It&#8217;s been a helluva long corner and Sen. <strong>Harry Reid<\/strong> (D-NV) <a href=\"http:\/\/www.lasvegassun.com\/news\/2012\/nov\/27\/hopes-dim-online-poker-legislation\/\" target=\"_blank\" rel=\"noopener\">is far less optimistic<\/a> than he was in 2010. Democrats can&#8217;t muster more than 45 votes on their side of the aisle, sayeth Reid, and with the possible exceptions of\u00a0 Sens. <strong>Dean Heller<\/strong> (R-NV) and <strong>Jon Kyl<\/strong> (R-AZ), <a href=\"http:\/\/www.lvrj.com\/business\/reid-blames-republicans-for-holding-up-online-poker-bill-181059041.html?login=y\" target=\"_blank\" rel=\"noopener\">there aren&#8217;t any to be found<\/a> on the other side.<\/p>\n<p>Practically the only vestige of progress is that Reid and Heller are at least temporarily on the same page, after <a href=\"http:\/\/www.politico.com\/news\/stories\/0912\/81624.html\" target=\"_blank\" rel=\"noopener\" class=\"broken_link\">trading charges of &#8220;Liar, liar, pants on fire&#8221;<\/a> and <a href=\"http:\/\/slashpolitics.reviewjournal.com\/2012\/11\/27\/things-still-testy-on-capitol-hill\/\" target=\"_blank\" rel=\"noopener\" class=\"broken_link\">then calling an uneasy truce<\/a>. Reid and Kyl are, for differing reasons, pursuing a strategy of containment whereby poker and lotteries would be the only legitimate forms of online gambling &#8212; and <strong>Uncle Sam<\/strong> would <!--more-->get a &#8220;rake&#8221; off the top, of course. Even casino companies that have momentarily forsworn Internet wagering in deference to Reid, like <strong>MGM Resorts International<\/strong> and <strong>Boyd Gaming<\/strong>, can&#8217;t be expected to wait forever in the face of a supine Congress. A &#8220;jail break&#8221; at the intrastate level appears imminent.<\/p>\n<p><img loading=\"lazy\" class=\"alignright size-medium wp-image-8281\" title=\"Frank J. Fahrenkopf Jr. Pic\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2012\/01\/Frank-J.-Fahrenkopf-Jr.-Pic-214x300.jpg\" alt=\"\" width=\"214\" height=\"300\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2012\/01\/Frank-J.-Fahrenkopf-Jr.-Pic-214x300.jpg 214w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2012\/01\/Frank-J.-Fahrenkopf-Jr.-Pic-107x150.jpg 107w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2012\/01\/Frank-J.-Fahrenkopf-Jr.-Pic-731x1024.jpg 731w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2012\/01\/Frank-J.-Fahrenkopf-Jr.-Pic.jpg 857w\" sizes=\"(max-width: 214px) 100vw, 214px\" \/>Attempting to jolt the two parties in action, AGA President <strong>Frank Fahrenkopf<\/strong> adopted the rhetoric of the cops and <strong>Kwik-e-Mart<\/strong>s, &#8220;<em>if Congress doesn\u2019t act quickly, it will be the largest expansion of gambling in the nation\u2019s history<\/em>,&#8221; he prophesied. Yes, the casino industry&#8217;s lobbyist is saying that in order to prevent (more) gambling we must allow (some) gambling. That sounds pragmatic coming from the police federation but has a decidedly <em>Alice in Wonderland<\/em> quality when uttered by Fahrenkopf: &#8216;Stop my industry before it expands again! Save us from ourselves!&#8217; However, a caution flag <a href=\"http:\/\/www.lvrj.com\/business\/new-questions-raised-on-internet-poker-bill-180259701.html\" target=\"_blank\" rel=\"noopener\">is being waved by an unexpected party<\/a>, the <strong>Poker Players Alliance<\/strong>. It commissioned a study of the constitutionality of the Reid-Kyl bill and found it wanting. In particular, provisions that tilt the playing field toward U.S.-based operators and keep the likes of <strong>PokerStars<\/strong> in a multi-year &#8220;penalty box&#8221; were looked askance by ex-Solicitor General <strong>Paul Clement<\/strong>. Casino executives watching this latest round of Capitol Hill follies playing out would be forgiving for taking the (intrastate) bird in the hand over the two (federal) ones in the bush.<\/p>\n<p><strong>Sick as it may seem<\/strong>, there are Web sites that take odds on things likelihood of U.S. military <img loading=\"lazy\" class=\"alignleft size-thumbnail wp-image-10146\" title=\"AmbroseBierce\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2012\/11\/AmbroseBierce-102x150.jpg\" alt=\"\" width=\"102\" height=\"150\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2012\/11\/AmbroseBierce-102x150.jpg 102w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2012\/11\/AmbroseBierce-205x300.jpg 205w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2012\/11\/AmbroseBierce.jpg 244w\" sizes=\"(max-width: 102px) 100vw, 102px\" \/>action against <strong>Iran<\/strong> by next summer (19% probability). Popular electoral predictor <strong>Intrade<\/strong> is one of them. <a href=\"http:\/\/cdcgamingreports.com\/feds-charge-intrade-with-illegally-selling-bets\/\" target=\"_blank\" rel=\"noopener\" class=\"broken_link\">Such &#8220;investment contracts&#8221; have run afoul<\/a> of the <strong>Commodity Futures Trading Commission<\/strong>, which is suing Intrade on the grounds that prediction markets are, in fact, selling options. The CFTC charges Intrade with taking wagers on commodity futures from U.S. punters over a five-year period. So if you wanted to place a wager with Intrade on last night&#8217;s <em>Dancing with the Stars<\/em> outcome, <a href=\"http:\/\/www.washingtonpost.com\/blogs\/post-politics\/wp\/2012\/11\/26\/intrade-shuts-out-american-bettors\/\" target=\"_blank\" rel=\"noopener\" class=\"broken_link\">you would have found the cyber-wicket slammed in your face<\/a>.
