; eyes, a crappy casino is better than none &#8230; and never mind that the committees were formed precisely to separate the wheat from the chaff. So far, the chaff includes <strong>Caesars Entertainment<\/strong>, <strong>Greenwood Gaming<\/strong> and now Mohegan Sun. (Wheat has yet to be located.) The <strong>Gaming Facility Location Board<\/strong>&#8216;s remit is limited to &#8220;<em>economic activity and revenue impacts; local siting impacts; workforce enhancement; and diversity framework<\/em>.&#8221; Nor do have three finalists have to be selected. Only <em>as many<\/em> as three. However, Adams continued to insist that the CACs <a href=\"https:\/\/www.nbcnewyork.com\/new-york-city\/casino-manhattan-freedom-plaza-united-nations-proposal\/6394634\/\">should take a dive<\/a>, dumping all the proposals on the <strong>New York State Gaming Commission<\/strong> for final disposition. That&#8217;s leadership for you. No wonder he&#8217;s losing the election.<\/p>\n\n\n\n<p>Despite its official imprimatur, the city &#8220;report&#8221; on the remaining candidates is basically Big Gaming puffery dressed up with official verbiage. For instance, <strong>Bally&#8217;s Corp.<\/strong> is described as a &#8220;<em>national casino builder,<\/em>&#8221; which almost sent us into gales of laughter, were it not so sadly untrue. <strong>The Coney<\/strong> and Bally&#8217;s alike may be hurting their chances by lowballing the hotel-room commitment, at 500 keys apiece. Bally&#8217;s also lands at the bottom of all job-creation indices (direct construction, indirect, permanent employment), which could work against it. Four votes <a href=\"https:\/\/www.thecity.nyc\/2025\/09\/22\/freedom-plaza-casino-manhattan-vote-rejected\/\">have been publicly committed<\/a> against it, presaging a lopsided defeat for deadbeat landlord <strong>Thor Equities<\/strong>. That gives Bally&#8217;s a 50\/50 chance of making it to Albany, along with the <strong>Hard Rock International<\/strong>-branded <strong>Metropolitan Park<\/strong> proposal. This just gets more and more interesting. It would be the shock of a lifetime if either <strong>Resorts World New York City<\/strong> or <strong>MGM Empire City <\/strong>got zapped by their respective CACs, but we&#8217;ll find out on Thursday. <strong>Steve Cohen<\/strong> and <strong>Soo Kim<\/strong> have to <a href=\"https:\/\/w42st.com\/post\/bets-off-casino-bids-rejected-manhattan\/\">wait until Sept. 30<\/a> to learn their fates.<\/p>\n\n\n\n<p>Our favorite part of the <strong>Adams Report<\/strong> has to come near the end, where the city calls for a &#8220;fulsome&#8221; disclosure process. Since the dictionary definition of fulsome is &#8220;<em>Complimentary or flattering to an excessive degree,<\/em>&#8221; we&#8217;d classify that as a Freudian slip.<\/p>\n\n\n\n<figure class=\"wp-block-embed is-type-video is-provider-youtube wp-block-embed-youtube wp-embed-aspect-16-9 wp-has-aspect-ratio\"><div class=\"wp-block-embed__wrapper\">\n<iframe loading=\"lazy\" title=\"Trump Plaza implosion: The Atlantic City casino came down this morning\" width=\"980\" height=\"551\" src=\"https:\/\/www.youtube.com\/embed\/8IwHZD8Qnv8?feature=oembed\" frameborder=\"0\" allow=\"accelerometer; autoplay; clipboard-write; encrypted-media; gyroscope; picture-in-picture; web-share\" referrerpolicy=\"strict-origin-when-cross-origin\" allowfullscreen><\/iframe>\n<\/div><\/figure>\n\n\n\n<p><strong>A dump by any other name.<\/strong> That pile of crud in <strong>Atlantic City<\/strong> known as <strong>Trump Plaza<\/strong> is <a href=\"https:\/\/www.bizjournals.com\/philadelphia\/news\/2025\/09\/21\/trump-plaza-atlantic-city-relisted-sale.html\">on the market once more<\/a>. Arguably <strong>Carl Icahn<\/strong>&#8216;s all-time-worst real estate investment, the old Trump Dump was a total dog from a business standpoint and <a href=\"https:\/\/www.npr.org\/2021\/02\/17\/968656595\/in-seconds-atlantic-citys-trump-plaza-and-casino-is-reduced-to-rubble\">had to be partially imploded<\/a>, as it was literally falling apart in real time. It would be nice to see the remnants leveled and redeveloped, as it sits next to <strong>Boardwalk Hall<\/strong>. But that ship probably sailed during Icahn&#8217;s many years of inaction. With Class III gambling in <strong>New York City<\/strong> imminent, what demand is there for new development on the Boardwalk?<\/p>\n\n\n\n<p>Ichan <a href=\"https:\/\/www.casino.org\/news\/tower-land-tied-to-trump-plaza-atlantic-city-his-the-market\/\">tried to sell this civic excrescence<\/a> two years ago but found no takers for a &#8220;<em>generational oceanfront redevelopment opportunity<\/em>.&#8221; At the time, Uncle Carl had fallen on evil days and <strong>Icahn Enterprises<\/strong> had halved its shareholder dividend. No asking price for the rattletrap casino was given then\u2014<a href=\"https:\/\/www.casino.org\/news\/president-donald-trumps-former-atlantic-city-casino-sale\/\">or now<\/a>. It would probably be embarrassing for Uncle Carl to state it publicly. No wonder, as <strong>Casino.org<\/strong> informs us that the &#8220;<em>structure in which the restaurants are housed is likely a teardown, as the building is severely rundown and presumably on the brink of being condemned<\/em>.&#8221; <\/p>\n\n\n\n<p>It was a terrible investment nine years ago and an even worse one now. Had the normally astute Icahn not been so enamored of the once and future POTUS&#8217;s brand name he might have seen that clearly.
