Governor <strong>Jennifer Carroll<\/strong>&#8216;s troubles with the law <a href=\"http:\/\/cdcgamingreports.com\/ap-exclusive-ex-fla-lg-didnt-report-income\/\" target=\"_blank\" class=\"broken_link\">haven&#8217;t ended with her resignation from public office<\/a>. Tens of thousands of dollars of unreported income from <strong>Internet<\/strong>-cafe casino operators went unreported and now Carroll has some explaining to do. She&#8217;s already refunded some &#8220;overpayment&#8221; to <strong>Allied Veterans of the World<\/strong>, the controversial gaming operator she represented. She also threw an aide under the bus for submitting a &#8220;placeholder&#8221; legislative bill that would have redounded to Allied&#8217;s benefit. The legality of Carroll&#8217;s activities now goes to the Sunshine State&#8217;s ethics commission, which may be able to shed some sunlight into her murky dealings.<\/p>\n<p>Selection of a megaresort casino for <strong>Philadelphia<\/strong> has gone into silent mode, <a href=\"http:\/\/philadelphia.cbslocal.com\/2014\/04\/22\/decision-awaited-on-second-casino-license-for-philadelphia\/\" target=\"_blank\">as regulators appear paralyzed<\/a> by indecision &#8230; Table games at <strong>Rhode Island<\/strong>&#8216;s <strong>Twin River Casino<\/strong>, taxed at 18%, <a href=\"http:\/\/www.turnto10.com\/story\/25317723\/ri-gets-extra-7m-after-casino-adds-table-games\" target=\"_blank\">have put another $7 million<\/a> in <!--more-->the state&#8217;s kitty but have also produced a drop in VLT play. <a href=\"http:\/\/www.providencejournal.com\/business\/content\/20140422-new-table-games-at-twin-river-casino-provide-r.i.-with-additional-7.1-million.ece\" target=\"_blank\" class=\"broken_link\">They&#8217;ve almost doubled the Twin Rivers workforce<\/a>, \u00a0however. The cost of those 800 million employees is estimated at $48 million annually, while the tables are generating $44 million (after taxes) so far, on pace for $66 million. VLTs are taxed at a usurious 62%.<\/p>\n<p><object width=\"450\" height=\"253\" classid=\"clsid:d27cdb6e-ae6d-11cf-96b8-444553540000\" codebase=\"https:\/\/download.macromedia.com\/pub\/shockwave\/cabs\/flash\/swflash.cab#version=6,0,40,0\"><param name=\"allowFullScreen\" value=\"true\" \/><param name=\"allowscriptaccess\" value=\"always\" \/><param name=\"src\" value=\"\/\/www.youtube.com\/v\/RPdqwRMc9B0?version=3&amp;hl=en_US\" \/><param name=\"allowfullscreen\" value=\"true\" \/><embed width=\"450\" height=\"253\" type=\"application\/x-shockwave-flash\" src=\"\/\/www.youtube.com\/v\/RPdqwRMc9B0?version=3&amp;hl=en_US\" allowFullScreen=\"true\" allowscriptaccess=\"always\" allowfullscreen=\"true\" \/><\/object><\/p>\n<p><strong>In a somewhat<\/strong> surprising move, <strong>Penn National Gaming<\/strong> is going to ask the <strong>Iowa Racing &amp; Gaming Commission<\/strong> to re-hear the fate of <strong>Argosy Sioux City<\/strong>. Considering that the IRGC just ixnayed a license extension, it&#8217;s unclear what Penn thinks it will accomplish <a href=\"http:\/\/siouxcityjournal.com\/news\/state-and-regional\/iowa\/sioux-city-riverboat-casino-demands-rehearing-before-iowa-regulators\/article_082ca7b4-9412-528d-a875-0217d365d345.html\" target=\"_blank\">by repeating the process<\/a>. They&#8217;ll certainly not endear themselves to commissioners with public proclamations that last week&#8217;s hearing was a &#8220;<em>complete and utter sham &#8230;\u00a0\u00a0the commission made up the question to be decided at the contested case and then answered that question wrongly, by completely ignoring the undisputed facts and laws<\/em>.&#8221; (Penn doesn&#8217;t react well when it fails to get its way.)<\/p>\n<p>Penn accuses the IRGC of being loosely in cahoots with the <strong>Hard Rock Casino<\/strong> being built in <strong>Sioux City<\/strong>, hence the July 1 closing order for Argosy. In a parallel court case, Penn is arguing that the IRGC changed the central issue of its renewal process in mid-course, from whether Penn had a nonprofit partner to ex-partner&#8217;s <strong>Missouri River Historic Development<\/strong>&#8216;s decision to let its license lapse. State commissioners, they say, continued to believe that the MRHD was licensed, making last week&#8217;s ruling a self-contradiction.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Former Florida Lt.
