That being said, casinos are polling weakly in <a href=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/10\/massachusetts-quarter.jpg\"><img loading=\"lazy\" class=\"alignleft size-medium wp-image-7706\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/10\/massachusetts-quarter-300x300.jpg\" alt=\"massachusetts-quarter\" width=\"300\" height=\"300\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/10\/massachusetts-quarter-300x300.jpg 300w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/10\/massachusetts-quarter-150x150.jpg 150w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/10\/massachusetts-quarter.jpg 320w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/><\/a><strong>Massachusetts<\/strong> &#8212; with support hovering at 50% &#8212; and the opposition <a href=\"http:\/\/www.nytimes.com\/2014\/08\/31\/us\/31casino.html?emc=edit_th_20140831&amp;nl=todaysheadlines&amp;nlid=15322375\" target=\"_blank\" class=\"broken_link\">is getting cocky<\/a>. A perversely worded ballot question (you vote &#8220;yes&#8221; for repeal, &#8220;no&#8221; for casinos) is adding to the free-for-all atmosphere.<\/p>\n<p>To hear casino opponents tell it, a win in Massachusetts could lead to repeals elsewhere.\u00a0\u201cIf Massachusetts votes to repeal casinos, this could represent a turning of the tide.\u00a0But even if the casinos win, the fact that they\u2019re even having this vote says to the industry that maybe they should think twice about how many casinos they\u2019re opening,\u201d says <strong>Boston College<\/strong> gaming expert <strong>Richard McGowan<\/strong>.<\/p>\n<p>Some are unimpressed. <strong>Penn National Gaming<\/strong> is proceeding <!--more-->full steam ahead on its <strong>Plainville<\/strong> racino and will have spent $100 million on it by Election Day. (<strong>MGM Springfield<\/strong> may be hurting its cause by hanging back, not presenting voters with the<em> fait accompli<\/em> of an in-progress casino come November.)\u00a0\u201cIf Massachusetts votes to repeal the law, these jobs all go away the next day,\u201d warns Penn COO <strong>Jay Snowden<\/strong> (<em>below<\/em>).<\/p>\n<p><a href=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2014\/09\/Snowden.jpg\"><img loading=\"lazy\" class=\"alignleft size-full wp-image-14463\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2014\/09\/Snowden.jpg\" alt=\"Snowden\" width=\"190\" height=\"266\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2014\/09\/Snowden.jpg 190w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2014\/09\/Snowden-107x150.jpg 107w\" sizes=\"(max-width: 190px) 100vw, 190px\" \/><\/a>The sluggish performance of the <strong>Massachusetts Gaming Commission<\/strong>, led by the lackluster <strong>Stephen Crosby<\/strong>, is credited with stoking up opposition.\u00a0\u201cMassachusetts has already taken longer than any state in history on its licenses,\u201d says\u00a0<strong>Clyde W. Barrow<\/strong>, a political scientist at the <strong>University of Texas-Pan American<\/strong> and one of the leading thinkers on gaming issues.<\/p>\n<p>Still, if the repeal fails it will be a self-inflicted wound upon the Massachusetts economy. In addition to giving the finger to thousands of would-be job seekers, it would also continue the exportation of millions in Massachusetts gambling dollars to <strong>Rhode Island<\/strong> and <strong>Connecticut<\/strong>. But if that gives opponents any self-doubt they&#8217;re hiding it well.<\/p>\n<p>*\u00a0<span style=\"color: #363636;\">&#8220;We work with the philosophy that gaming is going away &#8212; a little bit every day,&#8221; says <strong>Tim Martin<\/strong>, chief of economic development for the <strong>Poarch Band of Creek Indians<\/strong>. <a href=\"http:\/\/www.al.com\/business\/index.ssf\/2014\/09\/poarch_creek_tribes_growing_in.html\" target=\"_blank\" class=\"broken_link\">It&#8217;s strong for now<\/a>, contributing net revenues of $322 million in 2012. However, the Poarch Band doesn&#8217;t want to be a one-trick pony or be at the mercy of having its casino operations shut down. As a consequence, it has diversified, investing in everything from <strong>Florida<\/strong> hotels to peanut farming, closer to home.<\/span><\/p>\n<p><a href=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2014\/07\/Strange.jpg\" class=\"broken_link\"><img loading=\"lazy\" class=\"alignleft size-full wp-image-14130\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2014\/07\/Strange.jpg\" alt=\"Strange\" width=\"201\" height=\"251\" \/><\/a>The Poarch Band still leans, though on its gambling offerings, having long since <a href=\"http:\/\/www.al.com\/business\/index.ssf\/2014\/07\/mobile_greyhound_park_a_holdou.html\" target=\"_blank\" class=\"broken_link\">bought\u00a0greyhound tracks<\/a> in <strong>Pensacola<\/strong> and <strong>Mobile<\/strong>. (&#8220;They&#8217;re holding their own,&#8221; says tribal Vice Chairman <strong>Robert McGhee<\/strong>. Just barely, according to <span style=\"color: #363636;\">the <strong>Florida Department of Business &amp;\u00a0Professional Regulation<\/strong>.<\/span>)\u00a0The tribe has faced down state opposition to its Class II casinos but, with state Attorney General <strong>Luther Strange<\/strong> (R, <em>left<\/em>) holding fast and key legislators equally unwilling to bend, it is now looking at trying to make a Florida compact with Gov. <strong>Rick Scott<\/strong> (R). Still, says McGhee,\u00a0<span style=\"color: #363636;\">&#8220;We would never stop looking at opportunities for us to expand gaming in other areas.
