Not only have revenues plateaued in the $26 billion-$28 billion range, they&#8217;ve essentially been the same since 2007. Meanwhile, private-sector gambling is outstripping tribal revenue growth, hitting $38 million last year.<\/p>\n<p>&#8220;No great economic resource lasts forever,&#8221; summarized Washburn, head of the <strong>Bureau of Indian Affairs<\/strong> and a member of the <strong>Chickasaw Tribe of Oklahoma<\/strong> &#8212; which has more than a few gaming irons in the fire. He admitted to a certain bias:\u00a0\u201cCommercial gaming goes to enrich <!--more-->shareholders. Indian gaming goes to help poor people, usually. I would much rather see Indian gaming existing than commercial gaming expanding.\u201d<\/p>\n<p><strong><a href=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2014\/07\/Stevens.jpg\"><img loading=\"lazy\" class=\"alignright size-full wp-image-14169\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2014\/07\/Stevens.jpg\" alt=\"Stevens\" width=\"176\" height=\"240\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2014\/07\/Stevens.jpg 176w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2014\/07\/Stevens-110x150.jpg 110w\" sizes=\"(max-width: 176px) 100vw, 176px\" \/><\/a>National Indian Gaming Association<\/strong> Chairman <strong>Ernie Stevens<\/strong> took a more upbeat view, saying,\u00a0\u201cWelcome to our world. Indian country has always had to deal with those challenges.\u201d He cited some overwhelming statistics, such as 665,000 people employed across 445 tribal-gaming ventures. Noting the triple level of oversight (federal, state, tribal) with which some tribes must cope, Sen. <strong>Heidi Heitkamp<\/strong> (D-N.D.) suggested a more<em> laissez-faire<\/em> approach. &#8220;We need to rethink the regulatory structure,&#8221; she said. &#8220;I think at some point we anticipated [a] problem that haven\u2019t shown up.\u201d<\/p>\n<p><strong>Texans get pretty sensitive<\/strong> about casino-style gambling whenever it&#8217;s proposed. A push for electronic bingo drew so much umbrage that it&#8217;s on hold, pending further review. Now &#8220;instant racing&#8221; (replays of historical races, minus the identifying data) is in the spotlight. You can guess the objection: If it plays like a slot, looks like a slot and pays out like a slot, it&#8217;s a slot. However, proponents say the machines are in compliance with parimutuel gambling.<\/p>\n<p><object width=\"450\" height=\"253\"><param name=\"movie\" value=\"\/\/www.youtube.com\/v\/iiO1eIV_6k8?hl=en_US&amp;version=3\"><\/param><param name=\"allowFullScreen\" value=\"true\"><\/param><param name=\"allowscriptaccess\" value=\"always\"><\/param><embed src=\"\/\/www.youtube.com\/v\/iiO1eIV_6k8?hl=en_US&amp;version=3\" type=\"application\/x-shockwave-flash\" width=\"450\" height=\"253\" allowscriptaccess=\"always\" allowfullscreen=\"true\"><\/embed><\/object><\/p>\n<p>State Rep. <strong>Dan Flynn<\/strong> (R, <em>below<\/em>) thought the <strong>Texas Racing Commission<\/strong>\u00a0was trying to get instant-racing machines into the Lone Star State on the sly and he&#8217;s <a href=\"http:\/\/www.star-telegram.com\/2014\/07\/23\/5991349\/texas-lawmaker-wants-legal-ruling.html?rh=1\" target=\"_blank\" class=\"broken_link\">asked the attorney general&#8217;s office to look \u00a0into the matter<\/a>.\u00a0<span style=\"color: #111111;\">\u201cWhen agencies jump out and do things, often, they think no one is really watching,\u201d rationalized Flynn.<\/span><\/p>\n<p><a href=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2014\/07\/Flynn.jpg\"><img loading=\"lazy\" class=\"alignleft size-full wp-image-14167\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2014\/07\/Flynn.jpg\" alt=\"Flynn\" width=\"116\" height=\"148\" \/><\/a>Proponents of the machines are treating the slot question as moot: &#8220;<span style=\"color: #111111;\">Supporters say this form of instant racing is needed to help struggling <strong>Texas<\/strong> racetracks compete with out-of-state tracks that boast casinos, bigger crowds and bigger purses.&#8221; <strong>Kentucky<\/strong>, which doesn&#8217;t allow the slots, permits instant racing and has seen the devices gross $30 million&#8211; at just two tracks in a single month. Do Texas legislators have the salt to pass up that kind of payday for the state?<\/span><\/p>\n<p>The debate has broken down on predictable lines.\u00a0<span style=\"color: #111111;\">\u201cThe proposed rules would dramatically and illegally expand gambling in the state of Texas by authorizing slot machine gaming at state-licensed horse and greyhound tracks,\u201d writes the <strong>Kickapoo Traditional Tribe of Texas<\/strong>. Meanwhile, horse breeders\u00a0<strong>Nancy and Robert Morgan<\/strong> counter that thousands of jobs will be saved by allowing racinos:\u00a0\u201cThe Texas horse industry is relying on your belief that ours is an industry worth preserving.\u201d<\/span><\/p>\n<p>It&#8217;s unfortunate to see Texas&#8217; horseracing industry withering on the vine thanks to the Victorian moral scruples that hold sway in the statehouse. But let&#8217;s not kid ourselves: It <em>is<\/em> an educated form of slot machine.
