Fair<\/strong>, <a href=\"http:\/\/www.philly.com\/philly\/business\/homepage\/20150331_Penn_National_backs_out_of_Western_Pa__casino_deal.html\" target=\"_blank\">managing to throw shade<\/a> on state policy in justifying the withdrawal from the <strong>Lawrence Downs\u00a0Casino &amp; Racing Resort<\/strong> project. The rest of the investment contains some familiar names, like <strong>Philadelphia Flyers<\/strong> owner <strong>Ed Snider<\/strong> and the estate of <strong>Lewis Katz<\/strong>, both of whom were deeply involved with <!--more-->the failed <strong>Foxwoods Resort Casino<\/strong> project in the City of Brotherly Love.<\/p>\n<p>If it goes forward, the <strong>Lawrence County<\/strong> racino would have 1,250 slots, 50 table games, in addition to harness racing. <a href=\"http:\/\/www.bizjournals.com\/columbus\/news\/2013\/06\/03\/penn-national-adding-racino-to-crowded.html\" target=\"_blank\" class=\"broken_link\">Given how crowded<\/a> that area of the Pennsylvania is, Penn seems <a href=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2014\/10\/Penn-logo.jpg\"><img loading=\"lazy\" class=\"alignleft size-full wp-image-14663\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2014\/10\/Penn-logo.jpg\" alt=\"Penn logo\" width=\"274\" height=\"184\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2014\/10\/Penn-logo.jpg 274w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2014\/10\/Penn-logo-150x100.jpg 150w\" sizes=\"(max-width: 274px) 100vw, 274px\" \/><\/a>merely prudent in backing out of it. Other factors that surely went into Penn&#8217;s decision <a href=\"http:\/\/www.observer-reporter.com\/article\/20131124\/news01\/131129583\" target=\"_blank\" class=\"broken_link\">are the proximity<\/a> (20 miles) of its wildly successful racino in <strong>Austintown<\/strong>, <strong>Ohio<\/strong>. More perplexing was the failed attempt by Penn&#8217;s REITmasters at <strong>Gaming &amp; Leisure Properties<\/strong> to consummate the purchase of nearby <strong>The Meadows<\/strong> racino from <strong>Cannery Casino Resorts<\/strong>. <a href=\"http:\/\/www.bizjournals.com\/pittsburgh\/news\/2015\/03\/30\/penn-national-gaming-wants-out-of-lawrence-downs.html\" target=\"_blank\" class=\"broken_link\">Penn has offered to play matchmaker<\/a> to Lawrence Downs majority owners <strong>Endeka Entertainment<\/strong> &#8230; perhaps its new BFF, <strong>Cordish Gaming<\/strong>. That offer, however, <a href=\"http:\/\/www.cincinnati.com\/story\/news\/2015\/03\/30\/hollywood-casino-parent-pulls-plug-on-project\/70679562\/\" target=\"_blank\" class=\"broken_link\">has apparently been met with acrimony<\/a> by jilted Endeka.<\/p>\n<p>Or the project might be off the burner altogether. It&#8217;s being underwritten with municipal bonds. <strong>Fitch Ratings<\/strong> analyst <strong>Alex Bumazhny<\/strong> called this\u00a0\u201ca sign that the project is too <a href=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2015\/03\/harness.jpg\"><img loading=\"lazy\" class=\"alignright size-full wp-image-15808\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2015\/03\/harness.jpg\" alt=\"harness\" width=\"275\" height=\"183\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2015\/03\/harness.jpg 275w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2015\/03\/harness-150x99.jpg 150w\" sizes=\"(max-width: 275px) 100vw, 275px\" \/><\/a>risky and\/or the return prospects are not lucrative enough for the private investors to participate using 100 percent of their own money. It&#8217;s a pretty speculative project given the number of casinos in the region.\u201d Among those is struggling <strong>Lady Luck Nemacolin<\/strong>, which has cut staffing in the face of financial performance that is 50% short of <strong>Isle of Capri Casinos<\/strong>&#8216; expectations.<\/p>\n<p>In an unusual development for a racino, <strong>Presque Isle Downs<\/strong> is asking the State of Pennsylvania for permission to downsize its inventory of slots and table games, citing the deleterious effects of competition from <strong>Horseshoe Cleveland<\/strong>. Usually, when business turns bad, racinos&#8217; instinct is to enlarge the gaming on offer.<\/p>\n<p>* Next door, in <strong>New York State<\/strong>, <a href=\"http:\/\/www.timesunion.com\/default\/article\/Provision-would-add-skill-to-VLTs-6169065.php\" target=\"_blank\">there&#8217;s a move afoot<\/a> to modify the VLT offerings to include games like blackjack and three-card poker that call for\u00a0an element of skill. It&#8217;s nice to see the Empire State moving with the times.<\/p>\n<p>* One of the more egregious cases of reservation shopping <a href=\"http:\/\/www.therepublic.com\/view\/story\/aceba5261df843df9295aec4f54b67c4\/NM--Court-Apache-Tribe\" target=\"_blank\" class=\"broken_link\">has been rejected like a poorly dunked basketball<\/a> by the <strong>New Mexico Supreme Court<\/strong>. The <strong>Oklahoma<\/strong>-based <strong>Fort Sill Apache<\/strong> tribe hoped to compel Gov. <strong>Susana Martinez<\/strong> (R) to ink a gaming compact &#8212; never mind that, while it has land in trust in the Land of Enchantment, the <strong>Interior Department<\/strong> hasn&#8217;t approved it for casino gambling.
