{"id":16161,"date":"2015-06-02T12:02:04","date_gmt":"2015-06-02T20:02:04","guid":{"rendered":"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/?p=16161"},"modified":"2022-08-22T04:17:47","modified_gmt":"2022-08-22T12:17:47","slug":"kansas-gets-down-to-brass-tacks-lindsey-graham-man-of-mystery","status":"publish","type":"post","link":"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/kansas-gets-down-to-brass-tacks-lindsey-graham-man-of-mystery\/","title":{"rendered":"Kansas gets down to brass tacks; Lindsey Graham, man of mystery"},"content":{"rendered":"<p>After years of waiting, the fate of <strong>Kansas<\/strong>&#8216; seemingly unwanted fourth casino license, long in abeyance came down to three-and-a-half hours of <a href=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/12\/ruffin.jpg\"><img loading=\"lazy\" class=\"alignleft size-full wp-image-5463\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/12\/ruffin.jpg\" alt=\"ruffin\" width=\"115\" height=\"130\" \/><\/a>presentations by a trio of rival bidders. The\u00a0<strong>Kansas Lottery Gaming Facilities Review Board<\/strong> will make its choice by June 30 and the\u00a0<strong>Kansas Racing &amp;\u00a0Gaming Commission<\/strong> must sign off on the selection by July 10. That&#8217;s a fast track for a proceeding that has been stuck in bottom gear for as long as one can remember.<\/p>\n<p>The heavy hitter was\u00a0<strong>Phil Ruffin<\/strong> (<em>above<\/em>),\u00a0whose $84 million <strong>Camptown Casino<\/strong> would be fully funded in <!--more-->cash before construction even begins. Ruffin&#8217;s group is so confident that they&#8217;re offering to pay the state a $5 million down payment on a projected $13 million in taxes, to be derived from a theoretical $48 million in gambling revenues, with patronage forecast at 2,600 punters a day, two-thirds of them from <strong>Missouri<\/strong>. The Ruffins also plan to lean heavily on <strong>Treasure Island<\/strong>&#8216;s database of customers from the plains states.<\/p>\n<p>Rival <strong>Castle Rock<\/strong> ($145 million) hit back with some highly aggressive revenue projections. However, while its bankers forecast an initial $101 million growing to $120 million in five years, consultant <strong>WhiteSand Gaming<\/strong> only prognosticated $83 million to $98 million over the same <a href=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2015\/06\/Castle-Rock.jpg\"><img loading=\"lazy\" class=\"alignright size-medium wp-image-16162\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2015\/06\/Castle-Rock-300x156.jpg\" alt=\"Castle Rock\" width=\"300\" height=\"156\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2015\/06\/Castle-Rock-300x156.jpg 300w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2015\/06\/Castle-Rock-150x78.jpg 150w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2015\/06\/Castle-Rock.jpg 311w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/><\/a>period &#8212; not counting non-gambling revenues.\u00a0\u201cAll three of these banks, we sent them our market study, market numbers, and they didn\u2019t question why our numbers were so high, they questioned why it was so low. WhiteSand gave us very conservative numbers, but we wanted to make sure we\u2019d hit the numbers we\u2019ve projected today,\u201d said <strong>Rodney Steven II<\/strong>.<\/p>\n<p>These figures translate into $22 million right off the bat and a half-billion over 15 years for the <strong>American Casino &amp; Entertainment Properties<\/strong> casino, which would be tied in promotionally with the <strong>Stratosphere<\/strong> and other ACEP holdings, not that they&#8217;re much to speak of. A <strong>World Series of Poker<\/strong> pit stop was also promised. Whether it was jobs, visitors, investment or community investment, ACEP&#8217;s mantra was more-more-more. Although the\u00a0<strong>Crawford County Convention &amp;\u00a0Visitors Bureau<\/strong> questions the viability of the project, casino-licensing boards like to hear large dollar numbers (the bigger the better) thrown around, which would seem to make Castle Rock the frontrunner.<\/p>\n<p>Crawford County supports <strong>Kansas Crossing<\/strong>, which would sit at the nexus of\u00a0<strong>U.S. 400<\/strong> and <strong>U.S. 69<\/strong>.\u00a0\u201cThere are 22,000 vehicles that pass <a href=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2015\/06\/Kansas-Crossing.jpg\"><img loading=\"lazy\" class=\"alignleft size-medium wp-image-16163\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2015\/06\/Kansas-Crossing-300x166.jpg\" alt=\"Kansas Crossing\" width=\"300\" height=\"166\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2015\/06\/Kansas-Crossing-300x166.jpg 300w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2015\/06\/Kansas-Crossing-150x83.jpg 150w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2015\/06\/Kansas-Crossing.jpg 301w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/><\/a>by that intersection each day, that\u2019s twice the traffic of Camptown according to the <strong>Kansas Department of Health &amp;\u00a0Environment<\/strong>,&#8221; said investor <strong>Bruce Christenson<\/strong>. Officials of <strong>JNB Gaming<\/strong> pointed to prior experience with other Kansas casinos and predicted $43 million in initial revenue. They also offered a 10-year, $4 million commitment to the\u00a0<strong>Crawford County Technical Education Center<\/strong>.<\/p>\n<p>Public comments <a href=\"http:\/\/www.miamiok.com\/news\/article_97c93026-ea5d-5d65-bada-ce04d46c0b7d.html\" target=\"_blank\" rel=\"noopener\" class=\"broken_link\">were pretty evenly split in support of Castle Rock and Kansas Crossing<\/a>, with no one standing up for Camptown Casino. But <strong>Sheldon Adelson<\/strong> <a href=\"http:\/\/www.washingtonpost.com\/blogs\/post-politics\/wp\/2015\/03\/03\/washingtons-first-official-2016-fundraiser-starring-lindsey-graham-and-sheldon-adelson\/\" target=\"_blank\" rel=\"noopener\" class=\"broken_link\">recently co-chaired a Graham fundraiser<\/a>. For someone who&#8217;s declared war on the big, bad <strong>Internet<\/strong>, Graham is taking up arms at a leisurely pace. He and Adelson each has something the other one wants. Is Graham holding his bill hostage until Adelson endorses him or does Adelson&#8217;s money trump political horsetrading? It&#8217;s a curious game these two play.<\/p>\n<p>* If there &#8220;will be some impact. But it will be very minor,&#8221; why is <strong>Lago<\/strong> casino developer <strong>Thomas Wilmot<\/strong> demanding that the State of <strong>New York<\/strong> <a href=\"http:\/\/siouxcityjournal.com\/business\/ny-tribe-opens-wizard-of-oz--themed-strip-mall\/article_36b3a49a-53af-557e-8de3-7aedebf90aa7.html\" target=\"_blank\" rel=\"noopener\" class=\"broken_link\">deny a gaming license<\/a> to pocket-sized, tribally owned\u00a0<strong>Yellow Brick Road Casino<\/strong>, near <strong>Syracuse<\/strong>?
