It wants it &#8230; <a href=\"http:\/\/www.nj.com\/business\/index.ssf\/2014\/05\/hard_rock_still_interested_in_purchasing_revel_if_price_is_right.html\" target=\"_blank\" class=\"broken_link\">if the price is right<\/a>.\u00a0<span style=\"color: #363636;\">&#8220;We certainly looked at it.\u00a0We <a href=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2013\/07\/low_revel.jpg\"><img loading=\"lazy\" class=\"alignright size-medium wp-image-11070\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2013\/07\/low_revel-199x300.jpg\" alt=\"low_revel\" width=\"199\" height=\"300\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2013\/07\/low_revel-199x300.jpg 199w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2013\/07\/low_revel-99x150.jpg 99w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2013\/07\/low_revel.jpg 412w\" sizes=\"(max-width: 199px) 100vw, 199px\" \/><\/a>participated in the process,&#8221; said Hard Rock CEO <strong>James Allen<\/strong>. &#8220;The question is not whether Revel will be operating. The question is what will you have to put into a property that&#8217;s negative&#8221; on the balance sheet. He&#8217;s not overawed by the $2.4 billion megaresort, saying it needs considerable work: &#8220;There are issues with the design.&#8221; (Revel tucked its casino away upstairs, for instance.) There are issues with the finances, too: <a href=\"http:\/\/www.reviewjournal.com\/business\/casinos-gaming\/analysts-agree-there-will-be-fewer-casinos-atlantic-city\" target=\"_blank\">It&#8217;s estimated to be losing as much as $80 million a year<\/a>. Considering that Hard Rock pulled out of a $465 million casino in 2012, that should give you some idea of its appetite for risk on the Boardwalk.<\/span><\/p>\n<p><strong>Joel Simkins<\/strong>, analyst for <strong>Credit Suisse<\/strong>\u00a0had some cautionary words for Allen:\u00a0\u201cMy advice to someone who\u2019s thinking about taking on one of these properties, that thinks they can build a better mousetrap is: Don\u2019t do it. It\u2019s very, very difficult.\u201d<\/p>\n<p><span style=\"color: #000000;\"><a href=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2014\/02\/caputo_color.jpg\"><img loading=\"lazy\" class=\"alignleft size-full wp-image-12796\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2014\/02\/caputo_color.jpg\" alt=\"caputo_color\" width=\"151\" height=\"220\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2014\/02\/caputo_color.jpg 151w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2014\/02\/caputo_color-102x150.jpg 102w\" sizes=\"(max-width: 151px) 100vw, 151px\" \/><\/a>&#8220;All indicators point to <strong>Showboat<\/strong> being closed or sold,&#8221;\u00a0<\/span><span style=\"color: #000000;\"><strong>UBS Fixed Income<\/strong> Research Director <strong>Srihari Rajagopalan<\/strong> told an <strong>East Coast Gaming Congress<\/strong> audience, part of a panel discussion in which it was agreed that <strong>Atlantic City<\/strong> needed to downsize before it could get healthier. (<strong>Trump Plaza<\/strong> was also on the death watch.) Assemblyman <strong>Ralph\u00a0Caputo<\/strong> (D, left) <a href=\"http:\/\/www.pressofatlanticcity.com\/business\/another-atlantic-city-casino-needs-to-close-analysts-tell-gaming\/article_932af902-e067-11e3-8d46-0019bb2963f4.html\" target=\"_blank\">minced even fewer words<\/a>, accusing <strong>Caesars Entertainment<\/strong> of hypocrisy in &#8220;the highest sense of the word&#8221; for seeking an <strong>Orange County<\/strong>, <strong>New York<\/strong> casino despite having fought against a <strong>Meadowlands<\/strong> one for years. (Gov. <strong>Andrew Cuomo<\/strong> <a href=\"http:\/\/nypost.com\/2014\/05\/21\/odds-of-orange-county-getting-a-casino-look-slim\/\" target=\"_blank\">looks askance at Orange County, period<\/a>.) &#8220;I&#8217;m not talking about closing down Atlantic City. I&#8217;m talking about assisting Atlantic City,&#8221; Caputo added, somewhat implausibly.<\/span><!--more--><\/p>\n<p>Former regulator <strong>Michael Epps<\/strong> put the crux of the issue into one sentence:\u00a0<span style=\"color: #000000;\">&#8220;The question is do we go to the Meadowlands to save <strong>New Jersey<\/strong>, or do we we save the region?&#8221; Needless to say, for every voice that says &#8220;save the region&#8221; there seems to be another that looks to the Meadowlands as a magic font of wealth.<\/span><\/p>\n<p><strong>Now we know<\/strong> why <strong>Pinnacle Entertainment<\/strong> pulled the plug on <strong>New York State<\/strong>. Its application was contingent upon being chosen to operate <strong>David Flaum<\/strong>&#8216;s <strong>E23<\/strong> project near <strong>Albany<\/strong>. When Pinnacle lost to <strong>Chickasaw Natio<\/strong>n-owned <strong>Global Gaming<\/strong>, <a href=\"http:\/\/www.bizjournals.com\/albany\/news\/2014\/05\/20\/two-groups-back-out-of-chase-for-ny-casino-license.html\" target=\"_blank\" class=\"broken_link\">out it went<\/a>. This is consistent with Pinnacle CEO <strong>Anthony Sanfilippo<\/strong>&#8216;s current strategy of paying down debt and integrating the former <strong>Ameristar Casinos<\/strong> into Pinnacle. Pursuing a management contract was a low-risk\/high-reward play.<\/p>\n<p>But considering the success Pinnacle has had at <strong>L&#8217;Auberge Lake Charles<\/strong> and <strong>L&#8217;Auberge Baton Rouge<\/strong>, it must have been something of a slap in the face to hear <strong>Flaum Management Co<\/strong>. declare, &#8220;<span style=\"color: #444444;\">At the end of the day, we felt very strongly that Global Gaming\u2019s experience in operating successful casino resorts gave us the best chance to submit a winning application and making E23 a reality.\u201d<\/span><\/p>\n<p><strong>As one proposal goes down<\/strong>, another arises in the Capital Region. <strong>Neil Bluhm<\/strong>&#8216;s Rush Street Gaming, in tandem with <strong>Galesi Group<\/strong>, is pitching <strong>Rivers Casino at Mohawk Harbor<\/strong>, <a href=\"http:\/\/www.bizjournals.com\/albany\/news\/2014\/05\/20\/momentum-in-downtown-schenectady-new-york.html\" target=\"_blank\" class=\"broken_link\">part of a Galesi-led residential and retail development.<\/a> Bluhm hasn&#8217;t put a price tag on the <strong>Schenectady<\/strong> development but, <a href=\"http:\/\/www.dailygazette.com\/news\/2014\/may\/20\/schenectady-rivers-casino-proposal-unveiled\/\" target=\"_blank\" class=\"broken_link\">with 3,000 slots and 86 tables<\/a>, it should easily clear the $182.5 million minimum threshold of investment. The partners are banking on the success of <strong>Rivers Casino<\/strong> in <strong>Pittsburgh<\/strong> <a href=\"http:\/\/www.timesunion.com\/local\/article\/Rush-Street-Gaming-of-Chicago-to-run-proposed-5490688.php#photo-6331784\" target=\"_blank\">to make the case for a Schenectady version<\/a> of same. At bare minimum, it&#8217;s an improvement on the old <strong>American Locomotive Co<\/strong>.\u00a0plant, a heap of rubble.<\/p>\n<p><span style=\"color: #000000;\"><a href=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2013\/12\/Neil-Bluhm.jpg\"><img loading=\"lazy\" class=\"alignright size-medium wp-image-12282\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2013\/12\/Neil-Bluhm-248x300.jpg\" alt=\"Neil Bluhm\" width=\"248\" height=\"300\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2013\/12\/Neil-Bluhm-248x300.jpg 248w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2013\/12\/Neil-Bluhm-124x150.jpg 124w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2013\/12\/Neil-Bluhm.jpg 325w\" sizes=\"(max-width: 248px) 100vw, 248px\" \/><\/a>&#8220;As a real estate developer, we build something that fits into the community. We&#8217;re not just a casino developer and operator, and I feel very strongly that the Rivers casino will be something Schenectady will be very proud of,&#8221; Bluhm told spectators, as he sought to allay fears of street crime and gambling addiction. Already his plan has the endorsements of Mayor <strong>Gary McCarthy<\/strong>,\u00a0<strong>Schenectady County Chamber of Commerce<\/strong> President <strong>Chuck Steiner<\/strong> and County Legislature Chairman <strong>Tony Jasenski<\/strong>, who pointed up the possibilities for synergy with the casino-management program at <strong>Schenectady County Community College<\/strong>.<\/span><\/p>\n<p>Bluhm and Galesi&#8217;s <strong>David Buicko<\/strong> (who chose Rush Street because he felt an implicit trust in Bluhm) hold a trump card in the form of completed\u00a0<span style=\"color: #000000;\"><strong>Environmental Quality Review Act<\/strong> studies, something that few of their competitors are likely to have. They&#8217;re even going to rehabilitate a decomissioned nuclear reactor into a decorative element of the project.
