That&#8217;s what happened to <strong>Kansas<\/strong>, which drew nary a bidder on its fourth and final casino license, deemed by many to be too close to <strong>Oklahoma<\/strong> (rife with casinos) to be profitable. So the state&#8217;s holding a red-tag sale, knocking down the mandatory investment\u00a0to $50 million. (Whoever develops the casino will run it on behalf of the <strong>Kansas Lottery<\/strong> &#8212; a highly unusual setup no one has rushed to imitate.)<\/p>\n<p>No bidders have emerged yet but <strong>Camptown Greyhound Park<\/strong> (does <strong>Phil Ruffin<\/strong> still own that place? Yes, he does) is being pushed heavily as a location. Before you can say &#8220;racino&#8221; <!--more-->it could probably be converted and not at a great cost. At the new, industry-friendly price, there ought to be no\u00a0reason for Ruffin to hold back.<\/p>\n<p>* After much pouting and sulking, <strong>Boston<\/strong> Mayor <strong>Martin Walsh<\/strong> has given up on Beantown being the host community for a <strong>Mohegan Sun<a href=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2014\/02\/martinjwalsh-headshot.jpg\"><img loading=\"lazy\" class=\"alignright size-medium wp-image-12754\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2014\/02\/martinjwalsh-headshot-235x300.jpg\" alt=\"martinjwalsh-headshot\" width=\"235\" height=\"300\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2014\/02\/martinjwalsh-headshot-235x300.jpg 235w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2014\/02\/martinjwalsh-headshot-117x150.jpg 117w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2014\/02\/martinjwalsh-headshot-804x1024.jpg 804w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2014\/02\/martinjwalsh-headshot.jpg 1650w\" sizes=\"(max-width: 235px) 100vw, 235px\" \/><\/a><\/strong> casino at <strong>Suffolk Downs<\/strong>. <em>Pace<\/em> <strong>Samuel Goldwyn<\/strong>, verbal contracts aren&#8217;t worth the paper they&#8217;re written upon but <a href=\"http:\/\/www.masslive.com\/news\/boston\/index.ssf\/2014\/07\/boston_to_enter_into_host-like.html\" target=\"_blank\" rel=\"noopener\" class=\"broken_link\">Walsh supposedly has one with the Mohegans<\/a>. This contrasts to &#8220;mostly negative&#8221; talks between Walsh and <strong>Wynn Resorts<\/strong>. The Mohegan deal is said to be <a href=\"http:\/\/www.masslive.com\/news\/boston\/index.ssf\/2013\/08\/boston_casino_agreement_moves.html\" target=\"_blank\" rel=\"noopener\" class=\"broken_link\">much like its predecessor<\/a>, which guaranteed Boston annual payments <a href=\"http:\/\/bostonherald.com\/news_opinion\/local_coverage\/2014\/07\/deal_a_jackpot_for_boston_mohegan_sun\" target=\"_blank\" rel=\"noopener\">on a sliding scale between $32 million and $80 million<\/a>, depending on the casino&#8217;s gross. That agreement also stipulated that half the workforce come from Boston, made numerous design and infrastructure requirements and stipulated $33 million in upfront payments to various neighborhood projects. We&#8217;ll find out tomorrow if the new agreement is so lavish for\u00a0Boston.<br \/>\nAmong the concessions reportedly made by Walsh is giving up his insistence on an East Boston vote. Reports the <em>Boston Globe<\/em>, &#8220;<span style=\"color: #000000;\">The Walsh administration considered suing the gambling commission over East Boston\u2019s right to vote on the project and the rights of <strong>Charlestown<\/strong> residents to vote on the Wynn proposal, but concluded that a lawsuit would be too risky, said the person familiar with the negotiations. If the city were to forgo bargaining and lose in court, it could end up without compensation for a giant casino development on its border.&#8221; <\/span><\/p>\n<p><span style=\"color: #000000;\">The mayor&#8217;s also <a href=\"http:\/\/www.bostonglobe.com\/metro\/2014\/07\/07\/source-boston-mohegan-sun-reach-deal-principle\/iTh2G1wy8YurFjvGyPMX0J\/story.html\" target=\"_blank\" rel=\"noopener\">going to take a position of neutrality<\/a> on the Wynn vs. Mohegan question, even if the talks with Wynn have been so fruitless that they&#8217;re headed to arbitration.<\/span><\/p>\n<div>* <strong>Nevada Restaurant Services<\/strong>, owner of the Dotty&#8217;s chain of mini-casinos, <a href=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2012\/02\/river-palms.jpg\"><img loading=\"lazy\" class=\"alignleft size-medium wp-image-8480\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2012\/02\/river-palms-272x300.jpg\" alt=\"river palms\" width=\"272\" height=\"300\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2012\/02\/river-palms-272x300.jpg 272w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2012\/02\/river-palms-136x150.jpg 136w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2012\/02\/river-palms.jpg 313w\" sizes=\"(max-width: 272px) 100vw, 272px\" \/><\/a>is in an aggressive expansion mode. <a href=\"http:\/\/www.reviewjournal.com\/business\/casinos-gaming\/owner-dotty-s-buys-river-palms-laughlin-675-million\" target=\"_blank\" rel=\"noopener\">It just got a heckuva deal<\/a> on the <strong>River Palms<\/strong> casino from <strong>Tropicana Entertainment<\/strong>. For less than $7 million, Dotty&#8217;s gets the reportedly much-neglected property (I&#8217;ve never heard anyone say a kind word about the place) with its 600 slots, 13 table games and 1,000 rooms. \u00a0One has to be apprehensive about the future of the employees, who will at least temporarily be out of work while Dotty&#8217;s figures out what to do with the place.<\/div>\n<div><\/div>\n<div>The <strong>River Palms<\/strong>, which began life as <strong>Sam&#8217;s Town Gold River<\/strong> has seen more than its share of ownership changes, including suffering through <strong>Columbia Sussex<\/strong> and being rescued by <strong>Carl Icahn<\/strong>. TropEnt isn&#8217;t quitting the <strong>Laughlin<\/strong> market. It simply wants to concentrate on its namesake property, the <strong>Tropicana Laughlin<\/strong>.<\/div>\n","protected":false},"excerpt":{"rendered":"<p>What if they gave a casino and nobody came?
