There&#8217;s no reason that any Joe Blow can&#8217;t apply for a casino license in <strong>Philadelphia<\/strong>. But I get a kick out of fruit-and-vegetable mogul <strong>Joseph &#8220;Tomato King&#8221; <\/strong><span style=\"font-size: 13px; line-height: 19px;\"><strong>Procacci<\/strong> thinking he can actually outdo the likes of <strong>Wynn Resorts<\/strong> and <strong>Penn National Gaming<\/strong>. Tomato King (<\/span><a style=\"font-size: 13px; line-height: 19px;\" href=\"http:\/\/articles.philly.com\/2013-07-30\/news\/40897813_1_phl-local-gaming-greenwood-gaming-casino-permit\" target=\"_blank\">yes, that&#8217;s really his nickname<\/a><span style=\"font-size: 13px; line-height: 19px;\">) wants you to know <img loading=\"lazy\" class=\"alignleft size-medium wp-image-10656\" title=\"Procacci ceremony\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2013\/04\/Procacci-ceremony-300x199.jpg\" alt=\"\" width=\"300\" height=\"199\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2013\/04\/Procacci-ceremony-300x199.jpg 300w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2013\/04\/Procacci-ceremony-150x99.jpg 150w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2013\/04\/Procacci-ceremony.jpg 480w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/>that he&#8217;s from Philly and that his &#8220;Casino Revolution&#8221; will have a transformative effect on the city&#8217;s warehouse district, near the riverfront. Procacci is right that locals-casino business is repeat business but he mixes apples with oranges when he likens his project (have we mentioned that he&#8217;s from Philadelphia?) to that of <strong>Steve Wynn<\/strong>. The last thing on Wynn&#8217;s mind is to build a locals joint, of that I&#8217;m certain. He&#8217;s never done it. Why start now? In the unlikely event that Procacci wins, his casino chefs will at least have a ready source of produce.<\/span><\/span><\/p>\n<p>Even if Tomato King&#8217;s project looks like a non-starter, I reckon the odds are worse for<!--more--><strong>Xfinity Live!<\/strong> and partner <strong>Greenwood Gaming<\/strong>. The latter owns <strong>Parx Casino<\/strong> and I&#8217;m highly skeptical that <strong>Pennsylvania<\/strong> regulators will give Greenwood two big bites of the same apple. But, given that Philadelphia already has four casinos, anybody without name recognition and a player database is bucking the odds, heavily. I&#8217;m still thinking that the contest is <strong>Bart Blatstein<\/strong>&#8216;s to lose (he&#8217;s partnering with <strong>Isle of Capri Casinos<\/strong>), even though I know that Wynn will surely field the best candidacy.<\/p>\n<p><object id=\"rcomVideo_244495356\" classid=\"clsid:d27cdb6e-ae6d-11cf-96b8-444553540000\" width=\"460\" height=\"259\" codebase=\"https:\/\/download.macromedia.com\/pub\/shockwave\/cabs\/flash\/swflash.cab#version=6,0,40,0\"><param name=\"data\" value=\"https:\/\/www.reuters.com\/resources_v2\/flash\/video_embed.swf?videoId=244495356&amp;edition=BETAUS\" \/><param name=\"allowFullScreen\" value=\"true\" \/><param name=\"allowScriptAccess\" value=\"always\" \/><param name=\"wmode\" value=\"transparent\" \/><param name=\"src\" value=\"https:\/\/www.reuters.com\/resources_v2\/flash\/video_embed.swf?videoId=244495356&amp;edition=BETAUS\" \/><param name=\"allowfullscreen\" value=\"true\" \/><embed id=\"rcomVideo_244495356\" type=\"application\/x-shockwave-flash\" width=\"460\" height=\"259\" src=\"https:\/\/www.reuters.com\/resources_v2\/flash\/video_embed.swf?videoId=244495356&amp;edition=BETAUS\" wmode=\"transparent\" allowscriptaccess=\"always\" allowfullscreen=\"true\" data=\"https:\/\/www.reuters.com\/resources_v2\/flash\/video_embed.swf?videoId=244495356&amp;edition=BETAUS\"><\/embed><\/object><\/p>\n<p><strong>Now for something completely different<\/strong>. While some of <strong>Macao<\/strong>&#8216;s casino oligarchs are metaphorical dinosaurs, <strong>David Chow<\/strong><a href=\"http:\/\/www.reuters.com\/article\/2013\/07\/31\/us-macau-davidchow-idUSBRE96T1B220130731\" target=\"_blank\"> is bringing actual dinosaurs<\/a> to the Chinese protectorate, where capitalism and Marxism rub elbows. In the wayback, he and <strong>Stanley Ho<\/strong> (talk about dinosaurs!) attempted a $400 million theme park. It bombed. So now Chow proposes to offer Macao something very different indeed: a casino with an opera house and an exhibition of dinosaur skeletons.<\/p>\n<p><img loading=\"lazy\" class=\"alignright size-full wp-image-4852\" title=\"Stan Ho\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/10\/Stan-Ho.jpg\" alt=\"\" width=\"240\" height=\"200\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/10\/Stan-Ho.jpg 240w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/10\/Stan-Ho-150x125.jpg 150w\" sizes=\"(max-width: 240px) 100vw, 240px\" \/>It&#8217;s not as weird as it sounds. In the 19th century, Italian opera houses were subsidized by the casino concession in the foyer. It&#8217;s likely that Chow&#8217;s casino will be outsourced to <strong>Sociedade de Jogos de Macau<\/strong>, given the close history of the Chow and Ho families, not to mention ongoing SJM operations at Chow&#8217;s <strong>Pharoah&#8217;s Palace<\/strong> and <strong>Legend Club<\/strong> casino. He certainly won&#8217;t be having any truck with Steve Wynn, the two having tussled in court over $5 million in gambling losses that Chow incurred at Wynn Resorts.<\/p>\n<p><strong>It&#8217;s not quite election season<\/strong>, but the choice being put to <strong>New York<\/strong> voters has taken <img loading=\"lazy\" class=\"alignleft size-full wp-image-7459\" title=\"Andrew_Cuomo\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/09\/Andrew_Cuomo.gif\" alt=\"\" width=\"120\" height=\"158\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/09\/Andrew_Cuomo.gif 120w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/09\/Andrew_Cuomo-113x150.gif 113w\" sizes=\"(max-width: 120px) 100vw, 120px\" \/>shape. It mostly follows the preferences of Gov. <strong>Andrew Cuomo<\/strong> (D, <em>left<\/em>), with some concessions to the Legislature. Voters will be asked to approve casino zones in the areas of the <strong>Catskill Mountains<\/strong>, <strong>Saratoga<\/strong> and a vaguely defined &#8220;Central Southern tier&#8221; that will be well away from <strong>New York City<\/strong>. Lawmakers get the two parimutuel slot parlors they sought and everybody gets seven years of exclusivity. That&#8217;s seven years in which NYC, <strong>Westchester<\/strong>, <strong>Long Island<\/strong> and <strong>Rockland<\/strong> (all specifically red-lined from casino development) will have to watch with envy. There will also be a problem-gambling fund, paid for with $500-per-slot fees (half what it costs in <strong>Nevada<\/strong>).
