While <strong>Penn National Gaming<\/strong> is willing to commit $1.5 billion or more to finishing <strong>Fontainebleau<\/strong>, lead bidder <strong>Carl Icahn<\/strong> may be able to do the job <a href=\"http:\/\/www.lasvegassun.com\/news\/2009\/dec\/07\/fontainebleau-half-built-bargain-bid-billionaire\/\" target=\"_blank\">for two-thirds the amount<\/a>. Penn CEO <strong>Peter Carlino<\/strong> suggests that Icahn might achieve the savings by dint of avoiding a complete build-out. And, given the Vegas economy (still in <a href=\"http:\/\/www.lasvegassun.com\/news\/2009\/dec\/08\/southern-nevada-economy-still-lags-nation-stabiliz\/\" target=\"_blank\">dead-cat-bounce mode<\/a>), what&#8217;s wrong with that?<\/p>\n<p>Penn itself is talking about repositioning F&#8217;bleau for the mid-market &#8230; but for the high-end, too. The latter demographic is, with all due respect, a market segment to which Penn is a novice. Then again, that&#8217;s what was said about <strong>Circus Circus Corp<\/strong>. when it built <strong>Mandalay Bay<\/strong> and again about <strong>Boyd Gaming<\/strong> pre-<strong>Borgata<\/strong>. So you never know. Penn also maintains it has &#8220;a company with some sort of resort expertise&#8221; lined up as a joint-venture partner, which is a bit different from what it told <strong>J.P. Morgan<\/strong> analysts.<\/p>\n<p><img loading=\"lazy\" class=\"alignleft size-thumbnail wp-image-1537\" title=\"Icahn 2\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2009\/12\/Icahn-2-102x150.jpg\" alt=\"Icahn 2\" width=\"102\" height=\"150\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2009\/12\/Icahn-2-102x150.jpg 102w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2009\/12\/Icahn-2-204x300.jpg 204w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2009\/12\/Icahn-2.jpg 307w\" sizes=\"(max-width: 102px) 100vw, 102px\" \/>While Icahn (<em>left<\/em>) keeps his powder dry, Carlino fires off a broadside of his own: \u201c<em>The potential for people to do something foolish is limitless<\/em>.\u201d He ought to know. After unsuccessful talks with <strong>MGM Mirage<\/strong>, which drove a hard bargain for <strong>The Mirage<\/strong>, Carlino kicked the tires on <strong>Planet Hollywood<\/strong>, letting it fall to <strong>Harrah&#8217;s Entertainment<\/strong> instead. He even floated the notion of purchasing <strong>Green Valley Ranch<\/strong>.<\/p>\n<p>Considering that <strong>Greenspun Media Group<\/strong> and other Greenspun family entities are in a world of hurt, if Carlino didn&#8217;t make a play for their half-interest in Green Valley Ranch and <strong>Aliante Station<\/strong>, why not? Creditors trying to wring blood from the stone that is <strong>Station Casinos<\/strong> would surely welcome Penn &#8212; and its considerable liquidity &#8212; to the table, in hopes of wresting those two assets from Station&#8217;s grasp and placing them with a solvent foster parent instead.<\/p>\n<p>Heck, even though he acknowledges that <strong>CityCenter<\/strong>&#8216;s debut will set off a feast of cannibalization on the Strip, Carlino set his sights on the biggest, most expensive dog among unfinished\/financially troubled Vegas properties. (Aptly, Penn boasts a CFO named Clifford.) Now that he&#8217;s got his long-sought casino in <strong>Kansas<\/strong>, plus at least one in <strong>Ohio<\/strong> (depending on whether <strong>Columbus<\/strong> is allowed to opt of a recent constitutional mandate), Carlino&#8217;s famous $1.5 billion war chest is going to be spread thinner and thinner.<\/p>\n<p>I have to take issue with a few points in <strong>Liz Benston<\/strong>&#8216;s analysis. Regarding <strong>Columbia Sussex<\/strong>&#8216;s self-defeating $2.75 billion <strong>Aztar Corp<\/strong>. takeover: &#8220;<em>Critics say that inflated price tag helped fuel the severe cost-cutting that led to the company\u2019s downfall, especially in <strong>Atlantic City<\/strong>, where regulators revoked the company\u2019s casino license for, among other infractions, failing to adequately staff the property<\/em>.&#8221;<\/p>\n<p>No, critics don&#8217;t say that. <em>ColSux<\/em> said it &#8212; promising potential underwriters in its &#8220;road show&#8221; presentations that it would recoup the purchase price through severe staff cutbacks; words that would come back to haunt CEO <strong>William J. Yung III<\/strong> when his <strong>New Jersey<\/strong> license was up for renewal.<\/p>\n<p>&#8220;<em>Icahn doesn\u2019t build casinos, he trades them \u2014 profiting when formerly depressed properties are resold with leaner operating costs and once the overall market for casino investments improves<\/em>.&#8221; True, he doesn&#8217;t build casinos <em>per se<\/em>, but he&#8217;s not a here-today\/gone-tomorrow &#8220;flipper,&#8221; either. A dozen years ago, he snapped up what looked like one of Vegas&#8217; biggest catastrophes ever, the <strong>Stratosphere<\/strong>, repositioned it and ran it for the better part of a decade before cashing out when the market was at its peak (and buyers were at their most foolish).<\/p>\n<p>Icahn also took a bankrupt motel with a never-used casino, the <strong>Sunrise<\/strong>, reopened it and eventually expanded it as <strong>Arizona Charlie&#8217;s Boulder<\/strong>. So Icahn&#8217;s got some experience taking lemons and making lemonade. Sounds like just what the doctor ordered for F-bleau.<\/p>\n<p>As for the increasingly blustery Carlino, he might do well to engrave the following words: \u201c<em>This is a classic case of &#8230; be careful what you wish for, because you\u2019re going to have this thing and you\u2019ve got to be prepared to write checks to see it through<\/em>.\u201d Because if he makes another run at F-bleau and gets it, Carlino might be the one regretting that for which he wished.<\/p>\n<p style=\"text-align: center;\"><img loading=\"lazy\" class=\"aligncenter size-full wp-image-1523\" title=\"Heroes 1\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2009\/12\/Heroes-1.jpg\" alt=\"Heroes 1\" width=\"500\" height=\"374\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2009\/12\/Heroes-1.jpg 720w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2009\/12\/Heroes-1-150x112.jpg 150w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2009\/12\/Heroes-1-300x225.jpg 300w\" sizes=\"(max-width: 500px) 100vw, 500px\" \/><em>Anybody can build a $6 billion casino &#8230; in Photoshop.<\/em><\/p>\n<p><strong>Fort Fontainebleau?<\/strong> That should be the prospective title of an F-bleau-related inquiry about buying Big Bleau as <a href=\"http:\/\/www.miamiherald.com\/business\/story\/1366849.html\" target=\"_blank\" class=\"broken_link\">a resort for military personnel<\/a> and their families. First, try to erase from your mind the bizarre image of a casino floor filled with men and women in desert camo BDUs. Concentrate on the fact that this $350 million (uh-huh) pseudo-bid comes from a company <a href=\"http:\/\/www.lasvegassun.com\/news\/2009\/dec\/05\/another-potential-buyer-emerges-fontainebleau\/\" target=\"_blank\">with a revoked Nevada business license<\/a> and its pet project is <a href=\"http:\/\/www.craigroaddevelopment.com\/\" target=\"_blank\" class=\"broken_link\">a loony $6 billion, six-tower<\/a> military retirement community <em>cum<\/em> casino resort. This failsino was supposed to have opened at an undisclosed location <a href=\"http:\/\/www.craigroaddevelopment.com\/services\" target=\"_blank\" class=\"broken_link\">four months ago<\/a>. (Anybody care to guess what the &#8220;well-known off-strip [<em>sic<\/em>] 2,000 room [<em>sic<\/em>] Hotel\/Casino [<em>sic<\/em>] with land and planning permit to build 4 new towers&#8221; <a href=\"http:\/\/eugenehillusa.com\/services\" target=\"_blank\" class=\"broken_link\">might have been<\/a>?<\/p>\n<p>Before taking any wooden nickels <a href=\"http:\/\/eugenehillusa.com\/\" target=\"_blank\" class=\"broken_link\">from these folks<\/a>, the bankruptcy judge might want to ask how they intend to finish F-bleau when they <a href=\"http:\/\/eugenehillusa.com\/global_wellness_institute\" target=\"_blank\" class=\"broken_link\">can&#8217;t<\/a> <a href=\"http:\/\/eugenehillusa.com\/heroes_bar_and_grill\" target=\"_blank\" class=\"broken_link\">even<\/a> <a href=\"http:\/\/eugenehillusa.com\/hill_marketing\" target=\"_blank\" class=\"broken_link\">build<\/a> a Web site. The company claims to have &#8220;a broad range of interests&#8221; &#8212; so broad as to be indefinable &#8212; and makes <a href=\"http:\/\/eugenehillusa.com\/about_us\" target=\"_blank\" class=\"broken_link\">some extremely questionable <\/a>financial projections.<\/p>\n<p>If there&#8217;s ever been a casino operator who made &#8220;<em>a 28% to 43% profit range\u00a0within a\u00a036 to 48 month period<\/em>&#8221; the rest of the industry would sure like to meet him and pick his brain, wouldn&#8217;t it? Asked for particulars about its bid, <strong>Craig Road Development<\/strong> wrapped itself in Old Glory, dispensing vaporous self-serving, flag-waving bombast. Remind me: Just <em>whose<\/em> last refuge is patriotism?<\/p>\n<p>On the other hand, if somebody&#8217;s willing to rush in and offer $350 million for something Carl Icahn (who didn&#8217;t just fall off the turnip truck) thinks is worth less than half that amount, who&#8217;s the bankruptcy judge to say those fools and their money shouldn&#8217;t be parted?<\/p>\n","protected":false},"excerpt":{"rendered":"<p>That&#8217;s the unspoken question hanging over a lengthy piece in yesterday&#8217;s Las Vegas Sun.
