In an episode worthy of <em>The Simpsons<\/em> and after an epic amount of foot-dragging, Springfield Mayor <strong>Domenic Sarno<\/strong> was cajoled and ultimately browbeaten into actually taking a stand on which gambling company will get the city&#8217;s nod to build a resort downtown. <a href=\"http:\/\/cdcgamingreports.com\/springfield-mayor-to-announce-casino-plans-ap\/?doing_wp_cron=1367338267.0000000000000000000000\" target=\"_blank\" rel=\"noopener\" class=\"broken_link\">And the winner is<\/a> &#8230; <strong>MGM Resorts International<\/strong>. (Not such a big surprise, considering the ritzier MGM brand, <a href=\"http:\/\/www.masslive.com\/news\/index.ssf\/2013\/04\/mgm_resorts_discusses_historic.html#incart_river\" target=\"_blank\" rel=\"noopener\" class=\"broken_link\">the historically sensitive design<\/a> and its willingness to spend heavily.)<\/p>\n<p><strong>Faced with a Penn vs. MGM choice<\/strong>, Mayor Sarno dove under the table, punting\u00a0 the decision to the voters this summer. The city council&#8217;s <strong>Casino Site Committee<\/strong>, <a href=\"http:\/\/www.masslive.com\/news\/index.ssf\/2013\/03\/springfield_city_council_casin.html#incart_river\" target=\"_blank\" rel=\"noopener\" class=\"broken_link\">unamused by this profile in lack of courage<\/a>, told Sarno to do his job: Make the tough calls. I won&#8217;t say MGM was a foregone conclusion but the highest, most extravagant offer is always likeliest to come out ahead when casinos are up for bid, and <a href=\"http:\/\/www.masslive.com\/news\/index.ssf\/2013\/04\/ceo_james_murren_turned_around.html\" target=\"_blank\" rel=\"noopener\" class=\"broken_link\">MGM&#8217;s $850 million trumped Penn&#8217;s $807 million<\/a>. (We&#8217;ll just ignore that $13.5 billion in long-term debt for the moment, &#8216;kay?)<\/p>\n<p><strong>West Springfield<\/strong> &#8212; <a href=\"http:\/\/www.masslive.com\/news\/index.ssf\/2013\/03\/west_springfield_commission_re.html#incart_river\" target=\"_blank\" rel=\"noopener\" class=\"broken_link\">which is paired<\/a> with <strong>Hard Rock International<\/strong> &#8212; and <strong>Palmer<\/strong> (<a href=\"http:\/\/cdcgamingreports.com\/mohegan-sun-heads-to-mass-to-discuss-casino-plan\/?doing_wp_cron=1362496685.0000000000000000000000\" target=\"_blank\" rel=\"noopener\" class=\"broken_link\">dickering with<\/a> <strong>Mohegan Sun<\/strong>) are still very much <!--more-->in the running but, due to the size of investment proposed by MGM and rival <strong>Penn National Gaming<\/strong>, and its strategic location, Springfield always looked the linchpin of the western <strong>Massachusetts<\/strong> region. Indeed, the dollar amounts cited were so big that Mohegan Sun <a href=\"http:\/\/www.bizjournals.com\/boston\/real_estate\/2013\/04\/mohegan-seeks-july-deal-with-palmer.html\" target=\"_blank\" rel=\"noopener\" class=\"broken_link\">is now talking about a seemingly insupportable $775 million megaresort<\/a>. Not to be underestimated, <a href=\"http:\/\/www.theday.com\/article\/20130315\/BIZ02\/130319752\/0\/SEARCH\" target=\"_blank\" rel=\"noopener\" class=\"broken_link\">the hard-pressed company<\/a> has acquired a Mr. Moneybags business partner from <strong>Wall Street<\/strong>, one <strong>Brigade Capital Management<\/strong>. Interesting. (Highway work <a href=\"http:\/\/www.masslive.com\/politics\/index.ssf\/2013\/03\/overhaul_of_interstate_91_in_w.html#incart_river_default\" target=\"_blank\" rel=\"noopener\" class=\"broken_link\">that would go right by MGM&#8217;s site<\/a> could lift the ultimate chances of Mohegan Sun but not those of Hard Rock, <a href=\"http:\/\/www.masslive.com\/news\/index.ssf\/2013\/04\/developer_touts_35-million-plu.html\" target=\"_blank\" rel=\"noopener\" class=\"broken_link\">which already has traffic issues by the bucketful<\/a>.)<\/p>\n<p><strong><img loading=\"lazy\" class=\"alignleft size-medium wp-image-10716\" title=\"MGM Springfield\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2013\/05\/MGM-Springfield-300x224.jpg\" alt=\"\" width=\"300\" height=\"224\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2013\/05\/MGM-Springfield-300x224.jpg 300w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2013\/05\/MGM-Springfield-150x112.jpg 150w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2013\/05\/MGM-Springfield.jpg 665w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/>A serio-comedic outcome<\/strong> could have voters in the area <a href=\"http:\/\/www.masslive.com\/news\/index.ssf\/2013\/04\/massachusetts_gaming_commissio_18.html\" target=\"_blank\" rel=\"noopener\" class=\"broken_link\">initially approving casino developers<\/a> that the <strong>Massachusetts Gaming Commission<\/strong> later deems unsuitable (<a href=\"http:\/\/cdcgamingreports.com\/springfield-mayor-no-casino-vote-on-june-25\/?doing_wp_cron=1366727627.4313359260559082031250\" target=\"_blank\" rel=\"noopener\" class=\"broken_link\">a bullet that Springfield dodged<\/a>). Why? Because <a href=\"http:\/\/www.masslive.com\/news\/index.ssf\/2013\/04\/massachusetts_gaming_commissio_17.html\" target=\"_blank\" rel=\"noopener\" class=\"broken_link\">the haste to hold referendums has outrun the MGC&#8217;s own due diligence<\/a>, leaving regulators to play catch-up with the body politic. So MGM could be approved in Springfield, then shot down at the state level, negating all of Sarno&#8217;s <em>agita<\/em>. Speaking of which &#8230; it&#8217;s food for thought whether local restaurateurs <a href=\"http:\/\/www.masslive.com\/news\/index.ssf\/2013\/04\/springfields_south_end_welcome.html#incart_river\" target=\"_blank\" rel=\"noopener\" class=\"broken_link\">will get their wish of an MGM casino radiating business out toward them<\/a> or whether the desire of gamblers for convenience will result in a giant sucking sound.<\/p>\n<p>After a &#8220;grassroots&#8221; campaign costing $10 million &#8212; that&#8217;s a pricey brand of turf &#8212; MGM mowed down Penn, in a <strong>Jim Murren<\/strong> vs. <strong>Peter Carlino<\/strong> <a href=\"http:\/\/www.masslive.com\/news\/index.ssf\/2013\/03\/mgm_resorts_and_penn_national_2.html\" target=\"_blank\" rel=\"noopener\" class=\"broken_link\">slugfest<\/a>. (First <strong>Maryland<\/strong>, now this. <em>Arrrgghhh<\/em>!) Penn, now out of the July 16 vote, signaled surrender. In a formal announcement, &#8220;<em>spokesman <strong>Eric Schippers<\/strong> said the company was disappointed in the decision but wished MGM and Springfield the best<\/em>.&#8221; MGM and Springfield having inked a host community agreement, Penn&#8217;s air of resignation was gracefully borne, <a href=\"http:\/\/\/www.masslive.com\/news\/index.ssf\/2013\/03\/penn_national_releases_new_ren.html\" target=\"_blank\" rel=\"noopener\">even as the beautiful design of an $807 million casino<\/a> is destined for the shredder &#8230; <a href=\"http:\/\/www.masslive.com\/news\/index.ssf\/2013\/04\/springfield_mayor_domenic_sarn_67.html#incart_river\" target=\"_blank\" rel=\"noopener\" class=\"broken_link\">or just might be re-purposed<\/a> for <strong>Chicopee<\/strong>: Penn isn&#8217;t slamming the door on Massachusetts just yet and Chicopee city fathers <a href=\"http:\/\/www.masslive.com\/news\/index.ssf\/2013\/04\/chicopee_city_council_wants_to_1.html\" target=\"_blank\" rel=\"noopener\" class=\"broken_link\">appear to be experiencing second thoughts<\/a> about &#8220;having a seat at the table.&#8221;<\/p>\n<p>Now that Sarno has &#8212; however, reluctantly &#8212; taken a stand, MGM President <strong>Bill Hornbuckle<\/strong> became &#8220;ecstatic.&#8221; A volatile fellow, this Hornbuckle: Not so long ago he was threatening to <img loading=\"lazy\" class=\"alignleft size-full wp-image-8750\" title=\"Hornbuckle\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2012\/03\/Hornbuckle.jpg\" alt=\"\" width=\"190\" height=\"240\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2012\/03\/Hornbuckle.jpg 190w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2012\/03\/Hornbuckle-118x150.jpg 118w\" sizes=\"(max-width: 190px) 100vw, 190px\" \/>flee the state if four casinos were built instead of only three (the extra one being about as far from Springfield as possible), <a href=\"http:\/\/www.theglobeandmail.com\/news\/toronto\/casino-firm-pushes-toronto-to-make-up-its-mind\/article10329649\/\" target=\"_blank\" rel=\"noopener\">and getting testy<\/a> with <strong>Toronto<\/strong> in his spare time. The pact, if approved by voters in July, brings at least $800 million in development to a tornado-wracked part of town and puts $25 million\/year into city coffers. An 11-point bullet-point sales pitch accompanying MGM&#8217;s formal announcement indicates that <a href=\"http:\/\/www.masslive.com\/news\/index.ssf\/2013\/04\/springfield_mayor_domenic_sarn_67.html#incart_river\" target=\"_blank\" rel=\"noopener\" class=\"broken_link\">the wooing of Springfield voters is far from over<\/a>, including a $15 million upfront fee and promises of $50 million &#8220;best effort&#8221; toward local procurement. Against this, <a href=\"http:\/\/www.masslive.com\/news\/index.ssf\/2013\/03\/penn_national_gaming_announces.html\" target=\"_blank\" rel=\"noopener\" class=\"broken_link\">Penn&#8217;s corny counter-efforts<\/a> came up a bit lame. Even <a href=\"http:\/\/www.masslive.com\/news\/index.ssf\/2013\/03\/penn_national_gaming_confirms.html\" target=\"_blank\" rel=\"noopener\" class=\"broken_link\">the promise of overwhelmingly local hiring<\/a>, <a href=\"http:\/\/www.masslive.com\/news\/index.ssf\/2013\/04\/united_food_and_commercial_wor.html#incart_river\" target=\"_blank\" rel=\"noopener\" class=\"broken_link\">music to the ears of local unions<\/a>, didn&#8217;t turn the tide.<\/p>\n<p><strong>Elsewhere<\/strong> in the Bay State, <strong>Neil Bluhm<\/strong>&#8216;s <strong>Rush Street Gaming<\/strong> <a href=\"http:\/\/cdcgamingreports.com\/firm-eyes-worcester-for-mass-slots-parlor\/?doing_wp_cron=1363268341.8803730010986328125000\" target=\"_blank\" rel=\"noopener\" class=\"broken_link\">has settled upon<\/a> Worcester <a href=\"http:\/\/www.telegram.com\/article\/20130324\/NEWS\/130329789\/1116#.UU-v7dcCPtw.twitter\" target=\"_blank\" rel=\"noopener\" class=\"broken_link\">as the site of its low-cost, high-tax slot parlor<\/a>. Compared to its competition, <a href=\"http:\/\/www.boston.com\/metrodesk\/2013\/03\/13\/chicago-casino-tycoon-picks-worcester-site-for-proposed-slots-parlor\/QIrr5A62WpzeUDnFRmQeaO\/story.html?p1=Well_MostPop_Emailed7\" target=\"_blank\" rel=\"noopener\" class=\"broken_link\">Bluhm is a titan among midgets<\/a> and can certainly point to a track record of success his trotting and dog-racing competitors are unlikely to muster, although <strong>Plainridge Racecourse<\/strong><a href=\"http:\/\/www.boston.com\/news\/local\/massachusetts\/2013\/03\/13\/plainville-inches-closer-slot-machine-agreement\/ybUxGAuOtg8oebGMjiA9DP\/story.html\" target=\"_blank\" rel=\"noopener\" class=\"broken_link\"> is putting up spirited competition<\/a> for the concession.<\/p>\n<p>What little patience the <strong>Massachusetts Gaming Commission<\/strong> had with the <strong>Mashpee Wampanoags<\/strong> <a href=\"http:\/\/www.masslive.com\/politics\/index.ssf\/2013\/04\/mashpee_wampanoags_demand_mass.html#incart_river\" target=\"_blank\" rel=\"noopener\" class=\"broken_link\">has expired<\/a>. For their part, the Mashpee Wamps <a href=\"http:\/\/cdcgamingreports.com\/panel-poised-to-end-tribes-casino-exclusivity\/?doing_wp_cron=1365170892.0015320777893066406250\" target=\"_blank\" rel=\"noopener\" class=\"broken_link\">are living in a dream world<\/a>, one in which federal recognition and a congressional fix of the <em>Carcieri v. Salazar<\/em> decision, <em>plus<\/em> the construction of a casino are all accomplished in two years. Regulators defended the opening of southeastern Massachusetts to private developers as a CYA move.<\/p>\n<p><img loading=\"lazy\" class=\"alignleft size-thumbnail wp-image-9106\" title=\"David_Nunes\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2012\/05\/David_Nunes-110x150.jpg\" alt=\"\" width=\"110\" height=\"150\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2012\/05\/David_Nunes-110x150.jpg 110w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2012\/05\/David_Nunes.jpg 182w\" sizes=\"(max-width: 110px) 100vw, 110px\" \/><strong>Given the Mashpee pie-in-the-sky attitude<\/strong>, the state is well advised to look elsewhere &#8230; th0ugh maybe not to <strong>Milford<\/strong>, just up the road from Mashpee Casino HQ in <strong>Taunton<\/strong>. That&#8217;s where insolvent <strong>Foxwoods Resort Casino<\/strong> (&#8220;What is this &#8216;default&#8217; of which you speak?&#8221;) has the nerve to pitch a casino project. Foxwoods CEO <strong>Scott &#8220;Woody&#8221; Butera<\/strong> <a href=\"http:\/\/www.telegram.com\/article\/20130404\/NEWS\/104049882\/-1\/NEWS06\" target=\"_blank\" rel=\"noopener\" class=\"broken_link\">is in cahoots with another all-hat, no-cattle casino developer<\/a>, <strong>David Nunes<\/strong> (<em>left<\/em>), so this really is the clown car in the parade. Local selectmen <a href=\"http:\/\/www.milforddailynews.com\/news\/x196663737\/Milford-Selectmen-hammer-Foxwoods-plan\" target=\"_blank\" rel=\"noopener\" class=\"broken_link\">were more concerned about sewage disposal<\/a> than another, equally vexing question: Where in Hell do Nunes and Butera think they can <a href=\"http:\/\/www.milforddailynews.com\/topstories\/x1424272143\/Casino-proposal-letter-outlines-developers-progress\" target=\"_blank\" rel=\"noopener\" class=\"broken_link\">get $1 billion in backing<\/a>? Worse still (if that were possible) front man Nunes <a href=\"http:\/\/www.milforddailynews.com\/news\/x1433808311\/Nunes-no-longer-face-of-casino-proposal\" target=\"_blank\" rel=\"noopener\" class=\"broken_link\">has gone to ground<\/a>. If there&#8217;s a front-runner for the coastal region of Massachusetts, it&#8217;s a Player To Be Named Later.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Yes, the comedy is finished in Springfield, at least for the moment.
