{"id":12953,"date":"2014-03-07T12:04:43","date_gmt":"2014-03-07T20:04:43","guid":{"rendered":"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/?p=12953"},"modified":"2021-07-12T06:25:32","modified_gmt":"2021-07-12T14:25:32","slug":"notes-from-indian-country-penns-fast-break","status":"publish","type":"post","link":"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/notes-from-indian-country-penns-fast-break\/","title":{"rendered":"Notes from Indian Country; Penn&#8217;s fast break"},"content":{"rendered":"<p>Native American casinos in <strong>Maine<\/strong> took a step toward realization when the lower house of the Legislature <a href=\"http:\/\/www.chron.com\/news\/article\/Maine-lawmakers-advance-series-of-gambling-bills-5294218.php\" target=\"_blank\" rel=\"noopener\">rescued pro-casino bills from seeming death<\/a> in the <strong>Veterans &amp; Legal Affairs <a href=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2014\/01\/Maine-State-Flag.jpg\"><img loading=\"lazy\" class=\"alignleft size-full wp-image-12428\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2014\/01\/Maine-State-Flag.jpg\" alt=\"Maine State Flag\" width=\"240\" height=\"200\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2014\/01\/Maine-State-Flag.jpg 240w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2014\/01\/Maine-State-Flag-150x125.jpg 150w\" sizes=\"(max-width: 240px) 100vw, 240px\" \/><\/a>Committee<\/strong>. The legislation &#8220;would allow the <strong>Passamaquoddy Tribe<\/strong> to build a casino in <strong>Washington County<\/strong> and the <strong>Houlton Band of Maliseet Indians<\/strong> to operate one in <strong>Aroostook County<\/strong>.&#8221; There were valid points to be made on both sides of the debate. As state Rep. <strong>Madonna Soctomah<\/strong>, whose constituency includes the\u00a0Passamaquoddy Tribe and has been advocating tribal gaming for two decades, argued, tribes have been held to a different standard than private-sector casino developers. But there was also truth in Rep. <strong>Louis Luchini<\/strong>&#8216;s characterization of the legislation as &#8220;are a continuation of our state&#8217;s fragmented and disorganized approach to gaming policy.&#8221;<\/p>\n<p>For perhaps the first time ever, <strong>Penn National Gaming<\/strong> and <strong>Churchill Downs<\/strong> (each of which owns a Maine casino) found themselvesin common cause, opposing the expansion of gambling to tribal lands. Replied Soctomah, &#8220;We only ask that we be given the same opportunity.&#8221;<\/p>\n<p><a href=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2014\/03\/parry.jpg\"><img loading=\"lazy\" class=\"alignright size-full wp-image-12954\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2014\/03\/parry.jpg\" alt=\"parry\" width=\"152\" height=\"202\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2014\/03\/parry.jpg 152w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2014\/03\/parry-112x150.jpg 112w\" sizes=\"(max-width: 152px) 100vw, 152px\" \/><\/a>In related business, the House kept alive a bill to transform <strong>Scarborough Downs<\/strong> into a racino, pending local approval. &#8220;&#8221;If we continue to say &#8216;yes&#8217; to jobs \u2014 but &#8216;not those jobs&#8217; \u2014 we continue to show businesses around the country that we might like jobs, but not like theirs,&#8221; said Rep. <strong>Wayne Parry<\/strong>\u00a0(<em>right<\/em>) of the pro-slots measure. Scarborough Downs President <strong>Sharon Terry<\/strong> characterized the bill as a life-or-death measure for the harness-racing track. It would sidestep the requirement of a statewide referendum &#8212; but would also conflict with existing law that requires 100 miles of separation between existing casinos. Scarborough voters have a decade-long history of voting down slots.<\/p>\n<p><!--more--><\/p>\n<p>In <strong>Wisconsin<\/strong>, the <strong>Oneida Tribe of Indians<\/strong> <a href=\"http:\/\/www.greenbaypressgazette.com\/article\/20140306\/GPG0101\/303060407\/Betting-change-Oneida-expect-casino-upgrades-finished-by-June?nclick_check=1\" target=\"_blank\" rel=\"noopener\" class=\"broken_link\">says it&#8217;s on track<\/a> with its biggest-ever expansion of <strong>Oneida Bingo &amp; Casino<\/strong>, in <strong>Ashwaubenon<\/strong>, which opened in 1993. Changes include a new, smoke-free area for players, an exhibit of Oneida tribal culture, and new food and beverage amenities that encompass a <strong>Vince Lombardi&#8217;s Sports Bar &amp; Grill<\/strong>, which will have Lombardi memorabilia on display.<\/p>\n<p><strong>Local officials<\/strong> have been rather careless in <strong>California<\/strong>, it seems. Mitigation funds to offset the impact of tribal casinos, bestowed by the Legislature, are not being properly disbursed, <a href=\"http:\/\/www.latimes.com\/local\/lanow\/la-me-ln-indian-casino-audit--20140306,0,5891350.story#ixzz2vHsSMXJL\" target=\"_blank\" rel=\"noopener\">the state auditor&#8217;s office reports<\/a>. The latter is recommending the formation of an oversight agency to hold localities&#8217; hands.<\/p>\n<p><strong>Penn National Gaming<\/strong> <a href=\"http:\/\/www.bostonglobe.com\/metro\/regionals\/west\/2014\/03\/06\/plainville-celebrating-raynham-somber-after-slots-decision\/FAL7u6vLNlE8FEBj9eUnJN\/story.html\" target=\"_blank\" rel=\"noopener\">is wasting no time getting on<\/a> with its slot parlor in <strong>Plainville<\/strong>, <strong>Massachusetts<\/strong>. The first permit has already been pulled.
