Why the lack of surprise? The company is <a href=\"http:\/\/\/www.bloomberg.com\/news\/2013-09-26\/caesars-selling-10-million-shares-in-fresh-public-offering.html?cmpid=yhoo\" target=\"_blank\" rel=\"noopener noreferrer\">further diluting its value<\/a> by preparing to issue <a href=\"http:\/\/seekingalpha.com\/news-article\/7686162-caesars-entertainment-announces-offering-of-10-million-shares-of-common-stock?source=email_rt_mc\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">10 million additional shares of common stock<\/a>. &#8220;<em>While we would view the announcement as a slight positive for the bank loans and notes, the proceeds would do little to improve the leverage situation at the company<\/em>,&#8221; <strong>RBP Capital Markets<\/strong> analyst <strong>John Kempf<\/strong> wrote. He didn&#8217;t think the IPO was intended to de-lever the company; it&#8217;s probably so that <strong>Gary Loveman<\/strong> <a href=\"http:\/\/www.bloomberg.com\/news\/2013-09-26\/caesars-selling-10-million-shares-in-fresh-public-offering.html\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">can buy more shiny objects<\/a>. A recent and fairly damning analysis of Caesars concluded that &#8220;there is little upside value in this company.&#8221; The anticipated $260 million won&#8217;t make a dent in the company&#8217;s $24 billion debt load.<\/p>\n<p>What is more interesting is the possibility that <strong>Steve Wynn<\/strong> <a href=\"http:\/\/www.bloomberg.com\/news\/2013-09-24\/wynn-said-using-caesars-new-jersey-casino-as-online-betting-home.html?cmpid=yhoo\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">will be piggybacking his Internet-gambling operation<\/a> off some of Loveman&#8217;s <!--more--><strong>Atlantic City<\/strong> computers, as <strong>Wynn Interactive<\/strong> goes live. It would explain Wynn&#8217;s new pact with Caesars-aligned <strong>888 Holdings<\/strong>. The latter is quite an incestuous beast, also having arrangements with <strong>Treasure Island<\/strong> and &#8212; through the <strong>All American Poker Network<\/strong> &#8212; Wynn. AAPN is co-financed by <strong>Avenue Capital<\/strong>, which invests in <strong>Trump Entertainment Resorts<\/strong>. So 888 has its fingers in or near an impressive number of Las Vegas Strip and Boardwalk casinos.<\/p>\n<p><strong>Lawmakers in the Sunshine State<\/strong> are taking another run at casino expansion. Unfortunately, <a href=\"http:\/\/www.miamiherald.com\/2013\/09\/23\/3646281\/legislators-to-consider-expanded.html\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">they&#8217;re going about it in ass-backwards fashion<\/a>. The big idea? Put slots at dog tracks in places like <strong>Pensacola<\/strong> and <strong>Palm Beach<\/strong>. Yeah, that&#8217;ll get the job done &#8230; not! <strong>Florida<\/strong>&#8216;s already a second-rate casino market. Why make it a third-rate one? <strong>Sheldon Adelson<\/strong> was right when he said that resort casinos were the way to go, although the scale and shape of his plan were wildly impractical.<\/p>\n<p><a href=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2013\/09\/Florida.jpg.jpg\"><img loading=\"lazy\" class=\"alignleft size-full wp-image-11613\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2013\/09\/Florida.jpg.jpg\" alt=\"Florida.jpg\" width=\"204\" height=\"204\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2013\/09\/Florida.jpg.jpg 204w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2013\/09\/Florida.jpg-150x150.jpg 150w\" sizes=\"(max-width: 204px) 100vw, 204px\" \/><\/a>Complicating the issue is the state&#8217;s compact with the <strong>Seminole Indians<\/strong>. If private-sector gambling is expanded, then Florida must permit it for the Seminoles as well. However, if the state wants Vegas-style casinos, it&#8217;s back to the prospect of having to abrogate its revenue-sharing arrangement with the Seminoles, forfeiting guaranteed annual revenue for a speculative bet on what a Venetian Miami might yield.<\/p>\n<p>Unfortunately, the Lege has retained <strong>Spectrum Gaming Group<\/strong> to study a wide variety of expansion strategies. I say &#8220;unfortunately&#8221; because Spectrum produced an inflated projection of casino revenues for <strong>Ohio<\/strong>, resulting in much Buckeye State disappointment. Lawmakers would do well to shave at least 25% off whatever Spectrum tells them they&#8217;ll scoop up in taxes.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Not surprisingly, Caesars Entertainment stock took a dip this morning.
