The <strong>North Fork <a href=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2014\/10\/Feinstein.jpg\"><img loading=\"lazy\" class=\"alignleft size-full wp-image-14859\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2014\/10\/Feinstein.jpg\" alt=\"Feinstein\" width=\"144\" height=\"180\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2014\/10\/Feinstein.jpg 144w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2014\/10\/Feinstein-120x150.jpg 120w\" sizes=\"(max-width: 144px) 100vw, 144px\" \/><\/a>Rancheria Band of Mono Indians<\/strong>, supported by <strong>Station Casinos<\/strong>, <a href=\"http:\/\/www.reviewjournal.com\/business\/casinos-gaming\/california-indian-casino-fight-has-implications-nevada\" target=\"_blank\" rel=\"noopener noreferrer\">would be permitted to open a $350 million casino<\/a> in <strong>Madera<\/strong>, 38 miles from its tribal land near <strong>Yosemite<\/strong> and close to <strong>Highway 99<\/strong>. In an unusual provision, the <strong>Wiyot Tribe<\/strong> &#8212; which lives near a national wildlife refuge &#8212; would forego the prerogative of building a casino, in return for a cut of the Mono Indians&#8217; gaming revenue.<\/p>\n<p>Speaking of which, the Mono, Station and <strong>California<\/strong> Democrats have been heavily outspent, with $400,000 going to the &#8220;yes&#8221; campaign, compared to $14 million spent in opposition. The &#8220;no&#8221; forces can count Sen. <strong>Dianne Feinstein<\/strong> (D) and two county boards of supervisors among their allies, along with <!--more-->various newspaper editorial boards. <strong>Table Mountain\u00a0Rancheria<\/strong> and\u00a0<strong>Chukchansi Gold Casino<\/strong>, which could lose business to the North Fork Rancheria, have been particularly vocal in their opposition, with Table Mountain ponying up $10 million.<\/p>\n<p>The opposition (which mainly consisted of rival tribes, like <strong>Pechanga Resort &amp; Casino<\/strong>) is raising the bugaboo about &#8220;reservation shopping,&#8221; arguing that tribal casinos could start popping up in major California cities. The administration of Gov. <a href=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2014\/10\/Brown.jpg\"><img loading=\"lazy\" class=\"alignright size-full wp-image-14860\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2014\/10\/Brown.jpg\" alt=\"Brown\" width=\"183\" height=\"275\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2014\/10\/Brown.jpg 183w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2014\/10\/Brown-99x150.jpg 99w\" sizes=\"(max-width: 183px) 100vw, 183px\" \/><\/a><strong>Jerry Brown<\/strong> (D, <em>right<\/em>) argues otherwise, citing a laundry list of &#8220;exceptional circumstances&#8221; that &#8212; they say &#8212; makes this a one-off. These include a provision whereby the Mono Indians pay into a fund that redistributes gaming revenue among non-gaming and small-casino tribes.<\/p>\n<p>\u201cIt bothers me a bit to think that you\u2019re changing the provisions that the voters approved,\u201d said\u00a0<strong>Dave Toler<\/strong>, a member of the tribal council of the <strong>San Pasqual Band of Mission Indians<\/strong>, with reference to <strong>Proposition 1A<\/strong>, which legalized tribal gambling 14 years ago. One example of the potential snowball effect is the\u00a0<strong>Los Coyotes Band of Cahuilla &amp;\u00a0Cupe\u00f1o Indians<\/strong>, which lives in a remote area of the state but wants to open a casino in well-traveled <strong>Barstow<\/strong> &#8230; 150 miles off-reservation. (<strong>MotorCity Casino<\/strong> affiliate <strong>BarWest Gaming<\/strong> is allied with the tribe.) Although rebuffed once by the <strong>Interior Department<\/strong>, the\u00a0Cahuilla &amp;\u00a0Cupe\u00f1o Indians are trying again, with the support of the City of Barstow.<\/p>\n<p>Dismissing the reservation-shopping argument as &#8220;ludicrous,&#8221;\u00a0<strong>Brownstein Hyatt Farber Schreck<\/strong> attorney <strong>Jennifer Carleton<\/strong> notes that only six tribes have been able to have land taken into trust in the past 25 years, adding \u201cIn 2014, it\u2019s become extremely difficult to acquire land into trust without the historical tie.\u201d Regardless of the outcome of the referendum, both sides intend to litigate the results of the vote.<\/p>\n<p>* Station was also in the headlines this week for its philanthropy. With <strong>Nevada<\/strong> <a href=\"http:\/\/www.rgj.com\/story\/news\/politics\/2014\/10\/22\/fact-checker-nevada-th-per-pupil-spending\/17725269\/\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">near\u00a0the very bottom<\/a> of the U.S. in per-pupil school spending, the company is chipping in <a href=\"http:\/\/www.reviewjournal.com\/business\/casinos-gaming\/station-casinos-makes-effort-help-schools\" target=\"_blank\" rel=\"noopener noreferrer\">$5,000 apiece to the 10 neediest<\/a> elementary schools in <strong>Clark County<\/strong>. The money <a href=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/04\/palacestation-pic.jpg\"><img loading=\"lazy\" class=\"alignleft size-full wp-image-6420\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/04\/palacestation-pic.jpg\" alt=\"palacestation-pic\" width=\"300\" height=\"198\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/04\/palacestation-pic.jpg 300w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/04\/palacestation-pic-150x99.jpg 150w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/><\/a>isn&#8217;t strictly for academic purposes: <strong>Rex Bell Elementary School<\/strong>, hard by <strong>Palace Station<\/strong>, received $2,500 to buy student uniforms.\u00a0\u201cThe school district wanted to focus on elementary schools.\u00a0That\u2019s where the biggest impact can be made inside the classroom,\u201d said company spokeswoman <strong>Lori Nelson<\/strong>. Station also made a big back-to-school supply drive and encourages volunteerism between employees and students. Station is to be applauded for keeping up the good work, particularly in a cautious economy. High-end developments like newly opened <strong>Downtown Summerlin<\/strong> are seeing heavy foot traffic, but it&#8217;s not trickling down to the middle- and low-income segments. The rapid proliferation of thrift stores testifies to our conversion to a savings-driven economy.<\/p>\n<p><a href=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2012\/05\/Oseland.jpg\"><img loading=\"lazy\" class=\"alignright size-full wp-image-9065\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2012\/05\/Oseland.jpg\" alt=\"Oseland\" width=\"100\" height=\"138\" \/><\/a>* Perhaps former <strong>SLS Las Vegas<\/strong> President <strong>Rob Oseland<\/strong>\u00a0(<em>right<\/em>) <a href=\"http:\/\/vegasinc.com\/business\/gaming\/2014\/oct\/27\/2-months-after-sls-opens-president-rob-oseland-lea\/?_ga=1.84063774.663736437.1380646318\" target=\"_blank\" rel=\"noopener noreferrer\">prefers developing properties to running<\/a> them. <a href=\"http:\/\/www.reviewjournal.com\/business\/casinos-gaming\/two-months-after-debut-sls-las-vegas-president-jumps-ship\" target=\"_blank\" rel=\"noopener noreferrer\">In any event, he has jumped ship<\/a> from SLS to <strong>James Packer<\/strong>&#8216;s and <strong>Andrew Pascal<\/strong>&#8216;s casino project on the site of the <strong>New Frontier<\/strong>. The move reunites <strong>Wynn Resorts<\/strong> veterans Oseland and Pascal. All indications are of a smooth and orderly transition at SLS &#8212; with Oseland staying on through year&#8217;s end &#8212; as it brings in <strong>Scott Kreeger<\/strong>, late of &#8230; <strong>Revel<\/strong>, where he was briefly COO. Prior to Revel, Kreeger presided over the financially underwhelming debut of <strong>Red Rock Resort<\/strong>.
