Now the <strong>Catwaba Indian Nation<\/strong> hopes to leverage that legislation into VLTs for itself. The state says that the law is moot, since the gambling takes place outside state waters. Rejoins tribal attorney <strong>Billy Wilkins<\/strong>, &#8220;<em>The question is what was authorized, not where it was authorized<\/em>.&#8221;\u00a0The Catawbas&#8217; case was rejected at the appellate level in 2012, so it&#8217;s been pursued to the state <strong>Supreme Court<\/strong>.<\/p>\n<p>The tribe is also pursuing a casino across the state line, in <strong>North Carolina<\/strong>. Its Supreme Court case rests upon one of <!--more--><strong>Andrew Jackson<\/strong>&#8216;s many broken treaties, whereby the Catawba were permitted two bingo halls and any form gambling legal elsewhere in the state. Hence the current head-butting. The Catawba are offering up $110 million in annual tax money to the state (a 42%) but the latter&#8217;s not having any of it.<\/p>\n<p><strong>Steve Wynn is everywhere<\/strong>. At the same time that he&#8217;s pursuing a bricks-and-mortar casino near <strong>Boston<\/strong>, <a href=\"http:\/\/www.pressofatlanticcity.com\/business\/steve-wynn-looks-to-tap-atlantic-city-internet-gambling-market\/article_9da2e95c-a7cc-59d4-a16e-ba78b832ff7e.html\" target=\"_blank\">he&#8217;s sniffing around the nascent Internet-casino industry<\/a> of <strong>Atlantic City<\/strong>. Wynn&#8217;s Web casino(s) would piggyback off <strong>Caesars Interactive<\/strong> software, rendering the question of Wynn&#8217;s nonexistent Boardwalk footprint moot.<\/p>\n<p><strong>Gambling opponents sometimes<\/strong> make a good point. Take <strong>Stan Cave<\/strong>, <a href=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2014\/01\/Kentucky.jpg\"><img loading=\"lazy\" class=\"alignleft size-full wp-image-12530\" alt=\"Kentucky\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2014\/01\/Kentucky.jpg\" width=\"225\" height=\"225\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2014\/01\/Kentucky.jpg 225w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2014\/01\/Kentucky-150x150.jpg 150w\" sizes=\"(max-width: 225px) 100vw, 225px\" \/><\/a>point man for the <strong>Family Foundation<\/strong>. Testifying before <strong>Kentucky<\/strong>&#8216;s\u00a0<strong>House Licensing &amp; Occupations Committee<\/strong>, <a href=\"http:\/\/cdcgamingreports.com\/attorney-warns-of-problems-with-2-casino-bills-ap\/\" target=\"_blank\" class=\"broken_link\">he raised the constitutional dubiousness<\/a> of passing both and casino-enabling legislation, and rules and regulations in a two-bill gulp. Citizens, he argued, needed to vote on casino legalization before any rulemaking takes place. The bifurcated approach is the one favored by\u00a0House Speaker Pro Tem <strong>Larry Clark<\/strong> (D), whereby a second bill would specify how many casinos are allowed and how the state would carve up the tax revenues.<\/p>\n<p>Much belabored by spending cuts, Kentucky has ample incentive to vote for casinos, should they come to the ballot. But is that step necessary? Casino opponent\u00a0State Senate President <strong>Robert Stivers<\/strong> doesn&#8217;t think so. He tartly noted, &#8220;If somebody wants to read through the Constitution and show me where there\u2019s a prohibition against gaming, then we\u2019d better inform <strong>Keeneland<\/strong> and <strong>Churchill Downs<\/strong>\u00a0ecause they\u2019ve been gaming for many, many years.&#8221; Point taken.<\/p>\n<p><strong>Need a pet tiger<\/strong> shipped somewhere?
