Saturation, indeed, might be a problem, but I can think of another one: With all those states welcoming new casinos, I wonder if there are enough qualified regulators to go around; it would only take one or two $multi-million skim jobs or machine-fixing scams to chase gamblers to (now) honest joints, like in Vegas.
