The quickest way to summarize this is to paraphrase what <strong>C.S. Lewis<\/strong> said of Christianity &#8212; that slot parlors in <strong>Maryland<\/strong> hadn&#8217;t been tried and found wanting but were an idea that had been found difficult and not been tried, more or less. Feckless legislators were ready to wave the white flag even before the model they put before voters four years ago had been fully implemented. Now it&#8217;s be rejiggered with lower taxes, 1,500 more slots, table games and &#8212; just for <strong>Prince George&#8217;s County<\/strong> &#8212; a sixth casino license.<\/p>\n<p>Support <a href=\"http:\/\/www.bizjournals.com\/baltimore\/news\/2012\/06\/24\/poll-59-of-maryland-votes-support.html\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">for a theoretical version<\/a> of Question 7 <a href=\"http:\/\/www.wbaltv.com\/news\/politics\/Poll-55-of-Marylanders-support-expanded-gambling\/-\/9379266\/15228088\/-\/15t5g7nz\/-\/index.html\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">was strong<\/a> in the early going. Spending by expansion proponents and opponents <a href=\"http:\/\/www.bizjournals.com\/baltimore\/news\/2012\/09\/20\/sixth-maryland-casino-table-games.html\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">has been fairly evenly split<\/a>. But once the question actually made the ballot, <a href=\"http:\/\/www.washingtonpost.com\/blogs\/maryland-politics\/post\/mgm-chairman-disappointed-gambling-race-in-md-remains-close\/2012\/10\/10\/958cce50-130e-11e2-be82-c3411b7680a9_blog.html\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">poll numbers tightened significantly<\/a>. <strong>Gonzales Research<\/strong> found voters evenly split, with 9% undecided, while a <em>Baltimore Sun<\/em> poll showed Question 7 trailing badly, with 38% support &#8212; in which case <a href=\"http:\/\/cdcgamingreports.com\/penn-chief-fighting-maryland-casino-expansion-worth-the-effort\/\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\"><strong>Penn National Gaming<\/strong>&#8216;s $35 million campaign war chest<\/a> will have been money well spent. Like a certain other 2012 race, <a href=\"http:\/\/cdcgamingreports.com\/a-fight-to-the-finish-in-maryland\/\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">it&#8217;s too close to call<\/a>, with the <a href=\"http:\/\/finance.yahoo.com\/news\/md-voters-endure-bombardment-gambling-170200550.html\" target=\"_blank\" rel=\"noopener noreferrer\">electorate carpet-bombed beneath TV ads<\/a> and robocalls.<\/p>\n<p>It&#8217;s a ballot question that enjoys bipartisan support but has split the industry in a high-cost <img loading=\"lazy\" class=\"alignright size-full wp-image-4927\" title=\"Martin_O&#96;Malley\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/10\/Martin_OMalley.jpg\" alt=\"\" width=\"200\" height=\"274\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/10\/Martin_OMalley.jpg 200w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/10\/Martin_OMalley-109x150.jpg 109w\" sizes=\"(max-width: 200px) 100vw, 200px\" \/>battle, with <a href=\"http:\/\/www.washingtonpost.com\/blogs\/maryland-politics\/post\/spending-on-md-gambling-campaign-by-caesars-group-rises-by-12-million\/2012\/09\/21\/a0eb8eb0-0424-11e2-91e7-2962c74e7738_blog.html\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\"><strong>MGM Resorts International<\/strong> and <strong>Caesars Entertainment<\/strong><\/a> <a href=\"http:\/\/www.baltimoresun.com\/business\/bs-bz-caesars-update-20120625,0,427739.story\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">foremost among that aye-sayers<\/a>,* while bitter foes of yore like Penn and <strong>Cordish Gaming<\/strong> &#8212; whose <strong>Arundel Mills<\/strong> casino <a href=\"http:\/\/www.bizjournals.com\/washington\/news\/2012\/07\/03\/maryland-casinos-bring-in-408m-in-june.html\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">has been crushing the competition<\/a> and <a href=\"http:\/\/www.washingtonpost.com\/local\/dc-politics\/cordish-and-peterson-giants-of-development-square-off-over-md-casinos-gambling\/2012\/07\/08\/gJQAvK4yWW_story.html\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">represents a $550 million investment<\/a> &#8212; find themselves allied in common cause and voicing public opposition. Gov. <strong>Martin O&#8217;Malley<\/strong> (D, <em>right<\/em>) has <a href=\"http:\/\/www.washingtonpost.com\/local\/dc-politics\/omalley-baker-angered-by-collapse-of-casino-plan\/2012\/06\/21\/gJQARW0qtV_story.html\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">long since thrown in his lot<\/a> with MGM against Cordish (<a href=\"http:\/\/www.gazette.net\/article\/20120720\/NEWS\/707209719\/1029\/unions-builders-spar-over-national-harbor-casino&amp;template=gazette\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">as have labor unions<\/a>), making casino expansion <a href=\"http:\/\/www.washingtonpost.com\/blogs\/maryland-politics\/post\/omalley-has-key-meetings-next-week-on-gambling\/2012\/07\/12\/gJQAPfovfW_blog.html\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">his top summer priority<\/a>, to the extent of <a href=\"http:\/\/www.washingtonpost.com\/blogs\/maryland-politics\/post\/gambling-expansion-special-session-likely-to-be-called-for-next-month-busch-says\/2012\/07\/25\/gJQAlw6o9W_blog.html\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">calling a special session<\/a> to get it done. Unlike Cordish, Penn&#8217;s hurting plenty, <a href=\"http:\/\/marylandreporter.com\/2012\/08\/06\/perryville-casino-asking-state-to-take-back-400-500-slot-machines-citing-lost-business\/#ixzz22lux2ftK\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">trying to drastically downsize its slot floor<\/a> at <strong>Hollywood Casino Perryville<\/strong>. It&#8217;s also been <a href=\"http:\/\/www.bizjournals.com\/baltimore\/news\/2012\/08\/02\/penn-national-to-aggressively-push.html\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">trying to leverage a second casino license <\/a>for itself at <strong>Rosecroft Raceway<\/strong>, so MGM&#8217;s presence is particularly unwelcome.<\/p>\n<p><strong>Of five planned slot parlors<\/strong>, only three have <!--more-->opened to date <a href=\"http:\/\/www.baltimoresun.com\/news\/maryland\/bs-md-craig-casino-20120604,0,3226267.story\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">and License #5 is still going begging<\/a>. Already, one racino (<strong>Ocean Downs<\/strong>) <a href=\"http:\/\/washingtonexaminer.com\/article\/728081\" target=\"_blank\" rel=\"noopener noreferrer\">has threatened to close<\/a> on account of the state&#8217;s usurious 67% tax rate on slot machines. <strong>Harrah&#8217;s Baltimore<\/strong> <a href=\"http:\/\/www.washingtonpost.com\/blogs\/maryland-politics\/post\/baltimore-slots-license-could-be-awarded-this-month\/2012\/07\/12\/gJQA7TUXfW_blog.html\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">is in a holding pattern<\/a> until 2014 or taxes are reduced &#8212; <a href=\"http:\/\/www.washingtonpost.com\/blogs\/maryland-politics\/post\/caesars-shares-thoughts-on-md-gambling-plan\/2012\/07\/24\/gJQAzvXh7W_blog.html\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">preferably to 14% on table games<\/a> &#8212; whichever comes first. The project has also been afflicted by budget creep, <a href=\"http:\/\/www.baltimoresun.com\/news\/maryland\/bs-md-commission-preview-20120730,0,6159374.story\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">as last summer&#8217;s $324 million pricetag<\/a> has already risen to $375 million.<\/p>\n<p>(* &#8212; <em>Warning<\/em>: Link leads to hilariously clueless <strong>Gary Loveman<\/strong> mumbo-jumbo.)<\/p>\n<p>What O&#8217;Malley pitched was a something-for-everybody bill, intended to render to Caesars and Cordish alike. In return, <a href=\"http:\/\/articles.baltimoresun.com\/2012-08-07\/news\/bs-md-omalley-gambling-bill-20120807_1_sixth-casino-joseph-c-bryce-bingo-or-bake-sales\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">they&#8217;d have to accept being politically muzzled<\/a> and that sixth casino. (Mind you, Maryland operators <a href=\"http:\/\/www.washingtonpost.com\/local\/md-politics\/two-of-mds-casinos-have-failed-for-years-to-file-disclosure-forms\/2012\/08\/29\/c530fad4-f1e7-11e1-adc6-87dfa8eff430_story.html\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">haven&#8217;t been paragons of transparency<\/a>.) <strong>Cordish Cos<\/strong>. responded that <a href=\"http:\/\/articles.baltimoresun.com\/2012-08-08\/news\/bal-cordish-cos-says-gambling-bill-is-patently-unfair-to-current-casino-owners-20120808_1_sixth-casino-maryland-live-casino-cordish-cos\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">it was spinach<\/a> and to Hell with it. Penn could hardly have been thrilled, as O&#8217;Malley&#8217;s bill <a href=\"http:\/\/www.washingtontimes.com\/news\/2012\/aug\/9\/gaming-hike-in-maryland-gets-initial-go-ahead\/\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">preserved the 67% impost on Hollywood Perryville<\/a>, while locking in <strong>Rocky Gap<\/strong>&#8216;s 50% rate and <a href=\"http:\/\/www.washingtontimes.com\/news\/2012\/aug\/12\/maryland-house-lawmakers-set-to-work-on-gambling\/\/\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">cutting Ocean Downs&#8217; levy to 57%<\/a>, and everyone else to 62%. Pretty soon the bill <a href=\"http:\/\/articles.baltimoresun.com\/2012-08-13\/news\/bs-md-gambling-session-monday-20120806_1_sixth-casino-maryland-live-house-panel\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">became a crazy quilt of tax rates<\/a>, complicated by additional rate-reductions for casinos that purchase their own slot machines &#8212; an expense currently borne by taxpayers. The special arrangement for Rocky Gap stays put and &#8212; much to the chagrin of Caesars, no doubt &#8212; table games will be taxed at 20%.<\/p>\n<p><strong>A Prince George&#8217;s-only loophole<\/strong> was crafted whereby county voters could approve Casino #6, regardless of the fate of Question 7. (However, if Question 7 fails, <a href=\"http:\/\/www.bizjournals.com\/baltimore\/news\/2012\/11\/05\/if-question-7-fails-mgm-to-drop-bid.html?ana=yfcpc\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">MGM is calling it quits<\/a>.) Once the numbers were crunched, $200 million in &#8220;new&#8221; tax revenue <a href=\"http:\/\/articles.baltimoresun.com\/2012-08-15\/news\/bs-md-gambling-session-tuesday-20120814_1_table-games-slot-machine-sixth-casino\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">suddenly looked a lot more like $39 million<\/a>. O&#8217;Malley <a href=\"http:\/\/www.reuters.com\/article\/2012\/08\/16\/uk-gaming-mgm-maryland-idUSLNE87F00I20120816\" target=\"_blank\" rel=\"noopener noreferrer\">signed off on this Christmas tree<\/a> and it&#8217;s now up to the voters. In the meantime, <a href=\"http:\/\/www.bizjournals.com\/baltimore\/news\/2012\/08\/23\/maryland-table-games-if-approved.html\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">new regulations are being fast-tracked<\/a>. It&#8217;s hardly the &#8216;saturation,&#8217; though, <a href=\"http:\/\/www.washingtonpost.com\/local\/did-casino-donations-drive-md-law\/2012\/08\/15\/158c3368-e70c-11e1-a3d2-2a05679928ef_story.html\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">against which some casino opponents railed<\/a> in the op-eds.<\/p>\n<p><img loading=\"lazy\" class=\"alignleft size-medium wp-image-4986\" title=\"Murren unhappy\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/10\/Murren-unhappy-249x300.jpg\" alt=\"\" width=\"249\" height=\"300\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/10\/Murren-unhappy-249x300.jpg 249w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/10\/Murren-unhappy-124x150.jpg 124w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/10\/Murren-unhappy.jpg 319w\" sizes=\"(max-width: 249px) 100vw, 249px\" \/>One argument deployed against Question 7 is that, by carving out a new gambling district in Prince George&#8217;s County, it essentially gift-wraps <a href=\"http:\/\/articles.baltimoresun.com\/2012-06-15\/news\/bs-md-mgm-casino-20120614_1_national-harbor-casino-deal-mgm-resorts-international\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">an MGM-run casino<\/a> for <strong>National Harbor<\/strong>, near <strong>Washington, D.C.<\/strong> It even inspired <strong>University of Baltimore<\/strong> boffin <strong>Richard Clinch<\/strong> to dust off the much-disproven saw that this is &#8220;a license to print money.&#8221; Hardly a clinching argument, I&#8217;d say. <strong>Bill Eadington<\/strong>&#8216;s <a href=\"http:\/\/www.baltimoresun.com\/explore\/howard\/publications\/laurel-leader\/ph-ll-effect-of-national-harbor-casino-20121102,0,7088001.story\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">enumeration of the potential economic benefits<\/a> carries more clout with us. Murren&#8217;s also talking a good game with regard to the aesthetics of the casino he would build. He&#8217;s certainly right that table games should have been part of the enabling legislation in &#8217;08, a half-baked effort whose 2012 revision was inevitable.<\/p>\n<p><strong>Also, MGM&#8217;s $800 million commitment<\/strong> <a href=\"http:\/\/www.baltimoresun.com\/news\/breaking\/bs-md-mgm-national-harbor-20120615,0,7766669.story\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">was initially contingent on dropping the slots tax rates to 67% to 52%<\/a>, a demand <a href=\"http:\/\/www.wbal.com\/article\/92363\/2\/template-story\/OMalley-Calls-Special-Session-For-Next-Month\" target=\"_blank\" rel=\"noopener noreferrer\">subsequently rescinded<\/a>. However, <strong>Lakes Entertainment<\/strong>&#8216;s planned Rocky Gap casino <a href=\"http:\/\/www.somdnews.com\/article\/20120620\/NEWS\/706209313\/-1\/sale-of-rocky-gap-resort-approved&amp;template=southernMaryland\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">already enjoys a sweetheart 50% rate<\/a>, among <a href=\"http:\/\/www.washingtonpost.com\/blogs\/maryland-politics\/post\/rocky-gap-casino-asks-to-be-smaller\/2012\/07\/31\/gJQA6ohDNX_blog.html\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">other concessions<\/a>, so badly did lawmakers want a 2007 <a href=\"http:\/\/articles.baltimoresun.com\/2012-06-19\/news\/bs-md-rocky-gap-20120619_1_casino-christopher-summers-lakes-entertainment\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">state-funded failure<\/a> offloaded into private industry.<\/p>\n<p><strong><img loading=\"lazy\" class=\"alignright size-medium wp-image-8338\" title=\"Arundel Mills Casino rendering1\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2012\/01\/Arundel-Mills-Casino-rendering1-300x171.jpg\" alt=\"\" width=\"300\" height=\"171\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2012\/01\/Arundel-Mills-Casino-rendering1-300x171.jpg 300w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2012\/01\/Arundel-Mills-Casino-rendering1-150x85.jpg 150w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2012\/01\/Arundel-Mills-Casino-rendering1.jpg 600w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/>Opposition, naturally, runs strong<\/strong> among existing operators. Massive, <a href=\"http:\/\/www.washingtonpost.com\/blogs\/maryland-politics\/post\/cordish-celebrates-new-slots-avoids-referendum-talk\/2012\/09\/12\/f206dfd0-fd02-11e1-8adc-499661afe377_blog.html\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">4,750-slot<\/a> <strong>Maryland Live<\/strong> <a href=\"http:\/\/www.washingtonpost.com\/local\/dc-politics\/developers-of-arundel-mills-casino-warn-against-expanded-gambling\/2012\/06\/01\/gJQArjQu7U_story.html\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">warned lawmakers it could lose 40% of its revenue<\/a> to a Prince George&#8217;s casino. \u201cThese facilities are not <strong>Starbucks<\/strong> that can be put on every street corner and be sustainable,\u201d warned Cordish Cos. exec <strong>Joe Weinberg<\/strong>, contravening a favorite Loveman clich\u00e9. (Not as funny, though, as the Lovemaniacal assertion that a <strong>Suffolk Downs<\/strong> racino near <strong>Boston<\/strong> <a href=\"http:\/\/bostonglobe.com\/opinion\/2012\/06\/07\/all-boston-should-vote-suffolk-downs-casino\/QgHfKd6ToRxi7vwNjgQufJ\/story.html\" target=\"_blank\" rel=\"noopener noreferrer\">would draw 45 million customers<\/a>.)<\/p>\n<p>However, a state-commissioned survey showed any deleterious effects being more than <a href=\"http:\/\/www.washingtontimes.com\/news\/2012\/jun\/12\/lawmakers-told-state-can-support-6th-casino\/\/\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">counterbalanced by new revenue from table games<\/a>, perhaps to the tune of an extra $538 million a year. Yes, Maryland Live would be down 26% in slot revenues and Harrah&#8217;s Baltimore -17% ($125 million and $65 million, respectively). The study showed Harrah&#8217;s recouping most ($59 million) of that, but sketched a bleaker scenario ($65 million) for table games at Maryland Live.<\/p>\n<p>David Cordish counter-counterargues that expanded operating hours and table games at existing casinos would have produced the desired financial benefit, <em>sans<\/em> Prince George&#8217;s County. It&#8217;s an argument <a href=\"http:\/\/www.baltimoresun.com\/news\/opinion\/editorial\/bs-ed-slots-20120716,0,430149.story?utm_source=The+Flash+-+July+16%2C+2012&amp;utm_campaign=Flash+-+July+12&amp;utm_medium=email\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">with considerable merit<\/a>, since financial projections of Question 7&#8217;s benefits are predicated on an extremely young casino industry in Maryland.<\/p>\n<p><img loading=\"lazy\" class=\"alignleft size-medium wp-image-10014\" title=\"NationalHarbor1\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2012\/11\/NationalHarbor1-300x221.jpg\" alt=\"\" width=\"300\" height=\"221\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2012\/11\/NationalHarbor1-300x221.jpg 300w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2012\/11\/NationalHarbor1-150x110.jpg 150w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2012\/11\/NationalHarbor1.jpg 550w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/>As Cordish says, &#8220;<em>If Maryland were to change the playing rules before three of the five original designees are even open, it sends a terrible message to the business and lending communities, both in and outside of Maryland, that Maryland is an unreliable partner<\/em>.&#8221; And, as even Murren acknowledges, it&#8217;s a heckuva message to send to voters that billionaire casino owners are getting tax breaks when Marylanders in the $100K+ income bracket are facing a higher personal levy next year.
