Now, with crushing irony, <strong>Delaware<\/strong> is going from being subsidized by racinos to subsidizing <em>them<\/em>. Gov.<strong> Jack Markell<\/strong> (D) still can&#8217;t drum up the support for reducing the tax rate from a hefty 29% to a more-bearable 15%, <a href=\"http:\/\/cdcgamingreports.com\/delaware-senate-oks-10m-bailout-for-casinos\/\" target=\"_blank\" class=\"broken_link\">but he&#8217;s getting a compromise package through the Legislature<\/a> without much difficulty. &#8220;Senate lawmakers against the bill, while in the minority, were vocal, chiding the seemingly magical appearance of nearly $10 million during tough budget times to hand over to the casinos,&#8221; <a href=\"http:\/\/www.delawareonline.com\/story\/news\/local\/2014\/06\/25\/delaware-casino-bailout-requires-votes-two-bills\/11375347\/\" target=\"_blank\" class=\"broken_link\">reported<\/a> <strong>Jon Offredo<\/strong>.<\/p>\n<p>Sen. <strong>Harris McDowell<\/strong> III (D) scoffed that &#8220;failing companies&#8221; were being rescued, but paying the state nearly one dollar in three doesn&#8217;t augur\u00a0success. However, since Delaware&#8217;s three racinos still had $6 million unspent from last year&#8217;s bailout, you have to wonder how urgently <!--more-->they need the money, too. State Sen. <strong>Karen Peterson<\/strong> (D) got her dander up, noting that the owner of <strong>Delaware Park<\/strong> had opened a competing racino, <strong>Ocean Downs<\/strong>, in <strong>Maryland<\/strong>.\u00a0\u201cThere\u2019s a lot of hungry kids in Delaware that could have used that money,\u201d she said of the Lege&#8217;s priorities. \u201cThere are a lot of elderly people in Delaware who can\u2019t make ends meet.\u201d Responded state Sen. <strong>Colin Bonini<\/strong> (R),\u00a0\u201cThe bottom line is that these are three of our largest private-sector employers.\u201d True that.<\/p>\n<p><strong>As expected<\/strong>, the <strong>Iowa Racing &amp; Gaming Commission<\/strong> ruled that <strong>Penn National Gaming<\/strong>&#8216;s <em>Belle of Sioux City<\/em> <a href=\"http:\/\/cdcgamingreports.com\/iowa-panel-wont-suspend-ruling-on-casino-closing\/\" target=\"_blank\" class=\"broken_link\">must close forthwith<\/a>. Penn had been seeking at least a one-month reprieve, until the opening of <strong>Hard Hotel &amp; Casino Sioux City<\/strong>. Now Penn&#8217;s putting all its chips on a court hearing today, asking for an emergency stay of the IRGC&#8217;s edict. As now has become the stuff of legend, the chips &#8212; with an ersatz value of $2.7 million &#8212; were flushed down a <strong>Harrah&#8217;s Resort<\/strong> toilet,* whence they proceeded to clog the pipes. A <strong>North Carolina<\/strong> man has been charged as the culprit.<\/p>\n<p>(* &#8212; The alleged miscreant may have chosen to play at Borgata but preferred to stay at Harrah&#8217;s.)<\/p>\n<p><a href=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2013\/12\/casino-chips1.jpg\"><img loading=\"lazy\" class=\"alignleft size-full wp-image-12358\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2013\/12\/casino-chips1.jpg\" alt=\"casino-chips\" width=\"300\" height=\"300\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2013\/12\/casino-chips1.jpg 300w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2013\/12\/casino-chips1-150x150.jpg 150w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/><\/a>Ruling that the beef\u00a0falls within the purview of the <strong>Division of Gaming Enforcement<\/strong>, which had already ruled in Borgata&#8217;s favor,\u00a0<span style=\"color: #000000;\"><strong>Atlantic County<\/strong> Superior Court Judge <strong>James Isman<\/strong> <a href=\"http:\/\/www.pressofatlanticcity.com\/news\/breaking\/lawsuit-over-fake-poker-chips-dismissed-by-state-court\/article_82fb632c-fcc9-11e3-af33-0019bb2963f4.html\" target=\"_blank\">dismissed the six players&#8217; complaint<\/a>. This got their attorney,\u00a0<strong>Maurice VerStandig<\/strong>, into a hot conniption fit. Likening the DGE to madmen, he said it&#8217;s\u00a0\u201cclosely tied to the entities it regulates, and there\u2019s a distinct concern that when you take the adversarial component out of the civil process, you risk the proverbial lunatics running the asylum.\u00a0The DGE is not equipped to provide the sort of due process that is the hallmark of civil litigation in the state of <strong>New Jersey<\/strong>. There\u2019s no jury box in the DGE, to the best of my knowledge.\u201d<\/span><\/p>\n<p>He then turned his wrath upon Borgata.\u00a0<span style=\"color: #000000;\">\u201cThe Borgata has yet to come forward and explain,&#8221; VerStandig fulminated, &#8220;why it operated a poker tournament in such a shoddy and horrendous fashion.\u00a0The Borgata botched a poker tournament to an epic degree and it hasn\u2019t cost them so much as a penny.\u201d<\/span><\/p>\n<p>Tell it to the judge.
