For &#8220;fell short&#8221; substitute &#8220;fell on our face&#8221; and the statement becomes completely accurate. Unlike soon-to-open <strong>SLS Las Vegas<\/strong>, <a href=\"http:\/\/www.bloomberg.com\/news\/2014-08-04\/crown-resorts-pays-280-million-for-las-vegas-strip-casino-site.html\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">Packer&#8217;s got a terrific location<\/a>, with\u00a0<strong>Encore<\/strong> and <strong>Fashion Show Mall<\/strong> close at hand. (<strong>Trump International<\/strong>&#8216;s there too, but it&#8217;s more of a potential beneficiary than a benefit.) <strong>Morningstar<\/strong> analysts add that <strong>Crown Resorts<\/strong> is on &#8220;much stronger footing&#8221; this time around and will be able to fill a yawning gap in its portfolio: no stateside property where it can entertain its VIP patrons when they travel to Sin City.<\/span><!--more--><\/p>\n<p>Packer&#8217;d better be right this time around. He lost $737 million on <strong>Fontainebleau<\/strong> alone, never mind ill-timed investments in <strong>Harrah&#8217;s Entertainment<\/strong> and <strong>Station Casinos<\/strong> &#8212; all gone. An attempt to purchase <strong>Cannery Casino Resorts<\/strong> dissolved into a $320 million breakup fee. Confronted with the American market, Packer&#8217;s business acumen has always deserted him. Maybe this time is the charm.<\/p>\n<p>His business\u00a0partner, <strong>Andrew Pascal<\/strong>, <a href=\"http:\/\/www.reviewjournal.com\/business\/casinos-gaming\/strip-parcel-has-new-owner-future-hazy\" target=\"_blank\" rel=\"noopener noreferrer\">is an interesting choice<\/a>. No doubt his years as <strong>Steve Wynn<\/strong>&#8216;s go-to guy were what landed him the Packer <a href=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2014\/08\/pascal.jpg\"><img loading=\"lazy\" class=\"alignright size-full wp-image-14261\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2014\/08\/pascal.jpg\" alt=\"pascal\" width=\"153\" height=\"198\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2014\/08\/pascal.jpg 153w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2014\/08\/pascal-115x150.jpg 115w\" sizes=\"(max-width: 153px) 100vw, 153px\" \/><\/a>gig. But Pascal knows the manufacturing sector, having run <strong>Silicon Gaming<\/strong> for three years. Proving there&#8217;s life after <strong>Wynn Resorts<\/strong>, Pascal incepted <strong>PlayStudios<\/strong>, creator of <strong>MGM Resorts Intenational<\/strong>&#8216;s social casino, <strong>MyVegas<\/strong>. This makes him one of the few executives in the brick-and-mortar side of the industry who know both the slot world that the Baby Boomers favor and the social gaming for which<a href=\"http:\/\/ggbmagazine.com\/issue\/vol-13-no-8-august-2014\/article\/mining-millenials\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\"> millennials spurn slots<\/a>. It looks like Packer made a very good pick in Pascal.<\/p>\n<p>Don&#8217;t get all hot and bothered about construction yet. Shovels won&#8217;t go into the ground on the old <strong>New Frontier<\/strong> site until the second half of 2015.<\/p>\n<p>It looks as though the <strong>Tohono O&#8217;odham Nation<\/strong> is gearing up to start construction on its <strong>Glendale<\/strong>-area casino plan. Four construction firms have already been retained. Although legal hurdles like optional <strong>National Indian Gaming Commission<\/strong> approval remain, the Tohono O&#8217;odham may well decide that every day not spent on casino development is an opportunity lost. As casino-law expert\u00a0<strong>Heidi McNeil Staudenmaier<\/strong> puts it,\u00a0&#8220;The safest route is to wait until everything&#8217;s done. Now, how long is that going to be? Two months? A year? Several years?&#8221;<\/p>\n<p>The tribe has, through a combination\u00a0of congressional authorizations and loopholes, met the criteria to build a casino outside Glendale. Says <strong>Arizona State University<\/strong>&#8216;s <strong>Robert Clinton<\/strong>,\u00a0&#8220;They can build whatever they want. Whether they can game [<em>sic<\/em>] in the casino they build is another question.&#8221; (Opponents say the main gaming involved is of the system.)<\/p>\n<p><a href=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2014\/04\/Glendale-casino-2.jpg\"><img loading=\"lazy\" class=\"alignright size-medium wp-image-13398\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2014\/04\/Glendale-casino-2-300x225.jpg\" alt=\"Glendale casino 2\" width=\"300\" height=\"225\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2014\/04\/Glendale-casino-2-300x225.jpg 300w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2014\/04\/Glendale-casino-2-150x112.jpg 150w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2014\/04\/Glendale-casino-2.jpg 680w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/><\/a>Although it says it could get a casino up and running in 18 months, the tribe is likely to await a final benediction from the <strong>Ninth Circuit Court of Appeals<\/strong>, which had been awaiting a <strong>Supreme Court<\/strong> ruling on sovereign immunity. However, waiting brings its own hazards. As long as the Tohono O&#8217;odham-supportive Obama administration holds a majority in the U.S. Senate, bills by Rep. <strong>Trent Franks<\/strong>, Sen. <strong>Jeff Flake<\/strong> and Sen. <strong>John McCain<\/strong> (all R-AZ) are all unlikely to see action. But if control of the Senate changes this November, all bets are off, especially with Franks&#8217; bill already having been voted out of the House of Representatives and sent to the upper chamber, where it currently languishes.<\/p>\n<p>Should the tribe build the casino and risk being essentially locked out of it?
