I&#8217;ve heard that one before. Funny how the &#8220;next couple of months&#8221; would coincide with <!--more-->the upcoming expiration of Bulloch&#8217;s construction permit. He and Gaffin are obviously trying to jawbone their way to a permit extension, absent any tangible construction activity. From the sound of things, SkyVue has just enough money to stay current on its bills but little more.<\/p>\n<p><img loading=\"lazy\" class=\"alignright size-medium wp-image-9495\" title=\"Linq revised\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2012\/08\/Linq-revised-300x224.jpg\" alt=\"\" width=\"300\" height=\"224\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2012\/08\/Linq-revised-300x224.jpg 300w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2012\/08\/Linq-revised-150x112.jpg 150w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2012\/08\/Linq-revised.jpg 450w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/>&#8220;<em>Linq\u2019s strong financial backing and growing list of tenants may have scared away SkyVue investors, who might now question whether two observation wheels is one too man<\/em>y,&#8221; reports the <em>Las Vegas Sun<\/em>. Indeed, can you think of any city that has the tourism to support two mammoth Ferris wheels, especially premium-priced ones? County Commissioner <strong>Mary Beth Scow<\/strong> says of SkyFail, er, Skyvue, &#8220;We want to see it finished.&#8221; Oh, I don&#8217;t know &#8230; its twin pillars would make a handsome civic monument to the construction follies of the past decade which pushed <strong>Las Vegas<\/strong> almost to the brink.<\/p>\n<p><strong>Speaking of &#8230;<\/strong> professional optimists, the <strong>Mashpee Wampanoags<\/strong> must have a few on their payroll. The tribe&#8217;s &#8220;don&#8217;t worry, be happy&#8221; sales pitch to<img loading=\"lazy\" class=\"alignright size-full wp-image-7357\" title=\"deval-patrick\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/08\/deval-patrick.jpg\" alt=\"\" width=\"207\" height=\"289\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/08\/deval-patrick.jpg 207w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/08\/deval-patrick-107x150.jpg 107w\" sizes=\"(max-width: 207px) 100vw, 207px\" \/> <strong>Taunton<\/strong> is jarringly at odds with reality. The <em>Carcieri v. Salazar<\/em> <strong>Supreme Court<\/strong> ruling still bars the tribe&#8217;s path and the new compact with Gov. <strong>Deval Patrick <\/strong>(D, right) <a href=\"http:\/\/www.tauntongazette.com\/news\/x1806116034\/Mashpee-Wampanoag-confident-about-casino-plan-despite-hurdles#axzz2XyH5GLHo\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">is moving forward at a caterpillar-like creep<\/a>. It may languish on <strong>Beacon Hill<\/strong> until early 2014. &#8220;This compact has no sense of urgency. It\u2019s like a car without an engine without land in trust,&#8221; said <em>Carcieri<\/em> skeptic Rep. <strong>Robert Koczera<\/strong> (D). Fortunately for the Mashpee Wamps, the <strong>Massachusetts Gaming Commission<\/strong> has three other license approvals that it can queue up while the southeastern-region muddle crawls toward clarity.<\/p>\n<p><strong>Hopping the train<\/strong> before it leaves the station, <strong>Springfield<\/strong>&#8216;s <strong>New North Citizens Council<\/strong> is giving its backing to <strong>MGM Resorts International<\/strong>&#8216;s <img loading=\"lazy\" class=\"alignleft size-medium wp-image-10905\" title=\"MGM site\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2013\/05\/MGM-site-300x225.jpg\" alt=\"\" width=\"300\" height=\"225\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2013\/05\/MGM-site-300x225.jpg 300w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2013\/05\/MGM-site-150x112.jpg 150w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2013\/05\/MGM-site.jpg 320w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/>casino proposal, <a href=\"http:\/\/www.masslive.com\/business-news\/index.ssf\/2013\/06\/the_economic_development_council_of_west.html#\/0\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">which continues to gather momentum<\/a> &#8230; after having endorsed <strong>Penn National Gaming<\/strong> five months earlier. Between Penn&#8217;s withdrawal and MGM&#8217;s strong lobbying campaign, the prospects for the Citizens Council probably boiled down to getting on board vs. getting run over. Still keeping its powder dry is the minority-oriented <strong>Political Action Council of Greater Springfield<\/strong>. It&#8217;s endorsed no one, but it would be a surprise if MGM&#8217;s diversity credentials didn&#8217;t sway the council in the project&#8217;s favor.<\/p>\n<p><strong>A non-partisan<\/strong>, but nonetheless discouraging voice hails from the <strong>Realtor Association of Pioneer Valley<\/strong>. <a href=\"http:\/\/www.scribd.com\/doc\/151429358\/NAR-Casino-Research\" target=\"_blank\" rel=\"noopener noreferrer\">It&#8217;s been crunching numbers<\/a><img loading=\"lazy\" class=\"alignright size-medium wp-image-10904\" title=\"MGM Rendering\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2013\/05\/MGM-Rendering-300x235.jpg\" alt=\"\" width=\"300\" height=\"235\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2013\/05\/MGM-Rendering-300x235.jpg 300w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2013\/05\/MGM-Rendering-150x117.jpg 150w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2013\/05\/MGM-Rendering.jpg 539w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/>and projects that whether <strong>Palmer<\/strong>, Springfield or <strong>West Springfield<\/strong> gets the western-region casino, homeowners will be the losers, the value of their domiciles falling 1%-2%. <a href=\"http:\/\/www.masslive.com\/business-news\/index.ssf\/2013\/07\/realtors_say_casino_wouldl_hurt_home_val.html\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">That&#8217;s not as bad as if a Wal-Mart or a sports stadium were plunked down<\/a> in one&#8217;s area, although the association is also projecting 250 additional bankruptcies and 125 more foreclosures per years. MGM argues that it&#8217;s a special case, thanks to the high-end condos that will be built into its Springfield project. The question is also raised whether <strong>Massachusetts<\/strong> casinos will be able to draw business off <strong>Foxwoods Resort Casino<\/strong> and Mohegan Sun&#8217;s home base in <strong>Connecticut<\/strong>? And, if so, why are those two trying to spend an aggregate $2 billion to get into the Bay State?<\/p>\n<p><strong>Taking the realtors&#8217; study<\/strong> at face value, would you pull the voting lever in MGM&#8217;s favor or not? That casino has to go somewhere and <em>S&amp;G<\/em> thinks Springfield would be better if it were in the running to get it than not.<\/p>\n<p><strong>The &#8220;wow&#8221; factor<\/strong>. <a href=\"http:\/\/www.tauntongazette.com\/news\/x1808709420\/Gaming-Commission-chief-sounds-off-on-casino-review-process#axzz2XmicJrRY\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">That&#8217;s the non-quantifiable metric that the MGC will be looking for<\/a>, according to Chairman <strong>Stephen Crosby<\/strong>. \u00a0Going region by region, only <strong>Hard Rock International<\/strong> out west has underperformed rival projects in the design phase. All three Boston-area proposals have visual appeal, while the southeastern region is remarkably wow-less so far.<\/p>\n<p><strong>Potential economic impact<\/strong> is another leading criterion, particularly job creation, as is geographic diversity &#8212; which may doom the centrally located <img loading=\"lazy\" class=\"alignleft size-medium wp-image-5391\" title=\"Stanley Ho\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/12\/Stanley-Ho-300x221.jpg\" alt=\"\" width=\"300\" height=\"221\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/12\/Stanley-Ho-300x221.jpg 300w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/12\/Stanley-Ho-150x110.jpg 150w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/12\/Stanley-Ho.jpg 488w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/>&#8220;eastern&#8221; Foxwoods project in <strong>Milford<\/strong>. (Nobody matches <strong>Steve Wynn<\/strong> for amenities, so score a point for <strong>Everett<\/strong>.) The killer categories, though, are &#8220;good character, honesty, integrity and financial suitability.&#8221; If you combine its debt load with the first three criteria, MGM might go for 0-for-4, presuming that its <strong>Stanley Ho <\/strong>(<em>above<\/em>) imbroglio is still held against it.<\/p>\n<p><strong>Caesars Entertainment<\/strong> near-inevitable bankruptcy ought to give regulators&#8217; pause, but it&#8217;s only carrying a smallish portion (20%) of <strong>Suffolk Downs<\/strong>&#8216; burden. Foxwoods won a small victory in the financial-viability category when it was able to write down its debt to $1.7 billion and pushed out maturies, some as much as 23 years. Since the casino&#8217;s new borrowing capacity is only $25 million, it&#8217;s still going to be tied to <strong>Genting Group<\/strong>&#8216;s big-buck apron strings if it hopes to build in <strong>Massachusetts<\/strong>. If Milford weren&#8217;t so close to <strong>Ledyard<\/strong>, I&#8217;d say &#8216;go for it.&#8217; But to spend a billion dollars you don&#8217;t have on a casino in such proximity &#8230; ?
