In a surrealistic proposal, <a href=\"http:\/\/cdcgamingreports.com\/penn-national-reaches-option-to-buy-mass-track-ap\/?utm_source=The+Flash+-+September+4%2C+2013&amp;utm_campaign=Flash+-+June+7%2C+2013&amp;utm_medium=email\" target=\"_blank\" class=\"broken_link\">it has taken out an option<\/a> to buy on <strong>Plainridge Race Course<\/strong>. But &#8230; the option is condition on Penn being awarded the sole slot-parlor license by the <strong>Massachusetts Gaming Commission<\/strong>. So Penn is basically asking to be chosen <em>sans<\/em> facility &#8230; especially if <strong>Plainville<\/strong> residents vote gambling down on Sept. 10. <a href=\"http:\/\/www.masslive.com\/news\/index.ssf\/2013\/09\/penn_national_reaches_option_t.html\" target=\"_blank\" class=\"broken_link\">Penn is saying<\/a>, &#8220;Give us the license and then we&#8217;ll buy &#8230; probably.&#8221; You have to admire CEO <strong>Peter Carlino<\/strong>&#8216;s persistence. There&#8217;s no keyhole he won&#8217;t squeeze through to get into the Bay State.<\/p>\n<p>Although it appeared as though <strong>Suffolk Downs<\/strong> wouldn&#8217;t get a host-community agreement done before the deadline arrived, it&#8217;s filed its project plan with the <strong>Boston Redevelopment Authority<\/strong> <a href=\"http:\/\/www.bizjournals.com\/boston\/real_estate\/2013\/09\/suffolk-downs-files-early-casino-plan.html?utm_source=The+Flash+-+September+4%2C+2013&amp;utm_campaign=Flash+-+Jun\" target=\"_blank\" class=\"broken_link\">in record time<\/a>. Compared to <strong>Steve Wynn<\/strong>&#8216;s <!--more-->proposed Everett resort, the <strong>Suffolk Downs<\/strong> racino would have a smaller footprint, at least in relative terms: 6,600 gaming positions and 17 restaurants ain&#8217;t chicken feed. One might ask where track owner <strong>Richard &#8220;Coastal Marina&#8221; Fields<\/strong> aims to find the money for all this, but let&#8217;s give him the benefit of the doubt for now.<\/p>\n<p><strong>One of the reasons<\/strong> for getting the Suffolk Downs plan out so early is in order to have <img loading=\"lazy\" class=\"alignright size-medium wp-image-8510\" title=\"Wynns\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2012\/02\/Wynns-300x177.jpg\" alt=\"\" width=\"300\" height=\"177\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2012\/02\/Wynns-300x177.jpg 300w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2012\/02\/Wynns-150x88.jpg 150w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2012\/02\/Wynns.jpg 442w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/>pro-casino <strong>Boston<\/strong> Mayor <strong>Thomas Menino<\/strong>&#8216;s administration get to work on it. At least two mayor candidates are anti-casino, so the sooner the process gets in train the better for Fields and <strong>Caesars Entertainment<\/strong>. As for Menino&#8217;s attempt to sandbag Wynn by claiming that part of his site lies within Boston, <a href=\"http:\/\/cdcgamingreports.com\/mass-casino-panel-to-discuss-border-dispute-ap\/?utm_source=The+Flash+-+September+4%2C+2013&amp;utm_campaign=Flash+-+June+7\" target=\"_blank\" class=\"broken_link\">the Massachusetts Gaming Commission will sit in judgement<\/a> on that one. The city council of Suffolk Downs&#8217; co-host community <strong>Revere<\/strong> is high as a kite on the project, <a href=\"http:\/\/www.boston.com\/yourtown\/news\/revere\/2013\/09\/revere_city_council_votes_to_support_casino_agreement.html\" target=\"_blank\" class=\"broken_link\">voting unanimously in its favor<\/a>. Fields and <strong>Gary Loveman<\/strong> have promised $30 million for road repairs, so Councilor <strong>Richard Penta<\/strong> said it best: &#8220;It&#8217;s all about dollars.&#8221;<\/p>\n<p><strong>It&#8217;s also all<\/strong> about the benjamins in <strong>Palmer<\/strong>, where voters will go to the polls relatively late, on Nov. 5. <a href=\"http:\/\/www.masslive.com\/news\/index.ssf\/2013\/09\/palmer_town_council_sets_refer.html\" target=\"_blank\" class=\"broken_link\">The town has 40 million reasons to vote<\/a> for <strong>Mohegan Sun<\/strong>&#8216;s project: That&#8217;s the number of dollars the casino-to-be has pledged toward road and water improvements.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Penn National Gaming&#8216;s bid to get into Massachusetts is taking a turn for the bizarre.
