Just when Sen. <strong>Lindsey Graham<\/strong>&#8216;s mooted bill to outlaw <strong>Internet<\/strong> gaming seemed to have quietly evaporated, <a href=\"http:\/\/lasvegassun.com\/news\/2015\/may\/11\/online-gaming-harry-reid-ban\/\" target=\"_blank\" rel=\"noopener\">Reid stirred new life into the issue<\/a>. While he used to favor a carve-out for online poker, Reid&#8217;s abandoning even that token form of support for Big Gaming. &#8220;I haven&#8217;t made up my mind \u2014 but I&#8217;m going to look closely into banning it totally. I&#8217;m going to take a hard look at it. It would be something I would certainly consider strongly.&#8221; Thanks a lot. To paraphrase an <strong>NRA<\/strong> chestnut, if Internet poker is outlawed, <!--more-->only outlaws will play Internet poker.<\/p>\n<p>With friends like this, who needs <strong>Sheldon Adelson<\/strong>? Reid is parroting <strong>Las Vegas Sands<\/strong> bogeyman talking points, claiming that the Silver State failed in its regulation of &#8216;Net betting. (Example, please?) Fortunately, <a href=\"http:\/\/vegasinc.com\/business\/gaming\/2015\/apr\/03\/reid-striving-add-ban-online-gaming-his-political-\/?_ga=1.139898931.181002990.1421958548\" target=\"_blank\" rel=\"noopener\" class=\"broken_link\">the congressional legislation faces complexities<\/a> such as interfering with online state lotteries (which often use servers across state lines) and\u00a0possibly having to grandfather existing &#8216;Net betting in <strong>Delaware<\/strong>, <strong>Nevada<\/strong> and <strong>New Jersey<\/strong>. Considering the lengths to which <strong>MGM Resorts International<\/strong> and Caesars stuck out their necks to support Reid in 2010, they&#8217;d be right if they thought of him as an ungrateful bastard.<\/p>\n<p>* Having failed to meet a March 31 completion deadline &#8212; or even get its <strong>Philippines<\/strong> megaresort project halfway done &#8212; <strong>Kazuo Okada<\/strong>&#8216;s <strong>Tiger Resorts Leisure &amp; Entertainment<\/strong> <a href=\"http:\/\/www.reuters.com\/article\/2015\/05\/11\/philippines-okada-idUSL3N0Y24M020150511\" target=\"_blank\" rel=\"noopener\">forfeited $2 million in guarantees<\/a> and has its license in jeopardy of being <a href=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2014\/10\/Tiger-Resort-Okada-Manila-Bay-Resorts_01-e1402018244904.jpg\"><img loading=\"lazy\" class=\"alignleft size-medium wp-image-14727\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2014\/10\/Tiger-Resort-Okada-Manila-Bay-Resorts_01-e1402018244904-300x188.jpg\" alt=\"Tiger-Resort-Okada-Manila-Bay-Resorts_01-e1402018244904\" width=\"300\" height=\"188\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2014\/10\/Tiger-Resort-Okada-Manila-Bay-Resorts_01-e1402018244904-300x188.jpg 300w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2014\/10\/Tiger-Resort-Okada-Manila-Bay-Resorts_01-e1402018244904-150x94.jpg 150w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2014\/10\/Tiger-Resort-Okada-Manila-Bay-Resorts_01-e1402018244904.jpg 625w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/><\/a>suspended. Okada wants to push completion of the project, which has already been underway since 2012, back into mid-2017, due to\u00a0design changes.\u00a0Tiger claims to be 56% finished but regulatory body <strong>Pagcor<\/strong> (which doubles as a casino operator) isn&#8217;t buying it.<\/p>\n<p>While Caesars, leaping at every opportunity in sight, would love to penetrate the Philippine market, Pagcor CEO <strong>Cristino Naguiat<\/strong> put <strong>Gary Loveman<\/strong> on &#8220;hold,&#8221; citing a rolling wave of megaresort projects that are gradually filling up the <strong>Entertainment City<\/strong> zone, already host to <strong>Melco Crown Entertainment<\/strong> and <strong>Genting Group<\/strong> casinos. Although Caesars&#8217; interest in the Philippines can partly be attributed\u00a0to recent corporate desperation, the once-untouchable territory may be become more\u00a0attractive\u00a0to major American operators in the near future, <a href=\"http:\/\/www.forbes.com\/sites\/muhammadcohen\/2015\/05\/11\/speak-softly-carry-a-big-broom-pagcor-chairman-naguiat-cleans-up-philippine-casinos\/\" target=\"_blank\" rel=\"noopener\" class=\"broken_link\">as Pagcor cleans up its formerly shady image<\/a>\u00a0(&#8220;Naguiat\u2019s predecessor and several colleagues have been indicted for graft&#8221;).\u00a0Also, governmental transparency in the Philippines, once rated well behind <strong>China<\/strong>&#8216;s has now caught up with and surpassed <strong>Peking<\/strong>.<\/p>\n<p>Whatever their inclinations, U.S. casino executives will have to hold off supplicating Naguiat&#8217;s successor until 2018, when two more megaresorts open in Entertainment City and the freeze on new projects is lifted &#8230; assuming that Okada has gotten his act together by then.<\/p>\n<p><a href=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/03\/Adelson.jpg\"><img loading=\"lazy\" class=\"alignright size-medium wp-image-2544\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/03\/Adelson-300x225.jpg\" alt=\"Adelson\" width=\"300\" height=\"225\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/03\/Adelson-300x225.jpg 300w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/03\/Adelson-150x112.jpg 150w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/03\/Adelson.jpg 488w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/><\/a>* Adelson and <strong>K.T. Lim<\/strong> of Genting Group can sleep a little better tonight: A high-ranking <strong>Singapore<\/strong> minister has told the country&#8217;s parliament that the government <a href=\"http:\/\/www.ggrasia.com\/spore-has-no-plans-for-more-casino-licences-minister\/\" target=\"_blank\" rel=\"noopener\">has &#8220;no plans&#8221; to entertain new casino bids<\/a> when the Sands\/Genting duopoly expires in 2017. A lot could change between then and now but the Singaporean administration has always shown an abundance of caution toward its casino industry. &#8220;The government would instead focus on working with the two existing licensees to ensure their attractions and services continue to enhance the country\u2019s tourism appeal,&#8221; reports <em>GGR Asia<\/em>.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Now that Sen.
