The medium-sized (2,000 slots, 200 hotel rooms) facility would be 36 miles off the rez, near Madera. The Rancheria Band may soon be followed off-rez by the <strong>Estom Yumeka Maidu Tribe of the Enterprise Rancheri<\/strong>a.<\/p>\n<p>After a laborious, nine-year process, the Mono Indians&#8217; land grant squeaked through the California Assembly and is expected to pass the Senate. (The <em>quid pro quo<\/em> is <!--more-->an increase in the profit percentage that the tribe pays to the state; a precedent that is understandably worrisome to the other 62 tribes.) <img loading=\"lazy\" class=\"alignleft size-thumbnail wp-image-3383\" title=\"station1\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/06\/station1-150x112.jpg\" alt=\"\" width=\"150\" height=\"112\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/06\/station1-150x112.jpg 150w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/06\/station1-300x225.jpg 300w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/06\/station1.jpg 340w\" sizes=\"(max-width: 150px) 100vw, 150px\" \/>If it does, expect a sigh of relief to waft through the corridors of <strong>Station Casinos<\/strong>, which has been shepherding the project in hopes of eventually being the operator of an actual Mono Indian casino. Meanwhile, the nearby <strong>Wiyot Tribe<\/strong> will be paid millions per year <em>not<\/em> to build a casino. The debt-strapped <strong>Picayune Rancheria of Chukchansi Indians<\/strong> is predicting doom for its own, existing casino &#8212; so the Mono Indians&#8217; probable victory looks to spell the beginning of a casino arms race, one in which more and more tribes plead &#8220;exceptional circumstances.&#8221;<\/p>\n<p><strong><img loading=\"lazy\" class=\"alignright size-full wp-image-11034\" title=\"Bill Schuette\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2013\/06\/Bill-Schuette.jpg\" alt=\"\" width=\"248\" height=\"310\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2013\/06\/Bill-Schuette.jpg 248w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2013\/06\/Bill-Schuette-120x150.jpg 120w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2013\/06\/Bill-Schuette-240x300.jpg 240w\" sizes=\"(max-width: 248px) 100vw, 248px\" \/>The U.S. Supreme Court<\/strong> will get to weigh in on another case of what opponents call reservation shopping: A tribe on <strong>Michigan<\/strong>&#8216;s Upper Peninsula wants to build a casino roughly 100 miles south, in <strong>Vanderbilt<\/strong>. Michigan Attorney General <strong>Bill Schuette<\/strong> (<em>right<\/em>) has been trying to shut the project down but the <strong>Sixth Circuit Court of Appeals<\/strong> sided with the <strong>Bay Mills Indian Community<\/strong>. Should SCOTUS side with the latter, Vanderbilt will be the leading edge of further Bay Mills expansion, into <strong>Port Huron<\/strong> and <strong>Flint<\/strong>. If the Bay Mills tribe wins, expect elastic, new definitions of what constitutes &#8220;land taken into trust&#8221; for tribal gaming.<\/p>\n<p><strong>Still further east<\/strong>, in <strong>Massachusetts<\/strong>, the <strong>Mohegan Sun<\/strong> project in<img loading=\"lazy\" class=\"alignleft size-medium wp-image-11035\" title=\"Mohegan Palmer\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2013\/06\/Mohegan-Palmer-300x186.jpg\" alt=\"\" width=\"300\" height=\"186\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2013\/06\/Mohegan-Palmer-300x186.jpg 300w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2013\/06\/Mohegan-Palmer-150x93.jpg 150w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2013\/06\/Mohegan-Palmer.jpg 665w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/> <strong>Palmer<\/strong> keeps upping the ante &#8212; this time literally. It wants the non-hotel parts of the project <a href=\"http:\/\/www.masslive.com\/business-news\/index.ssf\/2013\/06\/western_massachusetts_small_businesses_a.html\" target=\"_blank\" class=\"broken_link\">rezoned for at least 150 feet in height<\/a>: a threefold increase. Sitting on a hilltop next to a highway, the casino-hotel would not exactly be inconspicuous &#8212; even less so now that it&#8217;s talking about stringing the place with ziplines. But, so far, city officials appear to be supportive. \u00a0Considering that one local politico&#8217;s suggested method of measuring whether or not the approve the change &#8212; releasing a helium balloon &#8212; is downright whimsical, one suggests city councilors use their noggins, visualize what a higher-profile Mohegan Sun would look like, and decide based on that. Nearby, in <strong>Springfield<\/strong>, <img loading=\"lazy\" class=\"alignright size-thumbnail wp-image-10716\" title=\"MGM Springfield\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2013\/05\/MGM-Springfield-150x112.jpg\" alt=\"\" width=\"150\" height=\"112\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2013\/05\/MGM-Springfield-150x112.jpg 150w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2013\/05\/MGM-Springfield-300x224.jpg 300w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2013\/05\/MGM-Springfield.jpg 665w\" sizes=\"(max-width: 150px) 100vw, 150px\" \/><strong>MGM<\/strong> <strong>Resorts International<\/strong> is promising to brings its diversity program and LEED-certification emphasis to Springfield, along with 50% of its purchasing. With MGM doing everything but wave money at the electorate &#8212; even bringing in staffers from <strong>Las Vegas<\/strong> to help with the campaign &#8212; the Palmer effort appears to be falling farther and farther behind its rivals, the casino-resort proposal mutating amorphously on an almost-daily basis, like The Blob.<\/p>\n<p><strong>If ever there were a no-brainer<\/strong>, it&#8217;s whether the selectmen of <strong>Salisbury<img loading=\"lazy\" class=\"alignleft size-thumbnail wp-image-7706\" title=\"massachusetts-quarter\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/10\/massachusetts-quarter-150x150.jpg\" alt=\"\" width=\"150\" height=\"150\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/10\/massachusetts-quarter-150x150.jpg 150w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/10\/massachusetts-quarter-300x300.jpg 300w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/10\/massachusetts-quarter.jpg 320w\" sizes=\"(max-width: 150px) 100vw, 150px\" \/> <\/strong>should enter talks with <strong>Cordish Gaming<\/strong> on whether to <a href=\"http:\/\/www.eagletribune.com\/local\/x1912992245\/Salisbury-selectmen-delay-vote-on-slots-only-casino\" target=\"_blank\">accept the company&#8217;s proposal to build a slot parlor<\/a>. While the casino (1,250 slots) would be small by Cordish standards, the company&#8217;s recent history in <strong>Maryland<\/strong> speaks powerfully for itself. Time is of the essence (Oct. 4 is the drop-dead date for slot-house proposals) but Salisbury shouldn&#8217;t repeat <strong>Boxborough<\/strong>&#8216;s mistake of turning Cordish away. It would be a shame if Massachusetts were deprived of a name-brand operator because a board of selectmen couldn&#8217;t get its act together.
