In the latest twist, Judge <strong>Elizabeth Ovrom<\/strong> gave with one hand but took away with <a href=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2014\/06\/Argosy-Belle.jpg\"><img loading=\"lazy\" class=\"alignright size-medium wp-image-13791\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2014\/06\/Argosy-Belle-300x202.jpg\" alt=\"Argosy Belle\" width=\"300\" height=\"202\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2014\/06\/Argosy-Belle-300x202.jpg 300w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2014\/06\/Argosy-Belle-150x101.jpg 150w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2014\/06\/Argosy-Belle.jpg 720w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/><\/a>the other. In order that the casino can appeal its closure order from the <strong>Iowa Racing &amp; Gaming Commission<\/strong>, the Argosy got another week-long reprieve. This gives it time to take the April 17 order to the <strong>Iowa Supreme Court<\/strong> for a \u00a0last-ditch appeal. However, she won&#8217;t lift the closing notice:\u00a0<span style=\"color: #222222;\">&#8220;Allowing the Argosy Casino to remain open would be prolonging the inevitable.&#8221;<\/span><\/p>\n<p>July 21 is D-Day for Argosy, when it either closes or enjoys a reprieve from the Supremes. Owner <strong>Penn National Gaming<\/strong> is also pursuing a petition for judicial review, recently dismissed without prejudice, of the entire Penn\/IRGC conflict. If the court takes up <em>that<\/em> matter, it buys not weeks but <!--more-->months for Argosy Sioux City. The matter is temporarily settled, Ovrom having ruled that Penn lacked a Qualifying Sponsoring Organization, or nonprofit partner, putting it in violation of <strong>Iowa<\/strong> law. (Former partner <strong>Missouri River Historical Development<\/strong> has thrown in its lot with under-construction <strong>Hard Rock Casino<\/strong>.)<\/p>\n<p>Never burdened with an overabundance of shame, Penn is also using the court system to try and undo the Hard Rock&#8217;s license, perhaps coveting the property for itself. As Judge Ovrom wrote of the Penn&#8217;s defiance of the QSO rule, even if regulators erred, &#8220;<span style=\"color: #222222;\">the result of the allegedly erroneous interpretation was to allow it to continue to operate longer than it should have.&#8221; Under the rules, Argosy Sioux City should probably be out of business by now but the breaks have mostly gone Penn&#8217;s way.<\/span><\/p>\n<p><strong>They need some better<\/strong> slot machines in <strong>Macao<\/strong>. <a href=\"http:\/\/www.scmp.com\/news\/china\/article\/1555051\/macau-slot-players-protest-being-denied-winnings\" target=\"_blank\">One hundred and thirty-three jackpots have been invalidated<\/a> due to &#8220;mechanical errors.&#8221; (Has anyone ever <em>lost<\/em> money on a defective slot?) Lawmakers heard from distressed punter <strong>Ip Choi-peng<\/strong>, who claims to have won $2.5 million from <strong>Venetian Macao<\/strong> and <strong>MGM Grand Paradise<\/strong>, only to be told several hours later that he&#8217;d won nothing.<\/p>\n<p><span style=\"color: #000000;\"><a href=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2014\/01\/Slot-player.jpg\"><img loading=\"lazy\" class=\"alignleft size-medium wp-image-12595\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2014\/01\/Slot-player-300x168.jpg\" alt=\"Slot player\" width=\"300\" height=\"168\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2014\/01\/Slot-player-300x168.jpg 300w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2014\/01\/Slot-player-150x84.jpg 150w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2014\/01\/Slot-player.jpg 640w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/><\/a>&#8220;There are minor abnormalities, but it is very rare for flaws to be found on gaming machines,&#8221; said <strong>Manuel Joaquim das Neves<\/strong>, Macao&#8217;s top regulators. Whether 133 &#8220;abnormalities&#8221; constitutes &#8220;very rare&#8221; \u00a0might be true when one considers the sheer preponderance of gambling taking place in Macao &#8212; although slots represent a small piece of the pie.
