However, the Green Mountain State is not only shaped like a funnel, it <em>is<\/em> one, an untapped market just waiting to be drained by whichever casino lands the coveted western Massachusetts concession, even it <a href=\"http:\/\/www.masslive.com\/politics\/index.ssf\/2012\/11\/massachusetts_gaming_commissio_7.html\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">might have to wait until 2016<\/a> or even 2018. (A couple of &#8220;dog ate my homework&#8221; applicants missed the deadline &#8212; <a href=\"http:\/\/www.bizjournals.com\/boston\/print-edition\/2012\/12\/07\/mass-takes-slow-approach-to-casinos.html\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">which was hardly a recent development<\/a> &#8212; and were last seen pleading for extensions.) We&#8217;ve come a long way from those summertime months when city officials were mulling whether a gambling palace might be a good thing or not &#8230;<\/p>\n<p><a title=\"CBS 3 Springfield - WSHM\" href=\"http:\/\/www.cbs3springfield.com\">CBS 3 Springfield &#8211; WSHM<\/a> &#8230; to now, <a href=\"http:\/\/www.boston.com\/news\/local\/massachusetts\/2013\/01\/14\/firms-pony-mass-casino-license-fee\/V8ycZihflznGcx6Ln8Z7FL\/story.html\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">when earnest money has been collected from would-be developers<\/a>. <strong>Steve Wynn<\/strong> and <strong>Caesars Entertainment<\/strong> have already ponied up for their <strong>Boston<\/strong>-area projects. <strong>Neil Bluhm<\/strong> <a href=\"http:\/\/bostonglobe.com\/metro\/2013\/01\/15\/chicago-billionaire-late-entry-mass-casino-sweepstakes\/t0iFptczffAsOMaYkP9UJI\/story.html\" target=\"_blank\" rel=\"noopener noreferrer\">crashed the party at the last minute<\/a>. He might settle for the lightly contested slot-parlor license &#8230; but that&#8217;s not his style. The uncertain <img loading=\"lazy\" class=\"alignright size-medium wp-image-2797\" title=\"stevewynn_300\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/04\/stevewynn_300-225x300.jpg\" alt=\"\" width=\"225\" height=\"300\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/04\/stevewynn_300-225x300.jpg 225w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/04\/stevewynn_300-112x150.jpg 112w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/04\/stevewynn_300.jpg 300w\" sizes=\"(max-width: 225px) 100vw, 225px\" \/>federal standing of the <strong>Mashpee Wampanoags<\/strong> (<a href=\"http:\/\/www.tauntongazette.com\/newsnow\/x1843773309\/Taunton-receives-1-5M-from-Mashpee-Wampanoag-tribe\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">quietly backed by<\/a> <strong>Genting Berhad<\/strong>) meanwhile, <a href=\"http:\/\/www.boston.com\/metrodesk\/2013\/01\/13\/federal-government-will-decided-soon-has-authority-grant-reservation-mashpee-tribe-which-cites-progress-getting-land\/dIusH01KkSOvbPiKjSyzHO\/story.html\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">has thrown Bay State regulators into a state of paralysis<\/a> whether or not to <a href=\"http:\/\/www.boston.com\/news\/local\/massachusetts\/2012\/12\/11\/panel-take-initial-casino-bids-from-mass\/qQKjUQ9w1UMioMmW6CjswO\/story.html\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">accept rival bids<\/a> in the southeast corner of the state. However, the late-in-the day arrival of Wynn and Bluhm does much to allay fears of the <strong>Massachusetts Gaming Commission<\/strong> <a href=\"http:\/\/www.masslive.com\/politics\/index.ssf\/2012\/07\/massachusetts_gaming_commissio_1.html\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">that had the latter rattling its tin cup<\/a> in <strong>Wall Street<\/strong>&#8216;s direction, clearly unsatisfied with <a href=\"http:\/\/in.reuters.com\/article\/2012\/08\/10\/usa-massachusetts-casino-idINL2E8JAFNK20120810\" target=\"_blank\" rel=\"noopener noreferrer\">a Caesars-or-nobody choice<\/a> &#8212; and <a href=\"http:\/\/bostonglobe.com\/metro\/2012\/08\/21\/mayor-menino-objects-suffolk-downs-plans-for-phased-casino-development\/vcWKwFtQeCOJzznaEbA33K\/story.html\" target=\"_blank\" rel=\"noopener noreferrer\">a half-hearted one<\/a> at that &#8212; in Beantown. The real jockeying for advantage is taking place out west, where <strong>Mohegan Sun<\/strong> <a href=\"http:\/\/cdcgamingreports.com\/7-firms-pony-up-400000-mass-casino-license-fee\/?doing_wp_cron=1358291787.6161029338836669921875\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">just squeaked under the wire<\/a> with its entry fee, <a href=\"http:\/\/cdcgamingreports.com\/mohegan-sun-owners-to-apply-for-mass-casino\/?doing_wp_cron=1358178060.7272279262542724609375\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">having just secured new financing<\/a>. In terms of location, the Mohegans may be at something of a disadvantage: Springfield sits at the intersection of Massachusetts Turnpike and U.S. 91, while <strong>Palmer<\/strong> is a couple dozen miles off the north-south axis, east on the Turnpike, midway between\u00a0 U.S. 90 and U.S. 84. Its close proximity &#8212; 85 miles distance &#8212; to the Mohegan Sun parent property in <strong>Connecticut<\/strong> does little to diminish the stalking-horse nature of the Mohegan bid. In addition to having a direct pipeline to Vermont, Springfield also sits athwart the route to <strong>Albany<\/strong> and is a short drive from <strong>Hartford<\/strong>. So even if <strong>Ameristar Casinos<\/strong> is out of the picture (and a good thing too, as its project budget had gotten wildly out of control), Springfield is still the no-brainer location &#8230; even if voters might toss the <strong><!--more--><img loading=\"lazy\" class=\"alignleft size-medium wp-image-10455\" title=\"Hard Rock Springfield\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2013\/02\/Hard-Rock-Springfield-300x171.jpg\" alt=\"\" width=\"300\" height=\"171\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2013\/02\/Hard-Rock-Springfield-300x171.jpg 300w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2013\/02\/Hard-Rock-Springfield-150x85.jpg 150w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2013\/02\/Hard-Rock-Springfield.jpg 665w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/>MGM Resorts International<\/strong>, <a href=\"http:\/\/www.masslive.com\/politics\/index.ssf\/2012\/08\/casino_executives_arrive_in_sp.html\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">late of<\/a> <strong>Brimfield<\/strong>, and <strong>Penn National Gaming<\/strong> proposals <a href=\"http:\/\/www.masslive.com\/news\/index.ssf\/2013\/01\/springfield_city_council_appro_23.html\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">in a summer referendum<\/a>. <strong>Hard Rock International<\/strong> also waited until late in the game to weigh in with <a href=\"http:\/\/www.wwlp.com\/dpp\/news\/local\/hampden\/hard-rock-changing-minds-about-westside-casino\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">an $800 million proposal<\/a> <em>(left<\/em>), targeted for a fairground in <strong>West Springfield<\/strong>. The CEO of <strong>Seminole Gaming<\/strong>, <strong>Jim Allen<\/strong>, had said Hard Rock <a href=\"http:\/\/www.masslive.com\/news\/index.ssf\/2012\/10\/hard_rock_international_drops.html\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">wasn&#8217;t finished in Massachusetts<\/a> after it quit <strong>Holyoke<\/strong> and he certainly made a dramatic re-entry. Former <strong>Donald Trump<\/strong> sycophant <strong>Richard Bronson<\/strong> <a href=\"http:\/\/www.masslive.com\/news\/index.ssf\/2012\/12\/casino_developer_richard_brons.html\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">has also been lurking<\/a> about the fringes.<a href=\"http:\/\/www.masslive.com\/politics\/index.ssf\/2012\/06\/downtown_casinos_proposed_for.html\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\"> Sibling rivalry spurred two rival proposals<\/a> by the <strong>Picknelly Brothers<\/strong> but neither got anywhere. One of their sites <a href=\"http:\/\/www.masslive.com\/news\/index.ssf\/2012\/08\/penn_national_gaming_intereste.html\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">was subsumed into the Penn National project<\/a>, <a href=\"http:\/\/www.masslive.com\/politics\/index.ssf\/2012\/09\/penn_national_gaming_close_to.html\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">currently designated for the same acreage<\/a>, <a href=\"http:\/\/www.masslive.com\/politics\/index.ssf\/2012\/11\/in_high_stakes_springfield_contest_casino_companies_turn_up_the_heat_on_each_other.html\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">accompanied by some snapping<\/a> by Penn&#8217;s resident attack dog, <strong>Eric Schippers<\/strong>. At least two currently homeless projects that are flirting with <strong>Chicopee<\/strong> and <strong>Holyoke<\/strong> <a href=\"http:\/\/www.masslive.com\/politics\/index.ssf\/2012\/07\/casino_operators_eye_western_m.html\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">could pick up 41 acres in Springfield<\/a> from Ameristar, which won&#8217;t be needing them any longer.<\/p>\n<p>And, thanks to Mayor <strong>Alex Morse<\/strong>, Holyoke is a lost cause. However, since Springfield Mayor <strong>Domenic Sarno<\/strong> <a href=\"http:\/\/www.masslive.com\/news\/index.ssf\/2012\/08\/springfield_casino_selection_p.html\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">has missed his mid-December deadline<\/a> for tapping projects that would be forwarded to voters, rival cities might still have a chance to get into the game. Sarno&#8217;s also made an ethical face-plant, hiring a consultant who lobbies for both the main rivals, Penn and MGM. Good thinking, Your Honor! <a href=\"http:\/\/www.masslive.com\/politics\/index.ssf\/2012\/09\/massachusetts_gaming_commissio_4.html\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">That gaffe alone<\/a> has <a href=\"http:\/\/www.masslive.com\/news\/index.ssf\/2012\/09\/springfield_city_councilors_de_1.html\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">retarded the selection process<\/a>.<\/p>\n<p>Even before that <a href=\"http:\/\/cdcgamingreports.com\/springfield-no-ethics-conflict-for-consultants\/?doing_wp_cron=1359153903.0068039894104003906250\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">bump in the road<\/a>, <a href=\"http:\/\/www.masslive.com\/politics\/index.ssf\/2012\/09\/springfield_may_change_process.html\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">Sarno had set a selection timeline that failed to synch<\/a> with that of the <strong>Massachusetts Gaming Commission<\/strong>. Meaning that Springfield voters could choose Penn in June &#8212; <a href=\"http:\/\/www.masslive.com\/news\/index.ssf\/2012\/11\/springfield_may_need_to_delay.html\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">or maybe October<\/a> &#8212; but the state might go with MGM. (<a href=\"http:\/\/www.masslive.com\/politics\/index.ssf\/2012\/09\/massachusetts_gaming_authoriti.html\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">Since diversity is a major criterion<\/a>, MGM has a leg up on Penn already and <a href=\"http:\/\/www.masslive.com\/news\/index.ssf\/2012\/12\/springfield_park_commission_gi.html\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">the ardent degree of its wooing<\/a> is <a href=\"http:\/\/www.masslive.com\/news\/index.ssf\/2012\/12\/mgm_resorts_and_penn_national.html\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">likely to sway voters<\/a>, as <a href=\"http:\/\/cdcgamingreports.com\/inside-gaming-blog-analyst-gives-mgm-resorts-edge-over-penn-national-in-race-for-massachusetts-gaming-license\/?doing_wp_cron=1355757954.0359199047088623046875\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">well as elected officials<\/a>. Penn talks vaguely of &#8220;positive ripple benefits.&#8221; And, <a href=\"http:\/\/www.masslive.com\/politics\/index.ssf\/2012\/12\/penn_national_gaming_planning.html\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">most importantly<\/a>, <strong>Doug Flutie<\/strong>.) Regardless of its missteps, Springfield is to be commended for the transparency of its bidding process.<\/p>\n<p><img loading=\"lazy\" class=\"alignleft size-medium wp-image-10449\" title=\"MGM Springfield 3\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2013\/02\/MGM-Springfield-3-300x218.jpg\" alt=\"\" width=\"300\" height=\"218\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2013\/02\/MGM-Springfield-3-300x218.jpg 300w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2013\/02\/MGM-Springfield-3-150x109.jpg 150w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2013\/02\/MGM-Springfield-3.jpg 665w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/>Although Massachusetts solons only required a reasonable $500 in casino investment from prospective developers, all the visiting Las Vegans <a href=\"http:\/\/www.boston.com\/news\/local\/massachusetts\/2012\/10\/11\/developers-vie-for-springfield-mass-casino\/TBhGW10dvZP0VnJCeMTyQK\/story.html\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">have been eager to overbid<\/a>, <a href=\"http:\/\/www.masslive.com\/business-news\/index.ssf\/2012\/10\/the_affiliated_chamebers_of_commerce_of.html\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">while local businessmen have their own set of demands<\/a>. MGM <a href=\"http:\/\/www.masslive.com\/politics\/index.ssf\/2012\/08\/mgm_resorts_set_to_unveil_casi.html\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">pitched a project<\/a> (<em>left<\/em>) whose cost &#8212; <a href=\"http:\/\/www.boston.com\/news\/local\/massachusetts\/2012\/08\/21\/mgm-proposes-million-gambling-resort-downtown-springfield\/Rzbroz2pi5qXeIAq2aWPKN\/story.html\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">including residential development!<\/a> &#8212; could reach $850 million, <a href=\"http:\/\/www.masslive.com\/politics\/index.ssf\/2012\/11\/two_casino_companies_in_spring.html\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">part of a &#8220;george&#8221; community-relations push<\/a>. It&#8217;s already paid thrice the assessed value for one parcel &#8212; <a href=\"http:\/\/www.masslive.com\/business-news\/index.ssf\/2012\/10\/mgm_buys_former_st_josephs_rectory_on_ho.html\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">a former rectory<\/a>! (People seem to have short memories regarding the early struggles of overbudgeted <strong>Sands Bethlehem<\/strong> down in outstate <strong>Pennsylvania<\/strong>. You can <a href=\"http:\/\/www3.springfield-ma.gov\/planning\/casino.html\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">find the proposals here<\/a> and <a href=\"http:\/\/www.scribd.com\/doc\/110424872\/Springfield-Casino-proposals-At-a-glance-table\" target=\"_blank\" rel=\"noopener noreferrer\">here<\/a>.) The Mohegan project would be literally atop a hill, by the way. Realizing that they would have to up their game for Springfield, Penn rejected its cookie-cutter <strong>Hollywood Casino<\/strong> look in favor of <a href=\"http:\/\/www.masslive.com\/news\/index.ssf\/2012\/12\/penn_national_gaming_prepares.html\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">a stunning, Art Deco design<\/a> <em>(left<\/em>) that will incorporate the existing <strong>Paramount Theater<\/strong>. It might be supersized &#8220;Hollywood&#8221; but it&#8217;s an improvement. Failing to pass the laugh test is <strong>Charles J. Petitti<\/strong>&#8216;s &#8220;nonprofit casino&#8221; proposal for Holyoke. Petitti&#8217;s <a href=\"http:\/\/www.masslive.com\/news\/index.ssf\/2012\/11\/holyoke_casino_venture.html\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">only willing to put up $300 million<\/a>, plaintively telling newsmen &#8220;laws can be amended.&#8221; Not likely, bub. He subsequently raised his budget, but in a two-phase proposal that&#8217;s a non-starter. (The other Holyoke projects <a href=\"http:\/\/www.masslive.com\/news\/index.ssf\/2012\/12\/holyoke_officials_planning_sep.html\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">look pretty rinky-dink, too<\/a>.) But, given <a href=\"http:\/\/www.masslive.com\/news\/index.ssf\/2012\/12\/holyoke_mayor_alex_morses_flir.html\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">Mayor Morse&#8217;s hapless flip-flopping<\/a>, it&#8217;s ultimately moot.<\/p>\n<p><img loading=\"lazy\" class=\"alignright size-full wp-image-10453\" title=\"Mohegan Sun\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2013\/02\/Mohegan-Sun.jpg\" alt=\"\" width=\"300\" height=\"186\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2013\/02\/Mohegan-Sun.jpg 300w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2013\/02\/Mohegan-Sun-150x93.jpg 150w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/>Palmer officials, meanwhile have been down to Mohegan Sun proper in <strong>Uncasville<\/strong>, Connecticut, <a href=\"http:\/\/www.masslive.com\/politics\/index.ssf\/2012\/09\/penn_national_gaming_close_to.html\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">and liked what they saw<\/a>. Although some of the resort (<em>right<\/em>) is 16 years old, &#8220;It didn&#8217;t like old and &#8230; tired,&#8221; said one visitor. At $650 million, the Mohegan proposal has the best chance of making a strong return on investment. However, as in Springfield, <a href=\"http:\/\/www.masslive.com\/politics\/index.ssf\/2012\/10\/former_massachusetts_attorney.html\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">Palmer&#8217;s electorate gets the final say<\/a>. However, companies &#8220;<a href=\"http:\/\/www.masslive.com\/politics\/index.ssf\/2012\/10\/massachusetts_gaming_commissio_6.html\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">with poor balance sheets<\/a>&#8221; will be looked upon unfavorably by the Gaming Commission, <a href=\"http:\/\/cdcgamingreports.com\/mohegan-sun-casinos-post-sharply-lower-4q-profit\/?doing_wp_cron=1359160365.1295030117034912109375\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">which puts a black mark next to Mohegan Sun<\/a>, MGM and (in the east) Caesars. <em>Advantage<\/em>: Hard Rock and Penn. <a href=\"http:\/\/cdcgamingreports.com\/ameristar-drops-casino-bid-in-mass\/?doing_wp_cron=1359160788.4877550601959228515625\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">One body has already hit the floor<\/a>, that of <a href=\"http:\/\/www.masslive.com\/politics\/index.ssf\/2012\/12\/mgm_penn_national_reaffirm_cas.html\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">Ameristar Casinos<\/a>, <a href=\"http:\/\/www.masslive.com\/news\/index.ssf\/2012\/10\/ameristar_casinos_to_unveil_pl.html\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">whose $910 million proposal<\/a> was scrapped, ostensibly because <a href=\"http:\/\/www.masslive.com\/politics\/index.ssf\/2012\/12\/ameristar_casinos_says_springf.html\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">the company felt The Fix Was In<\/a> for MGM or Penn. However, since Ameristar was dickering to sell out to <strong>Pinnacle Entertainment<\/strong>, a high-cost megaresort wasn&#8217;t in the cards.<\/p>\n<p>Ultimately, Springfield&#8217;s fate will repose in the ballot box. If residents blow their chance to cash in on Vegas&#8217; largesse, those in competing cities will be less inclined to look this gift horse in the mouth.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>That idyllic scene above is not Massachusetts but Vermont.
