{"id":12223,"date":"2013-12-09T16:41:18","date_gmt":"2013-12-10T00:41:18","guid":{"rendered":"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/?p=12223"},"modified":"2022-09-03T07:03:57","modified_gmt":"2022-09-03T15:03:57","slug":"d-day-nears-for-massachusetts-maryland","status":"publish","type":"post","link":"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/d-day-nears-for-massachusetts-maryland\/","title":{"rendered":"D-Day nears for Massachusetts, Maryland"},"content":{"rendered":"<p><a href=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/04\/Pansy-Ho-28.jpg\"><img loading=\"lazy\" class=\"alignright size-full wp-image-2813\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/04\/Pansy-Ho-28.jpg\" alt=\"Pansy Ho 28\" width=\"250\" height=\"196\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/04\/Pansy-Ho-28.jpg 250w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/04\/Pansy-Ho-28-150x117.jpg 150w\" sizes=\"(max-width: 250px) 100vw, 250px\" \/><\/a><\/p>\n<p><strong>This just in<\/strong>: <em>MGM Resorts International <a href=\"http:\/\/www.reviewjournal.com\/business\/mgm-resorts-recommended-suitability-massachusetts\" target=\"_blank\" rel=\"noopener\">has been tentatively approved<\/a> by the investigative branch of the Massachusetts Gaming Commission, pending the satisfaction of certain matters<\/em>.<\/p>\n<p>That moment is drawing nigh at which point the <strong>Massachusetts Gaming Commission<\/strong> must rule upon the suitability of <strong>Wynn Resorts<\/strong> and <strong>MGM Resorts International<\/strong>. The magic word is &#8220;<strong>Macao<\/strong>,&#8221; although that likely presents a smaller hurdle for <strong>Steve Wynn<\/strong>. After all, none of his shareholders is <strong>Pansy Ho<\/strong>. MGM CEO <strong>Jim Murren<\/strong> <a href=\"http:\/\/www.boston.com\/news\/local\/massachusetts\/2013\/12\/08\/mass-panel-considers-casino-firms-macau-dealings\/bL3NOU3xy9yrJHq5hn6V5L\/story.html\" target=\"_blank\" rel=\"noopener\" class=\"broken_link\">must perform his best sleight of hand<\/a> to convince regulators that Ms. Ho&#8217;s part ownership of <strong>MGM Grand Paradise<\/strong>\u00a0(purchased with money given her by papa <strong>Stanley Ho<\/strong>) is of no moment whatsoever. <strong>Massachusetts<\/strong> regulators have set a high bar to casino operation in the Bay State and if MGM clears it, it may not be by much.<\/p>\n<p>Other issues of the moment are that it took MGC Chairman <strong>Stephen Crosby<\/strong> <a href=\"http:\/\/www.bostonglobe.com\/metro\/2013\/12\/09\/casino-supporters-rally-suffolk-downs-while-clergy-oppose\/JGnCf5y7cwDuH579pfKn0I\/story.html\" target=\"_blank\" rel=\"noopener\">13 months to recuse himself from discussion<\/a> of the Wynn project, despite\u00a0being aware of a potential conflict of interest since last winter. Also, <em>&#8220;the Nov. 5 ballot question specifically stated that <strong>Suffolk Downs<\/strong> could not pursue a <a href=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/10\/loveman.jpg\"><img loading=\"lazy\" class=\"alignleft size-full wp-image-7750\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/10\/loveman.jpg\" alt=\"loveman\" width=\"100\" height=\"100\" \/><\/a>gambling license without the support of <strong>East Boston<\/strong> voters<\/em>,&#8221; an obstacle <strong>Mohegan Sun<\/strong> and the Downs hope MGC will help them overcome &#8230; though it sounds rather a stretch. Crosby, by the way, and the commission have been the target of much vitriol and myth-information ever since Suffolk Downs ran <strong>Caesars Entertainment<\/strong> out of Eastie, much of it emanating from <strong>Gary Loveman<\/strong> himself. A mite belatedly, Crosby <a href=\"http:\/\/cdcgamingreports.com\/top-bay-state-gaming-official-rebuffs-criticism-lvrj\/#.UqZX3vTOkWJ\" target=\"_blank\" rel=\"noopener\" class=\"broken_link\">gets to tell the commission&#8217;s side of the story<\/a> and set the record straight on some matters.. But better late than never.<\/p>\n<p><strong>Massachusetts regulators are<\/strong> juggling casino megaresorts and slot parlors, as deadlines loom. One of the would-be slot parlors is promising that <strong>Greenwood Racing<\/strong> can be getting customers into the turnstiles (and money into the state&#8217;s tax coffers) <a href=\"http:\/\/www.bostonglobe.com\/metro\/regionals\/south\/2013\/12\/08\/raynham-slots-parlor-would-open-august-license-awarded-its-developers-say\/ogC2Tln34suZQ2Y6\" target=\"_blank\" rel=\"noopener\" class=\"broken_link\">by August<\/a>. The existing <strong>Raynham Park<\/strong> grandstand would get a <a href=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2013\/08\/Plainridge5.jpg\"><img loading=\"lazy\" class=\"alignleft size-full wp-image-11289\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2013\/08\/Plainridge5.jpg\" alt=\"Plainridge5\" width=\"289\" height=\"114\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2013\/08\/Plainridge5.jpg 289w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2013\/08\/Plainridge5-150x59.jpg 150w\" sizes=\"(max-width: 289px) 100vw, 289px\" \/><\/a>literal facelift, slot machines and two eateries. Even a hint of thoroughbred racing was dangled, as further enticement, and not was duly taken of landslide public support (86%). The MGC also has to weigh bids by <strong>Penn National Gaming<\/strong> (at <strong>Plainridge Racecourse<\/strong>) and <strong>Cordish Cos<\/strong>., up in <strong>Leominster<\/strong>, but Raynham Park has to make an especially strong case, as its existence could mean much less tax revenue from the <strong>Mashpee Wampanoags<\/strong>, should the latter&#8217;s convoluted pact with the state ever bear fruit.<\/p>\n<p><strong>MGM moved a big step<\/strong> closer to a casino in <strong>Prince George&#8217;s County<\/strong> in <strong>Maryland<\/strong>. Two independent consultants predicted that MGM, not Greenwood, <a href=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2013\/09\/MGM-MD-2.jpg\"><img loading=\"lazy\" class=\"alignright size-medium wp-image-11617\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2013\/09\/MGM-MD-2-300x138.jpg\" alt=\"MGM MD 2\" width=\"300\" height=\"138\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2013\/09\/MGM-MD-2-300x138.jpg 300w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2013\/09\/MGM-MD-2-150x69.jpg 150w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2013\/09\/MGM-MD-2.jpg 640w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/><\/a>not Penn, <a href=\"http:\/\/www.washingtonpost.com\/local\/proposed-mgm-casino-at-national-harbor-favored-by-two-gaming-revenue-consultants\/2013\/12\/06\/3288bce2-5ead-11e3-95c2-13623eb2b0e1_story.html\" target=\"_blank\" rel=\"noopener\" class=\"broken_link\">would build the better mousetrap<\/a> &#8212; to the tune of $713 million-$719 million in gross gaming revenue. Penn came in a distant third in the entrail-reading exercise, projected to generate $152 million-$168 million less. By comparison, a Parx-branded casino was forecast to make $30 million-$102 million less. And these are undoubtedly optimistic estimates. Further complicating the math, each applicant is proposing to pay a different tax rate on its slots: MGM&#8217;s is the lowest (56%) but computes to the highest amount of dollars by Year Five.<\/p>\n<p>Greenwood CEO <strong>Tony Ricci<\/strong> pitched his company&#8217;s more slots\/higher taxes formula, arguing Parx would outgross MGM: $800 million. (Parx&#8217;s site choice may require new highway infrastructure, though.) Penn executives, while dissenting, managing to keep their dignity <a href=\"http:\/\/www.bizjournals.com\/baltimore\/blog\/real-estate\/2013\/12\/prince-georges-casino-studies.html\" target=\"_blank\" rel=\"noopener\" class=\"broken_link\">while Ricci went into a verbal meltdown<\/a>, implying that the fix was in.<\/p>\n<p>Miraculously, the <strong>Atlantic Club Hotel<\/strong> somehow has slightly more assets than liabilities. Too bad it can&#8217;t auction off its contents. Bad enough, it owes <strong>Bally Technologies<\/strong> and <strong>International Game Technology<\/strong> an aggregate $1.2 million. And then there&#8217;s eyebrow-raiser: &#8220;<em>Also listed among unsecured creditors are numerous people pressing workers&#8217; compensation claims of unspecified amounts against the casino<\/em>.&#8221; Well, that&#8217;s about what we&#8217;d expect from <strong>Colony Capital<\/strong> and its shambolic mismanagement of the place, isn&#8217;t it?<\/p>\n","protected":false},"excerpt":{"rendered":"<p>This just in: MGM Resorts International has been tentatively approved by the investigative branch of the Massachusetts Gaming Commission, pending the satisfaction of certain matters.
