{"id":15138,"date":"2014-12-03T16:46:33","date_gmt":"2014-12-04T00:46:33","guid":{"rendered":"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/?p=15138"},"modified":"2021-09-21T15:44:52","modified_gmt":"2021-09-21T23:44:52","slug":"chronicle-of-a-bankruptcy-foretold","status":"publish","type":"post","link":"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/chronicle-of-a-bankruptcy-foretold\/","title":{"rendered":"Chronicle of a bankruptcy, foretold"},"content":{"rendered":"<p>Dipping into Shakespeare, <strong>Howard Stutz<\/strong> <a href=\"http:\/\/www.reviewjournal.com\/columns-blogs\/inside-gaming\/many-come-bury-caesars-not-praise-casino-company\" target=\"_blank\" rel=\"noopener\">endeavors to do justice<\/a> to the Elizabethan complexity of the <strong>Caesars Entertainment<\/strong> bankruptcy. The fault is not in the stars<br \/>\nbut in <strong>Gary Loveman<\/strong>, architect of the disaster. When it was rolled out, back in 2007, when <strong>Las Vegas<\/strong> was still going strong, the leveraged buyout looked like the second-longest of long shots (second only to <strong>Station Casinos<\/strong>&#8216; LBO). In order to work, two things had to happen: The economy had to keep improving and gambling revenue had to keep going up. It was a plan which made no contingency for adversity. Then-<strong>Harrah&#8217;s Entertainment<\/strong> was expected to grow, service its debt and pay it down. Well, one out of three still isn&#8217;t good.<\/p>\n<p>(It was a bad sign when analysts were talking about asset sales before <!--more-->the deal had even closed.)<\/p>\n<p>Loveman tried to spend his way out of trouble, building casinos and attractions as fast as he could, but it wasn&#8217;t enough to stay ahead of catastrophic financial losses. In the<br \/>\nend, the shiny new objects were shuffled off into financially stable subsidiaries and the <a href=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/10\/loveman.jpg\"><img loading=\"lazy\" class=\"alignleft size-full wp-image-7750\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/10\/loveman.jpg\" alt=\"loveman\" width=\"100\" height=\"100\" \/><\/a>jackals are left to feast on the <strong>Caesars Entertainment Operating<\/strong> corpse, comprising the bulk of the company&#8217;s older, less valuable properties. Perhaps some mistakes are only discernible in hindsight, as when Caesars tried to ride the gaming wave in <strong>Pennsylvania<\/strong> while largely ignoring a seller&#8217;s market in <strong>Atlantic City<\/strong>, where it became heavily\u00a0overexposed. And let&#8217;s not forget the daffy attempt to get into <strong>Macao<\/strong> by buying a golf course and assuming more casino concessions would be forthcoming. We all know what happens when we assume. Loveman, <strong>Leon Black<\/strong> and <strong>David Bonderman<\/strong> ran Caesars into a wall, but there is no sign that they&#8217;ll face any consequences. Chances are, this time next year, they&#8217;ll still be running the show.<\/p>\n<p>* <strong>Wisconsin<\/strong> Gov. <strong>Scott Walker<\/strong> (R) has put out a mess of conflicting signals with regard to the <strong>Hard Rock International<\/strong> casino proposed by the <strong>Menominee Tribe<\/strong>. <a href=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2013\/12\/kenosha-hard-rock-casino1.jpg\"><img loading=\"lazy\" class=\"alignright size-medium wp-image-12248\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2013\/12\/kenosha-hard-rock-casino1-300x157.jpg\" alt=\"kenosha hard rock casino\" width=\"300\" height=\"157\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2013\/12\/kenosha-hard-rock-casino1-300x157.jpg 300w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2013\/12\/kenosha-hard-rock-casino1-150x78.jpg 150w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2013\/12\/kenosha-hard-rock-casino1.jpg 600w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/><\/a>He has amended the state&#8217;s compact with the <strong>Forest County Potowatomi<\/strong>, to make the latter whole for any business it loses to Hard Rock. Walker forwarded the document to the <strong>Bureau of Indian Affairs<\/strong>, while declaring himself still undecided. To cloud the waters still further, he had attorney <strong>R. Lance Boldrey<\/strong> send the BIA a letter saying the compact amendment might be unconstitutional in Wisconsin. &#8220;He said the governor doesn&#8217;t have the power to create annual spending obligations,&#8221; reported the <em>Minneapolis Star-Tribune<\/em>.<\/p>\n<p>It is now for arbitrators to decide what obligations each side has to the other and for how much the state could be on the hook. ($100 million a year, say the Potowatomi.) The <strong>Ho-Chunk Nation<\/strong> already has a compact very much like this, so it&#8217;s unclear why Walker&#8217;s emendation of the Potowatomi one wouldn&#8217;t clear constitutional scrutiny. Walker could be laying the groundwork for saying that the negative economic impact of a Menominee casino in <strong>Kenosha<\/strong> would be too great. If so, he&#8217;s been devilishly subtle about the whole thing, so the casino proposal doesn&#8217;t meet his other criteria (universal tribal acceptance, no increased gambling) on its face.<\/p>\n<p><iframe loading=\"lazy\" src=\"\/\/player.vimeo.com\/video\/109590237\" width=\"450\" height=\"253\" frameborder=\"0\" allowfullscreen=\"allowfullscreen\"><\/iframe><\/p>\n<p>* <strong>Genting Group<\/strong> hasn&#8217;t turned one shovelful of earth on $4 billion <strong>Resorts World Las Vegas<\/strong>, but it has the now-mandatory, 3-D flyover video with which to tout the project. Actually, the video wasn&#8217;t released by Genting but by <strong>EB5 Select<\/strong>, a group which drums up investment via the EB-5 visa program. Considering the cash flow of Genting&#8217;s casino resorts in <strong>Singapore<\/strong> and <strong>Malaysia<\/strong>, and at <strong>Resorts World New York<\/strong>, I&#8217;m surprised it&#8217;s have to rattle its tin cup in this fashion. Also, is it just me or does this look like the second coming of <strong>Fontainebleau<\/strong>?
