The latter is trying to pry <strong>New York<\/strong>&#8216;s fourth and last new-casino license loose from New York State&#8217;s siting board, with a <a href=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2014\/07\/Lago-Resort-2.png\"><img loading=\"lazy\" class=\"alignleft size-medium wp-image-14056\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2014\/07\/Lago-Resort-2-300x171.png\" alt=\"Lago Resort 2\" width=\"300\" height=\"171\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2014\/07\/Lago-Resort-2-300x171.png 300w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2014\/07\/Lago-Resort-2-150x85.png 150w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2014\/07\/Lago-Resort-2.png 700w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/><\/a>view to upgrading his <strong>Tioga Downs<\/strong> racino into a full-service casino.\u00a0&#8220;The people up there [near the <strong>Pennsylvania<\/strong> border] were promised a casino, and somehow the casino they were promised ended up near <strong>Canada<\/strong>,&#8221; said Gural, who promises he can be operational in three months. The siting board had opted for <strong>Tyre<\/strong>, betwixt <strong>Syracuse<\/strong> and <strong>Rochester<\/strong>. Gural and Walsh&#8217;s plea has the support of several lawmakers, including Rep. <strong>Tom Reed<\/strong> (R).\u00a0No fracking, no casino, why don&#8217;t you just tell &#8217;em they can all move someplace else?,&#8221; fumed Gural, who called the choice of Tyre &#8220;unbelievably stupid.&#8221;<\/p>\n<p>Up in Tyre, however, it&#8217;s all good for winning bidder <strong>Thomas Wilmot<\/strong>, who says more competition <!--more-->in the relatively crowded market &#8220;will push every casino to do a better job for the <a href=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2014\/07\/Lago-Resort.png\"><img loading=\"lazy\" class=\"alignright size-medium wp-image-14009\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2014\/07\/Lago-Resort-300x171.png\" alt=\"Lago Resort\" width=\"300\" height=\"171\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2014\/07\/Lago-Resort-300x171.png 300w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2014\/07\/Lago-Resort-150x85.png 150w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2014\/07\/Lago-Resort.png 700w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/><\/a>customers, and that&#8217;s good.&#8221; Wilmot&#8217;s business plan <a href=\"http:\/\/www.lohud.com\/story\/news\/politics\/politics-on-the-hudson\/2014\/12\/23\/ny-to-put-casino-in-between-tribes-exclusive-gaming-zones\" target=\"_blank\" class=\"broken_link\">budgets for heavy cannibalization<\/a> of revenues from existing tribal casinos (30%) and racinos (21%). As <strong>Seneca Nation<\/strong> President <strong>Barry Snyder Jr<\/strong>. protests,\u00a0&#8220;The proposed <strong>Lago<\/strong> [<strong>Casino Resort<\/strong>] project does not seek to complement surrounding established economic factors, but rather aims to draw people away from economic centers like <strong>Buffalo<\/strong>, Rochester and Syracuse and create a stand-alone silo.&#8221; It certainly crimps plans by both the Senecas and the <strong>Oneida Nation<\/strong> to extend the reach of their casino empires.<\/p>\n<p>The Oneidas have already announced <strong>Yellow Brick Road Casino<\/strong>, near Syracuse, and the Seneca <a href=\"http:\/\/www.democratandchronicle.com\/story\/news\/local\/2014\/12\/22\/native-american-casinos-face-new-one-finger-lakes\/20775855\/\" target=\"_blank\" class=\"broken_link\">had hoped to expand operations<\/a> into Monroe County, or possibly at <strong>Finger Lakes Racetrack<\/strong> in <strong>Ontario County<\/strong>. Now they have Lago sitting 10 miles from the edge of their exclusivity region and driving a wedge between their lands and the Oneidas&#8217;.<\/p>\n<p>Gural got an indirect boost from Gov. <strong>Andrew Cuomo<\/strong> (D), <a href=\"http:\/\/www.timesunion.com\/default\/article\/Cuomo-give-casino-license-to-Southern-Tier-5982129.php\" target=\"_blank\">who urged consideration of the <strong>Southern Tier<\/strong><\/a> for a fourth license.\u00a0&#8220;The <strong>Binghamton<\/strong> area is tied for the region with the <a href=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/09\/Andrew_Cuomo.gif\"><img loading=\"lazy\" class=\"alignright size-full wp-image-7459\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/09\/Andrew_Cuomo.gif\" alt=\"Andrew_Cuomo\" width=\"120\" height=\"158\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/09\/Andrew_Cuomo.gif 120w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/09\/Andrew_Cuomo-113x150.gif 113w\" sizes=\"(max-width: 120px) 100vw, 120px\" \/><\/a>highest unemployment rate in upstate New York, and stands to benefit greatly from new jobs and economic development in the region,&#8221; Cuomo wrote, <a href=\"http:\/\/www.nytimes.com\/2014\/12\/29\/nyregion\/new-york-casinos-remote-homes-could-dampen-success.html?emc=edit_th_20141229&amp;nl=todaysheadlines&amp;nlid=15322375&amp;_r=0\" target=\"_blank\" class=\"broken_link\">in a reversal of his position just nine days earlier<\/a>. (Notice that lucrative <strong>Oxford County<\/strong> continues to be dealt out of the process.) Cuomo&#8217;s is seen as a break from his hands-off approach to the selection process. The ink was scarcely dry on the choices when Cuomo said,\u00a0&#8220;I don&#8217;t know why they made what decisions they made, but it wasn&#8217;t my place to interfere and I don&#8217;t want to second-guess them\u00a0now.&#8221;<\/p>\n<p>Now that he <em>is<\/em> second-guessing, Cuomo argues, &#8220;it may excite national competition by interested parties that submit even better applications than the first round,&#8221; which makes it sound like he&#8217;s reopening the whole kit n&#8217; kaboodle. That&#8217;s be unfair to applicants like Gural who played by the rules the first time around and hardly need any carpetbaggers flocking into the Southern Tier.<\/p>\n<p>Economists, meanwhile, are tamping down revenue expectations.\u00a0\u201cThe fireworks aren\u2019t as big or bright. These casinos could be a steady source of income, but they won\u2019t generate the <a href=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2014\/12\/Montreign.jpg\" class=\"broken_link\"><img loading=\"lazy\" class=\"alignleft size-medium wp-image-15289\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2014\/12\/Montreign-300x146.jpg\" alt=\"Montreign\" width=\"300\" height=\"146\" \/><\/a>maximum number of revenues or jobs,\u201d <strong>Macquarie Securities<\/strong> analyst <strong>Chad Beynon<\/strong> cautioned the <em>New York Times<\/em>. He says the chosen locations will be handicapped by their remoteness and that New York should have picked at least one nominee from Oxford County. <strong>Fitch Rating<\/strong>s analyst Alex Bumazhny holds the same view &#8212;\u00a0\u201cCasinos in the <strong>Catskills<\/strong> and elsewhere will have a greater challenge because the Northeast is pretty saturated.\u201d The <strong>State Gaming Commission<\/strong>, however, viewed Orange County as a threat to going concerns at Monticello and in <strong>Yonkers<\/strong>. (The <em>NYT<\/em> notes that similar fears of cannibalization were a non-factor in Tyre&#8217;s selection.\u00a0\u201cIt was more of a choice between Lago and nothing in the region,\u201d said\u00a0<strong>Gaming Facility Location Board<\/strong> Chairman <strong>Kevin Law<\/strong>.)<\/p>\n<p>For that matter, as the <em>Times<\/em> notes, no major player showed any interest in the Finger Lakes region the first time around. What&#8217;s to make Cuomo think a rematch would be any different?<\/p>\n<p>* In the Catskills, basking in the glow of victory, <strong>Empire Resorts<\/strong> <a href=\"http:\/\/therealdeal.com\/blog\/2014\/12\/22\/raising-the-stakes-1-1b-catskills-casino-could-have-resi\/\" target=\"_blank\">is already talking of expanding<\/a> its winning casino project (<em>above<\/em>). The $1.1 billion development\u00a0may sprout residential development, in addition to a shooting range and upgrades to Empire-owned <strong>Monticello Gaming &amp; Raceway<\/strong>. Empire Resorts Chairman <strong>Emanuel Pearlman<\/strong> proclaimed,\u00a0\u201cIt\u2019s not going to be: Come here and play a slot machine \u2026 I\u2019m pretty much open to anything.\u201d<\/p>\n<p>* New York, not <strong>California<\/strong>, <a href=\"http:\/\/www.cardplayer.com\/poker-news\/18218-new-york-to-consider-online-poker-next-year\" target=\"_blank\" class=\"broken_link\">may also be the next state to have a fiddle with intrastate, online gambling<\/a>. Consider that its population base is more than double that of <strong>New Jersey<\/strong> and it&#8217;s <a href=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2014\/12\/Bonacic.jpg\"><img loading=\"lazy\" class=\"alignleft  wp-image-15288\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2014\/12\/Bonacic.jpg\" alt=\"Bonacic\" width=\"141\" height=\"197\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2014\/12\/Bonacic.jpg 190w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2014\/12\/Bonacic-107x150.jpg 107w\" sizes=\"(max-width: 141px) 100vw, 141px\" \/><\/a>no wonder that <strong>MGM Resorts International<\/strong> is already lobbying of &#8216;Net betting. It reckons that New Yorkers wager $110 million annually on <strong>Internet<\/strong> poker sites alone. Gaming-tax projections are in the $50 million-$80 million ballpark (presuming a 15% tax rate) but, as with the Garden State, we&#8217;ll have to believe that when we see it.<\/p>\n<p>The state <a href=\"http:\/\/www.cardplayer.com\/poker-news\/17026-online-poker-bill-introduced-in-new-york\" target=\"_blank\" class=\"broken_link\">has visited this issue before<\/a>, with lawmakers proposing to auction off 10 online-poker licenses at a cool $10 million apiece. The original legislation also empowered New York to compact with other states, as <strong>Nevada<\/strong> and <strong>Delaware<\/strong> have done. State Sen. <strong>John Bonacic<\/strong> (R, <em>left<\/em>), one of the powers behind casino expansion, is gently nudging this forward, so it&#8217;s got some juice.<\/p>\n<p>* Scratch another Spanish <strong>EuroVegas<\/strong>, this one intended for the <strong>Barcelona<\/strong> area. The $6 billion project is hanging by a thread after developer <strong>Veremonte<\/strong> declined to pay a $462 <a href=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2013\/12\/Lawrence-Ho-2.jpg\"><img loading=\"lazy\" class=\"alignright size-medium wp-image-12174\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2013\/12\/Lawrence-Ho-2-300x225.jpg\" alt=\"Lawrence Ho 2\" width=\"300\" height=\"225\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2013\/12\/Lawrence-Ho-2-300x225.jpg 300w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2013\/12\/Lawrence-Ho-2-150x112.jpg 150w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2013\/12\/Lawrence-Ho-2.jpg 400w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/><\/a>million option on the site. The Catalan government is giving Veremonte a generous, 18-month grace period in which to decide how or it will proceed, protecting the site from land speculators in the meantime. In addition to a stadium and theme parks, Veremonte&#8217;s plans called for six casino megaresorts (6,000 employees apiece). <strong>Lawrence Ho<\/strong>\u00a0(<em>right<\/em>) was among those showing interest, as were fast-rising <strong>Hard Rock International<\/strong> and <strong>Caesars Entertainment<\/strong>, which continues to throw itself at every market in sight, bankruptcy or no. Reports <em>Inside Asia Gaming<\/em>, &#8220;significant regulatory modifications will be needed to adapt the project to the urban planning of the area.&#8221;<\/p>\n<p>* The ubiquitous Mr. Ho has teamed with <strong>PokerStars<\/strong>. He will open a PokerStars-branded card room at <strong>City of Dreams Manila<\/strong>, <a href=\"http:\/\/www.ggrasia.com\/melco-crown-confirms-pokerstars-room-in-manila\/\" target=\"_blank\">starting with 14 tables<\/a>. (This is Ho&#8217;s second partnership with PokerStars, following one in <strong>Macao<\/strong>.)
