At least that&#8217;s what they&#8217;re supposed to do. But something&#8217;s gone very wrong in <strong>Delaware<\/strong>. Gov. <strong>Jack Markell<\/strong>&#8216;s administration &#8212; having an extra $50 million on hand &#8212; is <a href=\"http:\/\/cdcgamingreports.com\/markell-administration-proposes-8m-for-del-casinos\/?utm_source=The+Flash+-+June+18%2C+2013&amp;utm_campaign=Flash+-+June+7%2C+2013&amp;utm_medium=email\" target=\"_blank\" class=\"broken_link\">proposing to float an $8 million subsidy<\/a> to the state&#8217;s three racinos, groaning under new competition in neighboring states and a 36% tax rate, two factors that are highly unlikely to change for the better.<\/p>\n<p><strong>But what Markell gives<\/strong> with one hand, he takes with the other. The $8 million is &#8220;temporary&#8221; relief. Lowering the tax rate is off the table. &#8220;<em>The <\/em><img loading=\"lazy\" class=\"alignright size-full wp-image-10982\" title=\"markell\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2013\/06\/markell.jpg\" alt=\"\" width=\"129\" height=\"193\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2013\/06\/markell.jpg 129w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2013\/06\/markell-100x150.jpg 100w\" sizes=\"(max-width: 129px) 100vw, 129px\" \/><em>administration has not supported changing the tax structure permanently, but recognizes that forcing the casinos to bear additional costs will make them less competitive at a time when they need to be more competitive with casinos in surrounding state<\/em>s,&#8221; said Markell spokeswoman, <strong>Cathy Rossi<\/strong>. I&#8217;m of two minds about this. On the one hand, casinos accepting government handouts look pathetic. They are, after all, profit-making enterprises in which the odds always favor the house. However, states where government controls\u00a0the amount of capacity and competition (such as Delaware) have an obligation toward the casino industry&#8217;s financial health. An editorial in <em>The Boston Globe<\/em> <a href=\"http:\/\/www.bostonglobe.com\/editorials\/2013\/06\/18\/steve-wynn-casino-plan-may-boost-everett-but-broader-concerns-exist\/L94TXdKSUJCTTXOedl97pI\/story.html?utm_source=The+Flash+-+June+18%2C+2013&amp;utm_campaign=Flash+-+June+7%2C+2013&amp;utm_medium=email\" target=\"_blank\">tiptoes right up the edge of outright endorsing<\/a> <strong>Wynn Resorts<\/strong> for the <strong>Boston<\/strong>-area casino license. It makes a few, <em>pro forma<\/em> cavils but the stemwinder&#8217;s prevailing tone is that it likes what it&#8217;s seen of <strong>Steve Wynn<\/strong>. Nearby, a walkout by <strong>Suffolk Downs<\/strong> and <strong>Caesars Entertainment<\/strong> <a href=\"http:\/\/bostonherald.com\/news_opinion\/local_politics\/2013\/06\/pols_want_casino_to_be_safe_bet_for_eastie\" target=\"_blank\">seems to have had the desired effect<\/a> of bringing <strong>East Boston<\/strong> politicians to their knees in supplication.<\/p>\n<p><strong>Penn National Gaming<\/strong>, having so far lost out on <strong>Springfield<\/strong>, continues t<img loading=\"lazy\" class=\"alignleft size-thumbnail wp-image-6975\" title=\"neil-bluhm\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/06\/neil-bluhm-150x105.jpg\" alt=\"\" width=\"150\" height=\"105\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/06\/neil-bluhm-150x105.jpg 150w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/06\/neil-bluhm-300x210.jpg 300w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/06\/neil-bluhm.jpg 400w\" sizes=\"(max-width: 150px) 100vw, 150px\" \/>o orbit western <strong>Massachusetts<\/strong>, vaguely indicating continued interest in the market. However, having passed on <strong>Chicopee<\/strong>, <a href=\"http:\/\/www.masslive.com\/news\/index.ssf\/2013\/06\/chicopee_casino_still_being_co.html\" target=\"_blank\" class=\"broken_link\">Penn&#8217;s opened the door to two dark-horse rivals<\/a>. One remains undisclosed but the other is <strong>Neil Bluhm<\/strong>&#8216;s <strong>Rush Street Gaming<\/strong>, which recently cut ties to <strong>Worcester<\/strong>. The already-stiff competition becomes much hotter if Bluhm pitches a major project for Chicopee.<\/p>\n<p><strong>To the southeast<\/strong>, if the <strong>Mashpee Wampanoags<\/strong> ever surmount the multiple hurdles between themselves and a casino, <strong>Middleboro<\/strong> <a href=\"http:\/\/www.enterprisenews.com\/news\/x779478004\/Middleboro-clings-to-casino-pact#axzz2Wb9KqIJB\" target=\"_blank\" class=\"broken_link\">is having second thoughts and hopes to wrest it away<\/a> from <strong>Taunton<\/strong>.
