It&#8217;s difficult to decide whether he&#8217;s showing restraint or hiding under the mattress. You can make the case for both conclusions. He doesn&#8217;t look as bad, certainly, as <strong>New York<\/strong> Gov. <strong>Andrew Cuomo<\/strong> (D), <a href=\"http:\/\/wxxinews.org\/post\/new-york-city-voters-may-decide-upstate-gambling-expansion\" target=\"_blank\" rel=\"noopener noreferrer\">who was for tribal casinos before he was neutral<\/a> about them.<br \/>\n<strong> Here&#8217;s the deal<\/strong>: The<strong> Menominee Indian Tribe<\/strong> wants to convert <strong>Dairyland Greyhound Park<\/strong>, near <strong>Kenosha<\/strong>, into a casino. <strong>Milwaukee&#8217;<\/strong>s mammoth <strong>Potowatomi Bingo<\/strong> is opposed to this incursion on the market. To appease the <strong>Forest County Potawatomi Community<\/strong>&#8216;s wrath <!--more-->&#8212; and get out of doing the heavy lifting &#8212; the Menominee <a href=\"http:\/\/www.bizjournals.com\/milwaukee\/news\/2013\/08\/27\/menominee-tribe-offers-potawatomi-a.html\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">have proposed making the Potowatomi community the developer of the $800 million project<\/a>. To further sweeten the Potowatomi pot, the Menominee would lease VLTs from them and give the Potowatomi a subconcession within Dairyland Park. The offer was conveniently shared with the media, in an attempt at making the Potowatomi look like the bad guys.<\/p>\n<p><strong>This is where Walker comes in<\/strong>. His default position is &#8220;no new net gaming.&#8221; Even if that <img loading=\"lazy\" class=\"alignleft size-medium wp-image-11342\" title=\"scott-walker1\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2013\/08\/scott-walker1-300x227.jpg\" alt=\"\" width=\"300\" height=\"227\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2013\/08\/scott-walker1-300x227.jpg 300w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2013\/08\/scott-walker1-150x113.jpg 150w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2013\/08\/scott-walker1.jpg 800w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/>stance is inspired by prudishness, we have only to look a few miles south, to <strong>Illinois<\/strong>, to see the deleterious effects of state-sanctioned dilution. Since, to preserve the <em>status quo ant<\/em>e would require 10 other gaming-enabled tribes to relinquish hard-earned gambling positions, it&#8217;s difficult to imagine even <em>one<\/em> of them signing on to a Menominee casino. That&#8217;s the rub, because Walker is surrendering his veto power to the tribal casinos, saying that no new casinos can be added unless all 11 tribes assent. Also, unlike Illinois, casinos are not numerically limited by statute, <a href=\"http:\/\/www.jsonline.com\/news\/statepolitics\/scott-walkers-casino-stance-contradicts-free-market-mike-ellis-says-b9985815z1-221516841.html\" class=\"broken_link\">so the question of a Walker double-standard, an anti-free market stance<\/a> becomes fairly trenchant.<\/p>\n<p><strong><img loading=\"lazy\" class=\"alignright size-thumbnail wp-image-11420\" title=\"king-solomon-baby\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2013\/08\/king-solomon-baby-146x150.jpg\" alt=\"\" width=\"146\" height=\"150\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2013\/08\/king-solomon-baby-146x150.jpg 146w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2013\/08\/king-solomon-baby-292x300.jpg 292w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2013\/08\/king-solomon-baby.jpg 415w\" sizes=\"(max-width: 146px) 100vw, 146px\" \/>Walker&#8217;s in a tricky spot<\/strong>. He received campaign money from former Menominee developer <strong>Dennis Troha<\/strong>, <a href=\"http:\/\/cdcgamingreports.com\/casino-supporters-press-wis-gov-for-ok-ap\/\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">who&#8217;s been in trouble with feds for allegedly making illegal donations<\/a> to other politicians, Democratic and Republican alike. If Walker green-lights Dairyland Park, it&#8217;ll be pilloried as a payoff. Walker has been characterized as claiming &#8220;he had no interest playing <strong>King Solomon<\/strong>.&#8221; Up to a point <a href=\"http:\/\/www.jsonline.com\/news\/statepolitics\/walker-urges-wisconsin-tribes-to-judge-kenosha-casino-plan-b9984723z1-221332701.html\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">that shows commendable respect for tribal sovereignty<\/a>, but there are times when the baby must be split. Is Walker to defer all tribally related gaming decisions to a unanimous consensus of 11 tribes, that&#8217;s a prescription for policy paralysis. Does he plan on <a href=\"http:\/\/www.jsonline.com\/business\/any-of-states-11-tribes-can-veto-offreservation-casino-gov-scott-walker-7g8vf4k-193869241.html\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">abdicating leadership<\/a> on all tribal affairs?<\/p>\n<p>If Walker really wants &#8220;no new net gaming,&#8221; he should plunge the dagger into Dairyland Park himself and take the Troha-related heat. Using 10 tribes as a stalking horse is ultimately disingenuous and\u00a0unworthy of his office. He says he doesn&#8217;t want to displease any of the tribes.
