{"id":14073,"date":"2014-07-10T10:52:24","date_gmt":"2014-07-10T18:52:24","guid":{"rendered":"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/?p=14073"},"modified":"2014-07-14T09:40:40","modified_gmt":"2014-07-14T17:40:40","slug":"14073","status":"publish","type":"post","link":"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/14073\/","title":{"rendered":"Steve Wynn&#8217;s right-hand woman"},"content":{"rendered":"<p><iframe loading=\"lazy\" src=\"https:\/\/edition.cnn.com\/video\/api\/embed.html#\/video\/business\/2014\/07\/08\/spc-leading-women-linda-chen.cnn\" width=\"450\" height=\"253\" frameborder=\"0\"><\/iframe><\/p>\n<p>Considered by many the logical successor to <strong>Steve Wynn<\/strong>, his envoy to <strong>Macao<\/strong>, <strong>Linda Chen<\/strong>,<a href=\"http:\/\/edition.cnn.com\/2014\/07\/10\/business\/linda-chen-building-a-multi-billion-dollar\/\" target=\"_blank\"> is more spoken of than seen<\/a>. <strong>CNN<\/strong> offers us a rare glimpse of the woman who may well be calling the shots at <strong>Wynn Resorts<\/strong> if her current boss ever wearies of his day job.<\/p>\n<p>* As someone who logs a lot of\u00a0long flights, Chen might want to pack some reading matter, specifically UNLV&#8217;s <em>Gaming Law Journal<\/em>. In its latest issue, Prof. <strong>Jorge Godhino<\/strong> of the <!--more-->(richly Wynn-endowed) <strong>University of Macao<\/strong> looks at Macanese gaming regulation <a href=\"http:\/\/www.macaudailytimes.com.mo\/macau\/54241-gaming-scholar-points-out-potential-tax-loophole-in-local-casinos.html\" target=\"_blank\" class=\"broken_link\">and finds it about 10 years behind the times<\/a>. Among its shortcomings he numbers the practice of side-betting:\u00a0<span style=\"color: #000000;\">\u201cagreements between a third party and a patron whereby the amount formally credited is only a fraction of the real amount, which remains concealed.\u201d<\/span><\/p>\n<p><a href=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/08\/Macao-chips.jpg\"><img loading=\"lazy\" class=\"alignleft size-medium wp-image-7213\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/08\/Macao-chips-300x168.jpg\" alt=\"Macao chips\" width=\"300\" height=\"168\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/08\/Macao-chips-300x168.jpg 300w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/08\/Macao-chips-150x84.jpg 150w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/08\/Macao-chips.jpg 595w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/><\/a>In other words, I&#8217;m betting against you and we&#8217;re both betting against the house. By ignoring this custom, the Macanese government is literally leaving tax dollars on the table, Godhino argues. He also faults the government for a lack of regulatory transparency. Also, although a serious breach of regulations could get your gaming concession pulled,\u00a0<span style=\"color: #000000;\">\u201cThe current situation is one where the Government does not have the means to punish minor offences.\u201d Compared to <strong>Nevada<\/strong>, it all sounds very <em>laissez-faire<\/em>.<\/span><\/p>\n<p>* Speaking of Macao, <strong>New Jersey<\/strong> state Sen. Raymond Lesniak is still spouting total nonsense about <strong>Paul Fireman<\/strong>&#8216;s <a href=\"http:\/\/www.reviewjournal.com\/business\/casinos-gaming\/venture-capitalist-proposes-46-billion-jersey-city-nj-casino\" target=\"_blank\">high-risk, $4.6 billion megaresort project<\/a> for <strong>Jersey City<\/strong>.\u00a0\u201cThis will compete with Macao and exceed it.\u00a0What Macao doesn\u2019t have is the metropolitan area and the New York skyline,\u201d Lesniak blathered, showing that he doesn&#8217;t understand Macao at all.<\/p>\n<p><a href=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2014\/04\/Chett-Harrison.jpeg\"><img loading=\"lazy\" class=\"alignright size-medium wp-image-13399\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2014\/04\/Chett-Harrison-210x300.jpeg\" alt=\"Chett Harrison\" width=\"210\" height=\"300\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2014\/04\/Chett-Harrison-210x300.jpeg 210w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2014\/04\/Chett-Harrison-105x150.jpeg 105w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2014\/04\/Chett-Harrison.jpeg 441w\" sizes=\"(max-width: 210px) 100vw, 210px\" \/><\/a>* Casino executives are playing musical chairs on the Gulf Coast. <strong>Chett Harrison<\/strong> <em>(right<\/em>) is leaving <strong>Penn National Gaming<\/strong> to run <strong>Golden Nugget Biloxi<\/strong> for <strong>Tilman Fertitta<\/strong>. His predecessor at the Nugget, <strong>Jim Hoskins<\/strong>, is moving upstairs to become divisional vice president for gaming at the corporate level. <a href=\"http:\/\/www.sunherald.com\/2014\/07\/09\/5690729\/coast-casino-management-plays.html?sp=\/99\/102\/\/\" target=\"_blank\" class=\"broken_link\">These are well-traveled gentlemen<\/a>. Hoskins&#8217; resume includes stints at <strong>Caesars Palace<\/strong>, <strong>Beau Rivage<\/strong>, <strong>Grand Casino Gulfport<\/strong> and <strong>Harrah&#8217;s New Orleans<\/strong>, serving as GM of the last two properties.<\/p>\n<p>Penn is dispatching <strong>Anthony Carlucci<\/strong> from <strong>Hollywood Casino St. Louis<\/strong> to take charge of\u00a0<strong>Hollywood Casino Bay St. Louis<\/strong> and <strong>Boomtown Biloxi<\/strong> from Harrison. Carlucci&#8217;s paid his dues at grind joints like the <strong>Copa Casino<\/strong> (now resting and rusting on the bottom of the sea) and the <strong>Sands Regency Hotel &amp; Casino<\/strong>, in <strong>Reno<\/strong>. More recently, he&#8217;s been assistant general manager of <strong>Boomtown Biloxi<\/strong> and <strong>Hollywood Casino Tunica<\/strong>&#8216;s general manager.
