{"id":15191,"date":"2014-12-10T13:55:03","date_gmt":"2014-12-10T21:55:03","guid":{"rendered":"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/?p=15191"},"modified":"2022-04-01T06:53:43","modified_gmt":"2022-04-01T14:53:43","slug":"stale-thinking-in-atlantic-city-big-trouble-in-little-macao","status":"publish","type":"post","link":"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/stale-thinking-in-atlantic-city-big-trouble-in-little-macao\/","title":{"rendered":"Stale thinking in Atlantic City; Big trouble in little Macao"},"content":{"rendered":"<p><strong>New Jersey<\/strong> lawmakers, evidently oblivious to the recent spate of casino closings, have decided that what <strong>Atlantic City<\/strong> needs is\u00a0more and smaller casinos, even though the pitfalls <a href=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/01\/atlantic-city.jpg\"><img loading=\"lazy\" class=\"alignleft size-medium wp-image-1900\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/01\/atlantic-city-300x193.jpg\" alt=\"atlantic-city\" width=\"300\" height=\"193\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/01\/atlantic-city-300x193.jpg 300w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/01\/atlantic-city-150x96.jpg 150w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/01\/atlantic-city.jpg 472w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/><\/a>of a casino-based economy have been amply demonstrated. They&#8217;re dusting off 2011&#8217;s dud &#8220;boutique casino&#8221; law, which found no takers &#8212; unless you count a scrapped <strong>Hard Rock International<\/strong> plan &#8212; and are <a href=\"http:\/\/www.presstelegram.com\/general-news\/20141209\/nj-may-lower-requirements-in-boutique-casino-law\" target=\"_blank\" rel=\"noopener\">removing some of the disincentives<\/a>. No longer will small casinos have to be built from the ground up. Instead, existing buildings can be repurposed. Also, the 200-room hotel requirement will be sufficient &#8230; no longer will operators be obligated to eventually upsize to 500 rooms.<\/p>\n<p>&#8220;This bill addresses a small-scale casino license, but it can help, so we should <!--more-->get it done.\u00a0Allowing renovated buildings to be used for a smaller, boutique casino just makes good sense economically,&#8221; said state Senate President <strong>Stephen Sweeney<\/strong> (R), whose plan addresses neither Atlantic City&#8217;s declining gambling revenue nor his own pronouncement that a <strong>Meadowlands<\/strong> casino (0r something comparable) is inevitable. For that matter, it&#8217;s not clear how these mini-casinos would fit into the fixed-payment economic scheme outlined by Sweeney and Gov. <strong>Chris Christie<\/strong> (R). Just when you think Garden State solons have it together, they come in from left field with something like this.<\/p>\n<p>Meanwhile, the mothballed monolith <strong>Revel<\/strong> <a href=\"http:\/\/www.pressofatlanticcity.com\/news\/revel-asks-judge-to-terminate-brookfield-sale-instead-allow-straub\/article_5520ecae-801f-11e4-afe8-ab52d960fffe.html\" target=\"_blank\" rel=\"noopener\">is still giving fitful spasms of life<\/a>. The casino&#8217;s <a href=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2014\/08\/Revel_0947.jpg\"><img loading=\"lazy\" class=\"alignright size-medium wp-image-14314\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2014\/08\/Revel_0947-300x199.jpg\" alt=\"Revel_0947\" width=\"300\" height=\"199\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2014\/08\/Revel_0947-300x199.jpg 300w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2014\/08\/Revel_0947-150x99.jpg 150w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2014\/08\/Revel_0947.jpg 620w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/><\/a>misery-afflicted owners aren&#8217;t entirely clear of a $110 million purchase agreement, even though <strong>Brookfield U.S. Holdings<\/strong> missed a Nov. 28 closing date and announced its intention to walk away from the deal. Revel wants the bankruptcy court to schedule an emergency hearing so it can get on with re-selling the behemoth to the eccentric <strong>Glenn Straub<\/strong>. The latter is a font of optimism.\u00a0\u201cWe will make the place successful, mark my words,\u201d he announced &#8212; and at a $95 million purchase he really ought to be able to do so &#8230; <a href=\"http:\/\/www.pressofatlanticcity.com\/news\/breaking\/straub-says-he-s-not-planning-to-appear-at-revel\/article_64dd9878-80aa-11e4-bbd2-a7a611eeb8c0.html#.VIiunoTSrWg.twitter\" target=\"_blank\" rel=\"noopener\">if he goes through with it<\/a>.<\/p>\n<p><strong>Quote of the Day<\/strong>:\u00a0\u201cWith truly significant contributors like that,\u00a0who needs enemies?\u2019\u2019 &#8212; <em><strong>No Casinos Inc.<\/strong> President <strong>John Sowinski<\/strong> on the accelerating\u00a0transfer of Atlantic City&#8217;s tax burden from casinos to residents. At least the city <a href=\"http:\/\/www.pressofatlanticcity.com\/news\/breaking\/atlantic-city-cuts-bond-deal\/article_edbec1c6-80a0-11e4-9b12-03fa7eca4883.html\" target=\"_blank\" rel=\"noopener\">has been able to sell bonds<\/a> that will enable it to make whole casinos whose property taxes were overvalued.<\/em><\/p>\n<p>*\u00a0&#8220;We&#8217;re getting to understand the junkets and how the VIP rooms operate.\u00a0We haven&#8217;t decided whether that&#8217;s offensive to the way we operate,&#8221; says <strong>Nevada Gaming Control Board<\/strong> Chairman <strong>A.G. Burnett<\/strong>. Since <strong>Las Vegas<\/strong> casino operators have been in operating in <strong>Macao<\/strong> for over a decade, Burnett&#8217;s a little late to the party. One junketeer in particular,\u00a0<strong>Cheung Chi Tai<\/strong>, <a href=\"http:\/\/www.reviewjournal.com\/news\/las-vegas\/chinese-mob-linked-world-cup-betting-ring-bust-las-vegas\" target=\"_blank\" rel=\"noopener\">figures in\u00a0a Sino-American crackdown<\/a>. <strong>Hong Kong<\/strong> police <a href=\"http:\/\/www.wsj.com\/articles\/police-launch-money-laundering-probe-into-macau-gambling-boss-1418215884\" target=\"_blank\" rel=\"noopener\">have frozen his assets<\/a> and\u00a0<strong>Neptune Guangdong Group<\/strong>, in which he has been a shareholder, is distancing itself from\u00a0Cheung, who appears to have gone to ground. <a href=\"http:\/\/www.wsj.com\/articles\/SB10000872396390443720204578002072064894676\" target=\"_blank\" rel=\"noopener\">He&#8217;s a particularly unsavory figure<\/a> and the potential that he&#8217;s gotten his claws into the Las Vegas market <a href=\"http:\/\/www.reuters.com\/article\/2012\/10\/24\/uk-casinos-vegas-regulators-idUSLNE89N01X20121024\" target=\"_blank\" rel=\"noopener\">should be cause for concern<\/a>.<\/p>\n<p><a href=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/03\/HotelLisboa.jpg\"><img loading=\"lazy\" class=\"alignleft size-medium wp-image-2577\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/03\/HotelLisboa-300x199.jpg\" alt=\"HotelLisboa\" width=\"300\" height=\"199\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/03\/HotelLisboa-300x199.jpg 300w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/03\/HotelLisboa-150x99.jpg 150w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/03\/HotelLisboa.jpg 500w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/><\/a>As gaming law expert <strong>I. Nelson Rose<\/strong> told <strong>Reuters<\/strong>, <strong>Nevada<\/strong> oversight is becoming less, not more stringent:\u00a0&#8220;To some extent the Nevada regulators are just crossing their fingers.&#8221; Or as former NGCB investigator <strong>Patrick Wynn<\/strong> put it,\u00a0&#8220;Nevada&#8217;s approach has really been very business-friendly.\u00a0They&#8217;ve always looked toward what can it do for the state, what can it do for the\u00a0economy.&#8221; Agents for junket operators, who are required to supply little background information to Nevada regulators, are feared to be front men for triads. <a href=\"http:\/\/www.reuters.com\/article\/2012\/10\/24\/uk-casinos-vegas-regulators-idUSLNE89N01X20121024\" target=\"_blank\" rel=\"noopener\">Neptune has been most successful<\/a> at penetrating the safeguards.<\/p>\n<p>Increased governmental scrutiny in <strong>China<\/strong> has not only driven down play in Macao, <a href=\"http:\/\/www.businessinsider.com\/macau-malaise-spreading-to-las-vegas-2014-11\" target=\"_blank\" rel=\"noopener\">it&#8217;s being felt in Las Vegas, too<\/a>. &#8220;&#8221;We see no near-term respite for weak on-the-ground conditions in Macau &#8230;\u00a0funding\/liquidity remains very tight, and the business model looks near broken,&#8221; wrote <strong>Standard Chartered<\/strong> analyst <strong>Philip Tulk<\/strong>. &#8220;It&#8217;s like having your dad visit your frat house,&#8221; <strong>Linette Lopez<\/strong> wrote of President <strong>Li Jinping<\/strong>&#8216;s forthcoming visit to Macao, which is being taken as a sign that <a href=\"http:\/\/www.businessinsider.in\/The-Party-In-Macau-Is-All-But-Over\/articleshow\/45462276.cms\" target=\"_blank\" rel=\"noopener\" class=\"broken_link\">the crackdown on triad activity and other forms of corruption is here to stay<\/a>.
