Yesterday&#8217;s ruling means that Boyd is due nearly $49 million in refunds for 2009-10, <a href=\"http:\/\/www.bloomberg.com\/news\/2013-10-21\/borgata-casino-value-is-cut-by-1-4-billion-in-tax-court-ruling.html?source=email_rt_mc_body&amp;app=n\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">although whether Atlantic City can pay is an open question<\/a>. &#8220;Devastating&#8221; <a href=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/04\/boyd-gaming-200.jpg\"><img loading=\"lazy\" class=\"alignleft size-full wp-image-6232\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/04\/boyd-gaming-200.jpg\" alt=\"boyd-gaming-200\" width=\"80\" height=\"80\" \/><\/a>was a well-chosen characterization of the effect on Atlantic City&#8217;s finances, especially with Boyd and <strong>MGM Resorts International<\/strong> gearing up to revisit their 2011-12 valuations, too. As <strong>Deutsche Bank<\/strong>&#8216;s <strong>Carlo Santarelli<\/strong> wrote, &#8220;Where the money will come from however is anyone\u2019s guess.&#8221; He did think the revaluation could retroactively add another $14 million a year to Borgata&#8217;s cash flow.<\/p>\n<p><strong>Suffolk Downs<\/strong> didn&#8217;t get its wish for a mulligan on the Nov. 5 ballot question that polls <strong>East Boston<\/strong> on its preference for a casino (or not). Unsurprisingly, Secretary of State <strong>William F. Galvin<\/strong> said that <!--more--><strong>Caesars Entertainment<\/strong>&#8216;s forcible exit from the project <a href=\"http:\/\/www.bostonglobe.com\/metro\/2013\/10\/21\/hard-rock-rush-street-gaming-possible-new-partners-suffolk-downs\/OXQKsuuDVggERn\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">wasn&#8217;t sufficient reason for putting a municipal election on hold<\/a>. Galvin offered an alternative remedy: post-electoral litigation to overturn the result <a href=\"http:\/\/www.bostonglobe.com\/metro\/2013\/10\/21\/eastie-casino-vote-must-forward-nov-secrtary-state-william-galvin-says\/wQa3t0cdnLhj7bUxg0xn0O\/story.html\" target=\"_blank\" rel=\"noopener noreferrer\">on the grounds that the ballot language was deceptive<\/a>. Speculation on who will replace Caesars continues to center upon state-approved <strong>Rush Street Gaming<\/strong> and on <strong>Hard Rock International<\/strong>. Suffolk Downs principal owner <strong>Richard Fields<\/strong> and the <strong>Seminole Tribe<\/strong> <a href=\"http:\/\/www.coastaldevelopmentllc.com\/coastal-development.html\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">have done business in the past<\/a>, although the tribe&#8217;s background check is several weeks from completion.<\/p>\n<p><strong>It an act<\/strong> of utter, brazen desperation, <strong>Penn National Gaming<\/strong> is offering <strong>Prince George&#8217;s County<\/strong> 100% of all profits from <strong>Rosecroft Raceway<\/strong>. That&#8217;s right: 100%. Of course, the track would have to pay rent to Penn&#8217;s <a href=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2013\/05\/Att_Rosecroft_pan.jpg\"><img loading=\"lazy\" class=\"alignleft size-medium wp-image-10811\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2013\/05\/Att_Rosecroft_pan-300x142.jpg\" alt=\"Att_Rosecroft_pan\" width=\"300\" height=\"142\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2013\/05\/Att_Rosecroft_pan-300x142.jpg 300w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2013\/05\/Att_Rosecroft_pan-150x71.jpg 150w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2013\/05\/Att_Rosecroft_pan.jpg 302w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/><\/a>REIT arm and ownership would rake management fees off the top. <a href=\"http:\/\/www.bizjournals.com\/washington\/news\/2013\/10\/21\/penn-national-vows-to-give-100-of.html\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">And, somehow it all has to add up to $319 million for county coffers<\/a>. (What happens, for instance, if Year Two operating revenues don&#8217;t match or exceed $100 million?)\u00a0When asked why he was being Lady Bountiful, Penn COO <strong>Tim Wilmott<\/strong> said the company could make a sufficient return for itself off fees and rent.<\/p>\n<p><a href=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2013\/10\/rosecroft.jpg\"><img loading=\"lazy\" class=\"alignright size-medium wp-image-11869\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2013\/10\/rosecroft-300x189.jpg\" alt=\"rosecroft\" width=\"300\" height=\"189\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2013\/10\/rosecroft-300x189.jpg 300w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2013\/10\/rosecroft-150x94.jpg 150w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2013\/10\/rosecroft.jpg 600w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/><\/a>A more honest answer might have been to say that Penn needs to throw a Hail Mary pass to win the casino license. However, with Penn&#8217;s offer being praised as having &#8220;a significant impact on the school system\u2019s ability to recruit and retain teachers,&#8221; Penn may have just flung a touchdown. All the money is going to good causes but it&#8217;s also an index of how badly Penn needs to keep that new, fifth license out of other companies&#8217; hands.<\/p>\n<p><strong>Mohegan Sun Massachusetts<\/strong> got a clean bill of health in terms of its impact on the area &#8230; <a href=\"http:\/\/www.masslive.com\/news\/index.ssf\/2013\/10\/mohegan_sun-backed_impact_stud.html\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">according to a report prepared<\/a> by the <strong>Mohegan Tribal Gaming Authority<\/strong>, that is. File this one with the Department of Foregone Conclusions.
