Although the state is still the most lucrative casino jurisdiction in the <strong>Midwest<\/strong> ($192 million last month), it&#8217;s hard to tell whether the half-full glass is filling or emptying. Foot traffic was down 12% but players&#8217; spending rose 7.5%. The two didn&#8217;t quite cancel each other out, as Indiana finished the month down 6% from last year. So we&#8217;ve gone from more players spending less &#8212; the longtime quandary in <strong>Illinois<\/strong> &#8212; to fewer players spending more. I&#8217;m not sure which is preferable although I think new tax rates mean last month&#8217;s Indiana results <a href=\"http:\/\/www.nytimes.com\/2013\/02\/08\/business\/restored-payroll-tax-pinches-those-with-the-smallest-checks.html?hp&amp;_r=1&amp;&amp;pagewanted=all\" target=\"_blank\" class=\"broken_link\">are a harbinger of things to come<\/a>. Which is one of the key reasons that I believe prophecies of recovery in the gaming sector are more akin to wishful thinking. As <strong>Richard H. Thaler<\/strong>, an economics boffin at the <strong>University of Chicago<\/strong> says, &#8220;<em>I wouldn\u2019t expect [tax increases] to have much of an effect on <strong>BMW<\/strong> consumption<\/em>.&#8221;<\/p>\n<p>&#8220;It\u2019s almost a zero-sum game whenever a new casino opens,&#8221; adds <strong>Fitch Ratings<\/strong> analyst <strong>Alex Bumazhny<\/strong>, which <img loading=\"lazy\" class=\"alignright size-full wp-image-4355\" title=\"Cincy casino ext\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/08\/Cincy-casino-ext.jpg\" alt=\"\" width=\"339\" height=\"200\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/08\/Cincy-casino-ext.jpg 339w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/08\/Cincy-casino-ext-150x88.jpg 150w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/08\/Cincy-casino-ext-300x176.jpg 300w\" sizes=\"(max-width: 339px) 100vw, 339px\" \/>means Indiana&#8217;s three-year streak of declining tax revenues from casinos is unlikely to be broken in 2013. So there&#8217;s not only little relief in sight for the Hoosier State, <a href=\"http:\/\/www.bloomberg.com\/news\/2013-02-08\/casinos-saturating-u-s-midwest-cannibalize-state-revenue.html\" target=\"_blank\" class=\"broken_link\">its southern riverboats have to brace for the impact<\/a> of oncoming <strong>Horseshoe Cincinnati<\/strong> (<em>right<\/em>). The latter is expected to hit <strong>Penn National Gaming<\/strong>&#8216;s <em>Hollywood Lawrenceburg<\/em> (-15% last month) hard, but the worst casualty is the <em>Grand Victoria<\/em> riverboat, a few miles downriver. At $6.3 million last month (-1%), it was one of the state&#8217;s two lowest-grossing casinos (<em>Majestic Star II<\/em>, -9%, was the other). Loss of traffic from <strong>Ohio<\/strong> could easily prove fatal. But if <em>Grand Victoria<\/em> is in critical condition, one needn&#8217;t worry about <em>Horseshoe Southern Indiana<\/em>*, up 11% as it feasts upon <!--more-->the <strong>Louisville<\/strong> market and the continued inability of <strong>Kentucky<\/strong> to legalize casinos or even racinos.<\/p>\n<p>* (A wonderful J.P. Morgan typo re-christens the riverboat &#8220;<em>Hose<\/em>shoe SI&#8221;)<\/p>\n<p><strong>Caesars Entertainment<\/strong> took a gut punch in the <strong>Chicagoland<\/strong> market, where <em>Horseshoe Hammond<\/em>&#8216;s revenues fell 15%. (<em>Rule of thumb<\/em>: The highest-grossing casinos in the state should <em>not<\/em> be be the ones posting the largest revenue <img loading=\"lazy\" class=\"alignright size-full wp-image-10002\" title=\"Ameristar logo\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2012\/11\/Ameristar-logo.jpg\" alt=\"\" width=\"272\" height=\"36\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2012\/11\/Ameristar-logo.jpg 272w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2012\/11\/Ameristar-logo-150x19.jpg 150w\" sizes=\"(max-width: 272px) 100vw, 272px\" \/>fluctuations.) <strong>Ameristar East Chicago<\/strong>, by contrast, was on a relatively even keel (-1%). While revenues on the Illinois side of the <strong>Chicago<\/strong> market have stabilized, January was a grim month for all other operators, dragged down by poor results in <strong>Hammond<\/strong> and aboard the two <em>Majestic Star<\/em> vessels. Besides Ameristar and &#8220;Hoseshoe SI,&#8221; those in the Doing Just Fine category were racinos <strong>Hoosier Park<\/strong> (+1.5%) and <strong>Indiana Live<\/strong> (flat), along with former whipping boy <strong>French Lick Casino<\/strong> (-2%). Casino industry spokespeople will kill me for saying this but 2013 looks to be a long grind. If Americans can&#8217;t afford to fill their car tanks, they can&#8217;t very well gamble at the casino to which they would have driven.<\/p>\n<p><strong>Another bites the dust<\/strong>. Although <strong>Mississippi<\/strong> has been one of the best casino markets in America, it boasts one of the most benighted political establishments. So it&#8217;s no surprise that an online-gambling bill <a href=\"http:\/\/www.sunherald.com\/2013\/02\/07\/4454613\/nj-governor-vetoes-internet-gambling.html\" target=\"_blank\" class=\"broken_link\">didn&#8217;t make it out of committee<\/a>. Score another Pyhrric victory for the prudes.<\/p>\n<p><strong>If you&#8217;re coming to Vegas<\/strong>, or even <strong>Laughlin<\/strong> or <strong>Mesquite<\/strong>, prepare to hold your nose. Spineless <strong>Clark County<\/strong> commissioners have agreed to let garbage monopolist <strong>Republic Services<\/strong> [<em>sic<\/em>] <a href=\"http:\/\/slashpolitics.reviewjournal.com\/2013\/02\/05\/trash-contract-amendment-betrays-history-residents\/\" target=\"_blank\" class=\"broken_link\">cut trash collections by 50%<\/a>. And you thought the dumpsters were already overflowing! Summers should be especially pleasant, as flies swarm in abundance around rotting food and disposable diapers, festering in triple-digit heat.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>January casino revenues from Indiana present a conundrum.
