But that&#8217;s what <strong>Pennsylvania<\/strong> state Rep. <strong>Will Talman<\/strong> (R) is trying to do. <a href=\"http:\/\/www.philly.com\/philly\/business\/20150124_Pa__bill_would_close_casinos_4_hours_daily.html\" target=\"_blank\">He&#8217;s proposing a bill to close <\/a><a href=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/01\/Pennsylvania-064.gif\"><img loading=\"lazy\" class=\"alignleft size-medium wp-image-5553\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/01\/Pennsylvania-064-300x219.gif\" alt=\"Pennsylvania 064\" width=\"300\" height=\"219\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/01\/Pennsylvania-064-300x219.gif 300w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/01\/Pennsylvania-064-150x109.gif 150w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/01\/Pennsylvania-064.gif 350w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/><\/a><a href=\"http:\/\/www.philly.com\/philly\/business\/20150124_Pa__bill_would_close_casinos_4_hours_daily.html\" target=\"_blank\">Keystone State casinos<\/a> nightly between 2 a.m. and 6 a.m. As justification, he cites existing laws which require non-casino bars to close between those hours. Casino bars can stay open &#8212; they just can&#8217;t serve alcohol during that period. Considering that, last year, the\u00a0<strong>Legislative Budget &amp;\u00a0Finance Committee<\/strong> recommended 24-hour liquor sales in Pennsylvania casinos, I&#8217;d give the monied interests the upper hand over Talman. The latter is certainly shooting dice with the state budget by suggesting that casinos close down for one-sixth of their operating hours. Ideology would seem to have gotten the upper hand with him over fiscal sense.<\/p>\n<p>* Speaking of ideology, 11th-hour political pressure on <!--more--><strong>Wisconsin<\/strong> Gov. <strong>Scott Walker<\/strong> (R) may have spelled doom for the <strong>Menominee Nation<\/strong>&#8216;s casino hopes. Walker will be campaigning for the presidency soon in <strong>Iowa<\/strong>, where 600 prominent Republicans, including Sen. <strong>Joni Ernst<\/strong>, and <strong>Republican National Committee<\/strong> members\u00a0<strong>Steve Scheffler<\/strong> <a href=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2015\/01\/Ernst.jpg\"><img loading=\"lazy\" class=\"alignright size-full wp-image-15401\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2015\/01\/Ernst.jpg\" alt=\"Ernst\" width=\"300\" height=\"168\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2015\/01\/Ernst.jpg 300w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2015\/01\/Ernst-150x84.jpg 150w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/><\/a>and <strong>Tamara Scott<\/strong> <a href=\"http:\/\/ggbnews.com\/issue\/vol-13-no-4-january-26-2015\/article\/walker-rejects-wisconsin-casino\" target=\"_blank\" class=\"broken_link\">sent a blunt message<\/a>:\u00a0&#8220;As you are contemplating a presidential bid, I sincerely hope you will consider a &#8216;No Expanding Gaming&#8217; policy&#8217;.&#8221; <strong>Family Leader<\/strong> CEO <strong>Bob Vander Plaats<\/strong> piled on.\u00a0&#8220;The increased societal problems of divorce, bankruptcy, debt, depression and suicide,&#8221; he pontificated, &#8220;and the additional cost to local governments to handle these problems and the crimes associated with gambling, far outweigh any perceived advantages that may be provided by expanded gambling.&#8221;<\/p>\n<p>As written, the Menominee compact was a highly problematic document, a magnet for litigation. But who&#8217;s to say grumblings from Iowa conservatives didn&#8217;t ultimately force Walker&#8217;s hand?<\/p>\n<p>* Ever ambivalent, <strong>Hawaii<\/strong> is toying with legalized gambling again. <strong>HB91<\/strong> proposes to permit slot machines at the Aloha State&#8217;s airports. In order to play, you&#8217;d not only have to be 21 or older but your ticket would have to take you out of the country within 12 hours. The<br \/>\n<a href=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2015\/01\/Hawaii.png\"><img loading=\"lazy\" class=\"alignleft size-full wp-image-15402\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2015\/01\/Hawaii.png\" alt=\"Hawaii\" width=\"292\" height=\"172\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2015\/01\/Hawaii.png 292w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2015\/01\/Hawaii-150x88.png 150w\" sizes=\"(max-width: 292px) 100vw, 292px\" \/><\/a>slots couldn&#8217;t be advertised within the state. Said sponsor Rep. <strong>Cindy Evans<\/strong> (D),\u00a0&#8220;This will be an opportunity to get more of the tourists&#8217; dollars before they leave our state. Our airports need modernization and repair.\u00a0It is time we think out of the box to find a new revenue source.&#8221;<\/p>\n<p>Well, I wouldn&#8217;t call it a radical departure. Hawaiian lawmakers have proposed legalized gambling in the recent past, including a one-year &#8220;test&#8221; casino. What&#8217;s most radical here is the proposed tax rate, <a href=\"http:\/\/www.bizjournals.com\/pacific\/news\/2015\/01\/23\/bill-proposes-slot-machines-at-hawaiis-airports.html\" target=\"_blank\" class=\"broken_link\">a confiscatory 86%<\/a>. No state in America even comes close to that. Are there slot operators who&#8217;d vie for concessions that would only leave them with pennies on the dollar? I&#8217;ll bet the answer is yes.<\/p>\n<p>* The casino-industry recession in <strong>Macao<\/strong> is <a href=\"http:\/\/www.ggrasia.com\/macau-loses-34-junket-operators-in-one-year-report\/\" target=\"_blank\">putting the squeeze<\/a> on junket operators. There are 16% fewer now than a year ago. That still leaves a lot of junketeers &#8212; 183 &#8212; out there. With VIP revenue down 11% in 2014, a market correction like this was inevitable. Even some of the surviving companies are pulling in their horns. For example,<strong> Gold Moon Group<\/strong> <a href=\"http:\/\/www.ggrasia.com\/gold-moon-confirms-a-macau-vip-room-closure\/\" target=\"_blank\">is ceasing operations<\/a> at <strong>Sands Cotai Central<\/strong>. Like Gold Moon, <strong>David Group<\/strong> is accompanying its Macao cutback <a href=\"http:\/\/www.ggrasia.com\/david-group-to-close-three-macau-vip-rooms-grow-overseas\/\" target=\"_blank\">with plans to expand elsewhere<\/a> in the Pacific\u00a0region.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Once casinos move to fill a vacuum, it&#8217;s difficult to push them back.
