He tried to fob the negotiation of a mitigation agreement with <strong>Wynn Resorts<\/strong> off on the <strong>Massachusetts Gaming Commission<\/strong>. The latter said &#8216;not so fast&#8217; and <a href=\"http:\/\/bostonherald.com\/business\/business_markets\/2014\/07\/casino_panel_to_boston_negotiate_with_wynn\" target=\"_blank\" rel=\"noopener noreferrer\">ordered the city back to the bargaining table<\/a>. And if that doesn&#8217;t work, the MGC will appoint an independent arbiter to cut the Gordian knot.\u00a0<span style=\"color: #262626;\">\u201cThe city\u2019s basically, without telling us why, said they\u2019re &#8230; just abandoning that [<strong>Charlestown<\/strong>] section of the city,&#8221; explained Commissioner <strong>James McHugh<\/strong>. &#8220;We have some obligation to protect it. At the same time, we\u2019ve got to maintain our neutrality.\u201d<\/span><\/p>\n<p>While somewhat craven, Walsh&#8217;s refusal to go to arbitration and risk the 50-50 chance of being stuck with the Wynn offer is understandable. While <a href=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2014\/01\/wynn005.jpg\"><img loading=\"lazy\" class=\"alignleft size-medium wp-image-12603\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2014\/01\/wynn005-300x168.jpg\" alt=\"(010914 Everett, Ma) Renderings for the proposed Wynn Casino in Everett.\" width=\"300\" height=\"168\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2014\/01\/wynn005-300x168.jpg 300w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2014\/01\/wynn005-150x84.jpg 150w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2014\/01\/wynn005.jpg 960w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/><\/a><strong>Mohegan Sun<\/strong> is offering an extra-george $30 million upfront and $18 million a year, Wynn has only put $6 million and $2.6 million, respectively, on the table. There&#8217;s no comparison, so one can see why Walsh would fear to be stuck with the Wynn offer, if that were the case &#8212; especially if <!--more--><strong>Steve Wynn<\/strong> had the winning project this fall. <em>His<\/em> rationale appears to be that the magnitude of his investment &#8212; $1.6 billion &#8212; precludes the need for lavish surrounding-community deals.<\/p>\n<p>&#8220;<span style=\"color: #262626;\">The commission has the power to strip Boston of its status as a surrounding community, but can still require Wynn to pay Boston an annual impact fee and impose any requirements it deems appropriate,&#8221; reports the <em>Boston Herald<\/em>. However, given the amount of criticism it has drawn, the MGC is clearly reluctant to flex its muscles unless absolutely necessary.<\/span><\/p>\n<p>* <strong>Caesars Entertainment<\/strong> was accused of an &#8220;endless shell game&#8221; by <a href=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2013\/10\/Loveman-fluffy.jpg\"><img loading=\"lazy\" class=\"alignright size-medium wp-image-11826\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2013\/10\/Loveman-fluffy-210x300.jpg\" alt=\"Loveman fluffy\" width=\"210\" height=\"300\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2013\/10\/Loveman-fluffy-210x300.jpg 210w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2013\/10\/Loveman-fluffy-105x150.jpg 105w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2013\/10\/Loveman-fluffy.jpg 286w\" sizes=\"(max-width: 210px) 100vw, 210px\" \/><\/a>dissident bondholders. But that wasn&#8217;t enough to keep the <strong>Illinois Gaming Board<\/strong> from approving a $1.75 billion restructuring, removing the last obstacle to the deal. According to CEO <strong>Gary Loveman<\/strong>, bankers are lining up around the block to get in on the refinancing, which he characterized as oversubscribed. Plaintiffs&#8217; attorney <strong>Sidney Levinson<\/strong> lamented, however,\u00a0<span style=\"color: #222222;\">\u201cThe financing transaction will, in our view, ultimately pave the road for [Caesars&#8217;]\u00a0bankruptcy rather than forestall it.\u201d <\/span><\/p>\n<p><span style=\"color: #222222;\">Meanwhile, overseas, it looks as though Caesars&#8217; megaresort project in <strong>South Korea<\/strong> <a href=\"http:\/\/www.forbes.com\/sites\/muhammadcohen\/2014\/07\/11\/dont-hail-caesars-yet-for-its-asia-breakthrough-in-korea\/?partn\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">won&#8217;t pencil out unless the laws are changed<\/a> to allow citizens, not just tourists, to play. Caesars is committing itself to a $794 million project in a country where foreigner-only casinos average less than $78 million a year. But if that&#8217;s bad for Caesars, it&#8217;s worse for <strong>Genting Group<\/strong>, which is contemplating a $2.2 billion Korean investment.<\/span><\/p>\n<p>* In <strong>Mississippi<\/strong>, a jurisdiction where Caesars has struggled of late, the casino industry is the state&#8217;s third-largest employer and generates $258 <a href=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2014\/07\/MS-flag.jpg\"><img loading=\"lazy\" class=\"alignleft size-full wp-image-14186\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2014\/07\/MS-flag.jpg\" alt=\"MS flag\" width=\"275\" height=\"183\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2014\/07\/MS-flag.jpg 275w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2014\/07\/MS-flag-150x99.jpg 150w\" sizes=\"(max-width: 275px) 100vw, 275px\" \/><\/a>million tax dollars a year. But <a href=\"http:\/\/www.bizjournals.com\/memphis\/news\/2014\/07\/25\/mississippi-might-want-to-pay-attention-to-casinos.html\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">industry leaders aren&#8217;t feeling the love<\/a>. <strong>Tunica Convention &amp; Visitors Bureau<\/strong> CEO <strong>Webster Franklin<\/strong> <a href=\"http:\/\/www.bizjournals.com\/memphis\/news\/2014\/03\/31\/where-does-tunica-go-from-here.html?page=all\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">placed the blame<\/a> for the closing of <strong>Harrah&#8217;s Tunica<\/strong> on the state.\u00a0<span style=\"color: #444444;\">\u201cMississippi has never truly acknowledged the gaming industry. Leadership has never done anything to hurt it, but they haven\u2019t done anything to help it either,\u201d he complained, not without some justification. (It took the catastrophe of <strong>Hurricane Katrina<\/strong> to get Gulf Coast casinos moved onto the land.)<\/span><\/p>\n<p><span style=\"color: #444444;\">Franklin\u00a0added, unfortunately without any specific policy nostrums,\u00a0\u201cWe need to sit down and figure out what we can do so this doesn\u2019t happen again. That\u2019s got to happen.\u201d If Webster wants the state to come to the aid of the casino industry, it might\u00a0help if he put some concrete proposals on the table, just to get the discussion started.<\/span><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Boston Mayor Martin Walsh isn&#8217;t getting off the hook so easily.
