Seriously, <a href=\"http:\/\/lasvegassun.com\/news\/2014\/dec\/03\/county-approves-sweeping-regulations\/\" target=\"_blank\">keep looking<\/a>. Does that seem\u00a0like a tavern to you? A casino? Some curious hybrid? For years the <strong>Clark County Commission<\/strong> has been grappling with the vexing <a href=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2014\/12\/Giunchigliani.jpg\"><img loading=\"lazy\" class=\"alignleft size-full wp-image-15157\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2014\/12\/Giunchigliani.jpg\" alt=\"Giunchigliani\" width=\"152\" height=\"174\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2014\/12\/Giunchigliani.jpg 152w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2014\/12\/Giunchigliani-131x150.jpg 131w\" sizes=\"(max-width: 152px) 100vw, 152px\" \/><\/a>questions posed by the rapidly growing <strong>Dotty&#8217;s<\/strong> chain of slot parlors. With only Commissioner <strong>Chris Giunchigliani<\/strong>\u00a0(<em>left<\/em>) dissenting, the board voted to require slot parlors (read: Dotty&#8217;s) to install full kitchens, pronto, or face the wrath of the law. (Giunchigliani favored giving them a six-month phase-in period.) Although it&#8217;ll cost his company $10 million, Dotty&#8217;s COO <strong>Mike Eide<\/strong> was stoic: &#8220;We&#8217;ll adapt.&#8221;<\/p>\n<p>Under the new regulation, &#8220;incidental&#8221; gaming revenue has to be less than 50% of total revenues. Slot parlors that exceed that threshold will have to cut down from 15 machines to seven. Compliant, post-2011 parlors won&#8217;t be affected, neither will non-compliant ones that predate 2006. So it&#8217;s largely a win for <strong>Golden Gaming<\/strong> and <strong>Station Casinos<\/strong>, with a bone or two flung Dotty&#8217;s way.<\/p>\n<p>* <strong>Genting Group<\/strong> <a href=\"http:\/\/www.thestar.com.my\/Business\/Business-News\/2014\/11\/25\/Genting-will-likely-carry-on-with-Las-Vegas-project\/?style=biz\" target=\"_blank\">continues waffling<\/a> on <strong>Resorts World Las Vegas<\/strong>, in part due <!--more-->to a high cost of capital. The projected opening date is in an unspecified part of 2017. Were not so much of the skeleton\u00a0of <strong>Echelon<\/strong> being incorporated into RWLV, one would be skeptical of that timeline. The company, however, seems much more gung-ho on upstate <strong>New York<\/strong>, whereas it &#8220;will most likely continue&#8221; with its <strong>Las Vegas Strip<\/strong> project. The hesitation is a little hard to understand at a time when Genting has $4.35 billion in cash and credit on tap, against only $580 million in debt, according to <em>The Star Online<\/em>.<\/p>\n<p>* <strong>Penn National Gaming<\/strong>&#8216;s <strong>Hollywood Perryville<\/strong> has fallen more than 50% short of the revenues projected at its opening. That being said, the casino has defied the odds by being consistently profitable, reverting to the business model of a locals\u00a0casino. General Manager <strong>Matthew Heiskell<\/strong> tells the <em>Washington Post<\/em> that &#8220;It is almost a neighborhood bar of a casino.\u00a0Everybody knows everybody.\u201d Star attractions are trivia night and a local cover band. Apparently it&#8217;s working, especially with patrons who are put off by the bigger casinos down the road (<strong>Horseshoe Baltimore<\/strong> gets an unflattering mention or two). <a href=\"http:\/\/www.washingtonpost.com\/local\/hollywood-casino-perryville-in-maryland-stakes-its-future-on-familiarity\/2014\/12\/03\/19fcf062-7432-11e4-9c9f-a37e29e80cd5_story.html\" target=\"_blank\" class=\"broken_link\">It even welcomes card counters<\/a> &#8212; provided they come alone.<\/p>\n<p>It&#8217;s been a bumpy ride for Hollywood Perryville, with slot revenue (and slot inventory) falling after <strong>Maryland Live!<\/strong> opened in <strong>Ann Arundel County<\/strong>. The introduction of table games provided a boost, but Maryland Live! truncated that, too. These vicissitudes have affected the casino&#8217;s revenue stream to <strong>Perryville<\/strong> and have had a retardant effect on local infrastructure projects that were supposed to be funded with casino lucre.
