But other parties\u00a0<a href=\"http:\/\/www.straitstimes.com\/breaking-news\/asia\/story\/japan-lawmakers-submit-casino-bill-parliament-20131205?source=em\" target=\"_blank\" class=\"broken_link\">have been building a casino coalition<\/a>. <a href=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/08\/Japan-flag.gif\"><img loading=\"lazy\" class=\"alignleft size-thumbnail wp-image-4291\" alt=\"Japan-flag\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/08\/Japan-flag-150x105.gif\" width=\"150\" height=\"105\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/08\/Japan-flag-150x105.gif 150w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/08\/Japan-flag-300x211.gif 300w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/08\/Japan-flag.gif 497w\" sizes=\"(max-width: 150px) 100vw, 150px\" \/><\/a>According to <em>The Straits Times<\/em>, a &#8220;cross-party group of Japanese lawmakers submitted a bill to parliament on Thursday aimed at legalising casino gambling in the country.&#8221; The coalition in question turns out to be the minority <strong>New Komeito<\/strong> party and the nationalist <strong>Japan Restoration Party<\/strong>. The LDP <a href=\"http:\/\/cdcgamingreports.com\/japans-ldp-legislators-submit-bill-in-diet-to-legalize-casinos-bloomberg\/#.UqDNkMTOkWJ\" target=\"_blank\" class=\"broken_link\">has signed off on the result<\/a>. Since the current parliamentary session ends on Friday, there&#8217;s no hope of actually tackling the bill until the Diet reconvenes in the new year.<\/p>\n<p>Like Caesars&#8217; wife, <strong>Nevada<\/strong> casino executives have to be above even the appearance of impropriety. Some occasionally have a little &#8216;splaining to do, but rarely as much as <!--more--><strong>Tim Poster<\/strong>. Having been the crony of strip-club owner <strong>Rick Rizzolo<\/strong> was problematic enough but <a href=\"http:\/\/www.reviewjournal.com\/business\/gaming-regulators-reject-former-casino-execs-suitability-request\" target=\"_blank\">investigators turned up a bumper crop of irregularities<\/a>: &#8220;<em>hiding evidence from investigators; illegal sports wagering on the Internet; and an allegation that he was agent for an off-shore Internet sports book<\/em>.&#8221;<\/p>\n<p>Poster&#8217;s goal was to get in on the <strong>Internet<\/strong> poker business, hopefully with Wynn Resorts. To that end, a number of prominent figures &#8212; including <strong>Ultimate Poker<\/strong> Chairman <strong>Tom Breitling<\/strong> &#8212; risked their credibility by appearing in Poster&#8217;s support. Poster&#8217;s suitability problems have already cost him jobs at ultimate and at Wynn. His bid for a gaming license was KO&#8217;d in a unanimous <strong>Nevada Gaming Control Board<\/strong> ruling and it would take a miracle in the form of a unanimous <strong>Nevada Gaming Commission<\/strong> vote to reverse that negative verdict. The hearing was not without touches of levity: &#8220;<em>Poster told the control board he did not know it was illegal to make sports wagers on the Internet<\/em>.&#8221; That&#8217;s a novel defense; when in doubt, plead idiocy.<\/p>\n<p>At worst, Poster can still be employed in gaming as a consultant &#8230; though you have to wonder at the value of his advice.<\/p>\n<p><strong><a href=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2013\/12\/Crosby.jpg\"><img loading=\"lazy\" class=\"alignleft size-full wp-image-12185\" alt=\"Crosby\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2013\/12\/Crosby.jpg\" width=\"155\" height=\"155\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2013\/12\/Crosby.jpg 155w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2013\/12\/Crosby-150x150.jpg 150w\" sizes=\"(max-width: 155px) 100vw, 155px\" \/><\/a>Whoops<\/strong>. Considering the amount of time that the <strong>Massachusetts Gaming Commission<\/strong> has been in business, you&#8217;d think Chairman <strong>Stephen Crosby<\/strong>\u00a0(<em>left<\/em>) would have wised up sooner. It took him until this week to recuse himself from voting on <strong>Steve Wynn<\/strong>&#8216;s <strong>Everett<\/strong> land purchase. Crosby is a longtime business and personal associate of one of the landowners. <a href=\"http:\/\/www.boston.com\/news\/local\/massachusetts\/2013\/12\/05\/gambling-commission-chairman-crosby-discloses-business-personal-ties-owner-everett-casino-site\/8w7zElrhkh2McV7bPqLbFN\/story.html\" target=\"_blank\" class=\"broken_link\">Awkward<\/a>. &#8220;<em>Given how demanding we\u2019ve been with everybody else, it was appropriate for me to say: Look, this is a funky situation<\/em>,&#8221; Crosby said in the course of doing the right thing.<\/p>\n<p><strong>Nevada Restaurant Services<\/strong> will get to play with the big boys. The owner of myriad <strong>Dotty&#8217;s<\/strong>-branded mini-casinos <a href=\"http:\/\/www.reviewjournal.com\/business\/acquisition-hacienda-gets-gaming-regulators-preliminary-ok\" target=\"_blank\">got provisonal clearance<\/a> to buy the <strong>Hacienda<\/strong> casino, soon to become the <strong>Hoover Dam Lodge<\/strong>. <a href=\"http:\/\/www.lasvegassun.com\/news\/2013\/dec\/04\/gaming-control-recommends-oking-sale-hacienda-casi\/\" target=\"_blank\">NRS hopes to <img loading=\"lazy\" class=\"alignright size-full wp-image-12186\" alt=\"hacienda-logo\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2013\/12\/hacienda-logo.gif\" width=\"150\" height=\"53\" \/>eventually add a second hotel tower<\/a>, the better for guests to see nearby <strong>Lake Mead<\/strong>. (The Hacienda enjoys a very rugged and dramatic location.) Before anything else, NRS will clear out the slot inventory and management system and tie them into the Dotty&#8217;s network. There will also be high attrition. Only 60% of workers were offered jobs with the new ownership. Some of those not returning were undoubtedly made redundant by the introduction of electronic table games.
