Currently, much is being made of <strong>Horseshoe Cleveland<\/strong> having brought in less than half of <a href=\"http:\/\/www.cleveland.com\/metro\/index.ssf\/2013\/05\/cleveland_casino_short_of_reve.html\" target=\"_blank\" class=\"broken_link\">greatly over-ambitious expectations<\/a> (and 12% less than what <strong>Moody&#8217;s Investor Service<\/strong> <a href=\"http:\/\/www.cleveland.com\/metro\/index.ssf\/2013\/04\/cleveland_casino_takes_steps_t.html\" target=\"_blank\" class=\"broken_link\">anticipated<\/a>). And that isn&#8217;t even the fault of <strong>Rock Gaming Caesars<\/strong> but of <strong>Penn National Gaming<\/strong>, which put some bullshit numbers out there to appease the electorate, then had to walk them back. If Year One wasn&#8217;t what is was supposed to be, remember that the paint&#8217;s barely dry on <strong>Horseshoe Cincinnati<\/strong>, and that both <strong>Hollywood Toledo<\/strong> and <strong>Hollywood Columbus<\/strong> have been open less than a full year, too. True, Hollywood Columbus has &#8212; no excuses &#8212; been an out-and-out disappointment, but it looks like Penn is finally figuring out how to get reasonable dollar amounts from it.<\/p>\n<p><strong>In Cleveland<\/strong>, fears of higher crime and less street-level business near Horseshoe have proven untrue. Between higher foot traffic in the area and the prospect of <strong><!--more-->Dan Gilbert<\/strong> making a major real estate play in the area around and including the <strong>Higbee Building<\/strong>, the Gilbert-<strong>Gary Loveman<\/strong> project <a href=\"http:\/\/www.cleveland.com\/metro\/index.ssf\/2013\/05\/cleveland_casino_short_of_reve.html\" target=\"_self\" class=\"broken_link\">has the makings of a civic savior<\/a>. The operative question is how long it will take Gilbert to get Phase II underway, considering that he&#8217;s already committed to casinos in <strong>Baltimore<\/strong> and <strong>Detroit<\/strong>, and is flirting with <strong>Toronto<\/strong>. As one <strong>Cleveland<\/strong> columnist put it, Gilbert built the casino he promised the city &#8230; in <strong>Cincinnati<\/strong>. (The two Horseshoes share a copycat design. Thrift, Horatio!)<\/p>\n<p><img loading=\"lazy\" class=\"alignright size-full wp-image-4994\" title=\"Kasich_John\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/11\/Kasich_John.jpg\" alt=\"\" width=\"255\" height=\"301\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/11\/Kasich_John.jpg 255w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/11\/Kasich_John-127x150.jpg 127w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/11\/Kasich_John-254x300.jpg 254w\" sizes=\"(max-width: 255px) 100vw, 255px\" \/>We&#8217;ve known for months that Year One <a href=\"http:\/\/www.cleveland.com\/metro\/index.ssf\/2013\/05\/ohio_wraps_up_first_year_of_ca.html#incart_river\" target=\"_blank\" class=\"broken_link\">would produce disappointment<\/a> because of the Penn National Effect: The reckless election-year exaggeration of the tax revenues gambling would yield. Blame also Gov. <strong>John Kasich<\/strong> (R), who held the implementation of the electorate&#8217;s will hostage while he extorted still more money from the industry, and sliced the pie thinner by adding racinos. But don&#8217;t blame the casinos &#8212; they&#8217;re just getting out of the starting blocks.<\/p>\n<p><strong>Shocking!<\/strong> City councilmen in <strong>Springfield<\/strong>, <strong>Massachusetts<\/strong>, decided not to query <strong>MGM Resorts International<\/strong> too closely about how much the company would spend on a downtown casino. ($850 million sez MGM, $800 million according to Mayor <strong>Domenic J. Sarno<\/strong>, no specific amount according to the host-community agreement &#8230; tiny little oversight, that last bit.) <a href=\"http:\/\/www.masslive.com\/news\/index.ssf\/2013\/05\/springfields_city_council_give.html#incart_river\" target=\"_blank\" class=\"broken_link\">They voted unanimously<\/a> to put MGM&#8217;s project before their constituents. They also revealed what tipped their hand &#8212; and the very reluctant one of Mayor Sarno &#8212; in MGM&#8217;s direction:<\/p>\n<p style=\"margin: 12px auto 6px auto; font-family: Helvetica,Arial,Sans-serif; font-style: normal; font-variant: normal; font-weight: normal; font-size: 14px; line-height: normal; font-size-adjust: none; font-stretch: normal; -x-system-font: none; display: block;\"><a style=\"text-decoration: underline;\" title=\"View Springfield Casino Overview Recommendation Final on Scribd\" href=\"http:\/\/www.scribd.com\/doc\/139125134\">Springfield Casino Overview Recommendation Final<\/a><\/p>\n<p><strong>Winning criteria included<\/strong> an &#8220;immersive&#8221; site downtown, &#8220;<em>Reuse of historic structures and integration into city fabric &#8230; Strong outward focus<\/em>.&#8221; Penn National couldn&#8217;t match MGM on those points. Assuming that voters don&#8217;t throw the council&#8217;s decision back in its face (in which case we re-start the merry-go-round with Penn National), MGM will go before the <strong>Massachusetts Gaming Commission<\/strong> for very deliberate consideration that could stretch into next spring. Rest assured that <strong>Jim Murren<\/strong> isn&#8217;t waiting by the phone.<\/p>\n<p><strong>In a characteristically<\/strong> free-associative speech, across the state in <strong>Everett<\/strong>, the one and only <strong>Steve Wynn<\/strong> said the <img loading=\"lazy\" class=\"alignright size-full wp-image-2797\" title=\"stevewynn_300\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/04\/stevewynn_300.jpg\" alt=\"\" width=\"300\" height=\"400\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/04\/stevewynn_300.jpg 300w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/04\/stevewynn_300-112x150.jpg 112w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/04\/stevewynn_300-225x300.jpg 225w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/>sort of things only Steve Wynn does, even confessing that he can&#8217;t tell one slot machine from another. (A slight exaggeration, I suspect.) What other casino executive <a href=\"http:\/\/www.bostonglobe.com\/metro\/2013\/05\/10\/steve-wynn-makes-personal-pitch-for-everett-casino-plans\/AUc2x3HXmzdimBzfmRlQ8L\/story.html\" target=\"_blank\">would dare to wax rhapsodic<\/a> to the effect that, &#8220;<em>for the last 800 million years, since multicellular life appeared on this  planet, the story of life on this planet is \u00adbasically the function of  three primordial forces: the energy of the sun coming through our  atmo\u00adsphere, water, and plants that make oxygen<\/em>&#8220;? Anyone familiar with Wynn&#8217;s <strong>Las Vegas<\/strong> properties can vouch for their emotive effect, their atriums, skylights, their memorable use of color and texture. It&#8217;s a message that seems to resonating in Everett &#8212; helped by a more inspiring design that the log-cabin lodge he offered <strong>Foxborough<\/strong>, where a snooty, Wynn-style customer base gave him the boot.<\/p>\n<p><strong>When Wynn pitches Everett<\/strong> voters on the importance &#8220;<em>fanciful and unusual food, beverage, entertainment, convention, and hospitality places<\/em>,&#8221; his essential message isn&#8217;t that much different from that of Gary Loveman, who called for greater emphasis on amenities last week in <strong>Biloxi<\/strong>. The difference lies in Loveman&#8217;s lugubrious manner and equally characteristic (and pessimistic) formulation of a similar theme as a do-or-die ultimatum. There are several reasons why the problem in Biloxi was as much with the messenger as the missive (Loveman is a poor ambassador for the importance of upkeep) and we&#8217;ll see them showcased as <strong>Wynn Resorts<\/strong> and <strong>Caesars Entertainment<\/strong> (and financially strapped <strong>Foxwoods Resort Casino<\/strong>) grapple for the <strong>Boston<\/strong> market. In terms of liquidity, type of facility being proposed and recent track record, the logical choice &#8212; all sentiment aside &#8212; is Wynn.
