Local media obligingly regurgitated over and over again Hard Rock-sourced poll numbers that showed the casino eking out a narrow win. When the votes were counted, however, <a href=\"http:\/\/cdcgamingreports.com\/west-springfield-reject-casino-proposal-ap\/\" target=\"_blank\" class=\"broken_link\">the result was the other way around<\/a> and <a href=\"http:\/\/www.masslive.com\/news\/index.ssf\/2013\/09\/west_springfields_hard_rock_ca.html\" target=\"_blank\" class=\"broken_link\">not close<\/a>. The opposition was overwhelmingly outspent but zealous, <a href=\"http:\/\/www.masslive.com\/news\/index.ssf\/2013\/09\/opponents_of_the_casino_were_c.html#incart_river?utm_source=Copy+of+The+Flash+-+September+5%\" target=\"_blank\" class=\"broken_link\">turning out to have the superior &#8220;ground game<\/a>.&#8221; Hard Rock bore its humiliation with grace, while lead activist <strong>Nathan Bech<\/strong> took a victory lap. Next, he heads to <strong>Palmer<\/strong> to try and do to <strong>Mohegan Sun<\/strong> what he did to Hard Rock. The Mohegans&#8217; offer is, on a per-capital basis, <a href=\"http:\/\/www.masslive.com\/news\/index.ssf\/2013\/09\/palmer_town_manager_to_hold_informational_sessions_mohegan_sun_host_agreement.html#incart_river?utm_source=Copy+of+The+Flash+-+September+5%2C+2013%2B&amp;utm_campaign=Flash+-+June+7%2C+2013&amp;utm_medium=email\" target=\"_blank\" class=\"broken_link\">so incredibly &#8220;george,&#8221;<\/a> that he will have a tougher row to hoe there. For its part, Hard Rock could strike at the southeastern region of the state, where the <strong>Mashpee Wampanoags<\/strong> <a href=\"http:\/\/cdcgamingreports.com\/mass-panel-approves-tribal-casino-compact-ap\/?utm_source=Copy+of+The+Flash+-+September+5%2C+2013%2B&amp;utm_campaign=Flash+-+June+7%2C+\" target=\"_blank\" class=\"broken_link\">look to be as a long a shot as ever<\/a>.<\/p>\n<p>Bech&#8217;s political aspirations are certain to get a boost from yesterday&#8217;s vote while Hard Rock CEO <strong>James Allen<\/strong> has to ponder <!--more-->What Went Wrong. Promising a game-changer and delivering a design that looks like a <strong>Clarion Inn<\/strong> might have been part of the problem. But seriously &#8230; local resentment of the host site, <strong>Eastern States Expo<\/strong>, does seem to have played a role. As for opponents, if <strong>MGM Resorts International<\/strong> gets the western-<strong>Massachusetts<\/strong> concession, they might do well to remember the prophecy that West Springfield would get many of the consequences of having a casino in the area &#8212; but little of the money.<\/p>\n<p><strong>Penn National Gaming<\/strong>, however, has reason to break out the bubbly today: Voters in <strong>Plainville<\/strong> <a href=\"http:\/\/cdcgamingreports.com\/voters-ok-slots-proposal-for-mass-race-track-ap\/\" target=\"_blank\" class=\"broken_link\">overwhelmingly voted in favor of a host-community agreement<\/a> for <strong>Plainridge Race Track<\/strong>. Since the <strong>Massachusetts Gaming Commission<\/strong> &#8212; by its own <img loading=\"lazy\" class=\"alignright size-full wp-image-5083\" title=\"penn-national-gaming\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/11\/penn-national-gaming.jpg\" alt=\"\" width=\"195\" height=\"45\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/11\/penn-national-gaming.jpg 195w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/11\/penn-national-gaming-150x34.jpg 150w\" sizes=\"(max-width: 195px) 100vw, 195px\" \/>admission &#8212; overstepped its authority in reassigning the bid to Penn National without restarting the clock on the 30-to-60-day campaign period, this could easily have gone to court. <a href=\"http:\/\/www.boston.com\/yourtown\/news\/plainville\/2013\/09\/plainville_voters_back_agreement_for_penn_national_slots_par.html\" target=\"_blank\" class=\"broken_link\">But with a crushing, 76% majority in its favor<\/a>, Penn is extremely unlikely to encounter further opposition.<\/p>\n<p><img loading=\"lazy\" class=\"alignleft size-medium wp-image-6975\" title=\"neil-bluhm\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/06\/neil-bluhm-300x210.jpg\" alt=\"\" width=\"300\" height=\"210\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/06\/neil-bluhm-300x210.jpg 300w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/06\/neil-bluhm-150x105.jpg 150w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/06\/neil-bluhm.jpg 400w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/>Credit <strong>Neil Bluhm<\/strong> with being better at counting noses than Hard Rock was. <em>S&amp;G<\/em> predicted that his slot-parlor bid in Millbury was the likeliest to be voted down &#8212; <a href=\"http:\/\/www.masslive.com\/news\/worcester\/index.ssf\/2013\/09\/millbury_slots_parlor_plan_dro.html\" target=\"_blank\" class=\"broken_link\">a hunch shared by Bluhm himself<\/a>. He told reporters, &#8220;<em>we decided that for this particular project, we should move forward only if community support was overwhelming. It is not our style to campaign aggressively and win a referendum narrowly<\/em>.&#8221; <a href=\"http:\/\/www.telegram.com\/article\/20130910\/NEWS\/309109557\" target=\"_blank\" class=\"broken_link\">So he leaves $50K on the table and moves along<\/a>. There&#8217;s still time &#8212; not much &#8212; for Bluhm to find a hospitable city and get an HCA done and voted upon.
