Since the <a href=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2015\/04\/Jepsen.jpg\"><img loading=\"lazy\" class=\"alignleft size-full wp-image-15891\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2015\/04\/Jepsen.jpg\" alt=\"Jepsen\" width=\"160\" height=\"240\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2015\/04\/Jepsen.jpg 160w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2015\/04\/Jepsen-100x150.jpg 100w\" sizes=\"(max-width: 160px) 100vw, 160px\" \/><\/a>casinos are gift-wrapped for the tribes in question, state Attorney General <strong>George Jepsen<\/strong>\u00a0(<em>left<\/em>) warns that they could violate the <strong>Equal Protection Clause<\/strong> of the U.S. Constitution. Jepsen was seconded by the Legislature&#8217;s <strong>Office of Legislative Research<\/strong>, which found problems with the bill within the Connecticut constitution also. According to <strong>The Associated Press<\/strong>, &#8220;In a recently released analysis of the bill, the office said a provision in Connecticut&#8217;s constitution stating &#8216;no man or set of men are entitled to exclusive public emoluments or privileges from the community&#8217; has been referenced by the <strong>Connecticut Supreme Court<\/strong> when it invalidated state laws that grant privileges to individuals when there isn&#8217;t a valid public purpose.&#8221;<\/p>\n<p>Saying that a casino has &#8220;a valid public purpose&#8221; beyond <!--more-->entertainment may be rather a stretch. Besides, there are other parties in the state &#8212; like the\u00a0<strong>Schaghticoke of Kent<\/strong> &#8212; who want gaming-enabled status and wouldn&#8217;t look favorably upon an extension of the Pequot\/Mohegan duopoly. They&#8217;d take comfort from the Office of Legislative Research&#8217;s conclusion that\u00a0&#8220;the <strong>Connecticut Antitrust Act<\/strong> prohibits any contract or conspiracy to monopolize, or attempt to monopolize, a part of trade\u00a0&#8230;\u00a0the bill could conceivably be construed to have anticompetitive effects in violation of this law.&#8221;<\/p>\n<p><a href=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2015\/04\/Dargan.jpg\"><img loading=\"lazy\" class=\"alignright  wp-image-15895\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2015\/04\/Dargan.jpg\" alt=\"Dargan\" width=\"139\" height=\"186\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2015\/04\/Dargan.jpg 194w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2015\/04\/Dargan-112x150.jpg 112w\" sizes=\"(max-width: 139px) 100vw, 139px\" \/><\/a>Expansion proponents seem to have been caught off guard by the flurry of constitutional objections. The best that Rep. <strong>Stephen Dargan<\/strong> (D, <em>right<\/em>) could do by way of a response was to say that the bill under consideration&#8217;s purpose was to\u00a0&#8220;throw something out there, at least to have a conversation.&#8221; It remains to be seen whether that flippant attitude will prevail in <strong>Hartford<\/strong>. A bill rather light on specifics (like revenue sharing) <a href=\"http:\/\/www.ctpost.com\/local\/article\/Casino-bill-makes-second-hurdle-6211693.php\" target=\"_blank\" rel=\"noopener noreferrer\">passed out of committee<\/a>, despite attempts by Republicans to curb the number of new casinos &#8212; which could be sited in existed OTB parlors &#8212; to one and to require host-community referendums.<\/p>\n<p>You have to hand it to Mohegan Sun CEO <strong>Mitchell Etess<\/strong>: He&#8217;s got brass balls. Mohegan Sun may have financial problems on the home front but that&#8217;s not stopping him from <a href=\"http:\/\/blogs.wsj.com\/korearealtime\/2015\/04\/21\/mohegan-tribal-gaming-authority-to-develop-casino-in-south-korea\/\" target=\"_blank\" rel=\"noopener noreferrer\">pitching a $5 billion megaresort<\/a>, proposed <a href=\"http:\/\/www.nbcconnecticut.com\/news\/local\/Mohegan-Tribal-Gaming-Authority-to-Co-Develop-Casino-in-South-Korea-300806551.html\" target=\"_blank\" rel=\"noopener noreferrer\">for an 800-acre site<\/a> at <strong>Incheon International Airport Corp<\/strong>. According to the <em>Wall Street Journal<\/em>, the grand scheme calls for &#8220;a private jet terminal, a two-<a href=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2015\/04\/Project-Inspire.jpg\" class=\"broken_link\"><img loading=\"lazy\" class=\"alignleft size-medium wp-image-15894\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2015\/04\/Project-Inspire-300x168.jpg\" alt=\"Project Inspire\" width=\"300\" height=\"168\" \/><\/a>tower luxury hotel complex with a combined 1,000 rooms, and a 18,500-square-meter casino with 250 tables and 1,500 slot machines along with a similarly sized indoor\/outdoor amusement park, an entertainment area, a film studio and retail space.&#8221; Whales\u00a0\u201ccan get on a private jet, land, and check right into the hotel. It\u2019d be perfect for <strong>James Bond<\/strong>,\u201d enthuses Etess.<\/p>\n<p>According to a more recent report in the <em>Boston Globe<\/em>, the budget for the space-age-looking resort is a more-doable $1.6 billion. \u00a0Admission would be restricted to foreign nationals. Flash a South Korean passport and you&#8217;re outta there, unless you want to visit the planned museum of Native American culture.\u00a0\u201cI don\u2019t know why the Koreans would give the only big resort casino to an American company,\u201d muses <strong>UNLV<\/strong>&#8216;s <strong>Bill Thompson <\/strong>(<em>left<\/em>), who also warns <a href=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2015\/04\/Thompson.jpg\"><img loading=\"lazy\" class=\"alignleft size-full wp-image-15896\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2015\/04\/Thompson.jpg\" alt=\"Thompson\" width=\"120\" height=\"152\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2015\/04\/Thompson.jpg 120w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2015\/04\/Thompson-118x150.jpg 118w\" sizes=\"(max-width: 120px) 100vw, 120px\" \/><\/a>that <strong>Peking<\/strong> could clamp down on travel to <strong>South Korea<\/strong> as easily as it is doing to Macao right now. The Central Committee wasn&#8217;t born yesterday. The casino &#8220;will have a geographical advantage in that it can target the 400 million Northeast Asians who live in cities three hours\u2019 flight away from <strong>Yeongjongdo<\/strong>,\u201d said airport CEO <strong>Park Wan-su<\/strong>.<\/p>\n<p>Others characterize the move as a Hail Mary pass, <a href=\"https:\/\/www.bostonglobe.com\/business\/2015\/04\/21\/mohegan-sun-plan-build-largest-casino-south-korea\/kd5Rb74QEwfs8asFRYd5DI\/story.html\" target=\"_blank\" rel=\"noopener noreferrer\">a last grasp at the brass ring<\/a> before <strong>Massachusetts<\/strong> casinos start cutting into the Mohegans&#8217; business. However, they must first take care of little niceties <a href=\"http:\/\/www.courant.com\/business\/hc-mohegan-sun-south-korea-20150421-story.html\" target=\"_blank\" rel=\"noopener noreferrer\">such as obtaining a Korean casino license<\/a> and ink a deal with the airport corporation. At present they only have a memo of understanding which outlines project specifics like a &#8220;Korean cosmetics and beauty hub,&#8221; as well as space for 60 retailers and 20 restaurants.<\/p>\n<p>Also vying for one of two new licenses <a href=\"http:\/\/www.reuters.com\/article\/2015\/04\/21\/southkorea-casino-mohegan-idUSL4N0XI1R920150421\" target=\"_blank\" rel=\"noopener noreferrer\">are Chinese and Filipino operators<\/a>, while in-progress casinos by <strong>Sega Sammy Holdings<\/strong> and by <strong>Caesars Entertainment<\/strong> promise to provide the Mohegans with competition. Whatever you think of the latter&#8217;s chances, they&#8217;re in no hurry, <a href=\"http:\/\/www.koreaherald.com\/view.php?ud=20150421000841\" target=\"_blank\" rel=\"noopener noreferrer\">giving themselves until 2040<\/a> to finish the project. That&#8217;s a generous timeline by any yardstick.<\/p>\n<p>* Foxwoods and Mohegan Sun aren&#8217;t the only casinos trying to creep up onto the Massachusetts border. <strong>Twin River Management Group<\/strong>, owner of two <strong>Rhode Island<\/strong> casinos already, wants to buy acreage in <strong>Tiverton<\/strong> and build a 1,000-slot, 30-table casino there, <a href=\"http:\/\/www.foxbusiness.com\/markets\/2015\/04\/21\/twin-river-management-proposes-new-casino-in-tiverton-near-massachusetts-state\/\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">a low-profile &#8220;convenience casino.&#8221;<\/a> It&#8217;s a proposal that will be at the mercy of the voters and it requires taking the <strong>Newport Grand<\/strong> license and transplanting it to Tiverton.
